Time For Proactive Action

Azerbaijani forces continued to violate the ceasefire agreement as world leaders welcomed the effort

BY VICKEN SOSIKIAN

As I am writing this (Saturday 10/24, just after midnight), a friend sent me a news report that Turkey is transferring 1,200 special forces to Artsakh. Prime Minister Pashinyan has likened Turkey’s and Azerbaijan’s coordinated attacks on Artsakh as our new Sardarabad – where had Armenians not been successful in defeating the Ottomans, there would not be an Armenia today.

By definition, what Armenians are experiencing in Artsakh today is genocide.

Article 2 of The Convention on the Prevention and Punishment of the Crime of Genocide defines 5 acts, any one of which that is carried out with the intention to destroy a people, as genocide.

When Azerbaijan bombs the capitol and major cities of Artsakh for weeks, causing most of the population to flee; there is no doubt that their intention is to destroy the Armenian population of Artsakh.

Azerbaijan, with Turkey’s support, is currently carrying out not one but three acts that are tantamount to genocide according sections A, B and C of the definition of genocide:

A. Killing members of the group;

B. Causing serious bodily or mental harm to members of the group;

C. Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part.

Make no mistake, the Pan Turkism plan drawn more than a century ago is being executed as we speak. Armenia and the entire Armenian people are living in times of existential significance.

There should not even be a sliver of doubt that this bombardment is not only about the territory of Artsakh but more so about an effort the complete an unfinished genocide.

The only way to stop the attempts of annihilating the Armenian nation is to, once and for all, stop Azerbaijani and Turkish aggression against Armenia. Experience has shown that the only way to accomplish that is by defeating them so significantly that they hand over all that is ours to prevent us from having to liberate it.

In the absence of a significant breakthrough on the international diplomacy front, this war may take much longer than any of us would like. And the only way of ensuring the existence of our nation on the tail end of it all is to hold our line and defeat the enemy for good.

Anything less will result in the loss of Artsakh, and Armenia shortly after; and within about a hundred years the loss of the entire Armenian people.

The first Christian nation with thousands of years of history is, today, fighting for its life.

This is not pessimism; this is not hopelessness. This is my take on the situation based on history, based on current reality and based on the assessments made by Prime Minister Pashinyan and President Harutyunyan.

So where does this reality place us as a people? What course of action should every Armenian be planning as her contribution to the efforts of securing the existence of our nation?

The first course of action has already begun – Diaspora-wide grassroots activism. But, just as and if not more important, is the immediate establishment of goods production that directly or indirectly supports Armenia and its armed forces.

As a resident of Los Angeles one cannot be more amazed at the overwhelming amount of love and passion Armenians have displayed since the attacks started.

There’s been some form of rally or protest every day, fundraising results have been exponentially higher than ever before, the movement to rid our communities of Turkish products has taken off, more than one million ANCA action alerts have been sent to government officials, and now we’re pressuring PR firms to drop Turkey and Azerbaijan as clients.

While these actions are all important and impactful and while there’s a certain rush we experience when our actions produce results…these are reactive measurers.

If we want our nation to secure our rightful place in this world we must also be proactive and take meaningful leaps right away.

For example:

Engineers need to find a way to manufacture weapons in Armenia, now.

Those in the apparel business must shift to producing fatigues and military boots in Armenia, now.

Those in the construction industry must start building bunkers and rebuilding destroyed homes, now.

Those in the food service business must start making packaged and canned foods in Armenia, now.

And so on.

With similar urgency, even businesses unrelated to the war effort, should move their operations to Armenia.

Marketers, designers, advertisers, software developers and various other professionals should find a way to run their business out of Armenia, now.

All the famous Armenian women who produce makeup and beauty products should move their productions to Armenia, now.

Investors, entrepreneurs, and business savvy individuals should innovate in Armenia, now.

Now is the time. Later may just be never.

The Diaspora High Commissioner’s Office should focus all of its energies to such proactive measurers within Armenia to expedite the repatriation of Armenian innovation and commerce to Armenia. Not only would such an approach benefit the Armenian economy on the long term, but it will provide direct support to a people currently struggling to literally secure their place in the world.

In short, we all must find creative and impactful ways to support Armenia now. While it may not be economically and financially prudent, now is the time.

It is at these times that I remember my late friend Allen Yekikian, who would often quote Raffi: “While the prudent stand and ponder, the fool has already crossed the river.”

Turkey’s interest in Nagorno-Karabakh conflict motivated by control over Caucasus oil & gas supply, says Armenian president

RT – Russia Today
Oct 19 2020

Armenia’s President Armen Sarkissian believes Turkey provoked the conflict in Nagorno-Karabakh to take control of energy supplies to Europe from the Caspian region, an area rich in ‘black gold’ and the location of many gas pipes.

Speaking to Moscow daily Kommersant, Sarkissian claimed that Turkey used to be “a consumer [of energy], but now will be a manager.”

“The longer the conflict lasts, the deeper Turkey’s presence in Azerbaijan will be,” the president claimed. “Turkey will be a neighbor of Russia, and they will essentially have a land border. Turkey will manage the oil and gas pipelines that are laid to Europe.”

According to Sarkissian, Ankara will now have direct influence over the energy security of both Europe and Central Asia by being able to control gas and oil it does not own.

On Sunday, Turkish President Recep Tayyip Erdogan accused the US, Russia, and France of providing weapons to Armenia. The presidents of all three countries are chairs of the OSCE Minsk Group, tasked since 1992 with ending the Armenian-Azerbaijani conflict.

On September 27, the region saw the most substantial escalation in violence for almost three decades. In the weeks since the fighting began, leaders from around the world have repeatedly called for peace in the region, including Russian President Vladimir Putin. Earlier this month, the countries agreed on a ceasefire, which quickly fell apart. The dispute between Azerbaijan and Armenia is decades old, with both countries believing they have strong claims over Nagorno-Karabakh. The region is internationally recognized as part of Azerbaijan but is primarily populated by ethnic Armenians. Baku considers the enclave to be illegally occupied by Armenia.

YEREVAN, OCTOBER 15, ARMENPRESS. The General Secretariat of the Organization of American States will continue to follow Nagorno Karabakh conflict until the principle of self-determination of the people in Artsakh is guaranteed, ARMENPRESS reports Secretary General of the Organization of American States Luis Almagro addressed a letter to President of Artsakh Arayik Harutyunyan and published the letter on Twitter.

‘’I have followed the conflict in Artsakh for many years, and will continue to do so until the principle of self-determination of the people in Artsakh is guaranteed and peaceful negotiation is achieved. The principle of self-determination is crucial in this case because it means the best assurance for civil and political rights for your people as well as the only way to preserve their identity and their way of life’’, Luis Almagro said in his letter.

He notes that it’s a matter of utmost concern that Azerbaijan’s military buildup aided by Turkey has turned a veritable unilateral arms race into an aggression.

‘’We reaffirm our call for an immediate cessation of hostilities, which stand in flagrant violation of the international norms that govern armed conflicts. That is in itself a deep violation of principles settled for a negotiated solution by the Minsk Group. Peace and stability in Artsakh and Caucasus is in our common interest, and therefore we will continue to support all efforts that lead towards a peaceful resolution of the conflict, as well as towards the absolute respect for the principle of self-determination of Armenians in Artsakh’’, Luis Almagro wrote.

Expert: Mnatsakanyan`s Egyptian voyage is part of Armenia`s maneuver to dictate its positions

Arminfo, Armenia
Sept 24 2020

ArmInfo.. The visit of RA Foreign Minister to Egypt, undoubtedly, had a regional significance, first of all, given the importance of Egypt, in the Arab world and as  well as in the Middle East and North Africa. Karen Veranyan an expert  of the ORBELI Analytical- Research Center, expressed a similar  opinion to ArmInfo, commenting on the visit of Armenia's Foreign  Minister Zohrab Mnatsakanyan to Egypt on September 12 to Sep.15.

"Cairo today plays a very important role in the anti-terrorist  struggle at the regional level and in ensuring regional stability and  security. In particular, Egypt is seriously involved in the process  of containing and countering Turkey's efforts to violate this very  stability," he stressed.

Noting the recent statement of the Egyptian leadership about its  readiness to create an anti-Turkish coalition, Veranyan noted that  Armenia should not remain indifferent to the events in the Middle  East and the regions bordering with it. First of all, taking into  account their impact, including on the security of Armenia.

"The fact is that the successful containment of Turkey in the Middle  East will substantially neutralize possible threats from Ankara and  in the direction of the South Caucasus. In this light, Armenia should  act as the one that dictates its position in the region. And this  applies not only to our foreign policy vector, but also to the defense strategy of Armenia, "the expert is convinced.

In general, Veranyan assesses such a maximalist mission of Armenia as  fully proceeding from the principle of the Armenian foreign policy to  ensure regional stability and security. In this light, the visit of  the Armenian Minister to Cairo looked quite significant. Moreover, it  is a good opportunity to make the process of implementing the agenda  formed between Yerevan and Cairo more effective.

To note, ArmInfo political analysts have observed a noticeable  strengthening of the Middle East vector of Armenian foreign policy in  general over the past 2 years. And this is against the background of  the long- ripening need for a qualitative breakthrough in relations  with Egypt. In this light, the Egyptian voyage of the Armenian  Minister promises to be an important milestone in the further  development of cooperation with one of the key countries of the Arab  world.

Further strengthening of relations with Egypt is an extremely  demanded and urgent idea for Armenia, once again against the  background of the Middle East situation and the situation in the  Eastern Mediterranean.  Egypt today is consistently forming an  anti-Turkish alliance in the Eastern Mediterranean, trying, together  with Greece and Cyprus, to discourage Turkey's appetite for the  territorial maritime belt of its neighbors.  The quite noticeable  Turkish appetites in the Caucasian direction, in particular, Ankara's  desire to increase its own role in the Karabakh settlement, add  urgency and the need for capitalization to the union of Armenia with  Egypt.

Zohrab Mnatsakanyan: We see Turkey’s military build-up from Eastern Mediterranean to the South Caucasus

Panorama, Armenia
Sept 14 2020

Foreign Minister of Armenia Zohrab Mnatsakanyan met on Sunday with Foreign Minister of Egypt Sameh Shoukry within the framework of his official visit to the Arab Republic of Egypt. As the press department at the foreign ministry reported, during the meeting, the Foreign Minister of Armenia noted that this visit was a good opportunity to discuss the issues of bilateral and regional agenda, and to outline the prospects of cooperation.

"The Armenian people are intertwined with Egypt and the Arab world by strong historical and cultural ties, and together they have come a long historical path. Relations between our countries and peoples are a vivid _expression_ of trust and real friendship," the Minister noted.

Both sides mutually highlighted the historical contribution of the Armenian community to political and social life of Egypt. As the Foreign Minister of Armenia said, the Egyptian-Armenian community is a bridge connecting two countries.

The interlocutors commended the accumulated significant potential of cooperation between Armenia and Egypt and the dynamics of development, emphasizing the need to take steps towards enriching the bilateral multidimensional agenda and to implement joint programs. The sides emphasized the spheres of pharmacy, tourism, high technologies and creative education as perspective directions.

With regards to multilateral cooperation, the Ministers highlighted the importance of closer and consistent contacts, as well as mutual support in international and regional organizations, including within the frameworks of the EAEU and the African Union.

The Foreign Ministers of Armenia and Egypt exchanged views on the ongoing developments in the Middle East, North Africa, the Eastern Mediterranean and the South Caucasus. In this regard, the importance of strengthening regional peace and stability, the role of international cooperation in neutralizing transnational threats, as well as the peaceful settlement of conflicts, were particularly emphasized.

Ministers Mnatsakanyan and Shoukry highlighted the protection of religious groups as a key sphere of cooperation in the international arena.

The Foreign Ministers also exchanged views on the COVID-19 pandemic and the steps undertaken at the national level to overcome its consequences.

A joint press conference followed the meeting of the Foreign Ministers.
Asked by reporters to assess the behavior of Turkey in the Caucasus and Eastern Mediterranean, Minister Mnatsakanyan said: "During the events in July, Turkey has been the only country that was taking a one-sided, very aggressive approach: one-sided in support of Azerbaijan, and aggressive approach toward Armenia and the Armenian people, in rhetoric at all levels and in action. Of course we see the military build-up that they are attempting. We are hearing about the use of the foreign terrorist fighters to be transferred to Azerbaijan or maybe they are already transferred. We see the heavy military presence, the build-up. These are exactly the moves which undermine the effort toward peace and stability in the region. We are resolute in our defense and we will also resolutely deny any such policies which project power, which are aggressive in their nature and which are of destabilizing nature. We see this power projection from Eastern Mediterranean to North Africa, to the Middle East and to the South Caucasus as well. So these are not welcomed policies at all."

Azerbaijani press: Shamil Ayrim: Today, as 102 years ago, we’re next to Azerbaijan with same enthusiasm, faith

By Trend

On September 15, Baku marks the 102-nd anniversary from the day of its liberation, and on this occasion, I congratulate both the Azerbaijani and Turkish peoples, Member of the Grand National Assembly of Turkey, Head of the Turkey-Azerbaijan inter-parliamentary friendship group Shamil Ayrim told Trend.

Ayrim noted that today is a significant day in the history of Azerbaijan and Turkey.

In 1918, 28-year-old Enver Pasha was appointed commander of the Caucasian Islamic Army created by the Ottoman State. First, on May 25, 1918, the Caucasian Islamic Army liberated Ganja, and then the 12,000-strong army, which was joined by 1,000 servicemen of the Azerbaijan Corps, liberated Baku from the occupation.

"In the battles for the liberation of Baku, 1,130 servicemen of the Caucasian Islamic Army were killed. Nuru Pasha was greeted in Baku with great enthusiasm, he turned to the people from the minaret of the Tazapir mosque, and since then this minaret remembered as the "Minaret of Nuru Pasha". After the signing of the Mudros Treaty, the Caucasian Islamic Army was forced to leave Baku. Nuru Pasha recalled those days in this way – 'No matter how much my heart ached after my brother Enver Pasha died, the occupation of Azerbaijan further wounded my soul. Turkism in Azerbaijan is eternal, and I am ready to give my life so that Azerbaijan doesn’t stay away from the Turks'," said Ayrim.

"Azerbaijan, being an independent state, is confidently moving forward. Today, just like 102 years ago, when Baku was liberated from occupation, we are with Azerbaijan with the same enthusiasm and faith. Turkey is always next to Azerbaijan, just like Azerbaijan is next to Turkey. Amid the provocations by the Armenians in the direction of Azerbaijan’s Tovuz district and the games against Turkey in the Eastern Mediterranean, the brotherhood of Azerbaijan and Turkey became even stronger. Long live Azerbaijan, long live Turkey!," Ayrim noted.
