ARMENIANS IN CYPRUS PREPARE FOR GENOCIDE COMMEMORATION AND REFERENDUM

April 19, 2004 – Nicosia (Gibrahayer) – Armenians in Cyprus, are
preparing to commemorate the 89th anniversary of the Armenian Genocide
with events that will begin on Friday April 23, 2004 and continue
throughout the weekend. The community will also participate in a
nation-wide referendum which will takeplace on April 24, 2004 to
decide the fate of the notorious Annan Plan, which is being served to
the Cypriot people, one week before the formal accession of Cyprus to
the European Union.

The main event for the commemoration of the 89th anniversary of the
Armenian Genocide will take place on Friday April 23, 2004 in Nicosia,
at the Genocide Memorial on Armenia street. The Komitas choir of the
Hamazkayin Chapter of Ainjar – Lebanon will participate in the
three-day events. Speaker of the day will be Asadour Devletian.

The community in Larnaca will also remember the Martyrs of the
Armenian massacres of 1915Â in a separate event on Sunday 25 April
which will be held in the Armenian Church of Sourp Stepanos.

Like every year, our community will call on the international
community and Turkey to recognise the Armenian Genocide and accept the
political consequences of an unpunished act that stands between
normalisation of relations with Armenia and Armenians world-wide.

The Parliament of Cyprus has been one of the first legislative bodies
in the world that through relative resolutions has recognised the
Armenian genocide in 1982 and 1990.

The irony of April 24 this year, is that the Armenian community of
Cyprus, will also be voting on a referendum on the political future of
the island, that housed and sheltered them as refugees as survivors of
the first genocide of the 20th century.

Armenians in Cyprus seem to be split on the vote, just like their
local Greek and Turkish Cypriot compatriots. While local debate on the
referendum continues, it is likely that ideology and party affiliation
will not affectvoting trends.

Being fully aware of the political cost a public statement may carry,
Armenian representative in the Cyprus Parliament Bedros Kalaydjian –
in statements made in last week’s Cyprus Weekly -Â refrained from
taking a stance onthe vote and simply called the Annan Plan “unfair”.

Others were more specific. Webmaster of the community portal
from the home page of his website called for a “yes”
vote, while Gibrahayer received a short article from the editor of
Artsagang monthly Jean Ipdjian advocating for a “no” vote, which you
can read here

ILHAM ALIYEV THREATENS CYPRUS AND ARMENIA

While in Ankara, President of Azerbaijan Ilham Aliyev said that if the
Greek Cypriots vote “no” in the April 24 Annan Plan referendum and the
Turkish Cypriots vote “yes”, Azerbaijan will recognise the “Turkish
Republic of Northern Cyprus”.

Turning his “guns” on Armenia he also said that Azerbaijan will never
accept Nagorno Karabakh becoming an independent Armenian entity. He
restated his position that if Armenia withdrew from five of the seven
occupied Azerbaijani districts, Baku would be ready to reopen the
border and railway through Armenia and begin negotiations and
concluded that it would be a blow to Azerbaijani-Turkish relations, if
Turkey were to open its border with Armenia.

Reaction to Aliyev’s comments was quick from Nicosia. Cypriot Foreign
Minister George Iacovou implied that comments of this sort should be
taken with a pinch of salt. “We should remind ourselves where these
comments were made”,he concluded.

Press Representative of the Cypriot President’s office Marios
Garoyian, commenting on Cyprus State TV, said that the President was
not sitting idleand was following political developments closely.

Garoyian was interviewed on Saturday’s issue of Simerini online at

FRANCE AGAINST EARLY TURKISH EU MEMBERSHIP

by Honor Mahony

France’s new foreign minister Michel Barnier has caused a furore by
saying that France would oppose Turkey’s entry into the EU “under
current circumstances”. The former European Commissioner, who was
named foreign minister after a government reshuffle last week, told
French parliament on Wednesday (7 April) that Ankara has not met the
conditions necessary for membership. “Turkey does not respect the
conditions, even if it is preparing to do so,” he said, adding that
there was “no question” of Turkey’s joining the EU “under current
circumstances.” He was joined in his comments by Alain Juppé, leader
of the centre-right UMP and a close associate of French President
Jacques Chirac. Mr Juppé said countries on the periphery of the
growing EU, such as Turkey, “have no business joining (the bloc),
otherwise it will be diluted.” “The UMP does not want to see
discussions with Turkey at the end of the year”. The comments caused
uproar in the Turkish media, however Turkish politicians have
attempted to play them down. “Various exaggerated words can be said
for reasons related to domestic politics,” said Foreign Minister
Abdullah Gul, according to the Anatolia news agency. But France’s
words are significant as all member states have to give the nod of
approval when the decision is taken at the end of the year on
Ankaraâ=80=99s eligibility for starting membership negotiations.
However, the mainly Muslim country does have friends in the EU. Both
Germany and the UK have spoken out strongly in favour of beginning
membership negotiations with the country if it meets the political
criteria for joining. Member states will take the decision at the end
of this year based on a report by the European Commission to be
published in October.

PRESIDENT OF AGBU BERJ SETRAKIAN, CHALLENGED ON ARMENIAN NATIONAL TV

– AGBU President Berge Setrakian, clearly upset
by the negative turn of events in Cyprus criticising the closure of
the Melkonian, and the bad publicity in Friday morning’s Yerevan
press, recruited the services of a â=80=98friendly’ interview on
Armenia TV (H1) on Good Fridayto air his views and justify the
decision.

The well-orchestrated â=80=98interview’ focused on all aspects
ofdiaspora issues, ethnic identity and the past and present of the
AGBU, praising at all times the benefactors of the AGBU Central Board
(including Setrakian’s boss and father-in-law), as if they had applied
for sainthood.

The AGBU President, with the evident lack of Armenian education that
is offered only at the Melkonian, even found time to mention his
favourite â=80=9C azkah-bah-bah-noom’ just once, but the more exciting
`globalisation’ five times in one breath. Unfortunately, many of his
own sayings about the good work of the AGBU contradicted the decision
to close the Melkonian.

However, waiting for the pre-arranged question, Setrakian used a third
of the near 90-minute â=80=98interview’ to argue the CB decision to
close the Melkonian, where he started with a scathing attack against
Haygashen Ouzounian and the article that first appeared last year with
the headline â=80=98Melkonian is not for sale’. He did not mention
that the article preceding Haygashenâ=80=99s â=80=98 unsubstantiated’
argument was by his own puppy-dog Dorian in the first place.

The pathetic arguments even included blaming the internet and the
e-mail employed by the Alumni camp, suggesting that time and money
should not be wasted in court battles, praising the impeccable work of
the school’s principal and board (oh, and by the way, he remembered to
mention the teachers too!), butthe that fault was of the
â=80=98circumstances’. Not wasting any time or valuable space here,
we shall not deal with many of the petty arguments. Instead, here are
the main points:

THE CYPRUS PROBLEMÂ & THE BROADER GEOPOLITICAL AIMS OF THE BUSH
ADMINISTRATION

Undoubtedly the scope and intensity of the continuing UN efforts for
the settlement of the Cyprus problem are unprecedented. It is obvious
that these efforts would have been impossible without the insistence
(and not only the encouragement) of the US. This overzealous
involvement should be compared with several other occasions during the
last few years when the UN and its Secretary General, Mr. Kofi Annan,
appeared powerless in the face of serious developments. For example,
the role played by the UN during the Iraqi crisis was that of a
detached observer. Be that as it may, a careful examination of the
contents of the Annan Plan as well as the broader objectives of the
Bush administration explain to a great extent the intensive efforts
for a solution and the insistence of the Bush administration for a
solution to the Cyprus problem before May 1st 2004. The following are
some of the main contributing factors:

In spite of the American military victory in Iraq, stability has not
been established in this country. On the contrary, not only do
Americans face daily casualties but it seems that at maximum chaotic
and anarchic conditions prevail in Iraq and at minimum normal
conditions have not been re-established. It is therefore important for
the only superpower in the world today to manifest success in the
diplomatic arena – by contributing to the resolutionof a long-
standing international problem with broader implications.

The Bush administration has repeatedly expressed its goal for a
redefinition of the ideological and political map of the Middle
East. According to this line of thinking, these broader objectives
would be facilitated by a solution to the Cyprus problem on the basis
of the Annan Plan.

For the US, the accession of Turkey to the EU is a vital
objective. The resolution of the Cyprus problem removes a serious
stumbling-block for Turkey. On the contrary, the perpetuation of the
status quo creates serious complications in EU-Turkish relations.

The solution of the Cyprus problem before May 1st 2004, the date for
the accession of the Republic of Cyprus to the EU, is considered
especially important because it is possible to exert serious pressures
in order for Cyprus to accept the geostrategic realities created by
the Turkish invasion of 1974. If the Republic of Cyprus accedes to the
EU prior to a resolution of the problem, it would be more difficult to
justify excessive and permanent derogations fromthe acquis
communautaire. It would be most likely that Turkey would have to
adapt – to European norms and principles – thus in effect reversing
the results of the invasion to a great extent.

We should also bear in mind that this is a presidential election year
in the US. With the solution of the Cyprus problem, Bush wishes to
project anew image – the image of a leader promoting peace and the
settlement ofregional disputes. In other words, President Bush would
not only appear to be the leader of dynamic confrontations, but also
the leader promoting peace regionally and internationally.

What is the position of Cyprus on these issues? The Republic of Cyprus
should remain firm, holding on to positions and principles promoting a
solution that advances prosperity for all Cypriots as well as
stability. An unfair, unbalanced and imposed solution would lead to
socio-economic problems and to destabilisation in Cyprus and beyond.Â
Such an outcome cannot be expected to contribute to the implementation
of any serious `big pictureâ=80=9D objectives. The Republic of Cyprus
may legitimately declare that it cannot accept any solution that in
effect undermines democracy, human rights and free market principles.

Last but not least, the Republic of Cyprus should not be expected to
adjust to the `realities’ of the results of the Turkish invasion of
1974 so as to facilitate Turkey’s European objectives. On the
contrary, Turkey should be asked to act in accordance with
international law and European norms and principles if it is serious
about its European ambitions.

Government’s Commitments to be “Clearly” Defined Under New Procedure

Armenian government’s commitments to be “clearly” defined under new procedure

Mediamax news agency

YEREVAN

A number of changes has been made to the procedure on the Armenian
government’s activities.

The minister and head of the Armenian government staff, Manuk
Topuzyan, said that the need for amending the president’s decree on
the procedure of the government’s activities emerged due to the fact
that the executive body’s powers and commitments are not clearly
defined. The Armenian government’s activities are not regulated by any
law.

In line with the introduced amendments the prime minister’s powers,
the juridical status of deputy ministers and heads of departments
under the government, including appointments made by the prime
minister, will be clearly defined, Manuk Topuzyan said.

Cold Reality: Nature (again) turns a brutal breath to village farmers

By Gayane Lazarian
ArmeniaNow reporter

A cold snap last week has created havoc for some farmers and disaster for
others in the Ararat Valley and beyond, whose fruit trees blossomed too soon
for their own good.

The Ministry of Agriculture plans to release a damage report next week, but
already it is expected that this will be another poor year especially for
Armenian apricots. Apricot crops were below average the past three years due
to a harsh winter and floods.

Grapes, nuts, tomatoes and most fruits are expected to suffer from the April
frostbite that came after a late-March tease of unusually warm temperatures.

The head of Plants Cultivation Department of the Ministry of Agriculture
Garnik Petrosyan, says that in addition to damage in the fertile Ararat
valley, trees have also suffered in Vayots Dzor, Kotayk, Aragatsotn and Lori
regions.

Vardan Aghajanyan has a 170-square meter greenhouse, where nothing is green
now. He took a $3,500 bank loan to finance his tomato crop.

“I would have had tomatoes in the beginning of May and I could have sold
them for 250-500 drams (about 45-90 cents per kilogram) and that was to be
my income,” Aghajanyan says. “Each plant would have provided me with a
one-dollar profit, but nothing is left.”

Petrosyan says the government should find a way to compensate.

“Taking into account the fact that apricot crops have been damaged for three
years and the fact that people who grow apricots could be using lands for
other purposes, we think the government must free them from paying land
tax,” says Petrosyan.

But farmers such as Hayk Barseghyan of the Dasht village of Armavir region
are not thinking about tax, so much as lost crops.

“We ran out of firewood. We burnt everything we had,” he says, referring to
efforts to warm the trees with smoke. “We covered our greenhouses with
cellophane two times. We used all clothes and rags we had: blankets, carpets
. We covered greenhouses with everything we could find but everything was in
vain as we couldn’t save them.”

Hayk’s mother, 65 year old Nunufar Barseghyan sits, crying, under a flowered
apricot tree, which has been frostbitten.

“I’ve been living in this village for 46 years but I never saw something
like this. How could temperature fall from +27, +30 to – 11 in April? This
was God’s punishment,” she says.

With difficulty she opens the door of a greenhouse, where she planted
seedlings of cucumber and gord. Plants are dead with their tops hung down
onto gray ground. One candle is placed next to every cultured plant.

“During the whole night we were lighting candles,” Nunufur says. “Can you
imagine how many boxes of candles we lit? We wanted to keep warmth in such a
way but everything was in vain.”

They lost about $350. Hayk says they took money from the bank and left gold
as a deposit. The land is their only source of income.

And their fate is shared by most of the 800-900 villagers of Dasht. About 60
percent of the 153 hectare area is given to gardening.

“This was God’s punishment.”
Village head Hrant Petrosyan worries. “Nothing is left,” he says. “Windows
of houses were covered with 2-3 millimeters of ice ice. How could flowered
trees survive in such conditions?”

According to specialists, such cold temperatures in Ararat Valley haven’t
been registered within the last 100 years.

Villager Volodia Gevorgyan says his village has even lost potatoes that were
planted 10 centimeters deep.

“We won’t have even mulberries,” he says. “Our hope for the entire year,
everything that must have helped us to live, has disappeared.”

OSCE condemns attack on journalists during Yerevan protest

YEREVAN

The pan-European security and rights body OSCE condemned the attacks
on journalists that occurred during an opposition rally in Yerevan
this week, the OSCE envoy in Armenia said.

“Any violence against journalists should be condemned, the
instigators identified and criminal proceedings against them
initiated,” Ambassador Vladimir Pryakhin said late Thursday.

“I hope the Armenian authorities will keep their promises to take the
necessary measures in this respect,” he added.

Unknown assailants grabbed two television cameras and two cameras
from journalists covering the Monday demonstration, smashing them to
pieces in front of police, who did not intervene.

More than 3,000 Armenians took to the streets of Yerevan Monday to
protest against President Robert Kocharyan and demand a referendum on
his contested rule in the impoverished, landlocked Caucasus nation.

Last Friday, Armenian journalists held a rally to protest against the
threat to freedom of expression in this former Soviet republic, which
has been criticized by the Council of Europe for cracking down on
independent media.

YEREVAN, APRIL 5, ARMENPRESS: The governments of Armenia and the
Swiss Confederation signed on April 3 an agreement on technical,
financial and humanitarian cooperation as part of the regional
cooperation in the framework of which Armenia will receive 3.5
million Swiss Frank as a technical aid and 3 million Franks as a

and Economy minister Vartan Khachatrian and Head of Policy Department
at the Swiss Foreign Ministry Blez Goden.
The focus of the cooperation program, which will be implemented in
Georgia and Azerbaijan as well, will be on promoting quality of
governance, effective exploitation of natural resources and the
disaster consequences. The program also aims at promoting the economy
and integrating Armenia into the world economy.
Switzerland has assisted Armenia since 1988 earthquake, mainly in
the form of humanitarian assistance. Starting 1991, major focus was

KFW BANK TO GIVE 4.7 MILLION EUROS FOR RECONSTRUCTION OF ALAVERDI
SUB-STATION

YEREVAN, APRIL 5, ARMENPRESS: Armenian finance and economy
minister Vartan Khachatrian and Germany’s ambassador Hans
Wulf-Bartels signed today an agreement by which the German KFW bank
will allocate a 4.7 million euro credit for reconstruction of a major
power sub-station in the northern Armenian town of Alaverdi to ensure
a better transmission of Armenia-generated electricity to neighboring
Georgia.
A KFW representative in Armenia, Karapet Gevorkian, recalled that
KFW had already released loans for major reconstruction of two other
major sub-stations in Vanadzor and Kamo.
The reconstruction of Alaverdi sub-station will increase its
reliability and capacities to allow an uninterrupted transmission of
electricity to Georgia and through it to also other countries.
The project is part of a major program aimed to reform the power
grid. Unlike other previous two loans this one is given not to the
government, but to High Voltage Electricity Lines company with the
government assuming to guarantee its return. The loan is given with
two year grace period, for five years at 2 percent of annual interest
rate.
The amount of German loans to Armenia since 1995 has amounted to
110 million euros.

FINAL LENTEN LECTURE
TAKES PLACE LAST NIGHT
The Prelacy Lenten Lectures have been taking place for the past six
weeks. Last night was the final lecture. V. Rev. Mashdots Chobanian, Vice
Director of the Christian Education Department of the Catholicate of
Cilicia, presented a meditation on the 23rd Psalm. Substituting for Deacon
Shant Kazanjian, who was ill, Hayr Mashdots described Psalm 23 as a psalm of
trust in the divine shepherd who guides His children through the darkest
valley. He correlated this to the coming Holy Week when Jesus Christ is
tortured and crucified for the sins of humankind and the power of Christ’s
resurrection is transmitted to the faithful, giving new life. In the words
of the Psalmist, God restores our soul, leads us on the right path, and
comforts us with goodness, mercy, and the promise to dwell in the house of
the Lord forever.
The inspirational prayer service and meditation were followed by a
delicious buffet of Lenten foods prepared by the Prelacy Ladies Guild and
the Ladies Guild of St. Illuminators Church. The Lenten Lectures are
co-sponsored by the Armenian Religious Education Council (AREC) and the
Prelacy Ladies Guild (PLG).

GREEK AMBASSADOR MEETS
WITH CATHOLICOS ARAM I
The new Ambassador of Greece to Lebanon, H. E. Nikolaos Vamvounakis, met
with His Holiness Aram I, Catholicos of the Great House of Cilicia, in
Antelias. The purpose of this visit was to get acquainted with His Holiness,
to learn more about the Cilician Catholicate, and to become better
acquainted with the Armenian community in Lebanon. His Holiness emphasized
the longstanding friendship between the Greek and the Armenian nations and
churches. The Ambassador noted the importance of strengthening the
Armeno-Greek friendship and collaboration.

CILICIAN SEE PARTICIPATES IN
MIDDLE EAST COUNCIL OF CHURCHES
Archbishop Sebouh Sarkissian and Bishop Kegham Khatcherian represented
the Great House of Cilicia in the meeting of the Executive Committee of the
Middle East Council of Churches, March 22-25. The meeting was hosted by the
Coptic Orthodox Church and took place in Cairo, Egypt.

ENTERING GREAT WEEK
One of the most beautiful and stirring experiences in the Armenian
Church liturgical calendar is Great Week, which after a preparation during
the Lenten period brings us to Christ’s last days on earth. During this week
we commemorate His teachings, His suffering, His death, and Resurrection.
Saturday is the beginning of the extended Great Week celebrations with
the commemoration of the resurrection of Lazarus as the assurance of our
common resurrection.
Sunday is Palm Sunday (Tzaghkazard), which commemorates the triumphant
entry of Christ into the city of Jerusalem and the tumultuous welcome by the
people.
Vespers service on Palm Sunday evening is called Ternpatzek (Opening of
the Gates) and is a reminder of the second coming, the day of the Last
Judgement. Traditionally Ternpatzek service is held in the late afternoon,
and in some areas of the world this practice continues. In the United
States, because of the travel distances involved, this service is conducted
immediately after the Divine Liturgy on Palm Sunday.
Great Monday is dedicated to the creation of the world as the foundation
of the second creation through Christ.
On Great Tuesday the Church remembers the Ten Virgins, the Talents, and
the Second Coming of Christ. Psalm 24 is read and the Gospel reading invites
the faithful to watch and wait in hope for the imminent coming of the Lord.
On Great Wednesday the Church commemorates Mary Magdalene and her
anointing of Christ, and the betrayal of the Lord by Judas.
