On anniversary of Karabakh ceasefire, the US calls for release of all detainees

This week, the United States and the international community recognize the one-year anniversary of the ceasefire declaration that ended 44 days of intense fighting between Armenian and Azerbaijani forces in the South Caucasus, the US Department of State said in a statement.

“We extend our deepest condolences to the families of those killed and injured during the hostilities last year.  We call for the return of all remaining detainees, a full accounting of missing persons, the voluntary return of displaced persons to their homes, comprehensive humanitarian de-mining of conflict-affected areas, and access by international humanitarian organizations to those in need.  We also call for an investigation into alleged human rights abuses and violations of international humanitarian law,” the State Department said.

“The United States remains committed to promoting a secure, stable, prosperous, and peaceful future for the South Caucasus region.  U.S. Deputy Assistant Secretary in the Bureau of European and Eurasian Affairs Erika Olson is currently in the region to discuss bilateral issues with all three countries and to explore opportunities for regional cooperation,” the statement reads.

It urged Armenia and Azerbaijan to continue and intensify their engagement including under the auspices of the Minsk Group Co-Chairs to find comprehensive solutions to all outstanding issues related to or resulting from the Nagorno-Karabakh conflict.

French foreign ministry releases details from OSCE MG-mediated Armenia-Azerbaijan FMs meeting in Paris

PARIS, NOVEMBER 11, ARMENPRESS. The French foreign ministry released details from the meeting of Armenian FM Ararat Mirzoyan with Azerbaijani FM Jeyhun Bayramov under the auspices of the OSCE Minsk Group Co-chairs.

“One year after the end of the fighting in Nagorno-Karabakh, Mr. Jean-Yves Le Drian, Minister for Europe and Foreign Affairs, today received MM. Ararat Mirzoyan and Mr. Jeyhun Bayramov, Foreign Ministers of Armenia and Azerbaijan, for separate bilateral talks during their trip to France on the occasion of the UNESCO General Assembly.

At the end of these bilateral talks, the Minister opened a joint meeting of the ministers of Armenia and Azerbaijan under the aegis of the three French, American and Russian co-chairs of the Minsk Group, intended to continue the momentum started in New York on September 23.

In these various exchanges, the Minister reiterated France's desire to contribute to the strengthening of dialogue between the parties, capable of promoting the establishment of a lasting peace in the South Caucasus region, for the benefit of the populations of the region. He underlined our determination to maintain a strong involvement of the co-chairs of the OSCE Minsk Group in order to achieve this objective and recalled his availability to continue exchanges at political level with the two parties,” the French foreign ministry said in a press release.

YEREVAN, NOVEMBER 4, ARMENPRESS. Armenia will be consistent in the issue of restoring and protecting the rights of the people of Artsakh and will make effort for guaranteeing their right to live safely and with dignity in their homeland, the Deputy Minister of Foreign Affairs of Armenia Vahe Gevorgyan said at a joint session of parliamentary committees on the 2022 state budget.

He said that in relation to the Azeri aggression against Artsakh in 2020 and Baku’s aspirations against sovereign territories of the Republic of Armenia, the Armenian foreign policy priority directions remain ensuring the security of Armenia and Artsakh, the resolution of the Nagorno Karabakh conflict, as well as establishment of regional peace and stability, and unblocking.

“Armenia’s principled position regarding the Artsakh conflict has been numerously expressed, that is – a comprehensive and lasting resolution of the Nagorno Karabakh conflict can be achieved under the auspices of the only internationally mandated format – the OSCE Minsk Group Co-chairmanship, based on the well-known principles and elements, which implies the determination of the final status of Artsakh taking into account the realization of the unbreakable right to self-determination of the Armenians of Artsakh,” Gevorgyan said.

In this phase, he prioritized the re-launching of the peace process under the OSCE MG Co-chairmanship, as well as the solution of priority humanitarian issues, including the repatriation of PoWs, the determination of the fates of those missing or who are victims of forced disappearances, and the preservation of Armenian cultural heritage.

“Armenia will be consistent in the issue of restoring and protecting the rights of the people of Artsakh and will make effort to guarantee their right to live safely and with dignity in their homeland.”

The international recognition and condemnation of the Armenian Genocide is also among the priorities of the Armenian foreign policy. Gevorgyan reaffirmed that Armenia will continue to actively contribute to the international community’s efforts for preventing genocides and other crimes against humanity.

Deputy PM Papikyan is elected Chairman of Yerevan State University Board of Trustees

Armenia’s Deputy Prime Minister Suren Papikyan has been elected Chairman of the Yerevan State University (YSU) Board of Trustees, and a competition for the position of YSU Rector has been announced—and which will take place in December. A YSU representative informed about this to reporters.

But Saturday’s meeting of the YSU Board of Trustees was closed, and therefore reporters were not allowed to cover it.

Until now, however, the meetings of the YSU Board of Trustees had been open to the public, and for that reason reporters had covered them freely.

Artsakh president signs decree on winter conscription and demobilization dates

The President of the Artsakh Republic Arayik Harutyunyan signed on Friday a decree on the winter conscription and demobilization of servicemen for 2022. 

According to the document, the conscription will run from January to February 2022. The conscription applies to Artsakh male citizens who turn 18 years old until December 31, 2021 inclusive, as well as to those whose draft deferment ends by the end of December.

YEREVAN, NOVEMBER 1, ARMENPRESS. Speaker of Parliament Alen Simonyan received today newly-appointed Ambassador of Norway to Armenia Helene Sand Andresen, the Parliament’s press service said.

The sides discussed a number of issues relating to the development of the Armenian-Norwegian relations. Both emphasized the importance of implementing programs aimed at boosting the inter-parliamentary cooperation.

The Speaker of Parliament also highlighted the necessity of deepening the cooperation between the parliaments of the two countries in various international platforms.

The discussion also touched upon the regional security and stability. In this context the sides highlighted the role of the OSCE Minsk Group Co-Chairmanship in the comprehensive settlement process of the Nagorno Karabakh conflict. Alen Simonyan stressed the urgency of the repatriation of Armenian prisoners of war and civilians held in Azerbaijan.

The meeting also covered topics relating to democracy and human rights.

Wearing of masks outdoors now mandatory in Armenia

Wearing of masks outdoors is now mandatory in Armenia. the rule comes into force on November 1.

Masks will not be mandatory for children under 5 and people with chronic respiratory diseases: asthma, chronic obstructive pulmonary disease, emphysema or bronchitis, severe respiratory failure, chronic heart failure (stages C and D) provided that the mentioned persons have a document proving the relevant medical condition.

Direct participants and speakers at events hosted by the President of the Republic of Armenia, the Catholicos of All Armenians, the Prime Minister, the Speaker of the National Assembly, the President of the Constitutional Court and the President of the Supreme Judicial Council will also be exempt from wearing masks. The rule does not apply to journalists and service staff.

Wearing of masks will not be mandatory during exercising or cycling, as well as in specially designated areas for outdoor recreation and beaches, mountains, forests, but not in city parks, botanical gardens and zoos, historical and cultural sites.

TV hosts can also choose not to wear masks, given they are alone in the studio. People with hearing and speaking disorders, mental and behavioral disorders, cognitive disorders are also exempt from wearing masks.

TCCIMA holds meeting to honor former Armenian ambassador

TEHRAN – Representatives of Tehran Chamber of Commerce, Industries, Mines and Agriculture (TCCIMA) on Wednesday held a meeting to honor the former Armenian Ambassador to Tehran Artashes Tumanyan who has been recently recalled from his post, TCCIMA portal reported.

Tumanyan, who will soon return to Armenia, has played a significant role in the development of relations between Iran and Armenia’s private sectors in recent years.

Speaking in the meeting which was attended by officials from TCCIMA, the Armenian embassy in Tehran, the Armenian representative in the parliament and a number of businessmen, the TCCIMA Head Masoud Khansari referred to Tumanyan's extensive efforts for improving the economic relations between the private sectors of the two countries and expressed the Iranian private sector’s gratitude for his efforts.

Khansari expressed hope that the new ambassador would also take the approach of developing economic relations between the two countries in order to make significant progress in the trade relations between the two sides by using the provided infrastructure.

“In recent years, a very good relationship has developed between the Tehran Chamber of Commerce and the Armenian embassy, which has led to bilateral cooperation in holding various economic events. Also, the formation of the Iran-Armenia Joint Chamber, chaired by Hervik Yarijanian further facilitated relations between the two sides,” he said.

Khansari further emphasized the need to maintain the established relations, saying: “The relationship between Iran and Armenia has always been a special one. Although sanctions have become an obstacle to further and deeper development of relations, good infrastructure has been established and relations between the two sides have become very deep. The private sector seeks to create more opportunities for the development of economic relations with Armenia, as well as the development of relations with the countries of the region and Eurasia, and even Europe with the participation and cooperation of Armenia.”

Elsewhere in the meeting, Tumanyan also stressed the importance of economic issues which have been the focus of the embassy's activities in recent years, and praised the TCCIMA cooperation in this regard.

According to Tumanyan trade relations between the two countries will boom in the near future.

Turkey, Azerbaijan seek to unite Turkic world with trade corridor through Armenia

Azerbaijan and Turkey plan to unite the Turkic world by re-opening a trade corridor connecting Azerbaijan to its Nakhchivan enclave through Armenia, Azeri President İlham Aliyev said.

"Both Turkey and Azerbaijan will take necessary steps for realisation of the Zangezur Corridor," Aliyev said at a joint news conference with Turkish President Recep Tayyip Erdoğan on Tuesday, Turkey’s state-run Anadolu news agency reported. He spoke after an opening ceremony for the Fuzuli International Airport in Nagorno-Karabakh.

A November ceasefire agreement ending a 44-day war between Azerbaijan and Armenia over Nagorno-Karabakh foresees the re-opening of key historical transportation lines between Azerbaijan, Armenia and Russia. Following the deal, Aliyev called on Armenia to open the Zangezur Corridor, which would link Azerbaijan to Nakhchivan, an autonomous western Azeri region separated from the country by Armenian territory.

"One day, we will be able to travel (directly) from Zangezur to Istanbul, cementing the region's position as a transit and logistics hub," Erdoğan said at the news conference.

Azerbaijan has blocked shipments of materials to both Armenia and Karabakh since 1989, while Armenia has imposed a blockade on Nakhchivan.

Relations between Turkey and Azerbaijan are at an historic peak following last autumn’s six weeks of clashes in the disputed Nagorno-Karabakh region. Turkish military support proved crucial to Azerbaijan reclaiming control over the territory from Armenian-backed forces.

This week, Erdoğan paid a third visit to Azerbaijan since last year’s war. On a visit to Azerbaijan in June, Erdoğan and Aliyev signed the Shusha Declaration, which foresaw an expansion of political, economic and defence ties between the countries.
