COVID-19: Armenia lifts indoor mask mandate

YEREVAN, MARCH 2, ARMENPRESS. Armenian health authorities lifted on Wednesday the mandatory indoor face mask requirement citing a stable epidemiological situation in the country.

People will no longer have to wear face masks in enclosed public spaces, with the exception of medical facilities.

However, health authorities still recommend wearing face masks in enclosed spaces.

The regulation will come into force March 3.

In the last 14 days, 11,775 cases of COVID-19 were recorded, a 69% drop compared to the previous 14 days.

Rosaviatsia considers Armenia as transit route in Russians’ evacuation

PanARMENIAN.Net - Russia's Federal Agency for Air Transport, Rosaviatsiya, is considering organizing humanitarian flights from countries where large groups of Russians live.

Such flights to Russia will be possible subject to positive decisions of the aviation authorities of the EU countries, Rosaviatsiya said

"Taking into account the experience of organizing such flights in 2020, data collection and processing require time and special resources. In this regard, Russian citizens are advised to consider alternative routes for returning home, which at the moment seems to be the most preferable," the Federal Air Transport Agency notes.

In particular, Rosaviatsiya has proposed boarding commercial flights to third countries that have not restricted air traffic with the Russian Federation, and then return to Russia. For example, flights are possible through Armenia, Azerbaijan, Kazakhstan, Qatar, Turkey, UAE, and other countries.

Canada’s special envoy visits Armenian Genocide Memorial

The delegation led by Canada’s Special Envoy to the European Union Stephane Dion visited the Armenian Genocide Memorial in Yerevan.

The guests were greeted by Lusine Abrahamyan, Deputy Director for Museum Works of the Armenian Genocide Museum-Institute, who presented the history of the memorial.

The guests laid flowers at the eternal fire and observed a minute of silence in memory of the consecrated martyrs of the Armenian Genocide.

Rep. Sherman: Azerbaijan must be held accountable for its legacy of aggression against Armenian people

U.S. Congressman Brad Sherman issued a statement commemorating Azerbaijan's massacre of Armenians in Sumgait and Baku, reported the Armenian National Committee of America (ANCA).

"I stand in solidarity with the Armenian American community in commemorating the February 1988 Sumgait Pogroms. On today’s solemn anniversary, we reaffirm our resolve to oppose anti-Armenian hatred and work to ensure such history will not be repeated," stated Rep. Sherman.

His full statement is below.

"I stand in solidarity with the Armenian American community in commemorating the February 1988 Sumgait Pogroms. Thirty-four years ago, in the Azerbaijani town of Sumgait, Azerbaijani mobs targeted and assaulted peaceful Armenian residents on the basis of their ethnicity and endured unspeakable crimes. The violence left hundreds of Armenian civilians dead and injured, women and girls were raped, some victims were burned alive, and thousands were forced to flee their homes.

This tragic anti-Armenian massacre helped touch off a wave of anti-Armenian violence that spread to Kirovabad in November 1988 and to Baku in January 1990, which culminated in the forcible expulsion of 390,000 Armenians from Azerbaijan and the 1991-94 war over Artsakh.

As we pause to honor the memories of the victims of the Sumgait Pogroms, must also use this solemn anniversary to remember the consequences that ensue when aggression and ethnic hatred grow unchecked.

This stark reminder remains evident today as the government of Azerbaijan continues its state-sponsored policy of aggression against Armenia and Artsakh. The world witnessed the consequences of Azerbaijan’s unchecked hatred against Armenians during the invasion of Artsakh in 2020 as Azeri forces committed horrendous war crimes against Armenian civilians, including women and the elderly, and illegally imprisoned Armenian POWs after the cessation of hostilities. Many POWs are still held by Azerbaijan.

The government of Azerbaijan must be held accountable by the international community for its legacy of aggression against the Armenian people – from the pogroms committed thirty-four years ago, to their relentless belligerence against Armenians that persists today. Such crimes against humanity must never go unrecognized or escape accountability, whether they occurred yesterday or 30 years ago or 100 years ago.

As a Member of the House Foreign Affairs Committee and the Congressional Armenian Caucus for 25 years, I have worked in Congress to shed light on such atrocities and hold those responsible accountable. On today’s solemn anniversary, we reaffirm our resolve to oppose anti-Armenian hatred and work to ensure such history will not be repeated."

Germany calls on Russia to step back from the decision of recognition of Donetsk and Lugansk

Germany called on Russia to step back from the recognition of the People's Republics of Donetsk and Lugansk, ARMENPRESS reports, the Minister of State at the Federal Foreign Office Tobias Linder announced at the session of the General Assembly of the United Nations.

''Russia must immediately change its course. Firstly, I call on Russia to reduce the tension, withdraw troops from Ukraine, in particular from the self-proclaimed regions and the peninsula of Crimea, as well as from the borders of Ukraine. Secondly, Russia should step back from actions, which promote the provocation of large-scale military conflict with Ukraine. Thirdly, I call on Russia to step back from the decision of recognition of separate entities” said Linder.

United Nations presents recommendations on procedure of forming constitutional reforms commission

YEREVAN, FEBRUARY 16, ARMENPRESS. Experts from the UNDP Office presented several recommendations regarding the procedure of formation of the Specialized Commission for Constitutional Reforms, Minister of Justice Karen Andreasyan said at the session of the Council for Constitutional Reforms.

“Our colleagues at the UN believe that if we force candidates of the commission to present their vision beforehand regarding the constitutional reforms, this could constrain them in a sense and create an impression that our council is attempting to find the kind of members who share the vision of the government or the prime minister, or that we are dictating some political direction. This was a concern that I definitely wanted to relay during today’s discussion,” Andreasyan said.

He added that the UN is also recommending to include some information on integrity in the documents on non-political nature of the body, and also recommends to discuss whether or not during submitting bids persons will be able to present the information on absence of convictions within the defined timeframes. The UN is also inquiring whether or not the names of the rejected candidates would be published.

Arstakh Homes Targeted by Azerbaijani Forces

02/18/2022 Nagorno-Karabakh (International Christian Concern) – Residential homes in Artsakh were targeted by Azerbaijani forces, including Karmir Shuka and Taghavard villages in Martuni. Bullets were fired before 6am on the morning of February 11, hitting the home of a woman and her three children who were inside.

Though the war between Armenia and Azerbaijan, backed by Turkey, officially ended more than one year ago, Azeri aggression continues. Armenians are prevented from visiting their ancient Christian monasteries and cultural sites, while Azerbaijan prepares to purge Artsakh (Armenian: Nagorno-Karabakh) of its Armenian heritage and identity by remodeling remaining sites.

Two European legal scholars with a background in international law and the laws of war wrote in a recent article that Azerbaijan’s aggression and war against the Armenians of Artsakh was “illegal”. The article, published in the European Journal of International Law, states that Azerbaijan’s claim of self-defense and “counter-offensive” is unjustified because the Armenian Christians living in the land did not pose any threat of danger, nor instigate a conflict with the Muslim-majority nation.

New industrial greenhouse complex worth €48m to be built in Armenia

PanARMENIAN.Net - The Armenian government on Thursday, February 17 approved the sale of land plots for a new industrial greenhouse complex in the Gegharkunik province. The investment project is set to cost €48 million.

According to Minister of Territorial Administration and Infrastructure Gnel Sanosyan, these are agricultural land plots in Lchashen and Varser communities, with a total area of 51.4 hectares.

Sanosyan noted that as a result of this transaction, AMD 22 million (some €40,000) will be transferred to the community budget.

"The program for the construction of a greenhouse complex will be implemented on the territory of 125 hectares and will cover the lands of the communities of Lchashen and Varser. A large production greenhouse complex and a plant nursery will be built on 45 hectares, while infrastructure will be located on the remaining plot of land," the minister said.

According to him, the project will be implemented within 60 months, during which 350-400 temporary jobs will be created, but once the complex is fully launched, 400-450 people – 70% of them women – will be employed there on a permanent basis.

The Armenian Catholic Bishops committed to beginning the process of canonization of Cardinal Agagianian

(Agenzia Fides) – The Bishops of the Patriarchal Church of Cilicia of the Armenians, gathered in Synod in Rome from February 4 to 12 at the Pontifical Armenian College “in Urbe” under the chairmanship of Patriarch Raphael Bedros XXI Minassian, discussed during the working sessions the procedures and actions necessary to begin the canonization of Cardinal and Patriarch Krikor Bedros Agagianian, who was Prefect of the Congregation of Propaganda Fide from 1960 to 1970.

On February 4, 2020, the Vicariate of Rome – the city where Cardinal Agagianian died and is buried – had asked to collect and send all the writings of the Cardinal to its Court of Appeal, in order to study them and then be able to submit to the Congregation for the Causes of Saints the request for the official opening of the canonization process.

Ghazaros Agagianian, born in Akhaltsikhe (in present-day Georgia) in September 1895, was an Armenian Cardinal of the Catholic Church. He was the head of the Armenian Catholic Church (as Patriarch of Cilicia) from 1937 to 1962 and supervised the Catholic Church’s missionary work for more than a decade, until his retirement in 1970. He was considered papabile on two occasions.

Educated in Tiflis and Rome, Agagianian first served as leader of the Armenian Catholic community of Tiflis before the Bolshevik takeover of the Caucasus in 1921. He then moved to Rome, where he first taught and then headed the Pontifical Armenian College until 1937 when he was elected to lead the Armenian Catholic Church, which he revitalized after major losses the church had experienced during the Armenian genocide.

Agagianian was elevated to the cardinalate in 1946 by Pope Pius XII. He was Prefect of the Congregation for the Propagation of the Faith (Propaganda Fide) from 1958 to 1970. Theologically a moderate, a linguist, and an authority on the Soviet Union, he served as one of the four moderators at the Second Vatican Council and was twice considered a serious papal candidate, during the conclaves of 1958 and 1963.
