President Serzh Sargsyan’s speech at the annual meeting of diplomats.

"I do understand all the reasons for concern in some Armenian and
Artsakh quarters. The Artsakh conflict is the sacred question that had
taken lives of thousands of our compatriots and we had had complexities
and those troubles still remain, however we are also proud of this
chapter in our history. I am sure that any Armenian leader who involved
in the solution of the Artsakh conflict realizes his responsibility
for the people of his own, its history and future generations.

Those of us at another opinion are either not-informed or are just
staying at small-scale speculation. Artsakh issue is not that one that
allows small-scale speculation. It’s important that you to explain to
everyone, especially to officials of the countries you are accredited
in that the resolution of this problem will not take us some days or
some weeks or even some months. It should be clear to everyone that
we negotiate on few basic principles of settlement.

Even thought we come to an agreement many another principles will
remain open, and then the agreement itself will settle the details
of application. This is a very laborious process.

Our main tasks at this stage are to ensure the security of the
Nagorno-Karabakh Republic in the framework of the negotiation process
and reach a correct perception of the problem by the international
community. The Armenians have struggled for freedom and life, and
nobody has the right to call Artsakh who defended its right to live
an Â"aggressorÂ".

We should always answer to this sharply, confidently and convincing. I
want to draw an attention of ambassadors accredited in member countries
of the Islamic Conference to this issue. We must intensify our efforts
to neutralize the negative impact of adopted resolutions and those
that are still in process in this Organization.

On Armenian-Turkish relations.

As you know the joint settlement on Armenian-Turkish relations was
published yesterday.

There are agreed documents released: Â"Protocol on establishing
diplomatic relations between the both countriesÂ" and Â"Protocol for
the development of bilateral relationsÂ" which reflect the range of
achievements to date arrangements.

I said during our last year’s meeting the goals I pursued inviting
Turkish President to Armenia.

Armenia came closer to normalization of Armenian-Turkish
relations. International community awareness increased and commitment
increased as well. We tried to regulate relations with the neighbor
adequately using the way that suits to civilized world of the 21
century.

I think that these protocols provide that opportunities. The projects
released yesterday reflect three basic facts: 1. As I have repeatedly
said our negotiations with Turkey and the acquired agreement do not
contain any preconditions related to the peaceful settlement of the
Karabakh conflict, or any other problem.

2. As we have argued the issues of historical perspective of the
Armenian-Turkish relations should not be discussed by the Commission
of Historians but in the format of one of the intergovernmental
commission’s subcommittees.

3. It’s the first time in the history of independent Armenia that
important international documents’ signing is going to be preceded
by public debate.

That will allow to hear all points and approaches. It is very important
to me that all of you to be active. You must participate actively in
these public discussions inside Armenia and in Diaspora.

You should explain the previously signed protocols’ items at all
positive and controversial components, why not.

I hope there will be intensive discussions in future inside the
Armenian communities and international research centers. In this
regard your task is to provide the necessary platform for meetings
people sent from Armenia and their presentations as well.

Dear colleagues, the Foreign sphere is the basic way of our national
security. It means a very important and responsible mission is on
your shoulders. The diplomatic representations of Armenia are the
front doors for Armenia. The foreigners make their first impression
about Armenia by crossing that door and contacting with you. So the
formation of positive impressions depends on your level of preparation.

I have appointed more than 10 ambassadors since I took the office. I
wish to see the work of the ambassadors as a professional type of
functioning, the basis of which are your professional skills and your
devotion to your country and not your own selves.

Being Armenian diplomat is a great honor; you should deserve that
honor every second and every minute, you should be responsible for it.

I wish you success and wish a fruitful year for the diplomatic session.

Sargsyan Will Watch Football In Turkey If Ankara Opens Border

Armenian President Serzh Sargsyan said his trip to Turkey to watch
a football match should not be associated with an improvement in
Armenian-Turkish relations.

Sargsyan said he would travel to Turkey to watch football, if the
border is open by this time, or if the sides come near to this
decision.

"It is one thing if Turkey fulfils our agreements, and another if it
does not. We are bound with agreements. I think it would be normal
and correct for the sides to honor their agreements," Sargsyan said
in an interview with the BBC’s Russian service.

"Unfortunately, I have not witnessed to date any strong desire or
drive to fulfill these agreements. Our wish remains the same: to
establish relations without prior terms," the Armenian president said.

Armenia does not see the recognition of the genocide of the Armenians
in 1915 as a preliminary term for establishing relations with Turkey,
but, at the same time, does not view its own position as a compromise,
either, he said.

A second leg between the Armenian and Turkish football teams will
take place in Turkey on October 14. The Armenian president has been
invited to watch. In September 2008, Turkish President Abdullah Gul
visited Yerevan for the first time, and the two presidents watched
a match between the two national football teams.

The Armenian-Turkish border was closed on Ankara’s initiative in
1993. Turkey wants Armenia to pull out troops from Nagorno-Karabakh
and to recognize Azerbaijan’s territorial integrity.

St. Illuminator’s Cathedral Reopens After Major Renovations

New York City’s famous St. Illuminator’s Armenian Apostolic Cathedral
is reopening, one year after it closed its doors to undergo a
major renovation. Made possible by financial support from friends,
parishioners, and other bodies of the church, and overseen by Father
Mesrob Lakissian and the Church Reconstruction Committee, the reopening
of St. Illuminator’s represents a step forward for New York City’s
Armenian community.

The Mayr Yegeghetzi has always been known as the "Ellis Island" to New
York’s Armenian immigrants because of the very important role it played
in welcoming them to Manhattan from all over the world. Located at 221
East 27th Street, St. Illuminator’s was the first Armenian cathedral
in New York City. Named in honor of St. Gregory the Illuminator, the
patron saint of the Armenian Church, it opened its doors in 1916. Due
to the events of World War I, however, it was not formally consecrated
until April 1921. Since then, the cathedral has continuously served
new Armenian Americans. From providing emergency housing to dislocated
Armenian families who escaped the genocide, to supplying food and
clothing to Armenians who escaped the turmoil in the Middle East in the
1960’s, St. Illuminator’s has been a spiritual home to its congregation
and a beacon of hope to the countless members of the Armenian Diaspora.

Today, St. Illuminator’s is a beloved place where Armenians from all
ages come to pray, participate in its beautiful liturgy, and receive
the holy sacraments. During the year-long renovation process, the
Divine Liturgy was offered every Sunday at the Armenian Center in
Woodside, Queens, under the auspices of Father Lakissian.

On Sat., Sept. 19 at 7 p.m., His Eminence Archbishop Oshagan Choloyan,
Prelate of the Armenian Apostolic Church of the Eastern United States,
will lead a special service re-consecrating the cathedral’s altar. On
Sun., Sept. 20 at 10:30 a.m., he will celebrate the Divine Liturgy
and deliver the sermon inaugurating a new era for the cathedral.

Over the next few months, work will continue at the cathedral’s lower
level and the Board of Trustees and delegates of St. Illuminator’s
will continue to raise funds to support the renovation effort.

THE REPUBLIC OF ARMENIA AND THE REPUBLIC OF TURKEY HAVE AGREED TO START THEIR INTERNAL POLITICAL CONSULTATIONS ON THE TWO PROTOCOLS

ArmInfo. The Republic of Armenia and the Republic of Turkey have agreed
to start their internal political consultations on the two protocols –
the "Protocol on the establishment of diplomatic relations" and the
"Protocol on the development of bilateral relations" – which have
been initiated in the course of their efforts under Swiss mediation,
says the press release by the Swiss Federal Department of Foreign
Affairs, the Ministry of Foreign Affairs of the Republic of Armenia
and the Ministry of Foreign Affairs of the Republic of Turkey.

The two Protocols provide for a framework for the normalization of
their bilateral relations within a reasonable timeframe. The political
consultations will be completed within six weeks, following which
the two Protocols will be signed and submitted to the respective
Parliaments for the ratification on each side. Both sides will make
their best efforts for the timely progression of the ratification in
line with their constitutional and legal procedures.

The normalization of bilateral relations will contribute to the
regional peace and stability. The Republic of Armenia and the Republic
of Turkey are committed are pursuing their joint efforts with the
assistance of Switzerland.

ISTANBUL, Turkey, Aug. 31 (UPI) — Turkey and Armenia announced Monday
they will establish diplomatic relations and will hold bilateral
talks in Switzerland.

The two nations have been feuding for a century but have been holding
low-profile talks for a year, The New York Times reported Monday. The
aim of the upcoming talks is to arrive at a formal agreement, the
newspaper said.

The joint statement did not mention how the two nations intend to
deal with difficult disputes — including the killing of more than
1 million Armenians by the Ottoman Turk government between 1915 and
1918. The Turkish government has consistently denied the longstanding
Armenian assertion that the killing was genocide.

Turkey and Armenia have never had diplomatic relations and their common
border has been closed since 1993, following a war between Armenia
and Azerbaijan. Turkey sided with Azerbaijan in the dispute over the
enclave of Nagorno-Karabakh, but reconsidered its security posture last
year after Russia’s military action against Georgia, the Times said.

Turkey has been working on improving relations with nearby nations
in the Caucasus and the recently elected Armenian government has
expressed interest in improving relations as well, the newspaper said.

The Golden Apricot Film Festival In Nagorno Karabakh

The `Golden Apricot on Wheels’ project within the `Golden Apricot’
International Film Festival for the second time visited Nagorno
Karabakh in August 19-23 this year. The Nagorno Karabakh `Golden
Apricot’ opened with Sergey Parajanov’s `The Color of Pomegranate’ in
the House of Veterans, located in Stepanakert, the capital of Nagorno
Karabakh.

At the opening of the project, the Minister of Culture of Nagorno
Karabakh Republic, Narine Aghbalyan said, that Golden Apricot made it
possible for the local audience to participate in important cultural
activities. `If we wish the second Armenian state to experience a
cultural rebirth as well, we should ensure such actions to continue
and become a lifestyle’. Referring to `The Color of Pomegranate’, the
Vice Director of the Festival, Ara Khanjyan, mentioned that it was the
40th anniversary of the film release and the 85th anniversary of
Parajanov’s birthday this year.

The films of the movie festival have been shown in the hall of
`Narekatsi’ Artists’ Union in the city-fortress of Shushi, Nagorno
Karabakh. The `Border’, a film by Harutyun Khachatryan, was shown in
line with other films, and the film director was present himself at
the premiere in Stepanakert.

The founding director of the `Golden Apricot’ festival, a film
director Harutyun Khachatryan has appreciated the local audience. `I
have seen many good, interested eyes, such that are rare even in the
capital of Armenia, Yerevan’. He thinks that film making is an
important tool, however unused by our side, while other countries and
nations have appeared smarter in this matter.

`The `Golden Apricot’ is in reality not a festival but a program, call
it strategic, cultural or national, whose goal is to turn the language
of cinema into a means of telling the others about us, of taking our
history into the world¦ Years ago, while working in the Foreign
Ministry, I developed a viewpoint on what is to be turned into state
politics and what is to be left for the private. Unfortunately, at
that time I became a laughing stock, but now everything has changed’,
says the festival director. He is sure that one film festival can tell
Europe more about Armenia than several Foreign Ministries together. He
also acknowledges that, unlike Armenia’s capital, Yerevan, which is an
inconvenient site for holding the festival for the reason of `clash of
too many interests’, the people in marzes (regions) are more free and
open for accepting the spiritual films.

In the frames of the festival one could also see the `Autumn’, a film
by hamshen Armenian O. Alper,; `In Toros Roslins’ Footsteps’ and `The
Vandals of the 20th Century’ by the scenario of S. Gharabaghtsyan , as
well as Karen Hovhannisyan’s `The Ghost’.

Agdam, 26 August: Four fighter jets of the Azerbaijani Air Force have
carried out a manoeuvre along the front line in the contact zone
[of the Azerbaijani and Armenian forces in the Nagornyy Karabakh
conflict zone]. APA’s Qarabag bureau says that the jets flew over
Fuzuli, Beylaqan, Xocavand, Agdam and Tartar districts of the front
line zone and returned back [to their base].

Michael Jackson¹s friend and dermatologist, Arnold Klein, allegedly
prescribed drugs to himself 27 times over a nearly three-year period,
according to a federal search warrant and affidavit released Thursday.

A Drug Enforcement Administration agent obtained the warrant last week to
search Mickey Fine Pharmacy in Beverly Hills, based on state drug-tracking
reports that showed instances between March 2006 and May 2009 in which Klein
prescribed Valium, Vicodin, the sedative midazolam, and modafinil, a drug
used to improve wakefulness or treat narcolepsy.

Klein introduced Jackson to nurse Debbie Rowe, the pop star¹s ex-wife and
the mother of two of his three children.

Prescribing, administering or furnishing a controlled substance to oneself
is a violation of the California Health and Safety code, experts said. If
the allegations are proved, the DEA could strip Klein of his ability to
prescribe medication, said Special Agent Jose Martinez, a DEA spokesman.
Klein also could lose his medical license and face criminal charges,
Martinez said.

Klein¹s attorney, Garo Ghazarian, declined to comment on the matter until he
had reviewed the documents, but told the DEA that Klein ³has never
self-prescribed,² according to the affidavit. In addition to Klein, several
other doctors also had self-prescribed medication using Mickey Fine
Pharmacy, according to court records.

The owners of Mickey Fine Pharmacy could not be reached for comment. The
pharmacy was often used by Jackson, court records show. In 2005, the pop
star ran up a $101,000 drug bill at the Roxbury Drive store, which he paid
only after the pharmacy filed a lawsuit.

The source also confirmed rumors about official Baku discord to
Bryza’s appointment as U.S. Ambassador to Azerbaijan. The process
was suspended not because of agrément’s delay from Azerbaijani side,
but during the "unofficial concurrence" of his candidature. "Bryza is
too active for Baku. Under certain data, he has prepared the updated
version of Madrid Principles, being instructed by U.S. President in
consent of France and Russia," the source informed.
