Thursday, Former Karabakh Army Chief Reports Attack On Supporters • Ruzanna Stepanian Armenia -- Samvel Babayan, a retired army general, at a news conference in Yerevan, April 19, 2019. Samvel Babayan, a retired general seeking to run for president of Nagorno-Karabakh, has effectively accused a key political rival of organizing an armed attack on his supporters in Armenia. In a statement, Babayan’s office said that a group of his associates and supporters were stopped and shot by other men on a highway in eastern Armenia early on Wednesday. It claimed that the “gangs” that opened fire “serve” Arayik Harutiunian, Karabakh’s former prime minister and one of the main candidates in a presidential election that will be held in the Armenian-populated territory next year. Babayan’s team threatened to respond “with the same methods” if law-enforcement bodies fail to punish the attackers. Harutiunian’s Free Fatherland party was quick to strongly deny any involvement in the reported attack. It also accused Babayan of resorting to “blackmail.” “There are no gangs in Artsakh (Karabakh),” Davit Babayan, a senior Karabakh official, told RFE/RL’s Armenian service on Thursday. He at the same time called for an “in-depth investigation” of the incident. The Armenian police said they launched an investigation even before Babayan’s office released the statement. “We took and are continuing to take necessary operational-investigative measures to ascertain the identity and whereabouts of the participants of the incident as well as all circumstances of what happened,” said a police spokesman. The head of Armenia’s National Security Service (NSS), Artur Vanetsian, told reporters later in the day that “the case has been fully solved.” Vanetsian said the incident resulted from a financial dispute between “two groups of individuals” but did not elaborate. Babayan, 53, was the commander of Karabakh’s Armenian-backed army during and after the 1991-1994 war with Azerbaijan. He expressed his intention to join the Karabakh presidential race in February. The Karabakh constitution stipulates that only those individuals who have resided in Karabakh for the past 10 years can participate in the 2020 presidential election. Babayan does not meet this requirement, having mainly lived in Armenia and Russia since 2004. In March, the once powerful general started collecting signatures of Karabakh residents in a bid to circumvent this legal hurdle. He has since repeatedly accused the authorities in Stepanakert of impeding his participation in the 2020 election. The authorities have dismissed those claims. Bako Sahakian, the Karabakh president, will not be seeking reelection next year. He has yet to say who his preferred successor is. Economic growth in Armenia accelerated to 7.1 percent in the first quarter of this year, according to official statistics cited by Prime Minister Nikol Pashinian on Thursday. Pashinian also touted fresh data from the national Statistical Committee (Armstat) indicating that this growth continued unabated in April. “This gives us reason to say that the economy is in a good mood,” he told a weekly meeting of his cabinet in Yerevan. “We have to stimulate that good mood through targeted capital spending and ultimately achieve even better indicators.” Pashinian said continued economic reforms should help the Armenian economy “convert the good mood into a phase of lasting and sustainable development.” Armenia’s Gross Domestic Product increased by 5.2 percent in real terms last year, down from 7.5 percent reported by Armstat in 2017. In its 2018 state budget bill approved by the parliament in December, Pashinian’s government forecast a growth rate of 4.9 percent for this year. In particular, the Statistical Committee recorded a 26.5 percent surge in financial services provided in Armenia. The country’s industrial output was up by only 2 percent in January-March 2019 mainly because of a downturn in the domestic mining industry. That in turn explains why Armenian exports shrunk by more than 8 percent, to $543 million, in the same period. In its comprehensive policy program approved by the parliament in February, the government pledged to ensure that the domestic economy expands by at least 5 percent annually for the next five years. It said rising exports will be the “main engine” of that growth. The program reaffirms Pashinian’s repeated pledges to carry out an “economic revolution” that will significantly reduce poverty and unemployment. It says the government will improve tax administration, ease business regulations, guarantee fair competition, and stimulate exports and innovation. Khachatrian said on May 3 that Armenia’s business environment has already improved significantly since last year’s “velvet revolution” which brought Pashinian to power. The minister said the new government has broken up economic monopolies, created a level playing field for all businesses and eliminated “systemic corruption.” German Lawmakers Visit Armenia, Karabakh Armenia -- Legislators representing the Alternative for Germany (AfD) party meet with parliament deputies fromt the Prosperous Armenia Party, Yerevan, May 27, 2019. Federal and regional legislators representing Germany’s far-right Alternative for Germany (AfD) party have visited Nagorno-Karabakh after meeting with senior officials in Armenia earlier this week. The AfD is Germany’s leading parliamentary opposition force, having finished third in the last German general elections held in 2017. The party is known for its Eurosceptic and anti-immigrant agenda. The AfD delegation that arrived in Yerevan comprised four deputies of the German parliament, Bundestag, and three members of the regional assembly of the eastern German state of Brandenburg. They met with Armenia’s Deputy Minister of Economic Development Mane Adamian on Monday. According to an official press release, Adamian briefed the visiting parliamentarians on economic reforms implemented by the Armenian government. She also informed them that the government and the European Union are planning to jointly organize an investment forum on Armenia in Germany this fall. The German politicians also met with parliament deputies from the opposition Prosperous Armenia Party (BHK). A statement by the Armenian parliament said the two sides stressed the importance of “Germany’s role in democratic, legal and economic reforms in our country.” Most members of the AfD delegation, including Bundestag deputies Steffen Kotre and Stefan Keuter, traveled to Stepanakert on Wednesday. Accompanied by an Armenian pro-government lawmaker, they laid flowers at a local memorial to Karabakh Armenian victims of the 1991-1994 war with Azerbaijan before meeting with members of the Karabakh parliament. The parliament’s deputy speaker, Vahram Balayan, congratulated the AfD on winning 11 seats in the European Parliament in the May 26 elections. Balayan also praised its “friendly relations” with Karabakh, according to a parliament statement. The statement quoted Kotre as saying that he and his AfD colleagues will use their political influence to “deepen ties between Germany and Karabakh.” While in Stepanakert, the German delegation also held a separate meeting with Arayik Harutiunian, Karabakh’s former prime minister and one of the main candidates in a presidential election that will be held in the Armenian-populated territory next year. They reportedly discussed the possibility of Karabakh-related initiatives by the European Parliament and humanitarian aid programs in Karabakh. The AfD and Harutiunian’s Free Fatherland party have maintained contacts since 2015, prompting strong criticism from Azerbaijan. The two opposition parties represented in the Armenian parliament deplored on Thursday a lack of transparency in government efforts to enact legislation for a mandatory “vetting” of the country’s judges demanded by Prime Minister Nikol Pashinian. Pashinian moved to purge the judiciary after a Yerevan court controversially ordered former President Robert Kocharian released from custody on May 18 pending the outcome of his high-profile trial. The premier said on May 20 that Armenian judges lack public trust and must therefore be vetted based on their “political ties, origin, property status and activities.” The parliamentary leader of Pashinian’s My Step alliance, Lilit Makunts, declared on Wednesday that pro-government lawmakers are already finalizing a bill on such vetting. She called on the opposition Prosperous Armenia (BHK) and Bright Armenia (LHK) parties to submit “proposals as to what they want that vetting bill to contain.” Both parties dismissed the offer as disingenuous, saying that they are hearing about the bill for the first time and are completely uninformed about its essence. They said that they should have been involved in the drafting process from the outset. “You should create a [multi-party] group and work in that format, instead of saying that ‘we are working on something and if you have concerns or proposals share them with us,’” LHK leader Edmon Marukian told Makunts on the parliament floor. “What should we submit proposals on? Simonian warned against the creation of a new “judicial system beneficial for the political authorities.” A senior BHK figure, deputy parliament speaker Vahe Enfiajian, similarly said that any opposition input will be “meaningless” as long as the pro-government majority keeps the key points of the vetting bill confidential. “I don’t find it expedient to release substantive details [of the bill] at the moment,” insisted Makunts.She said the bill will be publicized within a month. The opposition criticism came as a high-level delegation of the Council of Europe arrived in Yerevan for two-day consultations with Armenian leaders, including Pashinian and parliament speaker Ararat Mirzoyan, regarding the judicial reform. The Strasbourg-based organization said last week that officials from various Council of Europe structures will “offer advice and assistance with the necessary reforms” during the visit. In a May 22 phone call, Pashinian assured Council of Europe Secretary General Thorbjorn Jagland that the reforms will conform to Armenia’s constitution and international commitments. Press Review “Haykakan Zhamanak” reports that former President Robert Kocharian has met with his supporters at a Yerevan hotel belonging to his family and “expressed interesting thoughts” there. “In particular, he said that ten years ago he thought that the main events of his life are now a thing of the past and that a very quiet and predictable life awaits him,” writes the pro-government paper. It says Kocharian had thus prepared to enjoy his political retirement after “running the country for ten years.” It also scoffs at the ex-president’s remark that the criminal proceedings launched him are a powerful incentive for his renewed political activities. “Zhamanak” says Kocharian’s speech was short on specifics and contained no “revelations regarding the future.” “The second president has nothing to say or to do and is only imitating that he enjoys public support,” writes the paper very critical of him. “On the other hand, in line with a scenario written by him or a foreign power he is trying to provoke the society into civil clashes.” It also says that Kocharian lacks a “serious team and program” and that “his party is billions of dollars stolen from us.” “This also means that Kocharian continues to be regarded as an alternative to the current authorities,” writes “Aravot.” “A bad, wrong and undesirable one but still an alternative, which is not a positive phenomenon in itself.” The paper says one of the achievements of last year’s velvet revolution is that “political life stopped revolving around the first three presidents” of Armenia. It is therefore worried about their renewed involvement in Armenian politics. “Zhoghovurd” dismisses critics’ claims that Prime Minister Nikol Pashinian’s visit to Kazakhstan (where he attended a summit of the Eurasian Economic Union) was a failure. In that regard, the paper downplays the fact that Pashinian did not meet with Russian President Vladimir Putin on the sidelines of the summit. “Such a meeting was not planned at all,” it says. Պետք է հանրաքվեի միջոցով ստեղծվի Անցումային արդարադատության ատյան՝ երդվյալ ատենակալների դատարանի ձևաչափով ու քննչական բաղադրիչով: Իշխանության յուրացման, պետության զավթման, պետական դավաճանության և հանրային-պետական նշանակության այլ ծանր հանցագործությունների, ինչպես նաև հանցավոր համագործակցության գործունեության դեմ դիմադրական ակտերի վերաբերյալ գործերը (Հոկտեմբերի 27, Մարտի 1, Բերձորի պետական ահաբեկչություն, Ապրիլյան քառօրա պայմանավորված պատերազմ և ազատագրված տարածքներ հանձնելու այլ փորձեր կամ դրանց նախապատրաստման գործողություններ, Սասնա Ծռերի ապստամբություն և այլն) պետք է վերցվեն գործող իրավապահ և դատական ատյանների վարույթից և հանձնվեն Անցումային արդարադատության ատյանին:
Ընդ որում՝ պետք է բացառվի այդ գործերով նախկինում դատավարական գործողություններ կատարած անձանց հետագա մասնակցությունը դրանց քննությանը, ինչպես նաև մանրակրկիտ կերպով ուսումնասիրվի նրանց կողմից այդ գործերը քննելու ընթացքում արդարադատության դեմ ուղղված հանցագործություններ կատարելու ենթադրյալ փաստերը:
Ներկայումս արդարադատության համակարգը իրավական ինքնաժխտման և աբսուրդի վիճակում է հայտնվել, քանի որ զուգահեռաբար քննում է ինչպես Մարտի 1-ի գործով սահմանադրական կարգը տապալելու, այնպես էլ տապալված սահմանադրական կարգը վերականգնելու և պայմանավորված պատերազմով ազատագրված տարածքները հանձնելու գործընթացը վիժեցնելու համար զինված դիմադրության ակտ կատարած քաղաքացիներին, որոնցից երկուսը՝ Սմբատ Բարսեղյանը և Արմեն Բիլյանը, շինծու մեղադրանքով դեռևս գտնվում են անազատության մեջ: Այս անհեթեթ, ազգային արժանապատվությունը վիրավորող և արդարադատության իմաստը ոչնչացնող երևույթը պետք է անհապաղ դադարեցվի:
Սմբատ Բարսեղյանն ու Արմեն Բիլյանը չեն կարող տարիներ շարունակ հանիրավի բանտում մնալ և սպասել, մինչև Անցումային արդարադատության ձեռքը կհասնի և իրավական լուծում կտա նրանց գործին: Հույժ կարևոր է նաև նոր Սահմանադրության ընդունումը, քանի որ բոլոր սահմանադրական հանրաքվեները կեղծվել են, բացի այդ՝ այսօրվա գործող Սահմանադրությամբ ձևավորված պետական կառավարման համակարգը չի համապատասխանում սահմանադրականության և ժողովրդավարության չափանիշներին:
Գործող Սահմանադրության մասնակի փոփոխությունները, որ ենթադրում է ՀՀ վարչապետի հայտարարությունը, չեն կարող լուծել Սահմանադրության լեգիտիմության և արդյունավետ պետական կառավարման խնդիրները:

Sports: Mkhitaryan to miss final over safety concerns

Arsenal are expecting to leave Henrikh Mkhitaryan at home for the Europa League final against Chelsea in Baku on May 29 for fear that his presence will be a security risk and distraction for the rest of the squad and staff.
Diplomatic tensions between Mkhitaryan's native Armenia and Azerbaijan, the host nation for the final, exist because of a longstanding conflict over the disputed Nagorno-Karabakh territory. The midfielder could be a target for an attack because of unconfirmed rumours that he has visited the disputed region in recent years.
There is significant anger within the club that he could be forced to miss such an important match, the winners of which qualify for next season's Champions League.
Arsenal have sought assurances about Mkhitaryan's safety from Uefa and were told that the governing body would increase security and ensure that he obtained a visa.
The club believe there would still be a significant risk because Mkhitaryan is a high-profile player. It is also felt that the Armenia captain's presence would have an impact on the rest of the team and staff during their time in the city.
Arsenal will make a final decision by early next week because the team are scheduled to fly to Baku a week on Saturday, four days before the match.
Mkhitaryan, 30, has played in 11 of Arsenal's 14 Europa League matches and scored for Manchester United when they beat Ajax in the final two years ago. The midfielder did not apply for a visa when Arsenal played Qarabag in Baku in the group stage in October.
Uefa has indicated that it will lean on the authorities in Azerbaijan to try to ensure that there are no problems in obtaining a visa this time around and could also use the fact that it has named Baku's Olympic Stadium as a venue for four matches at Euro 2020 as leverage.
Arsenal have also raised concerns with Uefa over the costs and logistics faced by supporters wanting to travel to Baku. Flights from London have been priced at about £1,000, which has put off many season ticket-holders from both clubs. Arsenal and Chelsea have made their 6,000 allocation available to their wider database of supporters, including members, which is unprecedented for a showcase final.
It is estimated that there may be between 2,000 and 3,000 supporters from each club who travel from London, supplemented by fans from Europe. A number of Arsenal fans from Armenia or those that are British-Armenian say that they have been denied a visa.
"Time will tell if it is even possible for 6,000 Arsenal fans to attend the match, given how extreme the travel challenges are," Arsenal said in a statement. "We have 45,000 season ticketholders and for so many fans to miss out due to Uefa selecting a final venue with such limited transport provision is quite simply not right. The reality is that whoever reached the final would not be able to meet demand from their supporters.
"We have received many complaints from our fans about this and we fully share their concerns. We would like to understand the criteria by which venues are selected for finals, and also how supporter requirements are taken into account as part of this.
"Moving forward we would urge Uefa to ensure that supporter logistics and requirements are a key part of any future decisions for final venues as what has happened this season is unacceptable and cannot be repeated. We would be happy to join any future discussions to avoid this situation happening again."
Ivan Gazidis, the then Arsenal chairman, was on Uefa's executive committee when the decision to award the final to Baku was made in September 2017.

YEREVAN, MAY 18, ARMENPRESS. A Yerevan court today approved the personal guarantees from Artsakh’s President Bako Sahakyan and ex-President Arkady Ghukasyan to free former Armenian President Robert Kocharyan from pre-trial detention.
Judge David Grigoryan delivered the verdict today, on May 18th.
Supporters of Kocharyan in the courtroom began cheering.
Rival demonstrations are taking place outside the courthouse.
On May 16, Artsakh’s President Bako Sahakyan and former President Arkady Ghukasyan personally arrived at the Yerevan court to vouch for the release of Kocharyan, who also served as President of Artsakh in the early 90s. The court adjourned to examine the personal guarantees. Sahakyan and Ghukasyan vouched that Kocharyan will not obstruct justice.
Kocharyan, along with several other former officials, is charged with “overthrowing Constitutional Order” during the 2008 March protests in Yerevan when 8 protesters and 2 security officers died. The former President is accused of unlawfully ordering the military to intervene. He vehemently denies wrongdoing.
2nd President of Armenia Robert Kocharyan, who ruled the country from 1998 to 2008, spent two weeks in jail in summer of 2018, but was eventually freed. But on December 7, a higher court overruled the release and ordered him to be remanded into custody pending trial again.
At the time the court announced the verdict, Kocharyan turned himself in to authorities.

Iran home to Armenian manuscript that is the smallest in the world
PanARMENIAN.Net – Armenian Vank Cathedral in Iran is home to the world's smallest manuscript that Armenian miniaturists have written in seven languages, IFP reports.
The Vank Cathedral, located in the New Julfa District of Isfahan, is considered one of the most beautiful churches in Iran, with historical paintings covering its ceilings and walls.
In the courtyard of the Vank Church, there is the museum and library, which has more than 700 manuscripts in Armenian and European languages common in the Middle Ages.
The ancient book weighs only 0.7 grams, has 14 pages and features the Lord's prayer in English, German, Dutch and other languages.
Built in 1606, the cathedral was dedicated to the hundreds of thousands of Armenian deportees who were resettled by Shah Abbas I during the Ottoman War of 1603-1618.
A1+: Macron sends Sarkissian letter
President of France Emmanuel Macron has sent a letter to President of Armenia Armen Sarkissian to reaffirm that starting from this year, France is annually, officially marking April the 24thas the National Commemoration Day of the Armenian Genocide.
“This is our duty before Armenia and the Armenian people, as well as the survivors and refugees whom France accepted with open arms and whose descendants shaped our country’s history. In order to be able to shape a joint fate it is necessary to be able to clearly look at the past, by bowing before the memory of the dead and respecting the memory of those who live. This is my conviction, and I know that Armenia shares it. We stand with you at time of remembrance, we stand with you also for Armenia’s future now when the new chapter of its history is being shaped, which must be a chapter of peace and prosperity,” Macron told Sarkissian according to the Armenian President's Office.
Macron added that France and Armenia are shoulder to shoulder proud with their friendship and confident in the future.

Two utterly absurd actions taken over the past two weeks may have paved the way to some minor positive results. One was completely Turkish, the other American/internet.
Turkish President Recep Tayyip Erdoğan, as he is wont to do, further denigrated his country’s reputation with his annual Armenian Genocide (denial) statement, disseminated via a tweet. The full text is available in Asbarez. In that statement, he may have just gotten one concept right. I emphasize “concept” and not facts, since the latter seems to be beyond his excellency. The sentence of interest reads thus: “The relocation of the Armenian gangs and their supporters, who massacred the Muslim people, including women and children, in eastern Anatolia, was the most reasonable action that could be taken in such a period.”
As you see, Erdoğan asserts relocating gangs and their supporters is reasonable when they are massacring people. Now, if we insert facts into this logic, we end up with an interesting outcome. Since it was Turkish gangs and their supporters (let’s add organizers, too, since the Ottoman government played the lead role) who were massacring people, then it is Turks who should have been deported. Since they were not deported a century ago, and since Erdoğan finds deportation to be a reasonable solution, then perhaps he should correct the error of his Ottoman predecessors and deport all the Turks living in Western Armenia. Of course, since he also has access to the lists of whose ancestors were Armenians (and Greeks, and Jews, etc.), he should of course leave those people in place and restore them to their rightful heritage.
What do you say Mr. Erdoğan? Are you up for implementing this proposal? It is, after all, based on your statement.
The other door-opening absurdity came to us courtesy of Facebook. Nora Hovsepian posted her grandmother’s survival story. Facebook then deleted it, supposedly because it was hate speech. All it contains is a paragraph (not much longer than Erdoğan’s statement) describing how she survived followed by an equally brief description of Armenian life after the Genocide. Nora asked Facebook to review its action.
After waiting for 36 hours and getting no response, she reposted it. Hundreds of supportive comments and 1300 “shares” followed. Interestingly, at least three other people reported similar experiences with Facebook. I haven’t read all the comments, so there may be more. It seems to me it’s time we compiled all such cases and confronted Facebook with its foolishness. It’s obvious that Turks are complaining about our posts, and Facebook, being the corporate behemoth that it is, is mechanically following some policy it has. The outcome is odious in the extreme. We must use the compilation of this Facebook behavior to elicit a change in its policies so that simple descriptions of our experiences during the Genocide are not blithely deleted.
Even more, this policy modification should apply to any Turkish complaint about Armenian postings. I say this because one of the examples I read in the comments to Nora’s original post was from Matthew Karanian. Facebook had deleted a post about “The Armenian Highland” which is his most recent book. It’s obvious the problem extends beyond Genocide related postings.
Let’s get busy contributing examples of Facebook’s (perhaps unintentionally) anti-Armenian actions. Who will set up a Facebook page where everyone can tell their tales?

YEREVAN, APRIL 27, ARMENPRESS. The Day of the Citizen is the day of establishment of power of the people of Armenia, Deputy Prime Minister Tigran Avinyan told ARMENPRESS, adding that he is taking part in the Citizen’s Day celebrations together with his daughter Sofi.
“I think this Day is the day of establishment of the power of the Armenian citizen and the Armenian people in general. From the early morning I am touring the city with my daughter because we have planned to spend this day in this way”, the deputy PM said.
He informed that he has already taken part in several events. “My daughter enjoys participating in these events and doesn’t want to go home”, he said.
Citizen’s Day is being celebrated in Armenia for the first time on the last Saturday of April.
A number of events are scheduled on this Day across the Republic.
On April 9 the Parliament adopted the bill on making amendment in the Law on Holidays and Remembrance Days. According to the bill, last Saturday of April would be celebrated as the Day of Citizen of the Republic of Armenia. In case when May 1 coincides with Saturday, the Citizen’s Day will be celebrated on the last Sunday of April.
The Armenian government has provided 124 million drams from the reserve fund for the holding of events on the occasion of the Day of the Citizen.

U.S. Wants To Give Nagorno-Karabakh Peace Process A Boost

Officials in Washington are doing their part to help broker a lasting peace between Baku and Yerevan. Azerbaijan’s Foreign Minister Elmar Mammadyarov said on Thursday that a proposal from the U.S. Department of State for him to continue meeting with his Armenian counterpart came shortly after he and Armenia’s Foreign Minister Zohrab Mnatsakanyan met in Moscow on March 28.
“I briefed about our desire to resolve the conflict, which is almost 30 years old, and noted that we need to achieve a breakthrough,” Trend quoted Mammadyarov as saying during a press conference in Poland on Thursday. “Yesterday we received an invitation from the United States to visit Washington, where the Secretary of State will also put forward his proposals for achieving a breakthrough in resolving the conflict.”
Mammadyarov and Mnatsanakyan met in Moscow in what is considered by policy experts the next phase of deliberations that could help solve a longstanding conflict between the two South Caucasus neighbors over the Nagorno-Karabakh region, which is an internationally recognized part of Azerbaijan, but has been occupied by Armenia since the early 1990s. As part of a trust building process, the two ministers agreed to let journalists from each country visit other country in necessary cases.
Negotiations aimed at achieving an end to what is an international conflict kicked off after the ceasefire deal went into effect in 1994. The armed campaign resulted in the occupation of the Nagorno-Karabakh region plus seven surrounding districts, totaling about 20 percent of Azerbaijan’s landmass. From its start in 1991, when the Soviet Union finally dissolved and until the signing a ceasefire deal in 1994, the war claimed the lives of 30,000 Azerbaijanis and displaced one million others.
The ceasefire, however, is fragile given the daily violations that sometimes escalate to war like it did in April 2016. Brief but severe hostility over four days in April proved that the conflict continues to be a catalyst for another bloody war that may result in broader regional implications, possibly drawing in Turkey, which is an ally of Azerbaijan; and Russia, which keeps a military base in Armenia.
Some analysts, including former program director at International Crisis Group, Magdalena Grono, believe that Iran – which shares a border with Azerbaijan and Armenia – could be a third regional actor, as a war could spill over into its territories. Some say it may have repercussions on the security of Europe as well.
“Of course, an escalation that could occur in the region would be very close to the EU’s borders. The EU takes that very seriously,” Grono said in a report on Nagorno-Karabakh conflict issued in 2017 by the U.S. Commission on Security and Cooperation in Europe.
Today, no ethnic Azerbaijanis live in the occupied Nagorno-Karabakh region, as the indigenous Azerbaijani population was either killed or subjected to forcible expulsion by Armenian forces that made claims on the land as early as 1988. Occupiers of the Nagorno-Karabakh region unilaterally and illegaly declared independence.
The United States, along with all other countries represented in the United Nations – including Armenia – does not recognize the Nagorno-Karabakh region as an independent country. Despite its efforts, the OSCE Minsk Group, which is co-chaired by the U.S., Russia and France, has not been able to find a lasting peace to what has been a never-ending conflict.
U.S. President Donald Trump stressed in his letter to his Azerbaijani counterpart Ilham Aliyev in September 2018 that peaceful resolution of the Nagorno-Karabakh conflict will boost efforts to improve Europe’s energy security. Azerbaijan is set to pump 10 billion cubic meters of natural gas annually to Europe via the Southern Gas Corridor starting sometime next year. This will be the first supplies of gas from the Caspian Sea to Europe and serve the European Union’s interest in diversifying the continent’s energy imports.
Trump addressed a similar position to Armenia’s Prime Minister Nikol Pashinyan in January. In a congratulatory letter to the Armenian premier after his electoral win, Trump underlined the significance of a peaceful resolution to the Nagorno-Karabakh conflict in enhancing global security.
