Borussia Dortmund are likeliest to end Henrikh Mkhitaryan's struggles at Manchester United, with the Germans expressing an interest in bringing the playmaker back to his old club.

The Armenian has fallen out of favour under Jose Mourinho, having struggled to apply his game under the manager's approach. Reports of a disagreement between the two have more recently emerged.

It is understood United would now be willing to let him go for the right deal, and Dortmund have so far shown the strongest interest.

That stance would be in line with the Bundesliga club's recruitment history as they have regularly shown a willingness to bring back former players who have struggled elsewhere, such as Mario Goetze, Nuri Sahin and former United player Shinji Kagawa.

Such a deal might also suit Old Trafford's plans for incoming players, as Mourinho does want a defensive midfielder, and Dortmund's Julian Weigl has long been a target. While any kind of direct swap is unlikely, a move could facilitate negotiations.

Government changes New Year holiday calendar

YEREVAN, DECEMBER 14, ARMENPRESS. The government of Armenia approved
the bill on amending the “Holiday and Commemoration Days” law, whereby
the 3rd, 4th and 5th of January will no longer be considered holidays
in Armenia.

Chief of Staff of the government Vahe Stepanyan said at the Cabinet
meeting that the amendments will come into force from June 1, 2018.

The bill was passed unanimously.

The amendments come as the government found it necessary to consider
only the Armenian Christmas holidays. And the fact that those 3 days
are non business days is also inappropriate in social-economic terms.

Holy Lance to be brought to Holy Etchmiadzin today

One of the numerous Holy relics of the Armenian Church is the Holy Lance (Geghard), which is also used to bless and consecrate the Holy Chrism (Muron) of the Armenian Church.

Director of Mother See of Holy Etchmiadzin's information department Fr. Vahram Melikyan detailed on Facebook that the Holy Lance is the tip of the metal spear, which was used by the Roman soldier to pierce the side of our Lord Jesus Christ while he hung on the cross. The Holy Gospel speaks about it: “When they came to Jesus and saw that he was already dead, they didn’t break His shins but one of the soldiers pierced his sides by a javelin and there was immediately blood and water” (Rom. 19: 33-34).

According to the ecclesiastical tradition, the Apostle St. Thaddeus, one of the 12 disciples of Christ, brought this sacred relic of the Lord to the Armenian world in the first century. For centuries the Holy Christian relic has been kept at different monasteries in Western (historical) Armenia, and since the 13th century in Ayrivank, which afterwards was renamed Geghardavanq in honor of the Holy Geghard.

In the second half of the 18th century, the Holy Geghard was brought to the Mother See of Holy Etchmiadzin and is still kept in the spiritual center of All Armenians.

According to historical information, the Holy Geghard with is miraculous power has dispelled mental and physical illnesses. For that purpose, during the 18-19th centuries, it was taken to different provinces of Armenia, as well as to Tbilisi, Georgia several times.

As Fr. Vahram Melikyan informed, the Holy Lance will be taken to Mother See of Holy Etchmiadzin for the Feast of the Apostles St. Thaddeus and St. Bartholomew today and remain on display until evening.

Namur-Luxembourg La famille Sahakyan, originaire d’Arménie, risque l’expulsion

Armenian Foreign Minister to Israel.

So, spokesman of the Iranian Foreign Ministry Bahram Kasemi,

to Israel, said that not every visit speaks of rapprochement: "The
relations between Iran and Armenia are at a good level, and Armenia is
one of the neighboring countries, with we do not interfere in the
internal affairs of countries, but knowing what the Zionist regime is,
we want to say that this regime is trying to upset the stability in
the region. We advise the Armenians to take a more careful look at
their actions in the Caucasian region. In general, all the countries
of the region should pay attention to this issue. "

Tashir Group to Invest $1 Billion in Armenia’s Energy Sector

YEREVAN—The Tashir Group of Companies, which is owned by Russian-Armenian tycoon Samvel Karapetian, announced that it plans to invest $1 billion in Armenia’s energy sector, in partnership with Armenia’s Investors’ Club and international financial organizations. It was also announced that the investment will create around 2,500 jobs.

Tashir Group Vice President Karen Darbinyan said the investment program will target two aspects of the energy sector—distribution networks and energy production—adding that the most important part of the project will be the investment made for the construction of the Shnogh Hydroelectric power plan, with an approximate cost of $200 million.

“Soon $900 million will be directed for the installation of electricity calculation devices and reconstruction of electric-energy infrastructures in ‘Armenia’s Distribution Networks,’” said Darbinyan.

Darbinyan also announced that the projects that will result from the investment will create approximately 2,500 new jobs in Armenia.

“The production of nearly 80 percent of devices which will be used as part of the investment program will be made in Armenia. According to preliminary data, we are talking about 2500 new jobs,” Darbinyan said.

According to the Tashir Vice-President, since 2016 the company has been negotiations with several international financial organizations to implement the investment program. Specifically, Darbinyan said, the group has held talks with the Asian Development Bank and the European Bank for Reconstruction and Development.

“An agreement to secure nearly $160 million was signed. Today a memorandum of mutual understanding will also be signed with the Eurasian Development Bank to secure $100 million,” reported Darbinyan.

He also pointed out that the investment will be made without increasing Armenia’s tax burden.

Soon after public protests against the raising of electricity fees in Armenia in 2015, the Tashir Group purchased “Electric Networks of Armenia,” which was until then held by Russian investors.

The director of the ENA, Karen Harutyunyan announced Monday that 30 percent of the investments to be made in the “Electric Networks of Armenia” over the next 10 years will be allocated toward equipment modernization, with approximately $12 million expected to be spent in 2018.

Harutunyan said the upgrade will decrease electricity loss by 4 percent and cut the company’s expenditures by 50 percent.

Aliyev family’s business (video)

Voice of America

In an exclusive interview with Current Time reporter, Azerbaijani investigative journalist Khadija Ismailova touched upon the noisy corruption scandal which involves the Aliyev family.

In recent decades, Baku, outwardly, reminds of a western city, where the desire to quickly overcome European integration challenges is noticeable.

There are many similar buildings in the central part of Baku where some street names are written only in English.

Though, all this is only an outward impression. In fact, Azerbaijan is among the most corrupt countries in the world where there is no freedom of speech and media, and any manifestation of critical thinking is punished with imprisonment.

Continuing the traditions of his father Heydar Aliyev, Ilham also prefers to keep the levers of power and almost everything under the control of his family.

After the referendum held in 2016, the post of Vice President  was added in Azerbaijan which Ilham Aliyev conveyed his wife Mihriban Aliyeva, and their eldest daughter was appointed as the director of the Heydar Aliyev Foundation.

“Since 2008, due to the large flow of foreign investments, about 130 billion dollars was invested in Azerbaijan, but it is not known how the money was spent,” said investigative journalist Khadija Ismailova.

Khadija Ismailova, former Azeri correspondent of Azerbaijani service the radio Freedom,  is perhaps the only investigative journalist in Azerbaijan who managed to reveal the details of the state scale scandalous corruption history with the participation of Aliyev family.

“It turns out that the oil boom started in here and ended, but nothing has changed in our country,” said Ismailova.

It should be reminded that the Azerbaijani authorities had never reacted to the facts presented in the articles of Khadija, but in autumn 2015, Khadija was sentenced to 7.5 years’ imprisonment on charges of tax avoidance, illegal entrepreneurial activity, and abuse of office,

As a result of harsh criticism and pressure by many international human rights organizations and activists against the verdict, imposed on these political motives, in 2016, after six-month imprisonment, Khadija was released.

“I have investigated the details of the activities of the businessmen belonging to the Aliyev family, and I can say that all these companies have one common thing: they are all badly guided… There has been no case in Azerbaijan, disclosed by us, that the Prosecutor General’s Office investigated. There has been no such case. We have discovered that offshore companies linked with British companies also belong to Aliyev’s daughters. When this story came to the surface, negatively affecting the income and reputation of those companies, the Aliev family decided to sell them. And whom did they sell them again? To the Government… And it turns out that we – citizens, had to pay for it again… The family works here, but they have created such a system that nobody in this country, no one, except them, can afford to make big money. And not only large amounts of money, but in general, to make any money. It’s like a game called Tables, when closing and holding all your positions, you do not have any opportunity to move. Because starting from that moment, when people begin to move freely, that is, to earn enough money and live a good life, they will start to raise other issues … this is what our government does not wish,” Investigative journalist Khadija Ismailova told a correspondent of The Current Time.

The latest investigation by the British magazine The Guardian, in which Khadija also took part, revealed a secret bank account owned by the government of Azerbaijan, with $ 3 billion used to bribe high-ranking European politicians.

Ali Hasanov, Aliyev’s advisor, called the publication of The Guardian as “poisonous”, adding that the initiators are British secret services, the Armenian Diaspora, and the United States of America.
