Armenian public first of all, despite the fact that it was directed
to the Turkish State leader Abdullah Gul," Stepan Safaryan , leader
of the Heritage parliamentary group told a PanARMENIAN.Net reporter.

According to Safaryan, the president of Armenia seeks to assure the
Armenian public that the leadership of Armenia do not see problems in
the Armenian-Turkish Protocols and ready to go ahead. "This message is
justified by the fact that even after the conclusion of the Armenian
Constitutional Court on the Protocols they remain unacceptable for
the Armenian opposition, " Stepan Safaryan said.

According to Safaryan, on the other hand, this letter is also addressed
to the international community, which can call on Turkey to ratify
the Protocols.

The Protocols aimed at normalization of bilateral ties and opening of
the border between Armenia and Turkey were signed in Zurich by Armenian
Foreign Minister Edward Nalbandian and his Turkish counterpart Ahmet
Davutoglu on October 10, 2009, after a series of diplomatic talks
held through Swiss mediation.

On January 12, 2010, the Constitutional Court of the Republic of
Armenia found the protocols conformable to the country’s Organic Law.

Founded in 2002, Heritage , a National Liberal Party, is national by
its roots, liberal in its economic principle, and an advocate of the
democratic system of governance and due process for its citizens. The
party’s objective is the development of Armenia as a democratic,
lawful, and rights-based country that anchors its domestic and foreign
policies in the nation’s sovereign interest. During the party’s Third
Congress on May 30, 2005, Raffi K. Hovannisian was elected chairman.

The other eight members of the party board were elected by secret vote.

Day.Az interview with Azerbaijani political analyst Arif Yunusov.

How would you comment on Israeli FM Avigdor Lieberman’s upcoming
visit to Azerbaijan?

I welcome Israeli FM Avigdor Lieberman’s visit to Azerbaijan as well
as growing Azerbaijani-Israeli cooperation. Given presence of certain
problems in the Turkish-Israeli relations, the relations between
Azerbaijan and Israel can contribute to improve relations between
Ankara and Tel Aviv.

One of the U.S.-based Armenian Web sites accused Israel of complicity
in "genocide" of Armenians of 1915, and previously pastor of St.

Sarkis Church in Yerevan Priest Step Karapetyan stated that the
conflict between the Armenian and Greek clergy, recurring in Jerusalem,
was provoked by the Israeli authorities. How you can explain all of
these explicit examples of highly negative attitude of world Armenians
towards Israel?

The position of the State of Israel implies steps based on the
understanding that it is surrounded by Muslim countries. In this
connection, it is relevant to note that relations with Azerbaijan and
Turkey are far more important for Israel than relations with Armenia.

Moreover, based on a purely pragmatic approach to this issue,
relations with Armenia gives absolutely nothing to Israel, because
Armenia does not play any major geopolitical or geo-economic role in
our region. Israel develops relations with Azerbaijan based on its own
national interests. Representatives of the world Armenians understand
this and it makes them respond in the form of those examples that
you have specified.

Who is to be blamed for the fact that Armenia is not invited to various
major international forums and that it is not interesting to anyone
as a partner with which bilateral relations can be developed?

Armenia has no role in the regional projects that already exist, it
has no influence on the geo-economic situation in South Caucasus, and
the level of its existing economic problems is well known. Therefore,
it is not surprising that the country is not invited to such major
forums such as the World Economic Forum in Davos.

The blame for this lies with the Armenian authorities whose policy has
led to the fact that this country is not associated with an independent
state. Naturally, in these circumstances one should not wonder at the
lack of invitations for this de facto not independent state to any
international forum and the reluctance to build relationship with it.

Is there a risk of power change in Armenia in the near future? Can
Armenia’s position on the Armenian-Azerbaijani Nagorno-Karabakh
conflict change in case of change of power in this country?

I do not think that Armenia’s incumbent President Serzh Sargsyan
will be replaced before the end of his presidency. As for Armenia’s
position with a different president, it all depends on who will be
the new head of the Armenian State: the representative of the current
Armenian authorities and opposition representative, for example,
Levon Ter-Petrosyan. In general, I doubt very much that Armenia’s
position on Nagorno-Karabakh conflict will change in the near future.

TEHRAN (FNA)- Iran’s Deputy Foreign Minister Amir Mansour Borqe’i
called on Iranian and Armenian officials to use all the existing
potentials and capabilities to increase trade ties and exchanges
between the two countries.

"Iran and Armenia should use all the existing potentials to expand
commercial activities and mutual investment by the (two countries’)
private sector," Borqe’i said on Tuesday, addressing an international
conference here in Tehran on the trade and investment opportunities
in Armenia.

"We believe that private sector investors can assess investment
opportunities in the two countries better than the state can,"
he added.

Borqe’i said Iran is Armenia’s seventh economic partner, but this
place is not appropriate for the two countries’ relations.

He further urged for the promotion of economic ties between Tehran
and Yerevan.

He described development of infrastructural networks as an introductory
move for the expansion of all-out ties between the two countries,
and called on Iranian and Armenian officials to do their best in
this regard.

Public anger about unsolved political murders in Turkey’s past has
spilled over at the ongoing trial of Hrant Dink’s alleged killers,
as relatives of previous murder victims came to court to support the
late journalist’s family.

Gathering at the court in Istanbul’s BeÅ~_iktaÅ~_ district Monday, a
group of families whose grievous faces testified to Turkey’s tumultuous
political past and present observed the latest episode in the trial
of those accused of murdering Turkish-Armenian journalist Dink in
broad daylight Jan. 19, 2007.

Filiz Ali, daughter of author and journalist Sabahattin Ali, who
was murdered by unknown perpetrators in 1948, said the Dink case
represents an opportunity to find out the "deep forces within state
organs" that have played significant roles in political assassinations.

"This case should shed light on all the secrets," Ali said, reading
a joint press statement on behalf of all supporting families. "We
are all from the same family and we do not want this family to get
any bigger. We see all related public bodies as being responsible
for solving these unsolved murders."

She continued, saying: "The laws have not allowed us to defend our
dead ones for many years now. We have also witnessed many state
officials mobilize to protect criminals and cover up their crimes."

Ali said the families of unsolved murder victims will continue to
observe the Dink case.

The families further plan to send a petition to Parliament on Feb. 11,
asking that it establish a parliamentary research commission to
"research organized political murders that have been committed in
Turkey since 1948," according to a story from daily Milliyet on Monday.

A group of people calling themselves "For Hrant, For Justice"
joined the families and marched to the court holding banners saying,
"We know the criminal" and "Face the truth."

Yet more controversy

Monday’s trial was the 12th in the ongoing Dink murder case. A total of
25 suspects were present, including those already under arrest: Yasin
Hayal, Erhan Tuncel, Ogun Samast, Ersin Yolcu and Ahmet Ä°skender.

Monday’s hearing resulted in even more controversy, however. After
the morning session, suspects and witnesses were allowed to sit down
together and some witnesses were seen talking to suspects. Before
the second session started, the mistake was noticed and the witnesses
left the courtroom, waiting outside until they were called in.

Witness Orhan OzbaÅ~_ admitted that he sat near Samast, who is accused
of pulling the trigger. When Judge Erkan Canak asked whether they
had talked before the session, OzbaÅ~_ said, "[Samast] told me that
he has been in prison for three years and I could be put in jail for
five years too."

Lawyer Å~^iar RiÅ~_vanoglu asked the court to make a criminal complaint
against those responsible for allowing witnesses and suspects to
sit side-by-side.

In another controversy, the police "forgot" to bring a secret witness
to the court, the NTV news channel reported.

OzbaÅ~_ said that he met Samast online and that Samast called him
on the phone a day before the murder. OzbaÅ~_ said he took his three
friends with him and met Samast in Istanbul’s BayrampaÅ~_a district,
where they walked around and then drove to Eyup and GaziosmanpaÅ~_a,
later returning to BayrampaÅ~_a to drop off Samast.

"Samast showed us a photo and a gun and said that he would kill the man
in the photo. We laughed, not believing what he said," OzbaÅ~_ said.

"A day after this incident, [Samast] called me and said he killed
the man and was returning to Trabzon. I did not believe him until I
saw the news on TV. I talked to my father about this and he told me
not to talk to the police, which I obeyed," said OzbaÅ~_.

Turhan Meral, another witness and a friend of OzbaÅ~_, said he was
with OzbaÅ~_ when he met Samast, but added that he did not know Samast
beforehand. Meral refuted his previous testimony, in which he said
he saw Samast had a gun and told them that he would kill a man. "I
did not see any photo or gun and I did not hear him saying anything
about killing anyone," said Meral.

Secretive attitude

A written statement from Ramazan Akyurek, the chief of police in
Trabzon at the time of the murder, said the telecommunication
information of all police and intelligence officers cannot be
delivered to court because it will cause security problems. Bahri
Belen, a Dink family lawyer, said in response to this statement that
according to the law, no documents or files that are related to crimes
can be kept secret.

Suspect Erhan Tuncel, a former police informant in Trabzon, presented
some documents to the court – including maps and notes taken from
the book titled "Effective Forgiveness," written by Judge Canak – and
said he would read an 18-page defense later. Tuncel also said he was
accused of being a member of an organized criminal gang because he had
close relations with the political party the Great Union Party, or BBP.

Families of political murder victims who joined the hearing included
Hrant Dink’s wife, Rakel Dink; Sezen Oz and Bengi Heval Oz, the wife
and daughter of public prosecutor Dogan Oz, murdered in 1978; Ozge and
Ozgur Mumcu, the daughter and son of journalist Ugur Mumcu, murdered in
1993; Nukhet Ä°pekci, the daughter of Abdi Ä°pekci, murdered in 1979;
Zeynep Altıok, the daughter of Metin Altıok, murdered in 1993; Meryem
Göktepe, the sister of journalist Metin Göktepe, murdered in 1996;
and Nilgun Turkler, the daughter of labor-union leader Kemal Turkler,
murdered in 1980.

More families signed the statement, which was read by Filiz Ali.

Case timeline

Sixty-six people have been prosecuted in relation to Hrant Dink’s
murder three years ago. Forty-seven were released after giving their
first testimony in court; on Tuesday, five detainees and 20 suspects
will be questioned in the 12th hearing of the ongoing Dink trial. The
following dates represent key events in the trial timeline:

First hearing, July 2, 2007: Out of a total 19 suspects, four are
discharged, reducing the number of detainees from 12 to eight.

Second hearing, Sept. 1, 2007: The file of murder suspect, instigator
and police informant Erhan Tuncel is destroyed on the grounds of
"government security."

Third and fourth hearings, Feb. 11 and Feb. 28, 2008: During a
cross-examination session, chief suspect Tuncel prevents suspects
Yasin Hayal, Mustafa Ozturk and Ersin Yolcu from testifying after
they accuse Tuncel of instigating the murder.

Fifth hearing, April 28, 2008: Telephone records of suspect Ozturk
requested by the court are destroyed on the grounds that the period
in which the court could use them had expired. An inquiry is launched
by the court into whether detainee Hayal had been visited by Veli
Kucuk and Levent Temiz, suspects in the alleged Ergenekon case.

Sixth hearing, July 7, 2008: Ogun Samast, 18, is taken in as another
murder suspect. Hayal’s brother in law tells the gendarmerie five to
six times that he knows who murdered Dink.

Seventh hearing, Oct. 14, 2008: A 90-page report on the murder
suspects is sent to the court by the police intelligence bureau
president, Ramazan Akyurek. Only 16 pages of the report are read out
because there was no information about the suspects on the remaining
pages. Hayal’s brother is taken in as a suspect, bringing the total
number of suspects to 20.

Eighth hearing, Jan. 26, 2009: Three of the eight detained suspects
are discharged. Hayal and Tuncel engage in violent physical and
verbal conflict.

Ninth hearing, April 20, 2009: A decision to keep Hayal, Tuncel,
Ogun Samast, Ersin Yolcu and Ahmet Ä°skender is reached. Intervening
lawyers ask for participants in the trial including former Istanbul
Security Minister Celalettin Cerrah, police intelligence bureau
president Akyurek, and former Trabzon security minister ReÅ~_at Altay
to be heard; this request is dismissed by the court on the grounds
that it would not bring any new information to the case.

Tenth hearing, July 6, 2009: A witness says that suspect Samast was
not alone during the incident. Samast denies the allegation.

Eleventh hearing, Oct. 12, 2009: The gun used in the murder is shown
to the suspects. "I was going to kill a man, not to a wedding; how
should I know?" Samast says. Also in reference to the gun, Hayal says,
"I 100 percent support it; that gun was this gun."

"Azerbaijan and Armenia have not yet submitted their proposals on
uncoordinated points of Madrid principles to the co-chairs", OSCE
Minsk Group’s Russian Co-chair Yuri Merzlyakov told Azerbaijani APA.

According to the source, answering the question on co-chairs’ visit
to the region, the diplomat stated that they were waiting for the
proposals of both sides. "First, we should receive the proposals of
both parties, and then we will think about the visit", Merzlyakov
underlined.

At the same time, Azerbaijani Foreign Ministry Spokesperson Elkhan
Polukhov told Day.az that "Azerbaijan sees prospect in negotiations
held to settle the Nagorno-Karabakh conflict".

"The resolution of the Nagorno-Karabakh conflict depends on to what
extent the Minks Group co-chairs are active," he said. According to
him, intensity in the negotiation process, which was observed last
year, should be preserved throughout this year, too.

"It gives hope for some progress in the negotiations. Azerbaijan,
for its part, is ready to maintain this momentum," he added.

in Sunday’s final round of the Ukrainian presidential election.

Yanukovich had 48.6% of votes while Tymoshenko had 45.8%, the Central
Election Commission said, based on results from 86.7% of polling
stations. 4.5% of ballots were cast "against all". Some 1.2% of
ballots were spoiled. However, turnout was robust at 69%.

The Head of the Human Rights International Federation (FIDH) Suhayr
Bel Hasen, the responsible of the company for Middle Asia and East
issues Aleksandra Kulayeva, the head of the Institute of Civil Society
NGO Arman Danielyan visited the Nubarashen penitentiary institution to
meet the Editor-in-Chief of the Haykakan Zhamanak daily Nikol Pashinyan
who was sentenced to 7 years in prison as well as Sasha Davtyan who
was justified by the Aragatsotn court of General Jurisdiction. Recall
the latter was charged with violating his daughter but the court
justified him and accused only of torturing her and sentenced to 4
years of imprisonment. Note that FIDH is currently in Armenia and
has meetings with the Armenian governmental members.

The head of the organization will present her impressions to the
president after having visited the prison. Note also that Mrs. Suhayr
is well-informed about the cases of Nikol Pashinyan and Sasha Davtyan.

Total production of electricity in Armenia in 2009 dropped by 7.2%
to 5.671 billion kilowatt hours, Armenia’s National Statistics Agency
said in a report.

During last year, Armenian hydroelectric power plants (HPPs)

increased output by 12.4% to 2.045 billion kilowatt hours while heat
and electricity stations reduced production by 38.4% to 1.129 billion
kilowatt hours.

Armenian nuclear power plants (NPPs) increased electricity output by
1.3% to 2.494 billion kilowatt hours in 2009.

Wind-power electricity stations boosted production 130% to 4.3 million
kilowatt hours.

According to the reported, in 2009, Armenia produced 980.5 Gcal in
heat energy, a decrease of 38.5% from 2008.

Armenia’s Minister of Energy and Natural Resources, Armen Movsisyan,
earlier said that the decrease in the country’s electricity output
in 2009 had been the result of the economic crisis since industry
was forced to reduce electricity consumption.

GeoProMining To Make Additional Investments In ACMC CJSC

additional resources in modernization of Agarak Copper Molybdenum
Combine CJSC (ACMC). The volume of investments is not specified
yet and the final sum will be known after reconstruction of the
processing plant supposed to be finished within a 2-year period,
the company said in a press release.

Global prices for copper and molybdenum have started to increase
recently, boosting the income of the company, as well as its
attractiveness for investments. Investments include also the RA
government’s USD 14 million loan, provided in 2009.

On June 26, the RA government decided to grant a USD 14 million
budget loan to ACMC CJSC, for a 4-year period. The loan was granted
to ACMC for investment project, including procurement of machinery
and reconstruction of the plant. Part of the funds was used for
purchase of mining machinery, which have already been delivered and
set in operation. Specifically, 5 BelAz mine dump-trucks of 55 ton
carrying capacity. At the end of 2009, the company obtained BelAz
wheel-loaders, two TK wheel-tractors and one tractor with bulldozer
and ripper. Purchase of mining machinery and reconstruction of the
processing plant constitutes the component part of the Company’s
anti-crisis program, directed on increase of mining volumes and
competitiveness of the company’s production.

Other part of the loan amount was used for purchasing of flotation
equipment Metso Minerals, delivered at the beginning of 2010. The
machinery operated at ACMC for many years were morally and physically
outdated, because since the establishment of the company no major
investments have been made, and for that reason the costs for mining
activities have been constantly growing. The new mining machinery
provide an opportunity to increase the mining volumes and raise
the effectiveness of mine operation. Total loan amount, received in
September of the last year will be used in 2010. In December 2009,
the company started payment of interests.

Taking into account the large-scale program goals, GeoProMining plans
completion of reconstruction process by the end of 2011.

Reconstruction shall be carried out without stopping of production
activities. Further replacement of equipments, which have already been
purchased and currently undergoing customs clearance shall continue.

For 6 months of 2009 ACMC CJSC processed around 1.3 million tons of
ore, which is more for 5% as compared to the 6 months of 2008 results.

As anticipated, during this year mining and processing volumes will
increase up to 3-3,5 million tons.

GeoProMining Group obtained the shares of Agarak Copper Molybdenum
Combine in December of 2007. GeoPromining specializes in mining and
processing of metaliferous ores (copper, molybdenum, antimony) and
precious metals (gold, silver). The Group has a diversified production
structure and markets. Deposits and processing plants of the Group
are in Russia, Armenia, Georgia and Vietnam.

Director of the U.S. National Intelligence Dennis Blair addressed
the annual meeting "Annual Threat Assessment of the US Intelligence
Community for the Senate Select Committee on Intelligence" on Feb. 2.

Blair’s report also focused on the unresolved conflicts in the Caucasus
among others.

According to the U.S. National Intelligence official Web site,
in his report Blair mentioned the unresolved Armenian-Azerbaijani
conflict over Nagorno-Karabakh, noting that "Although there has been
progress in the past year towards Turkey-Armenia rapprochement, this
has affected the delicate relationship between Armenia and Azerbaijan,
and increases the risk of a renewed conflict over Nagorno-Karabakh."
