On Tuesday, MP Grigor Harutyunyan, a member of Artarutyun
opposition bloc, commenting on court decision to extend the term
of General-Lieutenant Vagharshak Harutyunyan’s pretrial detention
for another two months, said, according to information obtained from
reliable sources, the political prisoner had been offered freedom for
dissuading the opposition from holding rallies. He rebuffed the offer,
said Grigor Harutyunyan.

It should be reminded that Vagharshak Harutyunyan is charged
with attempting a coup, making seditious calls and insulting the
authorities.

MP Emma Khudabashyan spoke on another political prisoner Edgar
Arakelyan, 24, who had been convicted of hitting a policeman with
empty plastic bottle and sentenced to one year and six months in
jail. She urged president Kocharyan and the ruling coalition to
display clemency toward Edgar and release him from detention.

French Socialist Party (SP) leader Francois Hollande yesterday said
that the European Union giving a date to Turkey to begin its accession
talks should be contingent on Ankara recognizing the so-called Armenian
genocide. In a joint press conference with Murat Papazyan, the European
head of Armenia’s Tashnak Party, Hollande said that in addition to the
Copenhagen criteria, Turkey should heed a 1987 European Parliament
1987 resolution calling for recognition of the so-called genocide,
withdrawal of Turkish troops from Cyprus and respect for human and

TEHRAN (MNA) — A one-day photo exhibition by Iranian war
photojournalist, and documentary filmmaker Reza Borji is to open
today at Axkhaneh Shahr.

The photographer will also review his photos on display from 17:00
to 19:00 at the gallery.

He has taken many photos from the contemporary wars in Iraq, Bosnia,
Afghanistan, Karabakh, and Ghana. He also has a collection of many
outstanding photos from the Iraqi imposed war against Iran during
the years 1980-1988.

Yerevan, Armenia – June 3, 2004 – US Ambassador in Armenia, Mr. John
Ordway, has joined Habitat for Humanity Armenia local and International
volunteers to build a home in partnership with a disadvantaged family
in the village of Voskehat, Aragatsotn region on June 3, 2004.

Following the tradition of lending a hand to Habitat for Humanity
Armenia, Ambassador Ordway requested the opportunity to join HFH
Armenia local and US volunteers in constructing a house for a needy
Armenian family. With this volunteer effort the Ambassador demonstrated
his good will and commitment to the development of Armenia, and served
as an example to others in the community encouraging them to join
HFH Armenia in its work eliminating sub-standard housing in Armenia
and throughout the world.

Ambassador Ordway first collaborated with HFH Armenia local and
international volunteers to build a home for a disadvantaged family
in the village of Oshakan, Aragatsotn region in August 2002. Later,
in April 2003, he also participated in the dedication ceremony for
the house that he had helped to build.

“This a kind of example, when neither the government helps needy
people, nor the government pays to people to help those in need, but
volunteers come together with needy families and are helping them
to help themselves.” – said Ambassador Ordway speaking of Habitat
mission in the building site.

“I am sure the tradition of lending hands to those in need will
continue and HFH Armenia will attract many more volunteers, following
the illustration by Ambassador Ordway”,– said Executive Director
for Habitat for Humanity Armenia, Ashot Yeghiazaryan.

Habitat for Humanity Armenia is an affiliate of Habitat for Humanity
International and supports community development in the Republic of
Armenia by assisting in the construction and renovation of simple,
decent and affordable homes. The purpose of the organization is to help
families in need improve their living conditions, to raise funds to
support the vital work, and to give hope to thousands of people across
the country. The organization was formed in March of 2000 and, to date,
has dedicated 82 homes and given shelter to more than 400 people.

Sub-standard housing is all too common in Armenia. Many families live
in deteriorated housing, in cramped quarters with inadequate water
and heat. HFH Armenia’s selected target group is families living in
substandard, over-crowded and unacceptable living quarters. This group
comprises more than 50-60% of the country’s current population. These
families are unable to purchase their own homes, as they do not have
sufficient income to save to pay for the entire house cost up front,
nor can they risk, or would they be eligible for, a high-interest
loan from a commercial lender.

Habitat for Humanity Armenia has found a way to solve the
problem. Families, with two or three wage earners, pay back a
no-interest loan for a simple, decent, affordable, and healthy home,
and are still able to feed their families. Habitat for Humanity
Armenia is using a combination of two approaches to help Habitat
families solve their housing problems:

1) Completing half-built homes, which are numerous in Armenia. This
approach enables families to fulfill their dream of completing their
own home. Utilizing existing core structure reduces costs and prevents
the disruption of relocating.

2) Purchasing apartments to make use of Armenia’s existing
under-utilized housing stock. Purchased homes are resold at no-profit,
interest-free, to Habitat families who renovate their apartments and
help in the construction of other families’ homes.

THE IRANIAN HERESY

June 1, 2004 — RECENT actions by Tehran have led to questions about
whether Iran was trying to play the Shiite card in Iraq’s post-Saddam
power game.

Tehran’s state-controlled media have launched a campaign to incite
Shiites in Bahrain against the kingdom’s reform process. And Iran has
ordered its clients, notably the Iraqi branch of Hezbollah, to step
up disruptive activities to make the transition from occupation to
Iraqi sovereignty as difficult as possible.

All this has led to suspicions against Shiites in several Arab
countries. That is unfortunate.

The present Iranian regime is based on the ideology of Khomeinism –
which is as far removed from Shiism as it is from other mainstream
“ways” of Islam.

The first victims of that ideology have been Shiites. The Khomeinists
have executed over 100,000 Iranians, mostly Shiites. They also caused
the deaths of almost a million other Shiites in the eight-year long
Iran-Iraq war. Over 3.5 million Iranians, most of them Shiites,
have gone into exile.

That ideology has also divided Shiite communities everywhere.

When Khomeinism arrived in Lebanon for the first time in 1980, it
immediately set out to destroy Amal, the united political movement
of the Shiites. Having failed to do so, it created the Hezbollah as
a rival to Amal.

By the 1990s, the Lebanese Hezbollah was showing some independence.
Its religious leader, Sayyed Muhamad-Hussein Fadhlallah, refused to
recognize the Iranian “Supreme Guide” Ali Khamenei as “the leader of
all Muslims” as is claimed in the Khomeinist Constitution.

Tehran’s response came in the form of support for splinter groups
within Hezbollah. In a recent speech at the World Economic Forum in
Davos, Iran’s Foreign Minister Kamal Kharrazi said that Tehran did not
“limit its alliances in Lebanon” to the Hezbollah.

In Iraq, Tehran’s policy over the past decade has aimed at splitting
the Shiite community. Now Tehran is working hard to prevent a unified
Iraqi Shiite front backed by the seminary at Najaf. The three-way
split in the Dawa party was partly due to Iranian intrigues. And
right now Iranian elements are working hard to split the Supreme
Council for Islamic Revolution in Iraq.

It’s no mystery that the shenanigans of Muqtada al-Sadr have been
largely financed and encouraged by Tehran.

The Khomeinists were also responsible for splitting the Shiite
community in Afghanistan. They backed the Shoeleh-Javid (Eternal Flame)
group, a Maoist outfit whose members were of Shiite birth, against the
Hazara Shiite establishment. During the communist rule in Kabul, the
Khomeinists prevented the Hazara from fighting the Soviet occupation.

And when the Taliban started massacring the Hazara Shiites, Tehran
did nothing but issue empty threats.

Nowhere has the divergence between Shiism and Khomeinism been more
clearly manifested than in Azerbaijan.

Azerbaijan is a majority Shiite country that won its independence
after the disintegration of the Soviet Empire a decade ago. Yet for
the past 10 years Tehran has backed Christian Armenia against Shiite
Azerbaijan in the conflict over the enclave of Karabach.

Iran provided logistical support for the Armenian force that invaded
and conquered Karabach and has been holding it since 1992. The trucks
that drove Karabach’s 80,000 Shiite Azeris out of their homes, in a
little reported instance of ethnic-cleansing, were provided by Iran.

Everywhere, the Khomeinist aim is that Shiites should not be able
to unite and act in their interests without receiving orders from
Tehran. They should always remain divided and dependent on Tehran.

Although Khomeinism uses part of the Shiite mythology, religious
vocabulary and iconography, it must be treated as a distinct doctrine
with specific characteristics.

The key slogans of Khomeinism make this clear.

Everywhere in Iran one sees giant slogans reading: God, Quran,
Khomeini!

Or: Allah Akbar, Khomeini Rahbar (God is the Greatest, Khomeini is
the Leader!)

Inspired by North Korean and Maoist models, images of Khomeini have
been carved in mountains or grown as mini-forests, visible even from
the skies – a cult of personality bordering on idolatry.

Under the new Iranian school curriculum, the study of Khomeini’s life
and thoughts receives as much time (two hours per week) as the study
of the Koran. The official Iranian calendar includes 26 days that
are associated with Khomeini while the Prophet Muhammad gets only
two days. Khomeini’s tomb has been turned into a shrine.

In Iranian Shiism, the title of Imam is exclusive to Ali Ibn Abi-Talib,
the Prophet’s cousin and son-in-law, and 11 of his male descendants. In
Khomeinism, however, the late ayatollah bears the title of Imam.

The Islamic Republic Constitution gives the “Supreme Guide” the power
to suspend even the basic rules of Islam if he so wishes. And that,
of course, is as abhorrent to Shiites as to other Muslims.

There are more Shiite clerics and students of theology in prison in
Iran than at any other time in history. Khomeinism has also driven
thousands of Iranian Shiite theologians into exile.

In short, Khomeinism is a cocktail in which Shiism is an accidental
ingredient. Similar ideologies have developed in non-Muslim cultures
in the developing countries. Its basic ingredient is a hatred of the
West, especially the United States. It is also influenced by Marxism,
especially with such ideas as thought control, single-party rule and
the command of the economy by the state.

Some Shiites have adopted Khomeinism as their ideology. Hundreds
have moved to Iran and taken up Iranian nationality. But there is no
evidence that Khomeinism is supported by the broader Shiite communities
in the Arab countries or elsewhere in the Muslim world.

Here is what Sabah Zangeneh, Iran’s former Ambassador to the
Organization of Islamic Conference had to say in Kuwait last week:
“As far as matters of religion are concerned, the ulema of Najaf,
especially Grand Ayatollah Ali-Muhammad Sistani, may have more
influence in Iran today than Iranian mara’je [religious leaders]
may have in Iraq.”

The Arab governments would be wrong to equate Khomeinism with Shiism.

DISCUSSED THE INNER POLITICAL SITUATION IN ARMENIA

Jaskiernia,the member PACE monitoring commission, the Head of the
commission on foreign affairs of the Seym of Poland discussed the
inner political situation in Armenia. According to RA NA Press
Service Department, in the course of the meeting Torosyan stated that
the opposition rejected the initiative of th eruling coalition of
Armenia to reduce the tension in the country and settle the existing
problems through political dialogue, and instead it preferred rallies
to a dialogue. He added that the opposition was suggested joint work
on doing amendments to Election Code and the key articles of the
Constitution. Torosyan noted that the majority of the commitments
stated by PACE resolutions are complied with Armenia and a detailed
document wil be submitted on it before the visit of PACE monitoring
group to Armenia (June 14-17 ).
According to the press release, in the course of the meeting Torosyan
also touched upon the issue of imposing sanctions against persons who
violated law during presidential and parliamentary elections in
Armenia. Torosyan noted that a corresponding reference is received
from the General Public Prosecutor’s Office of Armenia that would be
submitted to the Parliament in the course of coming three-day
session. Speaking of pluralism in Armenian Mass Media, Torosyan
suggested inviting an export commission to the republic for

foreign Affairs received Bernhard Clasen and Svetlana Gannushkina,
the co-Chairmen of International Work Group (IWG)for search of
missing people, hostages and prisoners of war in the region of
Karabakh conflict, as well as the coordinators of the group Karine
Minasyan (Armenia), Avaz Gasanov (Azerbaijan) and Albert Voskanian
(NKR). According to NKR Press Service Department, Gulyan expressed
hope that the experience of IWG will allow them to solve the
humanitarian problems relating to all parties in the conflict. At the
same time, the Minister noted that politicizing of the issue
regarding hostages and prisoner of war by Azerbaijan as well as
accusations addressed to Armenia and NKR hinder search work and
create the atmosphere of distrust. In regard with this, Gulyan
emphasized that the clear position of IWG on the issue could stop
such actions on the part of Azerbaijan.
In their turn, the representatives of IWG also agreed with
non-acceptability of politicizing of humanitarian issues. The

PACE to arrive in Armenia on June 14-17 , as stated by the co-
Reporter of PACE monitoring commission, the Chairman of Parliamentary
commission on foreign relations of Seym of Poland Jerzy Jaskiernia,
who was on his visit in Yerevan. As he said, his present visit is not
connected with monitoring. Jaskiernia stated that the reporters will
meet the Leaders of the opposition, NGOs, and the representatives of
the Constitution Court. “The latter is especially important, since
most people in Strasburg do not understand what was and is the role
of Constitution Court. It’s important to introduce info about Armenia
comprehensively”, he said. Jaskiernia added that the reporters want
the dialogue between the opposition and the coalition be resumed.
“PACE will be informed about the events in Armenia and the steps done
by the Government of Armenia to comply with the commitments to PACE
“, he said. Jaskiernia confidently said that Armenia will comply with
the main commitments and there will be no necessity to impose any
sanctions ion the country.
According to April 28 PACE resolution, Armenia is obliged to regulate
the inner political situation till September. If the commitments to
PACE are not complied with Armenia , then in September the Assembly
in accordance with the 9th point of its order has the right to review

A senior official from the Organization for Security and Cooperation
in Europe on Friday criticized the continuing imprisonment on criminal
charges of more than a dozen individuals arrested in connection with
the opposition campaign for regime change in Armenia.

Ambassador Vladimir Pryakhin, who heads the OSCE office in Yerevan,
said the law-enforcement authorities’ decision to keep the opposition
activists in jail pending the inquiry into their alleged coup attempts
and “hooligan” acts is too strict and unjustified. “We insist on
a detailed investigation into all those cases in order to rule out
a biased and politically motivated treatment of [the detainees],”
Pryakhin told RFE/RL. “There is no criminal substance as such
[in their actions] or it is too insignificant to warrant such a
preventive measure.”

“Undoubtedly their detention was politically motivated and linked to
their political activities. But during those activities they may have
carried out actions that are punishable by criminal law,” he said.

The Russian diplomat acknowledged that the OSCE played a role in the
release earlier this week of two senior members of the opposition
Hanrapetutyun party accused of publicly insulting the authorities. He
said he will hold more meetings with Armenian prosecutors to discuss
the fate of the other detainees.

At least 11 opposition activists are kept in jail on criminal
charges. Three of them have already been sentenced to between 9 and
18 months in prison by courts. The opposition and some local human
rights groups regard all of them as political prisoners.

The authorities have also detained and briefly jailed in the last two
months more than one hundred participants of unsanctioned opposition
rallies under Armenia’s Soviet-era code of Administrative Offences.
Opposition sources say 15 people are currently serving prison terms
ranging from 8 to 10 days.

The authorities continue to resort to the controversial “administrative
detentions” despite repeated protests from the Council of Europe
and other international watchdogs. According to Pryakhin, the OSCE
also stands for the abolition of what he described as a “vicious
practice.” “The administrative detentions is a legacy of Soviet
jurisprudence which allowed law-enforcement bodies to detain certain
dissident individuals for the so-called prophylactic purposes,”
he said.

“We have set a goal of having this vicious practice scrapped this
year,” Pryakhin added.

Between 200 and 400 opposition supporters were jailed in similar
circumstances during and in the aftermath of last year’s disputed
presidential election. The arrests were criticized by Amnesty
International on Wednesday. “Reportedly denied access to lawyers,
they were sentenced in closed trials without legal representation,”
the London-based group said in an annual report on human rights abuses
around the world.

Sukhumi, 26 May: Abkhaz Prime Minister Raul Khajimba has rejected a
proposal from Georgian President Mikheil Saakashvili to unite in a
single Georgian state. The Georgian president made this proposal to
the breakaway republics of Abkhazia and [South] Ossetia.

“There can be no discussion of unification between Abkhazia and
Georgia in a single state,” Khajimba told Interfax on Wednesday [26
May]. “Abkhazia has finally established its status. The republic has
adopted the constitution of an independent state and the status of
Abkhazia cannot and will not be subject to discussion,” the Abkhaz
prime minister said. “As regards the wishes of the Georgian side,
wishes do not always correspond to reality,” Khajimba said.

Trial of Armenia’s Lusakert town resident Edgar Arakelyan, 24, started
Tuesday at Center Nork-Marash first instance court in Yerevan. He
is charged with participating in unauthorized rally on April 12 and
beating a policeman with an empty plastic bottle.

The accused says he threw the bottle after being punched in his mouth
and losing teeth. He acted such a way only to defend himself from
the assault, Arakelyan said. Besides, he said he had no idea that
the attacker was a policeman as the latter was dressed as civilian.

Police officer Sahak Martirosyan, the victim, insists he was in

Abadan, Khuzestan Province, 24 May: President Mohammad Khatami Monday
24 May inaugurated a gas-operating power plant in this southwestern
city.

Addressing the inaugural ceremony, Khatami said God-given assets of
Khuzestan Province, like resistance of its patient people, are unique.

He added the power plant would add some 500 Megawatts of electricity
to the national capacity, saying Khuzestan province accounts for 25
per cent of the national power generation.

The president noted that Abadan power plant would play a key role in
the country’s development and progress.

The gas-operating power plant in Abadan, with a nominal capacity
of 493.6 Megawatts, has four gas turbines, each with a capacity of
123.4 Megawatts.

The project whose construction was started three years ago has cost
94 million euros, 23 million dollars and 450 billion rials to provide
electricity to the southern regions of Khuzestan and to tackle shortage
of electricity in Abadan and Khorramshahr cities particularly during
peak hours.

According to Petroenergy Information Network, Iranian power stations
have to boost their capacities at a rate of 3,000 Megawatts per annum.

The Third Five-Year National Economic Development Plan calls for
contribution of the private sector to building power stations.

Power stations throughout the country generated more than 148 million
kilowatts per hour of electricity in the last calendar year (ended
19 March).

Power output was higher than what had been predicted in the third
five-year national plan. The generation was also higher than
neighbours.

Demand for electricity exceeded 27,000 Megawatts last year. The figure
grew more than 2,000 Megawatts.

The national demand for electricity will hit 44,000 Megawatts by
the end of the fourth five-year development plan (in March 2010)
and the country should boost its capacity to 56,000 Megawatts per hour.
