Pashinyan orders internal investigation over IDEX-2021 gaffe

YEREVAN, FEBRUARY 25, ARMENPRESS. Prime Minister Nikol Pashinyan has ordered an internal investigation to reveal how the Armenian defense exhibits failed to reach the IDEX-2021 expo in Abu Dhabi.

Pashinyan said at the Cabinet meeting that the investigation will bring to account the officials in charge if they have any fault in the incident.

Earlier, the Ministry of High-Tech Industry had announced that the samples of the military-industry failed to reach the expo due to “logistical problems”.

Turkish press: Erdoğan, Putin discuss Nagorno-Karabakh, Syria, Libya in phone call

President Recep Tayyip Erdoğan and his Russian counterpart Vladimir Putin on Thursday discussed regional issues including Nagorno-Karabakh, Syria and Libya in a phone call.

The two countries discussed steps to further enhance relations between Ankara and Moscow, while regional issues were also on the agenda of the two leaders.

According to a statement by the Communications Directorate, Erdoğan underlined the need to preserve the cease-fire in Nagorno-Karabakh, highlighting that the joint observation center in the Aghdam region of Azerbaijan is operating successfully.

The center, which both countries agreed to set up in November, officially opened in January. Both Turkey and Russia sent up to 60 personnel each to run the center.

Erdoğan further stated that as part of reconstruction efforts in the region, Turkish and Russian experts could come together with their Azerbaijani interlocutors for more efficient highway and railway access following the Jan. 11 agreement, signed by the leaders of Russia, Azerbaijan and Armenia to develop economic ties and infrastructure to benefit the entire Caucasus region.

Azerbaijan is getting ready to rebuild the recently liberated Nagorno-Karabakh in accordance with modern urbanism, after 30 years of Armenian occupation.

Nagorno-Karabakh is entering a new period marked by construction and infrastructure work that will reshape the outlook of the region. Currently, the majority of the liberated land has the appearance of "ghost towns" as it suffered heavy damage during and after the occupation.

Following the 44-day conflict launched back in September 2020, as Azerbaijan declared a definite victory, Armenian forces left the region after vandalizing the houses and looting everything they could on their way out. Now, it is difficult to have a building in the cities of Nagorno-Karabakh, including Jabrayil, Fuzuli and Lachin, other than piles of stones. Although the symbolic city of the region Shusha was relatively luckier than the others in terms of surviving the vandalism, the religious and cultural monuments in the city still suffered from the aftereffects of the war.

Speaking on the Syrian civil war, Erdoğan stressed that it is for the benefit of everyone to find a solution as soon as possible, while he also said that it is important not to miss the opportunity to establish peace and stability in Libya following the election of a new interim government that will lead the war-torn country until national elections in December.

Anzhela Elibegova and Gohar Meloyan exit Armenia National Security Service, refuse to testify

Azerologist Anzhela Elibegova and constitutional expert Gohar Meloyan, who had been apprehended and taken to the National Security Service, exited the building of the National Security Service a little while ago.

“I have absolutely no idea what is going on and why I was taken to the National Security Service. The officers seized my mobile phone and my office computer, in which there was information, including information about Azerbaijan’s war crimes that I was going to submit to the Human Rights Defender,” Anzhela Elibegova told reporters.

Gohar Meloyan added that first the officers searched their offices and then took them to the National Security Service where the investigators refused to show the court decision by which they could conduct a search.

Meloyan said she still doesn’t understand why she was apprehended and only added that she and Elibegova were interviewed as suspects, but refused to testify.

Armenia, UAE discuss perspectives of high-tech cooperation

Armenia’s Minister of High-Tech Industry Hakob Arshakyanand UAE Minister of State for Artificial Intelligence, Digital Economy and Teleworking Applications Omar Bin Sultan Al Olama discussed the possible directions of cooperation in the fields of artificial intelligence and high technologies.

Omar Bin Sultan Al Olam noted that they are moving toward a new digital strategy.

Minister Arshakyan informed, in turn, that the Armenian government has recently approved the Digitalization Strategy, which can also serve as a platform for cooperation and the translated version of which can be transferred to the Arab side.

During the meeting, they also discussed the idea of having an Armenian corner within the framework of the “Armenian Virtual Bridge” program in the UAE, which will allow Armenian technology start-ups to have a proper representation in the UAE, participate in various state events, competitions and receive investments from the Arab side.

Hakob Arshakyan invited his UAE counterpart to participate in the 3rd International Exhibition of Defense Technologies #ArmHiTec2021, which will be held in Armenia on March 25-27, 2021.

Armenia’s Prime Minister Nikol Pashinyan conducted consultation in the Ministry of Economy.

Addressing the present, the premier stressed that the biggest challenge to the war against coronavirus was macro-economic collapse.

“It is necessary to register that we need to keep the macro-economic stability the international recognition of which is issuing of the euro bonds. The most visible and tangible assessment is the approach of institutional investors, their trust toward the country and the government. This is the important index of trust,” he said.

He said it has been succeeded to issue the euro bonds with the lowest index in Armenia’s history. “This means that the institutional investors believe Armenia’s first of all economic and naturally political future,” the PM said.

YEREVAN, FEBRUARY 10, ARMENPRESS.  The Armenian government plans to build alternative roads to Syunik Province. ARMENPRESS reports the Minister of Territorial Administration and Infrastructure Suren Papikyan said during parliament-Cabinet Q&A session.

"Yes, we will build. We will build as soon as the weather conditions allow, "Papikyan said.

Ombudsman records killings of 72 Artsakh civilians by Azerbaijani forces in nearly four months

The staff of Artsakh's Human Rights Ombudsman has updated the interim report on the cases of killing of Artsakh civilians by the Azerbaijani armed forces including also the cases found after December 22, 2020, as a result of search operations.

The report summarizes the cases of civilian casualties, caused as a result of the military aggression unleashed by Azerbaijan and Turkey against the Artsakh Republic since September 27, 2020, as well as killings of civilians who were imprisoned in the areas fallen under the control of the Azerbaijani military. The cases are introduced with relevant brief information.

From September 27, 2020, to January 28, 2021, the killings of 72 civilians by the Azerbaijani armed forces have been recorded: 41 – from targeted strikes, 31 – in captivity. A number of cases of torture and mutilation of corpses, inevitably targeted civilian deaths were recorded. The ombudsman also recorded the cases of 163 civilian injuries, most of which resulted from strikes that resulted in the deaths of others, his office said in a statement on Friday.

The report presents only the cases on irrefutable grounds, at the same time the Office of the Human Rights Ombudsman still receives information on the alleged cases of civilian deaths, that require investigation, the results of which will be included in further updates of the report.

At the time of updating the report, the ombudsman's staff still has information on missing civilians some of whom most probably are in captivity, and others are allegedly killed by the Azerbaijani armed forces. This is proved by the regular cases of finding the bodies of civilians in the communities of Artsakh under the control of Azerbaijan, the statement said.

Bodies of some of the victims have been found a long time later of the death, hence, it requires an in-depth professional examination to detail the circumstances of the death in specific cases and to reveal traces of the crimes committed. However, in some cases, preliminary conclusions of the forensic examination were also presented.

Russian-Turkish center to monitor Nagorno-Karabakh ceasefire opens in Azerbaijan

KIYAMADDINLI /Azerbaijan/. A joint Russian-Turkish center to monitor the ceasefire in the Nagorno-Karabakh conflict zone has opened near the Kiyamanddinli populated locality in Azerbaijan’s Aghdam district.

"The center will collect, summarize and verify information on the observance of the ceasefire and actions that violate the agreements reached by the parties. The control will be carried out through the use of unmanned aerial vehicles and by means of evaluating data received from other sources," the Russian Defense Ministry told reporters on Saturday.

Azerbaijani Defense Minister Zakir Hasanov, Russian Deputy Defense Minister Alexander Fomin and Turkish Deputy Defense Minister Yunus Emre Karaosmanoglu took part in the opening ceremony.

On November 9, 2020, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a joint statement on a complete ceasefire in Nagorno-Karabakh starting from November 10. The Russian leader said the Azerbaijani and Armenian forces would maintain the positions that they had held and Russian peacekeepers would be deployed to the region. A memorandum on setting up a joint Russian-Turkish center to monitor the ceasefire in Nagorno-Karabakh was signed on November 11 following talks between Russian Defense Minister Sergei Shoigu and his Turkish counterpart Hulusi Akar.

Criminal case opened on charge of attempted murder of Karabakh defense army ex-commander Jalal Harutyunyan

A criminal case has been filed on charge of attempted murder of Artsakh (Nagorno-Karabakh) former defense minister and ex-commander of Artsakh Defense Army Jalal Harutyunyan. Arevik Khachatryan, head of the public relations department of the Prosecutor General's Office of Armenia, informed Armenian News-NEWS.am about this.

Khachatryan added that the criminal case includes another charge, which is pursuant to the Criminal Code article on deliberate destruction of property, which has caused great damage.

The investigation continues.

Harutyunyan was interviewed along the lines of this criminal case.

There is currently no person with litigation status.
