The parliamentary delegation led by President of the National Assembly
of the Republic of Armenia Mr. Hovik Abrahamyan will participate in
the works of the third part of PACE session in Strasbourg.

The delegation comprises of RA NA Chief of Staff Mr. Gegham
Gharibjanyan, Head of RA NA delegation to PACE Mr. Davit Harutyunyan,
Mrs. Naira Zohrabyan, Mr. Armen Rustamyan, Mrs. Hermine Naghdalyan,
Mrs. Zaruhi Postanjyan, Mr. Grigori Margaryan, Mr. Armen Melikyan,
Mr. Artsruni Aghajanyan and other officials.

/PanARMENIAN.Net/ One of Iran’s most powerful men may be playing a
key role behind closed doors in the country’s escalating post-election
crisis.

Former president and influential cleric Ayatollah Hashemi Rafsanjani
has made no public comment since Iran erupted into confrontation
between backers of hardline President Mahmoud Ahmadinejad and
reformists who claim he stole re-election through fraud.

But Iranian TV has shown pictures of Rafsanjani’s daughter,
Faezeh Hashemi, speaking to hundreds of opposition supporters. And
Rafsanjani, who has made no secret of his distaste for Ahmadinejad,
was conspicuously absent from an address by the country’s supreme
leader calling for national unity and siding with the president.

Supreme Leader Ayatollah Ali Khamenei praised Rafsanjani, 75,
on Friday as one of the revolution’s architects and an effective
political figure for many years, but he acknowledged that the two have
"many differences of opinion."

"Of course, the president’s ideas are closer to mine," Khamenei said,
warning opposition candidate Mir Hossein Mousavi and his supporters
to halt protests or face the consequences.

Demonstrators clashed with security forces in Tehran on Saturday
despite the ultimatum in the most widespread violence of the
crisis. There were unconfirmed reports of violence in other Iranian
cities.

While his true views, and even his whereabouts, remain unclear, any
support for the opposition would place Rafsanjani in direct conflict
with many of the most powerful clerics in Iran’s highest echelons
of power.

Rafsanjani was president between 1989 and 1997, but failed to win a
third term when in 2005, losing to Ahmadinejad in a runoff. He was
a close follower of the late Ayatollah Ruhollah Khomeini, father
of Iran’s Islamic Revolution. He now heads the Expediency Council,
a body that arbitrates disputes between parliament and the unelected
Guardian Council, which can block legislation.

He also is the head of the powerful Assembly of Experts, which
comprises senior clerics who can elect and dismiss the country’s
supreme leader, Associated Press reported.

5 and took part in the ceremony of Queen’s Birthday.

Then Aghan Baliozian met the Parish Priest of the Indian Orthodox
Church, which was important for the development of the relationship
between two churches, which further strengthened, when Archishop
Baliozian was invited to India last year.

STEPANAKERT, JUNE 11, NOYAN TAPAN – ARMENIANS TODAY. The Yntsa (Gift)
Fifth Annual Armenian Song Contest-Festival started on June 9 at the
Culture and Youth Palace of Stepanakert and will last till June 13. The
festival is held with the assistance of Nagorno Karabakh government,
RA Public Television and the National Song Theater.

A sortition of sequence and a concert of the participants of the
contest-festival was held the same day. The distribution of prizes
will take place on June 13 and then the festival will end with a
gala-concert.

RA and NKR First Ladies were present at the opening ceremony of the
Yntsa Fifth Annual Armenian Song Contest-Festival.

(Orange trademark) Vice President Olaf Svanti and Oragne Armenia
Director General Bruno Dutua. RA President welcomed France Telecom
to Armenian market. He expressed confidence that the entrance will
raise Armenian-French economic relations to a new level and serve as
a basis for other economy branches’ development of, RA President’s
Press Service reported.

According to President, third operator’s entrance to mobile market
will diversify services, increase competitiveness and create new
jobs. Serzh Sargsyan emphasized that RA Government is ready to any
issues that could arise in company’s activities.

Security Council (NSC) of Armenia, head of interdepartmental
committee, coordinating Armenia’s cooperation with European
structures, met with member of Estonian Parliament Hannes Rumi,
head of the Armenian-European Policy and Legal Advice Center AEPLAC
Aleksey Makariev, deputy-head of AEPLAC Kate Kasemets and expert
Tigran Chorokhyan.

The interlocutors discussed issues related to the Armenia-EU Action
Plan of the European Neighbourhood Policy and the establishment of
EU Information Centers in Armenia.

A number of task groups have already been established by a presidential
decree to elaborate concepts of future partnerships. Attaching
importance to opening of EU Information Centers in Armenia, the guests
expressed willingness to assist with the accomplishment of the program.

BLACKMAIL OR PREPARATION FOR A WAR?

LACK OF STABILITY FOMENTED BY GEORGIAN ACTIONS AGAINST ABKHAZIA AND
SOUTH OSSETIA MIGHT AGGRAVATE THE PROBLEM OF NAGORNO-KARABAKH; A war
between Azerbaijan and Armenia over Nagorno-Karabakh is judged
unlikely.

"Continued occupation of the Azerbaijani territories by Armenia
escalates tension in the region. It makes peaceful settlement of the
conflict impossible and increases the probability of a military
solution to the Karabakh conflict," Azerbaijani Defense Minister Safar
Abiyev said. Abiyev urged European countries and chairmen of the OSCE
Minsk Group to apply pressure to Armenia.

It will be wrong to assume that Azerbaijan is about to start war
preparations in order to attack Armenia and self-defense forces of
Nagorno-Karabakh. Baku retains the hope for a peaceful
settlement. Speaking on the Republic Day on May 28, President Ilham
Aliyev announced that peace talks were even more intensive
nowadays. "As always, the position of Azerbaijan is constructive and
fair. It is based on international law. Return of the occupied lands
to Azerbaijan and return of the displaced persons to their homes is on
the agenda. Nagorno-Karabakh is not a sovereign state. Neither will it
be sovereign in a decade or in a century," he said. Aliyev pinned the
blame for the absence of progress in conflict settlement on Armenia
which he said was stalling for time.

The Armenian military confirmed validity of the Azerbaijani
president’s words. Colonel General Gurgen Dalibatajan, advisor to the
defense minister of Armenia, said that the status quo was not going to
be altered. "Personally I will object to the return of the
territories," he said. "No military will ever want to return
territories. We occupy nothing. We liberated our own lands."
Dalibatajan said no return of the lands was possible without a
political decision. "I do not think that any president will go for a
compromise. It will be tantamount to a suicide for us, for the
military."

Baku knows this opinion of the Armenian military, hence Abiyev’s
aggressive rhetorics. Aliyev himself said that his country wanted a
peaceful solution to the problem but admitted that "other options"
were considered too.

It was an indirect admission from the national leader himself that
Azerbaijan at least allowed for the possibility of a military
solution.

That Azerbaijan gears its Armed Forces for a war is common
knowledge. Defense expenses go up. Skirmishes and clashes on the front
in the meantime continue. According to the Armenian media, "… 580
shots were fired from Azerbaijan and 116 from Karabakh in 2006, 1,445
and 431 in 2007, 3,480 and 728 in 2008, and 1,098 and 186 in 2009."
The tendency is clear.

"That Azerbaijan is ready for a war is a fact. There is, however, a
question: what if it is defeated?" said Samvel Babajan, ex-Defense
Minister and former commander of the Defense Army of
Nagorno-Karabakh. "Should Azerbaijan decide to go for it and fail to
win the war, Baku will have to forget about any talks with Armenia and
Nagorno-Karabakh forever. I’d say they understand it in Baku."

What about Russia and its interests? What will it do in a war between
Armenia and Azerbaijan? On the one hand, Moscow is supposed to assist
Armenia, its ally and member of the CIS Collective Security Treaty
Organization. On the other, it is supposed to remain neutral as a
participant in the peace process and Baku’s strategic partner. Moscow
will probably try and remain neutral and strive for peaceful methods
of dealing with problems. Its participation in the conflict is only
possible if Turkey becomes directly involved in the war which is
unlikely.

Ankara and Moscow know that even a fragile peace is always better than
wars and deaths. This is why Russia and other countries will keep
striving for a peaceful solution to the problem of Karabakh. Even
peacekeepers might be deployed in the conflict area, and Russia will
certainly insist on having its own contingent there. In a word, a
major war in the southern part of the Caucasus is
unlikely. Azerbaijani aggressive rhetoric is simply blackmail, a
device needed to secure more active participation of the international
community in the Karabakh talks.

ARMENIAN PREMIER: COMPANIES FROM EUROPE, THE USA AND RUSSIA WANT TO TAKE PART IN CONSTRUCTION OF THE NEW NUCLEAR UNIT IN ARMENIA

ArmInfo. Companies from Europe, the USA and Russia want to take part
in construction of the new nuclear unit in Armenia, Armenian Prime
Minister Tigran Sarkisyan said when giving lecture "Tax and budgetary
and monetary policy in Armenia before the crisis and today" within the
frames of lectures for young specialists "Crisis as an opportunity".

He also added that construction of the new nuclear power unit consists
of several different stages. He also recalled that earlier Armenia’s
partner-countries were against functioning of the nuclear power plant
in the republic. Later along with the economical growth of Armenia,
stabilization of the political situation and poverty level reduction
their attitude changed. And IAEA, European Union and the USA started
showing technical and financial aid to raise safety and possibility
of the nuclear power plant exploitation.

To note, construction of the new power unit at nuclear power plant
along with restoration of the Spitak earthquake zone and construction
of infrastructures, construction of Iran-Armenia railway are priorities
of the incumbent authorities. President Serzh Sargsyan said about
the necessity of unit construction.

Sungun deposit is one of the country’s priority industrial projects,
said Hadi Ardebili, CEO of National Iranian Copper Industries Company.

Not only concentrates from Sungun deposit but also those extracted
in Armenia will be processed.

"Construction will be finished by 2012," he said.
