KUWAIT, Nov 3 (KUNA) _ His Highness the Emir Shaykh Sabah Al-Ahmad
al-Jabir Al-Sabah accompanied by His Highness the Crown Prince Shaykh
Nawaf Al-Ahmad Al-Jaber Al-Sabah received on Tuesday at Bayan Palace
Armenian President Serzh Sargsian and his accompanying delegation.

Official talks between the two sides took place and were headed
by His Highness the Emir, His Highness the Crown Prince, and His
Highness the Prime Minister for the Kuwaiti side, and the Armenian
President and high ranking officials in the Armenian government for
the Armenian side.

Minister of Emiri Diwan Affairs Shaykh Nasser Sabah Al-Ahmad Al-Sabah
said in a press release that the talks highlighted bilateral relations
and ways to bolster them at various levels, in addition to discussion
on issues of mutual concern.

ArmInfo. Armenian trucks are denied the entry to neighboring Iran
and Turkey due to the EURO III and IV standards accepted in these
countries, Armenian Transport and Communication Minister Gourgen
Sargsyan said at parliamentary hearings on the draft budget 2010,
Friday.

He said only three or four Armenian many-tonnage cars meet these
standards, and the whole remaining car fleet needs to be upgraded. The
minister pointed out that the non-compliance with these stands
practically hinders transportation of Armenian cargoes to these
countries while Iranian, Turkish and Georgian trucks enter Armenia
without any obstacles. G.Sargsyan added that these cars belong to
the private sector, and their replacement is connected with financial
difficulties. The parliamentarian offered the government to decrease
or cancel the customs duties for import of trucks to Armenia, this
will decrease their value and contribute to upgrading of the car fleet.

In the frames of his visit to Kuwait, RA President Serzh Sargsyan held
a meeting with His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber
Al-Sabah and other high-ranking officials. The parties signed a
number of agreements on bilateral cooperation, Kuwait News Agency
(KUNA) reports.

>From Armenian side the cultural agreement was signed by RA Culture
Minister Hasmik Pogosyan, tourism cooperation agreement — by RA
Finance Minister Tigran Davtyan, and RA Foreign Minister Edward
Nalbandyan signed treaty on agriculture cooperation.

Besides, the contract on double taxation avoidance was signed by
Kuwait’s Finance Minister Mustafa Al-Shimali and Tigran Davtyan.

Lexington – Due to unforeseen circumstances the two Boston Symphony
principals that were scheduled to perform at an upcoming concert in
Lexington will not perform, but as they say, the show must go on.

A revised program of Lexington composer Hayg Boyadjian’s work will
take place Monday, Nov. 16 at 7:30 p.m. at First Parish Church,
7 Harrington Road, on the Battle Green.

The concert is free, but donations are welcomed. A reception will
follow the concert.

The new revised program will present three works: Nocturne No. 1 for
violoncello solo; Odessas 1-13 (birthday pieces for the composer’s
granddaughter Odessa) for piano; and De Profundis (a U.S. premiere),
a three-song cycle on German text for soprano and piano.

Performing will be John McDonald, pianist and director of Graduate
Music Studies at Tufts University; soprano Jodi Hitzhusen, pianist
Karen Sauer from the faculty at Wellesley College, and violoncellist
Jing Li.

Boyadjian is a composer whose works are performed internationally. A
number of his chamber and orchestral works are recorded on CDs.

His "Armenian Suite," based on Armenian folk melodies, is due to
appear soon on the Opus One CD label, a label which already includes
several of his orchestral compositions.

signing, head of parliamentary committee for defense, security
and internal affairs, Hrayr Karapetyan stated. According to him,
Turkey keeps setting preconditions and it was never so active in NKR
settlement issue as it is now, which is a consequence of protocols
signed.

"Dashnaktsutyun believes, Protocols can’t be ratified the way they
are. Edward Nalbandian has to state normalization of relations between
two countries being subordinated to the third country’s interests
is unacceptable. We do not criticize Turkey’s position. To us it
is a passive diplomatic approach," ARFD representative emphasized,
noting that all reasonable terms for normalization are expired, and
sanctions for holding Armenia in blockade should be imposed on Turkey.

As for further activities of Dashnaktsutyun, Karapetyan noted that
anti- ratification signature campaign will be continued. "We’ll submit
signatures collected when protocols are presented at Constitutional
court," he said adding that ratification in RA NA won’t go as easy
as some politicians might imagine.

FC Pyunik won 3-1 at FC Shirak in their penultimate Bardzraguyn khumb
game to preserve a four-point lead over second-placed FC Mika and
clinch their ninth consecutive Armenian title.

Tadevosyan treble

The Yerevan side were in danger of being taken to their final fixture
when Shirak levelled the scores on 47 minutes through Felix Khojoyan,
after Albert Tadevosyan had given Pyunik the lead shortly before the
break. The 19-year-old striker scored again on 52 and 66 minutes to
make it 62 points from 27 matches, leaving Mika to settle for second
place with FC Ulis Yerevan in third. "I am happy with our victory
because it is always difficult for us to play at Shirak," said Pyunik
coach Vardan Minasyan. "The lads were committed and proved their
excellence. Despite that win and our new league title we will not
celebrate anything now. We still have one match to play at a high
level and it is only after that that we will have some rest."

Ulis landmark
Mika won 2-1 against FC Kilikia to secure the runners-up spot for the
third time, after 2004 and 2005, while Ulis were 3-2 victors at FC
Banants to earn a top-three finish for the first time in their
history. Sevada Arzumanyan’s charges flew out of the blocks and were
two up before the break as Artyom Adamyan and Armen Tigranyan punished
Banants for defensive lapses. Norayr Gyozalyan got one back only for
Aleksandr Petrosyan to restore the two-goal margin. "I am happy for
the players, for myself and I congratulate all our fans," said
Arzumanyan. "This is our first big success and I hope it will not be
the last one."

Next year Armenia will enter the economic stabilization stage, RA
Minister of Finance Tigran Davtyan stated in Parliament. He added that
Armenia has actually entered this stage. "I would like to point out
that the budget is a most realistic one, all the budgeted indicators
are minimal and may be raised in the future," Davtyan said.

The RA Government forecasts 1.2% economic growth in Armenia next year.

The deflator index is expected to reach 2%, and budget deficit 5-7
per cent of GDP – quite a high indicator as compared with this year.

The budgeted AMD/USD exchange rate is 376 AMD/US $1.

The budgeted revenues are 701.8bn AMD (21.8% of the GDP against
22.2% this year). "It is 40bn AMD less than forecast for next year,"
Davtyan said.

The budgeted expenditures are 884.7bn AMD (27.5% of the GDP against
the previously forecast 23.2%). The budgeted current expenditures are
736.6bn AMD (85.7%), and capital expenditures 123bn AMD (14.3%). The
draft budget of Armenia’s communities is 82.3bn AMD (4.6bn AMD more
than this year).

The draft budget provides for actual budget revenues totaling 676.7bn
AMD, and on-budget expenditures totaling 859.7bn AMD.

Tax revenues and duties are to constitute 78.8% of budget revenues
(533bn AMD, far less than in previous years, but more than forecast
by the Government), grants 15.6% (15bn AMD), with other revenues to
total 24.4bn AMD.

The budgeted deficit is 183bn AMD (6.5% of GDP). According to Davtyan,
internal and external sources of financing the budget deficit are
available (credits by the International monetary Fund (IMF) and the
World Bank (WB), as well as the stabilization fund accumulated due
to the Russian credit).

Foreign credits are to total 124bn AMD, and financial assets 31.7bn
AMD.

"Before the crisis on-budget expenditures constituted 20-21 per
cent of GDP, they reached 26-27 per cent in 2009-2010, which means
that the Government will increase its participation in the economy,"
Davtyan said.

The draft budget provides for 2.644bn AMD imports (44.4% of GDP),
and 760.6bn AMD exports (16% of GDP). Unfavorable foreign trade
balance is to reach U.S. $1.903m.

Taxes revenues are to constitute 16.6% of GDP, and Armenia’s national
debt46.3% of GDP (U.S. $3.960bn). By the end of this year it will
constitute 33.7% of GDP. Armenia’s foreign debt will constitute 89.6%
of the national debt or 41.5% of GDP. Minister Davtyan pointed out
that credits have mostly been channeled to the real economic sector
this year. The compulsory social payments are to total 105.2bn AMD
(3.3% of GDP).

The Government plans full-scale implementation of social programs. The
financing will be increased in case of better economic indicators.

Budgeted social expenditures (social, education, health systems) will
constitute 45.7% of on-budget expenditures. The education budget is
95bn AMD, which will allow the Government to maintain salaries and
current expenses at this year’s level. Armenian science will receive
8.4bn AMD – as much as this year. A total of 54.1bn AMD are intended
for the health system. Social security expenditures will total 239.8bn
AMD (305 of the budgeted expenditures).

A total of 15.1bn are intended for the cultural, recreation and
religious spheres. The RA Government’s budget is 50.2bn AMD (3bn AMD
less than this year), with 4.7bn AMD to be channeled from credits and
grants. "The financing has been reduced to a minimum. Less financing
would affect government officials’ normal work," Davtyan said.

Expenses on defense, national security and maintenance of public order
will constitute 18.5% of the total on-budget expenditures. 15.9%
of the funds will be channeled to various economic sectors, with
4.5% of the on-budget expenditures intended for covering Armenia’s
national debt. Other expenses will constitute 9.8%. Aa total of 24bn
AMD will be allocated to construction work in the earthquake zone,
and 31bn AMD to the Nagorno-Karabakh Republic (NKR).

On 27 October President of the Nagorno Karabagh Republic Bako Sahakyan
met delegation of the Pridnestrovian Moldavian Republic’s foreign
ministry headed by foreign minister Vladimir Yastrebchak.

Issues related to the cooperation between the two countries, global
and regional developments were touched upon during the meeting.

The President underlied the importance of strengthening relations
between the two countries and widening mutually beneficial cooperation.

PMR foreign minister Vladimir Yastrebchak noted that Pridnestrovie
is following the development of Artsakh and rejoices the success of
our republic.

NKR foreign minister Georgy Petrosyan partook at the meeting.

The following day after the signing ceremony of the Armenian-Turkish
Protocols, a video aired on ORT First Russian TV Channel, in which
the Armenian Genocide was mentioned with the words "so-called."

The video, as well as the corresponding article on the broadcaster’s
website, was removed from 1TV.ru owing to the efforts of members of
"Initiative for the Prevention of Armenophobia," said group member
Tigran Kocharyan to journalists today.

"Probably, the author of the material was unaware of the fact that
the Russian Federation is one of those countries that have officially
recognized the Armenian Genocide," Kocharyan said.

Baku, 28 October: Turkish parliamentarian said that the Turkish
parliament would not make any decision that could disturb Azerbaijani
people.

Murat Mercan, chairman of Turkish Parliamentary Foreign Affairs
Commission who is currently in Baku on a formal visit, received a
group of Azerbaijani journalists.

Asked whether Turkish parliament would ratify the protocols signed
on October 10 to establish diplomatic ties and improve bilateral
relations between Turkey and Armenia, Mercan said, "there are various
agreements waiting for parliament’s approval since 2000. The parliament
does not have a time limit to ratify those protocols."

Earlier in the day, Mercan visited Turkish and Azerbaijani martyrdoms
in Baku. He laid a wreath on tombs and observed a minute of silence.

"There is nothing in this world that could make us happier than waving
of Turkish and Azerbaijani flags side by side," he said.

After meeting with Azeri Parliament Speaker Oktay Esedov, Mercan was
received by Azerbaijani President Ilham Aliyev.

He will participate in a meeting of the parliamentary foreign relations
committees of Turkey and Azerbaijan later in the day.

The Turkish lawmaker is set to meet with Azeri Foreign Minister Elmar
Memmedyarov on Thursday. Mercan will also attend a reception to be
hosted by Turkish Ambassador to Azerbaijan Hulusi Kilic to mark the
October 29 Republic Day before leaving Baku for Turkey.
