YEREVAN, APRIL 6, ARMENPRESS. The rate of doubling the number of coronavirus infected persons has declined in Armenia, ARMENPRESS reports Health Minister of Armenia Arsen Torosyan said in a Facebook Live.
‘’If we view by daily percentage point rise, we have recorded 4.6%, 6.8% and 1.3% rise in the past 3 days. The number of infected persons now doubles in every 8 days, before it was 7 days. Our task is to maximally drop this pace’’, the Minister said.
As of April 6, 11:00, the number of confirmed cases of coronavirus in Armenia is 833. 8 people have died. The total number of recoveries is 62.
On March 16 Armenia declared a 30-day state of emergency to battle the spread of COVID-19. The state of emergency is effective until April 14, 17:00.

Turkish Press: OIC rejects elections in ‘occupied’ Nagorno-Karabakh

The Organisation of Islamic Cooperation (OIC) on Wednesday slammed so-called presidential and parliamentary elections held Tuesday in Upper Karabakh, also known as Nagorno-Karabakh — a region illegally occupied by Armenia.
“OIC views the holding of elections in the occupied region of the Republic of Azerbaijan on March 31, 2020 as in contravention to the relevant UN Security Council resolutions concerning the Nagorno-Karabakh conflict,” the international organization said on Twitter.
The OIC also highlighted the importance of resolutions and decisions of the OIC and the Organization for Security and Cooperation in Europe to encourage a “peaceful solution to the conflict on the basis of sovereignty, territorial integrity and inviolability of the internationally recognized borders of Azerbaijan”.
Azerbaijan and Armenia, two former Soviet republics, fought a war over the disputed region in 1988-1994. The two signed a cease-fire in 1994, but never reached a peace deal. Upper Karabakh remains unrecognized internationally as a separate state.
Turkey maintains that any resolution of the Upper Karabakh conflict should take into account Azerbaijan's territorial integrity.
Upper Karabakh is an internationally recognized territory of Azerbaijan which has been illegally occupied since 1991 by Armenian military aggression.
Four UN Security Council and two General Assembly resolutions, as well as decisions by many other international organizations, refer to this fact and demand the withdrawal of Armenia’s occupation forces from Upper Karabakh and seven other occupied regions of Azerbaijan.
The OSCE Minsk Group – co-chaired by France, Russia and the U.S. – was formed to find a peaceful solution to the conflict, but has yet to get any results.

IOC announces new dates for Olympic and Paralympic Games Tokyo 2020

The International Olympic Committee (IOC), the International Paralympic Committee (IPC), the Tokyo 2020 Organising Committee, the Tokyo Metropolitan Government and the Government of Japan today agreed new dates for the games of the XXXII Olympiad, in 2021, the IOC said today.
The Olympic Games Tokyo 2020 will be held from 23 July to 8 August 2021.
They also agreed on new dates for the Paralympic Games, which will be celebrated from 24 August until 5 September 2021.
The leaderships of the key parties came together via telephone conference earlier today, joined by IOC President Thomas Bach, Tokyo 2020 President Mori Yoshirō, Tokyo Governor Koike Yuriko and Olympic and Paralympic Minister Hashimoto Seiko, and agreed on the new schedule.
This decision was taken based on three main considerations and in line with the principles established by the IOC Executive Board (EB) on 17 March 2020 and confirmed at its meeting today. These were supported by all the International Summer Olympic Sports Federations (IFs) and all the National Olympic Committees (NOCs):
- To protect the health of the athletes and everyone involved, and to support the containment of the COVID-19 virus.
- To safeguard the interests of the athletes and of Olympic sport.
- The global international sports calendar.
These new dates give the health authorities and all involved in the organisation of the Games the maximum time to deal with the constantly changing landscape and the disruption caused by the COVID-19 pandemic. The new dates, exactly one year after those originally planned for 2020 (Olympic Games: 24 July to 9 August 2020 and Paralympic Games: 25 August to 6 September 2020), also have the added benefit that any disruption that the postponement will cause to the international sports calendar can be kept to a minimum, in the interests of the athletes and the IFs. Additionally, they will provide sufficient time to finish the qualification process. The same heat mitigation measures as planned for 2020 will be implemented.
On March 24 a decision was to postpone the 2020 Tokyo Olympics due to the novel coronavirus pandemic.

Armenian media outlets are in a state of confusion since the Armenian government declared a state of emergency.
On March 16, 2020, according to Point 23 of Decision 298, limitations have been placed on reporting coronavirus cases inside and outside of Armenia, the health condition of different people, the sources of the infection, the people whom those infected possibly came into contact with, the number of those who have been quarantined, and any information that might cause panic. Articles may only be published using information from the commanding body as the source.
Now, the authorities are following media articles and issuing warnings. Several websites have been ordered to remove articles, which, according to the authorities, may cause people to panic.
The head of the Union of Journalists of Armenia and the editor-in-chief of 168.am, Satik Seyranyan, said in an interview, “The 6th Division of the police called me and they initially attempted to remove an article from one of our employees about Hrant Bagratyan’s Facebook post. I demanded that this order be issued in writing because we need to have a basis for this. They need to tell us what their order is based on and explain why they are demanding that we remove that article. There is a lot of confusion on different websites. They are demanding that some websites remove some articles, and in the meantime, other websites are posting the same articles. The 6th Division called again, and I said that there is a state of emergency and we are working from home. We are all in self-isolation and I am not working from the same place all the time.”
Many editors are not working from their offices or newspaper headquarters; they are working from home instead. They are not able to check the newspaper’s email. Satik Seyranyan does not exclude the possibility of the police sending her a notification via email, but she did not receive anything on her personal email.
It is strange for Seyranyan because Hrant Bagratyan is considered to be a serious professional. He was the Prime Minister of Armenia during one of the most difficult time periods. Does he care about Armenia less than those in the commanding body? “They don’t know what will cause people to panic. Nikol Pashinyan’s statements do not cause panic, such as the ones about the food supply. They are not only judging this subjectively, but absurdly as well.”

Are Armenia’s regional healthcare facilities ready to fight coronavirus?
The sixth case of coronavirus infection has been officially confirmed in Armenia already. It is unclear whether the disease will soon be contained or, on the contrary, it will take a new turn. While a more serious issue is whether the Armenian healthcare facilities will be ready to admit coronavirus patients and provide the necessary medical care to them if the disease further spreads.
The Armenian Ministry of Health says that the citizens infected with coronavirus are being treated only at Nork Infection Clinical Hospital. However, if the virus starts to spread, coronavirus patients will be isolated and treated in all hospitals with infectious diseases departments in the country.
Panorama.am tried to find out whether the Armenian provinces have the opportunity to handle possible coronavirus infections.
Shirak Province has an infectious diseases hospital, and at the moment it can house and isolate 75 patients at a time.
Leyli Aslanyan, Head of the Health Division of the Health and Social Security Department at the Shirak Regional Administration, told Panorama.am that the hospital has some of the necessary resources to treat coronavirus patients, adding the hospital the resources are always replenished.
“There is an infectious anti-tuberculosis hospital in Gyumri, and it is now ready to admit, isolate and treat patients. At the moment we are trying to equip this hospital in every possible,” Aslanyan said.
Asked if there are any trained doctors who will be able to serve citizens infected with coronavirus, she said they have received guidelines from the ministry and have submitted them to medical facilities. “We are also holding trainings of doctors based on these guidelines. That is, we are following the instructions of the ministry,” she said.
Nune Gevorgyan, Head of the Health Division of the Health and Social Security Department at the Syunik Regional Administration, told us that all five medical facilities in the region have infectious disease departments.
“The region is fully prepared to isolate and treat patients with coronavirus if needed. Apart from the infectious diseases departments, we have separate buildings in 3 medical centers to serve these patients,” Gevorgyan said, adding that doctors are also properly trained to serve coronavirus patients.
Asked how many beds there are in the hospitals of the province, and how many patients the hospital will be able to house if necessary, Gevorgyan said she cannot not provide such data since there is no right to provide such information of medical importance over the phone. "I can only say that we are completely ready to admit patients should the need arises.”
There is no separate infectious diseases hospital in Kotayk Province, but all hospitals have wards or departments for infectious diseases.
“Four large medical centers have infectious diseases departments. There are 22 staffed beds in these hospitals, but more beds are added during the spread of acute respiratory infections. There has never been a case when a patient is denied treatment due to lack of a bed. Beds are regularly added up. The province has spare beds and can increase the number of beds by up to 50 percent in the infectious diseases department. If we follow this practice, up to 33 beds will be possible to be provided to sick citizens at the same time,” said Ani Chilingaryan, Head of the Health Division of the Health and Social Security Department at Kotayk Regional Administration.
Asked if there are any trained doctors in the province who will be able to provide the necessary medical care to possible coronavirus patients, Chilingaryan said they hold consultations with the National Center for Disease Control and Prevention via Skype every Friday, during which doctors exchange their experience and hold debates. "I don't think we will face any problems in this regard,” she said.
Speaking to Panorama.am, a source from the Ararat Regional Administration only said that the local hospitals have infectious diseases departments, but refused to make any comments on the number of beds in hospitals, the preparedness of doctors and the available necessary medical supplies, asking us to submit a written inquiry.
Vasil Aslanyan, the acting head of the Health and Social Security Department of Vayots Dzor Province, said that they have a well-equipped regional infectious diseases department located in the town of Vayk.
"We held a Skype consultation with the chief epidemiologist chaired by the governor, presenting the demands and problems of the hospitals, after which we were provided with the appropriate medical clothing – face masks, scrubs, eyeglasses,” said Aslanyan, adding they expect to receive a new batch of clothing soon.
According to him, people arriving in Armenia from Iran who experience coronavirus symptoms are immediately sent to Nork Infection Clinical Hospital where they are tested.
"For example, a week ago an Indian tourist applied to us with symptoms of a virus. We immediately sent him to Nork Infection Clinical Hospital where he tested negative for coronavirus and was discharged from the hospital,” he said.
If a coronavirus epidemic emerges in the country, the infectious diseases department of Vayots Dzor Province will be able to accommodate 80 patients at once.
The regional administrations assure that they are able to treat patients in case of the further spread of coronavirus in the country, but there is no need to panic because the illness is not so serious, and if citizens follow the Health Ministry's recommendations and the personal hygiene habits, it will be easier to avoid the disease.
Yerevan-Tbilisi passenger trains suspended over coronavirus

YEREVAN, MARCH 14, ARMENPRESS. The Yerevan-Tbilisi-Yerevan passenger trains are suspended from March 14th until March 24 as a preventive measure against the novel coronavirus spread, the operator of the train – the Southcaucasian Railway – said in a statement.
