Film classics at the Trianon

Organized by the Greek Film Center, tribute takes
place on Saturday afternoons and runs to April 23

A multitude of new films may be released at cinemas
around Athens every week, but there are still chances
to watch old classics. Once more, the Greek Film
Center presents the “Appointment with the Classics”
series at the Trianon Filmcenter, a program which
began last November and will run to April 23.

Screenings take place every Saturday at 4.30 p.m. and
the program for the coming weeks is as follows: this
Saturday, February 12, features Polish filmmaker Jerzy
Kawalerowicz’s 1961 film “Matka Joanna od aniolow”
(Joan of the Angels), set in the 17th century, in
which a Catholic official is summoned to exorcize a
nun in a convent in a small town. The film stars
Lucyna Winnicka and Mieczyslaw Voit. Five shorts by
Alain Resnais will be screened on February 19,
including “Nuit et brouillard” (Night and Fog), a 1955
short which proves that cinema is not just about
viewing but also about memory.

A love story that unravels the legends and the pace of
life in an Armenian village is next on the agenda, in
Sergei Parajanov’s 1964 film “Tini zabutykh predkiv”
(The Shadows of Forgotten Ancestors), starring Ivan
Mikolajchuk and Tatyana Bestayeva, which will be shown
on February 26, while Krzysztof Zanussi’s “Bilans
Kwartanly” (A Woman’s Decision) of 1975, a film where
the director seeks the truth in the face of a woman
who tries to halt the ravages of time, will be
screened on March 5. Michelangelo Antonioni’s 1972
documentary “Chung Kuo-Cina” (China) will give the
audience a taste of China on March 19, to be followed
by Dziga Vertov’s “Chelovek s kinoapparatom” (The Man
with a Camera) of 1929 on March 26, considered one of
cinema’s most modern films, in which a man goes around
the city with a camera on his shoulder and documents
urban life.

Saturday, April 2’s screening will feature Grigori
Kozintsev and Iosif Shapiro’s take on “Hamlet,” in
their 1964 “Gamlet,” starring Innokenti Smoktunovsky
in the lead role; Alain Resnais’s 1959 drama about
love and memory, “Hiroshima Mon Amour” (Hiroshima My
Love), starring Emmanuelle Riva and Eiji Okada, a film
that was also shown in open-air cinemas last summer,
will be screened on April 9.

The series will end with Leo McCarey’s classic 1933
comedy “Duck Soup,” featuring the Marx Brothers, on
April 16, and Pier Paolo Pasolini’s “Mamma Roma” of
1962 on April 23, the story of a middle-aged
prostitute in Rome who decides to quit and stars the
striking Anna Magnani.

MOSCOW, February 10. (RIA Novosti)-The decline in Russia’s
economically active population in the next 15 years will seriously
restrict the country’s economic growth. Russia’s workforce is
contracting due to fewer residents with Russian roots from the CIS
and Baltic countries coming to resettle in Russia, writes a weekly
magazine, Itogi.

According to Yury Dyomin, the first deputy director of the Federal
Migration Service, his department issued registration documents to
over 100,000 foreign citizens in 2004 as part of a program to attract
foreign workforce. The largest CIS workforce suppliers are Ukraine
(36,152), Moldova (14,137) and Armenia (4,793).

The official believes that it would be ideal for Russia if
representatives of indigenous Russian ethnic groups came to the
country. However, this is hardly possible today. At the same time,
the country is traditionally a multi-ethnic state and “Russian
society has always been able to absorb other peoples in its melting
pot.”
Illegal migration is a particularly acute problem for the country.
Various estimates put the number of illegal immigrants in Russia
today at between 1.5 million and 15 million. Therefore, Mr. Dyomin
believes his department’s objective is to create conditions for
legalizing the larger part of this workforce.

This is difficult to do because the number of the documents that CIS
citizens must present to enter Russia has been recently cut from 18
to 5 to comply with international norms.

In the past 12 years, over 8 million Russians from other CIS
countries and the Baltic states have come to live in Russia. To step
up this process, the possibility for migrants to feel comfortable in
Russia must be sealed legislatively. Apart from that, conditions have
to be created to encourage migrants to settle in regions that need
manpower, for example, Siberia and the Far East.

Service has arrested earlier this month an Armenian citizen, who is
suspected of collaborating with Azerbaijani special services. The
National Security Service did not reveal the name of the suspected
spy in order “not to hinder the investigation.”

It said a criminal case was opened against the Armenian on charges
of high treason. The investigation is being handled by the National
Security Service.

Each nation shapes its mentality. And it is generally the right of the
nation to live on the full territory of its homeland, to live well,
in accordance with its identity.

This formulation is differently expressed in different concepts
of various nations. It is often expressed as an â~@~idea,â~@~]
which formulates the overall aspirations of the nation, leading the
nation ahead and providing with directions. National ideology is a
continuous process and can last for decades, centuries. Nations who
seem to have made great achievements find new directions for advancing
their ideology.

There is now a tendency to consider the actual stage of the ideology
complete and to try to globalize it, which is not right. The life
shows that in the actual globalizing terms, when it comes to fight
of cultures, there is again the basic of either synthesis, or dictate
of national ideology.

We see a model of democracy, based on a principle, which can be
different for Iran, India, or China on the one hand, and different
from the European one, on the other one. This also prioritizes national
ideology or the need to shape an idea.

Each nation has its ideology and it can be formulated or chaotic.
Unfortunately, we do not have a well-formulated ideology today that
would lead our nation on its engine. We have national parties, also
some state scale solutions, but not the pan-national, joint model
incorporating all the elements of the national mentality.

A nation should reach a high degree of self-organization to shape that
ideology. But it is not just us. Even nations like Russian are still
in searches. The big role is played by the fact of having a state,
which empowers these searches, consolidating national potential. The
more we strengthen our state, the more achievements we shall have.

Stepanakert, 8 February: It is still premature to talk about the return
of refugees to their original place of residence, Arminfo has quoted
the Russian co-chairman of the OSCE Minsk Group for the settlement of
the Nagornyy Karabakh conflict, Yuri Merzlyakov, as telling a meeting
with refugees deported from Azerbaijan in Stepanakert yesterday. French
Co-Chairman Bernard Fassier and the personal envoy of the OSCE
chairman-in-office, Andrzej Kasprzyk, also took part in the meeting.

“Can you imagine a situation, in which Azerbaijan says that refugees
should return to their homes and the Armenian side supports it,
saying that yes, let them return?! I cannot. It is much the same
way as if Azerbaijan tells Armenian refugees to return to Shaumyan ,
will you return?” the Russian co-chairman asked.

He noted in this regard that issues such as ensuring the basic
private security of returning people and creating the necessary living
conditions for them should be resolved first.

“Since this is not the case, I think these calls are only propaganda
or self-deceit or deception of others,” Merzlyakov said.

Meanwhile, the Russian co-chairman said that the issue of refugees
is a constituent part of the future settlement of the conflict and
cannot be taken lightly.

During the meeting the chairman of the committee for refugees of the
Nagornyy Karabakh Republic, Sanasar Saryan, said that the international
community does not help refugees of Nagornyy Karabakh at all, while it
recognizes refugees in Azerbaijan, who, according to statistics, have
received 530m dollars in assistance from international humanitarian
organizations over the past 10 years. In addition, Saryan noted
that the Soviet republic of Armenia paid over 16,000 Azerbaijanis
compensation of approximately 110m dollars for their property left
in Armenia.

“Refugees of Nagornyy Karabakh, who actually number almost half a
million, have been spread around the globe now. They do not have
relevant rights and cannot rely on any benefits,” Saryan said.

In response, Merzlyakov said that “if you think that the mediators
feel somehow detached, you are wrong. We are meeting refugees here
and there and listen to everything that is being said. But on the
other hand, as you understand, we cannot declare that, say, you are
right and you are wrong. We have to be impartial, but you should not
accuse us of having no feelings.”

For his part, Fassier said that he had faced difficulties related
to the problems of refugees in his diplomatic career in Bosnia and
Herzegovina, as well as in Georgia’s Gali District (he used to be
the French ambassador to Georgia) and had seen what happened when
refugees returned in an untimely manner and without the necessary
conditions in place.

“It was useful for me to visit Karabakh and meet people. I found
out that many are living in extremely hard conditions in these
territories. I fully understand your pain. As for the status of
refugees, I do not know yet how to resolve this issue. But I am sure
that it is important to tackle it,” the French mediator said.

be in focus at a meeting of religious figures in Moscow on March
10. Ways of preventing the conflict’s turning into a confrontation
between Islam and Christianity and the role of religious figures in
the conflict resolution will be discussed.

The event to take place within the Moscow conference of CIS clerics
will be attended by the Caucasus Clerical Leader Sheikhulislam
Pashazada, the Russian Patriarch Alekesey II and the Armenian
Cathalicos Gariegin.

While in Moscow, the clerical leaders are also expected to meet with
the Russian President Vladimir Putin.*

Turkey is Strong Partner in Broader Middle East Reform, Rice Says

Secretary of state discusses Iraq, Mideast, Turkey, NATO, EU in
interview Following is Secretary Rice’s interview February 6 in Ankara,
Turkey, with Metehan Demir of Turkey’s Kanal-D TV:

QUESTION: One short question and the last one. What should be done
for solving the dispute between Turkey and Armenia? Does the U.S. plan
any special initiative this year to solve this problem?

SECRETARY STATE: Well, we would certainly hope that Turkey and Armenia
would find a way to bridge the differences. We know the very difficult
history here. And we recognize the difficult history. But we are a long
time now into the future. And on the basis of democratic development
and the economic development and the need for stability, we would hope
and encourage the parties to find ways to bridge their differences.

QUESTION: How long will it take for Turkey to become a full member
of the European Union? In your opinion.

SECRETARY RICE: Well, unfortunately we are not members of the European
Union So we can’t say. We’ve been supporters of Turkey’s accession
and of that happening as quickly as possible. Obviously, there are
standards that Turkey needs to meet. And the European Union is well
within its rights to say that there are certain things that need to
be done in order to bring about Turkey’s accession. But I think we’ve
been a supportive as anyone for that accession to take place. And
given that we are not a member, it really is up to Turkey and the
European Union to find a way for it — with Turkey doing what it
needs to do and with Europe being welcoming of a Turkey that really
does have a rightful place in the world.

QUESTION: Secretary Rice, thank you very much for being with us. It
was a nice opportunity. Many thanks and enjoy your trip.

Le ministre délégué à l’Industrie, Patrick Devedjian, s’est dit
choqué dimanche sur France Inter par les propos tenus jeudi par le
Premier ministre turc Recep Tayyip Erdogan qui a déclaré qu’il ne
savait pas qu’en France, “400.000 Arméniens pouvaient faire échouer
un référendum”.

“J’ai été très surpris par la brutalité de la réponse du Premier
ministre turc.

Je suis choqué car d’une certaine manière, il semble exprimer le
regret qu’il y ait encore 400.000 Arméniens survivants en France “, a
déclaré M. Devedjian.

Le Premier ministre turc faisait référence, devant la mission
parlementaire française en visite en Turquie, à l’éventualité d’un
référendum en France sur l’adhésion de la Turquie à l’Union
européenne.

Tous les interlocuteurs turcs rencontrés par cette mission
parlementaire ont exprimé leur “déception” ou se sont dit “choqués”
face aux réticences suscitées en France par la candidature de la
Turquie à l’UE, notamment en raison de sa non reconnaissance du
génocide arménien.

M. Erdogan “n’a pas l’air de comprendre que par exemple, la Shoah
n’indigne pas seulement les juifs mais tous les démocrates. Pour le
refus de la reconnaissance du génocide arménien, c’est la même
chose”, a poursuivi M. Devedjian.

“Il devrait comprendre que l’Europe s’est reconstruite sur la
réconciliation des peuples (…). De ce point de vue là, M. Erdogan a
encore des choses à apprendre”, a-t-il conclu.

The National Assembly resumed its work after the winter holidays. The
head of the NA state and legal committee Youri Hayrapetian said the
new session is heavily loaded. The committee is presently working on
about 10 bills part of which will be discussed at the upcoming
meeting. Among these is the NKR bill `On Human Rights Defender’
(undertaken by the head of the NA committee for foreign relations,
interparliamentary links and information V. Atanessian) which was
adopted at the first reading. According to Y. Hayrapetian, the
suggestions made by the committee are presently discussed by the
author of the bill. The state and legal committee is working on the
amendments to the bill `On Administrative Division of NKR’ presented
by the government, which concern the status of certain settlements. By
the bill `On Civil Service’ the Executive suggests introducing a new
order of appealing the results of the competition before going to the
court. There is also a suggestion to clarify the order of work of the
competition and qualification commissions. In the current year the
National Assembly prepares for the adoption of the country’s most
important document – the Constitution. Therefore there occurred the
necessity for amendments to the law `On the Order of Adoption of the
Constitution’. According to the bill presented by the government, the
Constitution must be adopted through a referendum undertaken by the
president or the National Assembly. It is alsonecessary to make
changes in the NA regulations which will maintain the mechanism of
discussion of the draft constitution in the parliament meeting. The
state and legal committee gave a positive conclusion for the bills `On
Amendments to the NKR NA Regulations’ and `On Amendments to the Law on
the National Assembly’ but both the committee and Vahram Atanessian
(the author) preferred to present them at the end of the
session. `These bills may cause structural changes in the parliament
(change of names of committees, creation of new committees, etc.) so
it is convenient that they should work under the National Assembly of
the fourth convocation,’ said Y. Hayrapetian. The amendments provided
for by the bills start from the necessity of clarifying the rights and
responsibilities of the NA standing committees and improving the
effectiveness of the legislative activity of the National Assembly.
