Armenia gives opportunity to Nagorno Karabakh to become political
party in the conflict

`Lately, there has been much talk about taking the process of conflict
settlement of the Nagorno Karabakh conflict from the format of the
OSCE Minsk Group to another institution. In the context of withdrawing
the issue we are getting ready to play our own role and speak with our
own position,’ Nagorno Karabakh Foreign Minister Georgy Petrosyan has
stated to reporters in Yerevan.

`The world is developing, the issue of Nagorno Karabakh is not an easy
one and should be discussed in various alternative institutions. Our
task is to be ready for discussions in various formats. In future, the
official Stepanakert will make its own specifications on the issue. I
think it will be done in the near future,’ he added. As Georgy
Petrosyan said, the highest assessment of the recent talks and
discussions on the Nagorno Karabakh issues is the fact that Armenia
gives an opportunity to Nagorno Karabakh to become a political party
in the conflict.

It is worth mentioning, GUAM member-countries (Georgia, Ukraine,
Azerbaijan, Moldova) introduced a new item into the agenda of the 61st
session of the UN General Assembly called `Frozen conflicts in the
territory of GUAM member-countries, their consequences for the world
peace, security and development.’

Three youths were sentenced in connection with a racist attack against
two Armenians in Yekaterinburg, according to a September 11, 2006
report by the Sova Information-Analytical Center. The youths were
found guilty of a hate crime after beating their victims on March 28,
2006. The oldest defendant, a 19 year old, was sentenced to a year
and a half in prison; the two others were fined.

Sofia. The Armenian Minister of Defense Serge Sarkissian arrives on
three days official visit in Bulgaria on invitation of Defense Minister
Veselin Bliznakov, the press center of the Defense Ministry announced.

The two ministers will discuss the co-operation in the military field
and will sign joint declaration for its further development. They
will talk on issues concerning regional and international security.

During his visit Minister Serge Sarkissian will be received by the
President and Supreme Commander in Chief Georgi Parvanov, as well as
the Deputy Parliament Speaker Petar Beron and the leadership of the
Parliamentary Commission on Defense.

aggressive displays of criminal structures," says Hovhanness Galajyan,
editor of the newspaper "Iravunk," at the discussions on the topic
"Armenia at the pre- election stage and the violence wave with respect
to Mass Media representatives," Thursday. To recap, H. Galajyan
was beaten up by the two unknown, Wednesday. H. Galajyan says the
criminals phoned and threatened to him last night. He explains the
incident with the fact that the criminal structures in Armenia are
sure that only violence may exert pressure on Mass Media.

He called journalists stop giving a way to fear for the pressure they
are subjected to brings no results.

In his turn, Tatul Hakopyan, the analyst of the Armenian Public Radio,
is sure that many groupings will do their best to take control over
many newspapers in the election race of 2007. He says that all those
interested in getting as many votes as possible may increase the
circulation of some newspapers up to 20,000 copies. He explains
that at present only newspapers tend towards free pluralism of
opinions. As regards e-media, including TV and radio companies, they
observe political ethics with respect to the incumbent authorities,
T. Hakopyan said.

Resident of Azerbaijani region of Ali Bayramli Shahin Mirzayev held
a press conference related to the local court’s giving his deceased
uncle Adil Babayev’s house to another one, APA reports. Mirzayev
accuses Ali Bayramli court judge Hamid Azizov.

"He registered Armenian woman Sevan Babayan to my uncle’s wife Asha
Mammadova’s house. After some time, she changed her name to Babayeva
Sevan Adil saying that she is my cuisine. She sued us in 2005 and
solved the problem in her favor by the help of Hamid Azimov. The
Court of Appeal annulled Ali Bayramli Court decision and passed a
verdict in our favor on March 31, 2006. But Sevan Babayan appealed
to Supreme Court. Sevan did not attend court hearing, therefore,
the Appeal Court decision remained in power," he said.

Mirzayev said Azizov and Sevan Babayan do not agree with the court’s
decision and exert pressure on him and demand to leave the house till
September 20. He said he will appeal to President Ilham Aliyev and
Supreme Court judge Ramiz Rzayev.

Hamid Azizov denied the above mentioned.

"Asha Mammadova is an old woman, and I have talked to her. If they
are dissatisfied with my decision, they can appeal to other bodies.

The Supreme Court did not make decision on their favor," he said.

The question of participation in the UN peacemaking mission in the
south of Lebanon sparked heated debates among the political sets and
experts of almost every country. It is interesting, however, that
the Armenian politicians and the Diasporan lobby are interested in
the participation of Turkey in the peacemaking mission rather than
Armenia. Meanwhile, Armenia’s participation is also an important
problem, which surprisingly did not become a subject of debates, it
rather got an unambiguous answer of the government. The decision of
Armenia is wrong, thinks Vahan Shirkhanyan, who answered the questions
of the Lragir on this topic.

Lragir: Mr. Shirkhanyan, another question added to the foreign
political affairs of Armenia, namely our participation in the UN
peacemaking mission in the south of Lebanon. The question is important
since there is a large Armenian community in Lebanon.

Hence, the question occurs whether Armenia should participate in
the peacemaking mission for the sake of the community or refuse to
participate for the sake of the community. Official Yerevan thinks
it should not participate.

Vahan Shirkhanyan: Kocharyan stated through his speaker that the
mandate is not definite, besides, the participation of Armenia may
be harmful for the Armenians of Lebanon. None of the reasons is
political. First, there were fundamental discussions on the mandate,
and the military units of some countries are already in Lebanon. In
addition, the multi-nation force in Iraq does not have a mandate
and Armenia willingly takes part in the worst disgrace of the modern
history, when a sovereign state is being destroyed, the population
is being slaughtered, the law of nations is being neglected. What is
Armenia doing there? Apparently, the Bush-Blair campaign failed, and
sooner or later they will have to account. Their operation against
Iraq fully "complies" with the definition of aggression in the UN
Resolution 3314.

Lragir: What should Armenia do then?

Vahan Shirkhanyan: Armenia should immediately withdraw from Iraq and
take part in the legal peacemaking effort in Lebanon under the auspices
of the United Nations. Armenia has national interests here – the
large-scale war in the Near East is a direct threat for Armenia. The
Lebanese-Armenian relations were set up and developed in an atmosphere
of friendship, confidence, mutual assistance. Besides, the Armenian
community in Lebanon had a great role in the entire continent bridging
the Armenian communities. Today, like the rest of the country,
the Armenians of Lebanon need protection, and Armenia must take
part in the peacemaking mission with 1000-2000 soldiers. It is true
that unlike Iraq this mission does not enable Kocharyan to "settle"
relations with Bush, but it will be absolutely justified in terms of
political and national questions, regional peace. Hopefully, the UN
will not start fulfilling the will of one of the conflict parties, and
the peacemakers will not be tasked to disarm Hezbollah and close the
Syrian-Lebanese border, otherwise the people of Lebanon, including the
Armenians will be having serious problems with security. Disarmament
and borders are the internal affairs of the Lebanese state, and it
applied to the UN asking to defend it from the Israeli aggression.

Lragir: Mr. Shirkhanyan, most experts connect the Israeli military
action against Hezbollah with the possible U.S. campaign against
Iran. Do you think the U.S. campaign against Iran is possible?

Vahan Shirkhanyan: It is always the strong party that aspired to settle
a political dispute by military means. However, this war will mark
the end of the epoch of the world rule of the United States. At least.

Lragir: And how will the U.S. – Iran clash affect Armenia?

Vahan Shirkhanyan: It will be destructive. Today it is increasingly
becoming apparent that the South Caucasus is repeating the Balcans.

In case sanctions are applied against Iran the fundamental presence
of NATO will be necessary in the South Caucasus. Immediately after
Bryza the secretary general of NATO announces that NATO is ready
to assume the implementation of the resolutions of the UN Security
Council on the settlement of the problem of Karabakh. And it implies
destruction of a defense system, which has been sustaining balance
for over 12 years, great moves of Armenians and Azerbaijanis by a
Yugoslavian scenario. Hence, Armenia remains in the sphere of dangerous
developments, and people who are supposed to attend to the problems
of national security are fighting for the throne, announcing on the
run that the return of the liberated areas would not be harmful for
the security of Karabakh. If this goes on, soon we will be able to
see the crash of the Armenian diplomacy.

Armenia is the first among the CIS countries in the final report
of the World Bank and the International Financial Corporation Doing
Business 2007 on simplicity of doing business in 2005 and 2006, reports
ARKA. According to the press release of the International Financial
Corporation, among 175 countries Armenia is 34, Georgia is 37 and
Kazakhstan is 62. Compared with the previous ratings, Armenia went
up by 3 positions, and Georgia "bounced" from the 112 to the 37 place.

The worst indicators are Tajikistan’s and Uzbekistan’s, 133 and 147
respectively.

side did not confirm a meeting between me and the Azerbaijani foreign
minister Elmar Mamedyarov on September 12, and this position will

Foreign Minister Vartan Oskanian stated during a talk with reporters
on September 4. In his words, there must be no additional obstacles
so that the meeting will be successful: "If any obstacles arise
prior to the meeting, they should be overcome and only after that,
a meeting should be organized." As regards the harsh statements of
Baku, the minister noted that these statements do not correspond to
the contents of the present document. At the same time, he said that
Baku’s harsh statements should not be completely disregarded: "Only
by returning to the negotiating table, we can make sure whether what

murder of Tigran Petrosian, the village head of Dalar, Ararat marz,
the murderer’s, former village head Gegham Badalian’s brother, was run
over. The latter was taken to hospital in unconscious state, but, in
doctors’ words, his consciousness was recovered, and at present his
life is not in danger. According to the information of the RA Police,
the Artashat Police Department got an alarm that a citizen was run
over near the Dalar village kindergarten. The arrived operative group
found out that an unknown car driver run over Khachik Badalian who has
been in search since June 2. He was taken to hospital with bodily
injuries. Ashot P. born in 1979 came to the Artashat Police Department
with confession on the same day and said that the mentioned knocking
down was made by him with "VAZ-2102" car. Preliminary investigation is
being implemented. According to our sources, the driver run over
Khachik Badalian, is killed village head Tigran Petrosian’s
relative. Kh.Badalian was in search for seriouly injurying with intent
a person. After killing Tigran Petrosian with fire-arms, Gegham
Badalian came to the legal bodies with confession and is arrested at
present.

Irkutsk city of Russia to participate in the 16th sitting of the
Club of Central Bank Presidents of Middle Asia, Black Sea region and
Balkan states.

"Armenpress" was told at the Central Bank that during the sitting
issues related to the independence of world economy, the activity
of Central Banks and the economic situation in the countries of the
region. The Club’s President and Deputy President will be elected
for 2007-2008 period.
