Armenian Christians in East Jerusalem “don’t enjoy equal rights”

PanARMENIAN.Net – Although the Armenian Orthodox Patriarchate has had a presence in Jerusalem since the fourth century, church leaders are disturbed that Armenian Christians in East Jerusalem “don’t enjoy equal rights”, says the chancellor, Father Koryoun Baghdasaryan, according to an article published by The Art Newspaper.

The Patriarchate wishes the police would treat it as a hate crime when its clergy, students and teachers are spat on by the Old City’s Haredi Jewish population, and that clergy who have lived in the Armenian monastery for decades would be granted residency. Without it, they must pay as tourists for public services such as healthcare.

“The most shameful thing”, Baghdasaryan says, is that a memorial to the Armenian Genocide on church property remains closed to visitors because the municipality has delayed approving construction of the entrance. An official in the mayor’s office says a proper plan has not been submitted, but according to the Patriarchate, all the necessary papers have been repeatedly filed over many years.

Israel has never officially recognised the Genocide of Armenians by Ottoman Turks from 1915, likely because of concern for diplomatic relations with Turkey. Baghdasaryan says there is a “moral obligation” for Israel, being home to around 200,000 Holocaust survivors, to recognise the Genocide.

Still, the Armenian Patriarchate continues to honour its own history. A fundraising campaign is under way to renovate its Armenian Museum before 2020 and to open a new gallery space in the Armenian Quarter, raising awareness about the community’s history in Jerusalem.

The article also makes reference to the master tile artist Neshan Balian, who is preparing two exhibitions marking the centenary of Armenian ceramics in the city in September—one in Armenia and one at Jerusalem’s Rockefeller Archaeological Museum. His grandfather and namesake was one of three artisans invited in 1919 by Mark Sykes of the British Mandate government to repair the tiles of the Dome of the Rock Islamic shrine and to introduce a new art to Jerusalem. Balian has also been commissioned by the municipality to renovate the city’s calligraphy-tiled street signs in English, Arabic and Hebrew. Hand-painted tiles with motifs designed by his late mother, Marie Balian, can be seen on murals, doors and wares across Jerusalem.

But despite recognition, Balian, like his East Jerusalem neighbours, is still ethnically profiled and often subjected to full-body searches by Israeli airport security, he tells The Art Newspaper. “I just turned 61; you get tired of pulling down your trousers to a 21-year-old [guard] who knows nothing of the sacrifices you have made to the Israeli art scene,” he says. “More and more I feel like a second- and third-class citizen. There is a lot of emphasis on making Jerusalem as Jewish as possible. I’ll never be fully part of this city or country… I don’t think the elections make any difference.”

Traveling gives us a whole new perspective of what really is. The magical beauty of a place suddenly comes alive before our very eyes. Just like this recent trip to Armenia.

Armenia is the country where Noah’s Ark is believed to have found its resting place. It is also said that the Holy Lance that pierced the body of Christ was kept in a cave in this country.

A landlocked country with Turkey to the west, Georgia to the north, and Azerbaijan to the east, Armenia boasts a history longer than most European countries.

Together with my traveling companions from Adams Express Travel led by the gracious Nema Ocon, we discovered a whole new world of magical ambience in Tatev Monastery via the longest cable car ever built in only one section called “The Wings of Tatev.” The Tatev Monastery, which was built in the 9th century, was considered the wealthiest medieval monastery in Armenia. In the 10th century, the region’s best school was created at Tatev — it became a mecca for scholars in the arts over the years. Paired with spectacular designs and breathtaking scenery, Tatev Monastery has a diverse historical significance.

Then we proceeded to Khor Virap (Armenian for “deep dungeon”), the most sacred pilgrimage destination in Armenia, not only because it’s the only place in the country where you’ll get the best view of the biblical Mount Ararat (standing high at 5,165 meters), but this is also where Saint Gregory the Illuminator was imprisoned for 13 years by King Tiridates III for preaching Christianity. When the King found out that Grigor Lusavorich (Saint Gregory before canonization) survived after all these years, he told his men to find and release him thinking that Lusarovich could cure his illness. When Lusavorich cured him, the King begged for his forgiveness and their monarch system was subsequently converted into Christianity. What makes Khor Virap such a special and sacred destination is its mark in the start of Christianity.

Ararat is also believed to be the resting place of Noah’s Ark. Guided by the remote majesty of biblical Mount Ararat we explored the site, its underground chambers and elegant chapels, and were captivated by ascetic atmosphere. As you observe the beauty of such creation, it makes you feel connected to God.

Moving to the heart of Armenia’s own Vatican City, we enjoyed a day at Holy Echmiadzin with its world’s earliest Christian churches included in the list of UNESCO World Heritage Sites. In this religious center proudly stands the Echmiadzin Mother Cathedral (4th century), the world’s oldest official Christian church; and St. Hripsime Church (7th century), a true masterpiece of early medieval Armenian architecture. Strolling around this monastery feels like walking in the past, a marvelous area filled with sacred objects.

In the west of Yerevan and also within sight of the Ararat mountains are the ruins of the unusual Zvartnots Temple. It was built at a time when much of Armenia was under Byzantine control or influence and during the early invasions of Armenia by the Muslim Arabs. The 7th century temple area was excavated in the 20th century and is now a UNESCO World Heritage Site. Its architecture and location is a feast for the eyes; the temple was believed to be a sacred place dedicated to angels. Zvartnots is not huge but truly spectacular nonetheless.

We were delighted with the main highlights of Yerevan. The Cascade, the huge white stairway that links the downtown area of Yerevan to the monument neighborhood, was built in the 1970s, comparable to a natural cascade in a river or stream. This monument is composed of a succession of escalators and exterior stairs that “cascade” down to the lower Kentron district.

We also admired Victory Park (Haghtanaky Zbosaygi) where a striking Soviet-era statue commands an incredible panoramic city view. Mayr Hayastan, the statue well known as the female personification of Armenia, symbolizes strength and is a tribute to motherhood. It’s such a stern figure, considering how cheery and amiable Armenians are.

About 20 kilometers to the east of Yerevan is the Garni pagan temple (Temple of the Sun God Mithra), dating back to 77 A.D. Located in an amazing natural setting, it was the summer residence of the Armenian kings. The complex also includes royal palace ruins and Roman Baths with a well-preserved mosaic. The structure can be seen as a depiction of the cosmos, with a raised platform on top of nine steps leading to the main entrance. There are 24 columns in the temple representing the hours of the day with six in front and the back, and eight on the sides, which is the symbol of life. Visitors will leave in awe, as the monument is the only still-standing Greek temple in the former Soviet Union.

We continued our discovery of Armenia until we reached the Geghard cave monastery, an outstanding medieval masterpiece, partly carved out of a mountainside that is remarkably well preserved. It is said that the “Holy Lance” that pierced the body of Christ was kept here. The complex was introduced in the 4th century as a sacred spring inside a cave. Today it is included on the list of UNESCO World Heritage sites.

We traveled, too, to the Gegharkunik province for Lake Sevan. Despite being landlocked, Armenia can still boast its “blue pearl,” the majestic Lake Sevan, which is the world’s second greatest high-altitude fresh-water lake. We visited Sevanavank Monastery with its St. Atakelots and St. Astvatsatsin churches, located on the peninsula. From the monastery you can marvel at the beautiful view of Lake Sevan, the “blue-eyed” bride of Armenia.

We left Armenia with memories to cherish for a lifetime. Come and visit Armenia and experience it on your own.

Mnatsakanyan Holds Meetings in DC; Will Meet Bolton

Armenia’s Foreign Minister Zohrab Mnatsakanyan, who is in Washington this week, held meetings with the OSCE Minsk Group co-chairmen and the acting assistant Secretary of State of European and Eurasian Affairs, ahead of scheduled summit on Wednesday with his Azerbaijani counterpart Elmar Mammadyarov. In a tweet on Tuesday, President Trump’s National Security Advisor John Bolton announced that he would be meeting with both foreign ministers during their visit to Washington.

“Looking forward to meetings later this week with the Foreign Minister of Armenia and the Foreign Minister of Azerbaijan, to encourage continued dialogue between them,” Bolton tweeted on Tuesday. “The United States stands ready to assist in advancing the cause of peace in the region,” he added.

It was not immediately clear whether Bolton was going meet the foreign ministers separately or at the same time.

During his visit to Armenia last fall and in subsequent conversations with Armenia’s leaders, Bolton has emphasized the importance of a peaceful resolution to the Karabakh conflict. However, it was his offer to Armenia to purchase U.S.-made weapons, as well as his stern comments about United States policy vis-à-vis Iran that raised eyebrows when he visited Yerevan in October.

On Tuesday, Mnatsakanyan met with the OSCE Minsk Group Co-Chairs, Igor Popov of Russia, Stéphane Visconti of France and Andrew Schofer of the U.S., as well as the Personal Representative of the OSCE Chairperson-in-Office Andrzej Kasprzyk to discuss continued efforts to resolve the Nagorno-Karabakh conflict.

“During the preparatory meeting the interlocutors assessed the current situation of the peace process, including in the context of implementation of agreements that were reached during previous meetings,” the Armenian foreign ministry said in a press statement.

On Wednesday, Mnatsakanyan met with acting assistant Secretary of State for European and Eurasian Affairs Ambassador Philip Reeker. Deputy Assistant Secretary of U.S. Department of State George Kent, OSCE Minsk Group American Co-chair Andrew Schofer and Armenia’s Ambassador of the U.S. Varujan Nersesyan were also present at the meeting.

A broad range of issues regarding U.S.-Armenia partnership were discussed and all parties underlined their collective willingness to expand and further enrich the agenda of multidimensional cooperation.

In welcoming the first session of Armenian-U.S. strategic dialogue that took place in Yerevan in May, Mnatsakanyan reaffirmed Armenia’s commitment to implementing the agreements reached at that meeting.

Mnatsakanyan briefed Ambassador Reeker about the reform processes underway in Armenia, especially emphasizing reforms in the judiciary and law enforcement. In this context, Mnatsakanyan particularly highlighted the support of various international partners and the coordination of that support.

Urgent regional concerns were also brought up during the talks, during which Mnatsakanyan also discussed the latest efforts by the OSCE Minsk Group co-chairmen on resolving the Karabakh conflict.

Armenian ministry of justice to unveil draft law on confiscation of ill-earned assets

YEREVAN, June 13,  /ARKA/. Armenian Ministry of Justice  will soon unveil a draft law on confiscation of ill-earned assets, Deputy Justice Minister Anna Vardapetyan told reporters on Thursday.

Earlier, Armenian Prime Minister Nikol Pashinyan said that in the context of the fight against money laundering and terrorism financing, the commitment to introduce the institution of non-conviction based asset forfeiture is established by the 4th recommendation of the Financial Action Task Force on Money Laundering (FATF).

He also recalled that in 2015, the MONEYVAL Committee of the Council of Europe approved the evaluation report for the 5th stage of implementation of the FATF recommendations, which states that the Republic of Armenia should consider introducing the institution of non-conviction based asset forfeiture in order to improve the practice of confiscating ill-earned assets.

He then said that in 2018, the Organization for Economic Cooperation and Development approved the fourth stage of the report on the compliance of the Republic of Armenia with the UN Convention against Corruption, which states that the institution of non-conviction based asset forfeiture has not been as of yet introduced in Armenia. The report calls on the Republic of Armenia to introduce the new tools provided for by the Convention, including the aforementioned institution in a bid to improve the effectiveness of criminal investigations.

Vardapetyan said the draft law has already been sent for consideration by international experts, who will return it for revision with their suggestions and comments. She said  the bill does not provide for criminal liability and will be presented as a statement of claim against ill-earned assets. 

According to Pashinyan,  this mechanism is an element of transitional justice. In his words, there are cases when a citizen must explain the source of acquisition of  assets, and in this case, it is not the presumption of innocence that  acts, but the presumption of guilt. If a person cannot prove that he/she acquired assets  legally, then the acquisition of this asset is considered illegal. – 0—

Մայիսի 29-ին ԱԺ-ում կառավարության անդամների՝ պատգամավորների հարցերին պատասխանելու հերթական նիստի օրը անհարմար իրավիճակում հայտնվեց ԱԺ նախագահ Արարատ Միրզոյանը։ Նիստից առաջ լրագրողները հետաքրքրվեցին Միրզոյանից, թե արդյոք օրենքի խախտում չէ, որ այդ օրը վարչապետը ներկա չէ կառավարության հետ հարցուպատասխանին [1]։ Վերջինս նախ պնդեց, որ դա օրենքի խախտում չէ եւ հորդորեց լրագրողներին օրենքը կարդալ։ «Եթե կառավարության անդամը՝ այդ թվում վարչապետը, երկրում չէ, ապա նա, բնականաբար, չի կարող այստեղ լինել»,- ասաց ԱԺ նախագահը։ Սակայն լրագրողները համառորեն սկսեցին Միրզոյանին հիշեցնել, որ 2017 թվականի այսպիսի մի օր, երբ վարչապետ Կարեն Կարապետյանի երկրում չլինելու պատճառով ներկա չէր ԱԺ-կառավարություն հարցուպատասխանին, այն ժամանակ ընդդիմադիր պատգամավոր Նիկոլ Փաշինյանը բոլորովին այլ կերպ էր մեկնաբանել Սահմանադրության 80-րդ հոդվածը՝ պնդելով, որ «եթե որեւէ մեկը ՀՀ վարչապետ է, այս օրը, այս ժամին երկրագնդի վրա, բացի այստեղ լինելուց, նա ուրիշ որեւէ տեղ չի կարող գտնվել» [2]։

ԱԺ նախագահը, որպեսզի խուսափի անցյալում Նիկոլ Փաշինյանի արած տվյալ պնդումը մեկնաբանելուց, ստիպված եղավ անհարմար իրավիճակից դուրս գալու բացատրություններ փնտրել։ «Աշխարհի որ կետում էլ լինի՞… Օրենքի շատ աբսուրդ մեկնաբանություն է: Ես չեմ հիշում կոնկրետ դրվագը եւ համատեքստը։ Եթե մարդը երկրում չէ, ասենք՝ գործուղման է մեկնել կամ արձակուրդում է, ինչպե՞ս կարող է գալ այս դահլիճ չորեքշաբթի օրը»,- հակադարձեց Միրզոյանը։ Սակայն լրագրողները տեղի չէին տալիս ու կրկին հիշեցրին, որ Փաշինյանն էր այդպես պնդում։ «Ժողովուրդ ջան, չեմ հիշում։ Եկեք բացենք՝ նայենք, որովհետեւ կարող է պարոն Փաշինյանը նկատի է ունեցել, որ երկրում է, բայց չի եկել ԱԺ»,- նշեց խոսնակը եւ շտապեց հեռանալ։

Ներկայացված իրավիճակը քաղաքական գնահատականների ու մեկնությունների առիթ է։ Շատ քաղաքացիներ ու քաղաքական գործիչներ ներկայիս ղեկավար պաշտոնյաներին սկսեցին մեղադրել անպատասխանատու հայտարարություններ անելու, անսկզբունքայնություն ցուցաբերելու, երկակի չափորոշիչներով առաջնորդվելու մեջ։

Սակայն լրագրողների հարցերին ԱԺ նախագահի պատասխանները տրամաբանված էին։ Ուստի ներկայումս ակնառու երկու տարբեր չափորոշիչների սխալի աղբյուրը գալիս է կամ Նիկոլ Փաշինյանի 2017-ի ելույթի պոպուլիստական էֆեկտ ստանալու մղումից, կամ էլ Սահմանադրության 80-րդ հոդվածի իրավական առումով անկատար ձեւակերպումից։ Եվ քանի որ Նիկոլ Փաշինյանի կողմից Սահմանադրության տվյալ դրույթի մեկնաբանումը չենք կարող տեսնել նրա 2017թ․ելույթում նշված «սադրիչ լուրերի» շարքում, այդ պատճառով մնում է Սահմանադրության 80-րդ հոդվածը մեկնաբանել՝ ելնելով դրանում պարունակող բառերի ու արտահայտությունների տառացի նշանակությունից, եւ խոսել Սահմանադրության մեջ եղած թերության կամ անկատարության մասին։

Այսօր դժվար թե որեւէ ողջամիտ մարդ դեմ լինի այն պնդմանը, որ մեր Հիմնական օրենքը 2015թ․փոփոխությունների ենթարկվեց եւ կեղծիքներով անցկացվեց, որպեսզի կյանքի կոչի Սերժ Սարգսյանի եւ ողջ քրեաօլիգարխիկ համակարգի քաղաքական ծրագրերը։ Հենց այսօրվա Սահմանադրության մեջ կարելի է հանդիպել բազում կեղծիքների, թերությունների, անհստակությունների, հակաժողովրդավարական ձեւակերպումների, որոնք անընդհատ արգելակում են պետականաշինության գործը:

Թվում է՝ «թավշյա» հեղափոխությունից հետո քաղաքական համակարգի առողջացումը պետք է սկսվեր հիմքից՝ սահմանադրական փոփոխություններից: Ցավոք, երկրում արմատական փոփոխություններ իրականացնելու գործը բախվում է կառավարության չկամության պատին. գործադիրը, կարծես թե, չունի քաղաքական կամք՝ երկրի Հիմնական օրենքը բարեփոխելու համար։

Դա է պատճառը նաեւ, որ արդեն մեկ տարի է՝ շատ պաշտոնյաներ օբյեկտիվորեն հայտնվում են անհարմար իրավիճակում, չեն կարողանում տեղ գտնող բացասական երեւույթներն ընդունել ու դիտարկել սահմանադրական կարգավորումների լույսի ներքո։ Նման վարքագիծը կառավարության գործունեության հանդեպ հանրային դժգոհությունների տեղիք է տալիս։ Երբեմն հարկ է լինում այս կամ այն հարցի վերաբերյալ օրենքի «շատ անհեթեթ մեկնաբանություն» կատարել, միայն թե չխոսել այն մասին, որ մեզանում գլխավոր քաղաքական օրակարգը Սերժ Սարգսյանի «սուպերվարչապետական» Սահմանադրությունից հրաժարվելն ու նոր բարեփոխված Սահմանադրության ընդունման գործընթաց նախաձեռնելն է։

Կարելի է վստահորեն պնդել՝ առաջիկա ամիսներին բազում են լինելու այն խութերը, որոնք կառավարությանը կանգնեցնելու են փաստի առջեւ՝ ստիպելով կամ ընդունել, որ երկրի համար գլխավոր չարիքը ներկայիս Սահմանադրությունն է, կամ համակերպվել իրենց գործունեության նկատմամբ հանրային վստահության անկման փաստի հետ։ Կա մի պարզ ճշմարտություն, որը պետք է ընդունեն բոլորը. եթե սահմանադրական հանրապետությունում քաղաքացիներն ու նրանց ընտրած ղեկավարները ոչ միայն չեն հոգում իրենց կյանքը կանոնավորող հանրային պայմանագրի՝ Սահմանադրության «կարիքները», այսինքն՝ չեն զբաղվում նրանով, ավելին՝ արհամարհում են նրա դերն ու նշանակությունը, ապա պետք է պատրաստ լինել, որ այդ Սահմանադրությունն ինքն է մի օր զբաղվելու իրենցով, իրենց ճակատագրով:

YEREVAN, MAY 10, ARMENPRESS. Prime Minister Nikol Pashinyan today recapped the government’s 1st-year activities during the Cabinet meeting and presented upcoming actions.

“I would like to thank you for the joint work,” he told Cabinet members. “Of course, during this period changes in the Cabinet’s composition have taken place, while some of the incumbent Cabinet members are with us from the very beginning. I would like to thank all those with whom we have worked during this period.”

PM Nikol Pashinyan reminded about his recent major press conference where he presented 100 reforms that have taken place during his 1 year in office, and told his ministers that this new accountability bar must be adopted further. “And I would like to say this as an objective that in my year-end press conference we all together must have another 100 reforms to publish”.

The PM said Cabinet members must collect on a daily basis their accomplishments.

“Generally, with results of this year I can say for the record that it certainly was a very important period. Fervent political development took place during this period. Five elections of prime minister took place in 2018, early election of Yerevan Mayor took place, early elections took place in major cities, in Kapan, Etchmiatsin, Hrazdan, early elections of parliament took place, and our government was formed with the results of it. In the coming year I expect a higher pace of our work and efficiency. As you all know, the parliament has adopted the law on the government’s new structure and soon the changes must come into force, but this process mustn’t anyhow reduce the pace of our work, meaning nothing must change in our daily work, on the contrary, taking this occasion we must make our activities more productive,” the PM said.

He noted that the government must find concrete ways for efficiently spending the 62,000,000,000 drams in additional tax revenues that was reported earlier. He tasked his deputy, Tigran Avinyan, to coordinate the work.

The PM also emphasized that major road construction projects will soon commence.

The Armenian church to mark Red Sunday

In the Calendar of the Armenian Church, the third Sunday following Easter is known as Red Sunday.

Qahana.am reports that the color “red” has been used throughout history to represent many things. One of the symbolic meanings is the blood of the martyrs who were sacrificed for Christ, His Holy Church, and their Christian faith. During the early years of Christianity, faithful followers of Jesus Christ were subjected to severe persecutions and torments. Many elected to die rather than betray their principles of life and faith, which the Incarnate God – Christ Jesus – had endowed to them and all of mankind. The psalmist writes, “Precious in the sight of the Lord is the death of the saints” (Psalms 116:15).

Today, martyrdom is far less often an occurrence in the lives of Christians, yet it does happen. However, the greater struggle is the one against sin, which we can see manifested in many ways throughout the world.

The battle against wickedness and evil, which will be victorious in the end, is the current _expression_ of the significance of Red Sunday.

Turkish minister, French lawmaker clash over Armenia ‘genocide’ day

Turkish Foreign Minister Mevlut Cavusoglu clashed on Friday with a French lawmaker over the commemoration of the “Armenian genocide” in a heated exchange that prompted the French delegation to walk out.

Turkey and Armenia are at odds over how to describe treatment of Armenians during the Ottoman era in WWI, with Turkey denying massacres and forced deportations amounted to a genocide.

French President Emmanuel Macron in February announced France would hold a national day on April 24 to commemorate the “Armenian genocide”, drawing criticism from Ankara.

During a meeting of the NATO parliamentary assembly in Antalya in southern Turkey on Friday, Turkish parliament chief Mustafa Sentop lashed out at France’s decree to establish the commemorative day, accusing Paris of “manipulating history.”

He also referenced massacres committed in Algeria when it was still a French colony and in Rwanda whose government accuses Paris of being complicit in the 1994 slaughter there.

Attending the meeting, French lawmaker Sonia Krimi, from Macron’s LREM party, criticized Turkish comments saying she was shocked. But that provoked a sharp response from Cavusoglu.

“In terms of genocide and history, France is the last country to be giving lectures to Turkey, and we have not forgotten what happened in Rwanda and Algeria,” the minister said.

“You can keep trying to look down on us, but we will keep putting you in your place.”

Krimi and the French delegation left the room in protest over Cavusoglu’s remarks.

“When the arrogant @MevlutCavusolgu gives you lessons on arrogance and politeness, arrogantly and without any respect,” she wrote on Twitter referring to the incident.

Turkey’s presidential spokesman Ibrahim Kalin hit back posting on Twitter a story from state news agency Anadolu about “dark stains in French history.”

“Neither their colonial past nor their self-centred present guarantees their moral superiority,” he wrote.

Armenians commemorate the massacres on April 24 — the day in 1915 when thousands of Armenian intellectuals suspected of harboring nationalist sentiment and being hostile to Ottoman rule were rounded up.
