YEREVAN, 3 SEPTEMBER, ARMENPRESS. The Central Bank of Armenia informs “Armenpress” that today, 3 September, USD exchange rate is up by 0.11 drams to 493.65 drams. EUR exchange rate is up by 1.17 drams to 586.06 drams. Russian Ruble exchange rate stood at 6.78 drams. GBP exchange rate up by 2.32 drams to 683.06 drams.

The Central Bank has set the following prices for precious metals.

Gold price is up by 18.31 drams to 28767.37 drams. Silver price is up by 3.98 drams to 383.53 drams. Platinum price is down by 186.88 drams to 15871.21 drams.

We have indisputable proof about 80 more war prisoners in Azerbaijan – Siranush Sahakyan

"We have indisputable proof about 80 more prisoners who have been captured by Azerbaijan," Siranush Sahakyan, the legal representative of Armenian prisoners in the European Court of Human Rights (ECHR) told reporters at a briefing on Wednesday. In her words, the issue is how long the prisoners have been alive after being captured and whether they are  alive at present which lacks sufficient evidence. 

In Sahakyan's words, apart from the 45 officially confirmed war prisoners, 80 more prisoners were to be repatriated. "The reason Azerbaijan does not confirm the existence of those prisoners can be explained by two circumstances. Firstly, that is done for political considerations, so that to avoid from assuming responsibility for the fate of that many people and secondly, the captured civilians or military have been tortured and killed," said the lawyer. 

Sahakyan informed that only confirmed prisoners by Azerbaijan were on trial in Baku courts and all court proceedings, involving Armenian prisoners, are now complete  - all of them sentenced to mostly 4, 6, 15, and 20 years in prison. 

"Through this sham trials Azerbaijan actually demonstrates that the prisoners are serving their sentence and the country has legal basis not to return them and threaten to do so until terms of their sentence is expired," added Sahakyan. 

Moscow Armenian Theater actor dies during performance

Artur Dilanyan, an actor of the Moscow Armenian Theater, died during a performance, TASS reports.

He was 59 years old.

Dilanyan had felt ill on stage.

An ambulance was called, but the paramedics who arrived at the scene could not save his life.

He died in the 22nd minute of a performance—right on the stage.

"He was playing comedy. A stroke, and that's it. It is impossible to believe," said the agency's interlocutor.

Artur Dilanyan was born on September 9, 1961, he worked at the Moscow Armenian Theater for almost 20 years, and he played in numerous movies, too.

Armenian analysts rule out Yerevan’s refusal to talk on Karabakh within OSCE Minsk Group format

Armenia is interested in the negotiations on Nagorno-Karabakh within the format of the OSCE Minsk Group; and the West will support it in this, Armenian political analysts believe.

The "Caucasian Knot" has reported that Armenia is ready to resume negotiations with the OSCE's participation, Nikol Pashinyan has stated. The tripartite armistice agreement, which contradicts the principles of the OSCE Minsk Group conflict settlement, prevents Armenia from intensifying the negotiations, political analysts have stated.

The transfer of the Karabakh issue into the OSCE format cannot imply any Yerevan's concessions, Andrias Gukasyan, a political analyst, has noted. He has recalled that at the suggestion of the OSCE, Azerbaijan should withdraw its troops from Shushi and Gadrut, return these territories under Armenian control and agree to hold a referendum.

The Azerbaijani party is trying to gradually weaken the Armenian influence on Nagorno-Karabakh, Thomas de Waal, an expert on the Karabakh conflict, has stated on air of the "Azatutyun TV".

In the opinion of Gukasyan, Russia plays a central but destructive role in the conflict settlement. Only due to Russia's position, the Azerbaijan's aggression against Nagorno-Karabakh remains unpunished he believes.

Mirzoyan, Lavrov to hold talks in Moscow

Armenian FM Ararat Mirzoyan will meet with Russian FM Sergey Lavrov on August 31 in Moscow, the Russian foreign ministry reported on Saturday. According to the source, Mirzoyan's visit be the first foreign trip of the newly appointed minister. 

The two ministers will also discuss in detail future steps aimed at developing Armenian-Russian allied relations in all spheres, strengthening of cooperation in common integration unions, such as CIS, CSTO and EAEU as well as the coordination of positions within the frameworks of international organizations, such as in the UN and OSCE.  

The top diplomats will continue to discuss the implementation of the Russian, Azerbaijani and Armenian leaders’ statement of November 9, 2020 and agreements reached during their Moscow summit on January 11, 2021, including in the context of finding solutions to humanitarian problems and issues of unblocking transport and economic routes in the South Caucasus. 

"We hope the talks scheduled in Moscow will contribute to deepening of allied cooperation and strengthening of security and stability in the regions," the ministry said.

YEREVAN, JULY 29, ARMENPRESS. The letter from the Permanent Representative of Armenia to the United Nations Mher Margaryan addressed to the UN Secretary-General and the President of the Economic and Social Council has been released, the Office of the Permanent Representative of Armenia to UN told Armenpress.

The letter touches upon the third voluntary national review of Azerbaijan presented at the UN high-level political forum on sustainable development on 12 July 2021.

The letter states that Azerbaijan has yet again abused the important process of voluntary national reviews to disseminate misinformation and falsifications about the Nagorno Karabakh conflict. It presents the heavies humanitarian and environmental consequences of the 2020 Azerbaijani aggression against Artsakh.

‘Armenia’ bloc member Elinar Vardanyan: Armenians have no right to be passive and follow the political vendetta

I don’t understand the indifference towards the political repressions that the authorities have launched; we have no right to be passive and follow the political vendetta against people who fought at the most crucial moments. This is what member of the Alternative Projects Group, former deputy of the National Assembly of Armenia, member of ‘Armenia’ bloc Elinar Vardanyan wrote on her Facebook page, adding the following:

“The mayors of cities and heads of villages of Syunik Province and figures representing the province have shown their patriotism and serious resistance at the most difficult moments.

Following the repressions against the residents of Syunik Province, Armen Charchyan [doctor] and the other heads of communities silently inadmissible. We need to come together to protect them. We need to understand very well that I few don’t support those who are being subjected to vendetta following the elections, tomorrow we will be alone in the fight against the repressive machine.”

Putin, Macron discuss Karabakh over the phone

PanARMENIAN.Net – Russian President Vladimir Putin spoke with his French counterpart Emmanuel Macron on Friday, July 2 and discussed with him the trilateral agreements on Nagorno-Karabakh.

"The President of Russia drew [Macron's] attention to the need for closer involvement of European partners, and in particular France, in solving the humanitarian problems of the population of the regions affected by the hostilities," the Kremlin said in a statement.

The Presidents expressed their readiness to coordinate various aspects of the settlement, including through the OSCE Minsk Group co-chairmanship.

Armenian Prime Minister Nikol Pashinyan, Russian and Azerbaijani Presidents Vladimir Putin and Ilham Aliyev on November 9 signed a statement to end the war in Karabakh after almost 45 days. Under the deal, the Armenian side has returned all the seven regions surrounding Nagorno-Karabakh, having lost a part of Karabakh itself in hostilities.

U.S. Administration will continue close cooperation with Armenian Government – Ambassador

YEREVAN, JUNE 30, ARMENPRESS. Caretaker Prime Minister of Armenia Nikol Pashinyan received U.S. Ambassador to Armenia Lynne Tracy.

As ARMENPRESS was informed from the Office of the Prime Minister, Nikol Pashinyan noted that Armenia enters a new phase after the early parliamentary elections, where the high assessments of the international community, including the USA, over the good organization of elections and recorded results are very important. Nikol Pashinyan particularly highlighted the reaction of U.S. President Joe Biden over the elections and the future directions of the U.S.-Armenia cooperation. Nikol Pashinyan noted that one of the results of the bilateral cooperation will be visible in a few days, when the new patrol service will start operation in Armenia. ‘’I hope we will continue our cooperation at higher volumes’’, Pashinyan said, highlighting bilateral partnership in the implementation of reforms in various directions.

Nikol Pashinyan particularly highlighted the role of the USA as an OSCE Minsk Group Co-chair country and highlighted the activities of the format in the comprehensive settlement of Nagorno Karabakh conflict. The caretaker Prime Minister noted that Armenia views the Minsk Group Co-chairs’ format not only as a mediator in NK talks, but an important factor for preserving regional security. According to Pashinyan, currently there is a situation when Azerbaijan continues its aggressive policy, and Armenia highlights not only the role of the Co-chairs, but also that of the USA for managing that situation.

Ambassador Lynne Tracy noted that the U.S. Administration will continue close cooperation with the Government of Armenia for fostering its reform agenda.

The Ambassador also noted the US administration's commitment to the activities within the framework of the OSCE Minsk Group aimed at the restoration of the negotiation format and a comprehensive settlement of the issue.

Nikol Pashinyan emphasized that fight against corruption remains a priority for the Government of Armenia. Pashinyan also mentioned the judicial reforms as a priority and expressed confidence that it will be really independent.

Nikol Pashinyan and Lynne Tracy also referred to the situation on the Armenian-Azerbaijani border. The caretaker Prime Minister noted that the situation has only one solution, which is that the representatives of the Azerbaijani armed forces return to their initiate positions and reminded that he had made a proposal for the solution of the issue.

Pashinyan highly assessed the role of the USA in returning the Armenian POWs from Azerbaijan and added that Armenia is ready to respond to humanitarian steps with appropriate steps.

Azerbaijani soldiers prevented a resident of the Tekh village in the Syunik Region from collecting cut grass, the local authorities reported. Agricultural work was completed only after the intervention of Armenian soldiers.

The “Caucasian Knot” has reported that the conflict on the Armenian-Azerbaijani border has been going on since mid-May. Residents of the border communities of the Gegarkunik Region of Armenia note that close positions of the Azerbaijani troops prevent civilians from cultivating the fields and grazing livestock.

The residents of the Tekh village planned to collect the grass they had earlier cut in the field. However, the Azerbaijani soldiers came from their positions and forbade the work to be carried out, the Tekh community reports on its Facebook page.

Nerses Shadunts, the head of the Tekh community, reported that starting from the very first day of their appearance in the territory, the Azerbaijani soldiers were digging trenches and arranging concrete fences.

“It happened that the Azerbaijanis drove the cattle of local residents away to their positions,” the head of the Tekh community said.

Arman Tatoyan, Ombudsman of Armenia, reports there were five Azerbaijani soldiers, who entered the territory and “two of them were the most aggressive and demanded from Armenian residents to leave the territory and never appear there.” According to the Ombudsman of Armenia, the incident is directed “against the fundamental rights of residents of Armenia: the right to life and support for families, and similar incidents occur regularly.”
