Albert Koenders, Armenian Foreign Ministry’s press service reported.

During the meeting, Mr. Koenders dwelled on current reforms within
EU structures, highlighting the importance of upgrading bilateral
relations in customs sector and in the implementation of WB- and
IMF-funded programs. Dutch Minister proposed that Armenia review
program implementation mechanisms.

At the end of the meeting, Mr. Adonts briefed the guest on Armenian
Government’s economic stabilization and diversification policy.

it clear that the court conducted a thorough study of the signed
Armenian-Turkish signed Protocols and took into account the views
and factual materials of the opposition forces, including the legal
statement of the ARF (Dashnaktsutyun)," Edward Sharmazanov, Secretary
of the parliamentary faction of the Republican Party of Armenia (RPA)
told reporters.

According to him, the decision of RA Constitutional Court highlights
three things: obligations coming from the Protocols relate only to
Armenia and Turkey, but not any third country, the documents do not
envisage the settlement of disputed issues between the two countries,
since for that purpose the parties must conclude new agreements.

"Finally, Protocols could not be interpreted as contradicting to
Armenian Constitution and the Declaration of Independence of Armenia",
Sharmazanov said.

According to him, the Declaration of Independence of Armenia clearly
states that Armenia should be consistent in the international
recognition of the Armenian Genocide.

Sharmazanov did not rule out that the RA NA can introduce clauses to
the Protocols. "However, the Republican Party has clearly expressed its
position on the Armenian-Turkish Protocols, claiming that documents
have no preconditions, and Armenia unilaterally did not take on any
commitments," he stressed.

The protocols were signed in Zurich by Armenian Foreign Minister
Edward Nalbandian and his Turkish counterpart Ahmet Davutoglu on
October 10, 2009, after a series of diplomatic talks held through
Swiss mediation in the presence of the foreign ministers of France,
the United States, Russia and Switzerland, the latter was a mediator in
the Armenian-Turkish negotiations since 2007. According to documents,
diplomatic relations shoud be established between the two countries
and the border closed by Turkey since 1993 shoud be opened.

Republican Party of Armenia (RPA) was founded in 1990 by Ashot
Navasardyan. The ideological basis of the party is the doctrine of
the Armenian political and military leader of the First Republic
of Armenia Garegin Nzhdeh. The birth of the Republican Party is
organically linked with the national liberation struggle in 1988.

Institutional framework for the establishment of the Republican Party
was formed at the beginning of this struggle by the military-political
union "Army of Independence". As a political party it was registered
on 14 May 1991.

The party has made a significant contribution to the work of the
Coordinating Council of volunteer militias, helping to establish the
rule of law and order in the republic, and after the formation of a
regular national army in Armenia Armenian Republican Party declared
about its demilitarization.

In July 2006, the 10th extraordinary congress of the party declared
the Republican Party of Armenia as National Conservative Party.

Chairman of the party up to 1997 was Ashot Navasardyan, between 1997
and 2005 – Andranik Margaryan. At present, the party is headed by
the President of Armenia Serzh Sargsyan.

Hafiz Pashayev The decision by the US Congress to render assistance
to separatist Nagorno Karabakh has a negative influence on the
US-Azerbaijani relations.

"Certainly, this step affects our relations and we always condemn
such steps", said Azerbaijan’s deputy FM Hafiz Pashayev.

He noted that official Baku tries to avert repetition of such actions
every year but the Congress continues its actions due to the active
Armenian lobby.

"We try to inform them that this step does not promote development
of our bilateral relations and damages the national interests of the
United States", the diplomat said.

He noted that the US administration understands this but the
political situation is that the Congress takes such decisions not
only on Karabakh.

The US Congress has decided to allocate $8 mln to the unrecognized
regime of Nagorno Karabakh.

Turkish Prime Minister Recep Tayyip Erdogan will pay a two-day working
visit to Moscow on Tuesday to discuss economic cooperation, primarily
joint energy projects, the Turkish government said on Monday.

The sides are expected to "exchange views on regional issues and
economic problems on the agenda of the two states, above all, energy,"
the government said in a press release.

According to Turkish media reports, the talks will focus on Russian
gas supplies to Turkey, and a number of oil and gas pipeline projects,
including the South Stream project to pump Russian and Central Asian
gas to Europe along the bed of the Black Sea, the second leg of the
Blue Stream natural gas pipeline, linking the two countries, and the
Samsun-Ceyhan pipeline to bring Caspian oil to the Mediterranean via
Turkey, RIA Novosti reports.

According to Trend News, the meeting between Russian and Turkish
Prime Ministers Vladimir Putin and Recep Tayyip Erdogan in Moscow
on January 12 will be the first one in a range of meetings that can
both directly and indirectly affect advances in the Nagorno-Karabakh
conflict. The agenda of the visit contains both the issues of
bilateral Turkish-Russian economic relations, and political issues
of regional character. One of the main points will be settlement of
Nagorno-Karabakh conflict.

Inevitable process: Armenia set to withdraw from Azerbaijan’s lands

New trenches are being dug in Azerbaijan’s Armenian-occupied lands to
build a new restrictive line.

Not only military staff, but also the local population are involved
in this work. The news was presented to Armenian society almost with
enthusiasm. They say even if Azerbaijan beats them in the first
defense line, there will be second defense line in reserve.
Azerbaijani blitzkrieg will ostensibly not work as the occupying army
will retreat to the spare position. The euphoria is fueled by a need
to confront "aggressive rhetoric of Baku" who reportedly is going to
organize a march and reach Armenia’s frontiers already in spring.

Recently, Armenian President Serzh Sargsyan held a meeting. He and the
military staff stated that the Armenian army is capable to withstand
any challenges. Armenian media happily sighed. All experts spoke of a
possible help by Tajikistan, Kazakhstan, Russian, Belarus, Kyrgyzstan,
Uzbekistan to protect their CSTO partner Armenia from the
"bloodthirsty Azerbaijan.’ Ordinary residents of the neighboring
country assured that their state is preparing for a major war together
with partners as evidenced by these trenches.

This is a very strange logic. Pan Armenian campaign against illiteracy
is needed in this regard.

One should not rule out possibility of renewed hostilities either.
Azerbaijan does not exclude such scenario of events. It has a full
right to do so. But it still communicates unwilling to see victims,
because it believes in victory of a reason. Most importantly, we
already see some progress which shows success of diplomacy. Want
proof? Gentlemen, these are the very trenches you are digging. They
are dug and fortified not in wartime, but in process of peaceful
settlement of the Armenian-Azerbaijani Nagorno-Karabakh conflict.

Armenia is set to return occupied lands under pressure. This was
inevitable. There is nothing surprising about it.

Perhaps, few people know about it in Yerevan. So, I will point out
everything in detail: all the previously submitted and currently
debated proposals by co-chairs of OSCE Minsk Group call for complete
withdrawal of Armenian armed forces from Azerbaijan’s lands. Moreover,
under the proposals, local forces of the Karabakh Armenians must
depart from the southern and eastern areas to the limits of the former
Nagorno-Karabakh Autonomous Region. Both package of proposals and
proposals to solve the conflict step-by-step contained these
conditions.

The so-called Madrid principles are being considered currently. So,
withdrawal of troops in that order is the first step in a peace
settlement. It will be followed (if the parties agree as we already
notice understanding) deployment of peacekeepers, demilitarization of
the region, repatriation of of IDPs to their places of permanent
residence, opening communication and discussing status of Karabakh.

Let’s have a commonplace look at the situation. What do we see?
Armenians are digging trenches around the former Nagorno-Karabakh
Autonomous Region. Will the western neighbors be delighted at that? Of
course, yes. They will finally get rid of a conflict which has driven
Armenia in a difficult position.

Azerbaijani citizens will also feel happy. Their endurance gave real
results. All the same, they were able to achieve their target.

It is no accident that we all are going to witness significant
progress in resolving the Karabakh conflict soon. After all, we have a
clear indicator – Armenians are digging trenches and ditches,
narrowing the area of the occupied territory.

Increase in the number of Iranian migrants is a serious threat to Azerbaijan

Iran will unilaterally abolish the visa regime for Azerbaijani
citizens from February. How do you assess this step?

I think Iran expects us to abolish the visa regime for Iranian
citizens too. Iran is a country that will never do anything if there
is benefit for its In the result of the abolition of the visa regime
to Iran the number of our citizens visiting our country will rise not
significantly. I can say for sure that we should protect Azerbaijan
from possible provocations by Iran.

Tehran is really counting on mutual steps with the Azerbaijani side.
Why do you think Azerbaijan does not abolish visa regime with Iran?

Today Azerbaijan lives in conditions of neither peace nor war. In this
situation we cannot open our borders and abolish visa regime
especially for the Iranian citizens. Too many drugs are supplied here
from Iran. The matter is not only drugs. The most threatening for us
in this situation are ideological provocations from Iran. There are
many Iranian public and humanitarian organizations in Azerbaijan that
are strengthening their net and holding destructive work. In this
situation we cannot abolish the visa regime for Iran. Today our
mosques are widely advocating sympathy towards Shiism while in reality
by doing so they are spreading the idea of pan-farsism. I often meet
the citizens of my country and my closest people who are pan-Farsists
and I think they completely lack the Azerbaijani and Turkic
self-consciousness.

Therefore, to protect Azerbaijan, we need to think seriously about it.
Moreover, if we abolish the visa regime for Iran and tomorrow there
will be a war for its nuclear program in this country, a great number
of Iranian citizens will flow to Azerbaijan which will create obvious
problems for us. Moreover, Iran is holding work on export of Islamic
revolution in Azerbaijan. The example is the events in Nardaran. Iran
is also preparing a `surprise’ for Azerbaijan, preparing Iranian
passports for the population of Nakhchivan. Such Iranization of the
population of Azerbaijan is inadmissible as a step rudely violating
international norms and which can be assessed as the settlement of
Armenians on the border lands known as South Azerbaijan. It means that
while abolishing the visa regime, Iran will create conditions to
promote its goals. Therefore, I consider that Iran’s unilateral
abolition of the visa regime with Azerbaijan is not by accident. We
should take these threats into account and avert them, otherwise the
complications can be grave.

The number of Iranian migrants is currently growing in Azerbaijan. Do
they pose any threat to the Azerbaijani labor market?

Certainly, the increase in the number of Iranian migrants and their
intensification is a serious threat. On the whole, Iran is intruding
upon our science, education, our everyday life holding a huge
undermining ideological work, rejecting the Azerbaijani history and
culture. The Iranian cultural center in Baku is releasing the books
that hold such undermining work. We see it here and no one is averting
this. It seems that some mosques in Baku have already turned into
Iranian. Iran tries to raise tensions inside Azerbaijan, putting
Shiites against Sunnites. On this background, Iran is sending many of
its citizens here through whom it is going to conduct Islamic
revolution here too. Iranian Azerbaijanis also share my opinion.

Turkish President Abdullah Gül said Monday that Turkey was proceeding
toward the European Union in a determined way.

"We can be more hopeful in 2010," Gül told the private CNNTürk news channel.

He added that whether Turkey became a full member was a different issue.

On the Cyprus issue, Gül said that the EU was misusing the issue a
bit, but Turkey would first do what it had to do, complete all
chapters and adopt all required laws.

"Turkey is having constructive, not destructive, relations with its
environment," Gül added.

Gül said Turkey’s relations with the United States were based on
mutual respect, and Turkey was boosting its relations with Russia, the
Middle East and other countries.

The president defined terrorism as the most important issue facing
Turkey. He added that he believed terrorism could no longer live in
the region when developments in Iraq and Syria, the U.S. withdrawal
from Iraq, and the clear stance of the EU on terrorism were taken into
consideration.

Upon a question, Gül said he would never want the non-Muslim citizens
living in Turkey to face problems or feel estranged in their homeland.

"Therefore, we will deal with their problems," he said.

Gül said everyone had to be hopeful about the normalization of
Turkish-Armenian relations in the first quarter of 2010, however, he
added that he could not say anything definite because such issues were
very sensitive in nature.

"It is important to turn this region, the entire Caucasus, into a
region of stability and peace and an area of cooperation," he said.
Gül added that Turkey was helping countries solve their own problems.

Recently retired Lewes Postmaster George Tutlane is looking forward
to life in the fast lane – at least some portion of it.

Tutlane, who grew up in Upper Darby, Pa., is clearly a people person –
a conversationalist, quick-witted.

For example: What’s the origin of the surname Tutlane?

"My people came here from Armenia. When the immigration officer
asked my grandfather his name, he muttered something in Armenian. The
officer said "Tutlane," and that’s what he wrote down," he said.

Tutlane said he never carried a leather mail satchel. Those younger
than about 55 might not know what leather is – not to mention
a satchel.

And when he started as a letter carrier, leather mailbags were only
used for school classroom demonstrations.

"We’d fill one up with a bunch of leftover – what we called ubbm –
undeliverable bulk business mail – and let the kids try to pick it up.

"I started carrying mail at the Talleyville Post Office," said Tutlane,
who turned 60 this year.

"I grabbed a blue bag when I came in. They were a lot lighter,"
he said.

Tutlane worked for the U.S. Postal Service for 27 years. Prior to
that he was a railway man for about nine years.

"When I came out of the service I was hired by the old Reading
Company. I started as a coach cleaner, picking up newspapers in
commuter trains at Reading Terminal in downtown Philly," he said.

Tutlane said he worked up to become an electrician with the Reading
Company and left the job within a couple weeks of the company’s
transition to SEPTA, the Southeastern Pennsylvania Transportation
Authority.

He said that’s when he shifted full-time into another interest of his –
auto racing.

"During that time I’d been building and racing cars, so I did that
on my own, and I worked for George Alderman Racing in New Castle for
a couple years. I enjoyed that," he said.

Tutlane drove sports cars and small sedans on road courses. He admits
he’s a gear head.

"I’m getting a garage together now. Not so much to get into the racing
end of it, but I want to redo old sports cars, small sedans and stuff
like that. Things that aren’t too heavy to pick up," he said.

He said he also plans to begin picking up his rod and reel more often
than he has.

Tutlane was postmaster in Greenwood for five years. He was Lewes
acting postmaster for three years during his predecessor’s illness
and was installed in the position in November 2003.

"I was well-versed in the area before I became the permanent
postmaster," he said. Among those in his age range who became
postmasters, he said, he doesn’t know of anyone who didn’t first work
as a window clerk or letter carrier.

Tutlane said the Lewes ZIP code – 19958 – encompasses the largest
ZIP code area south of Dover.

"Most people think of little Lewes," he said. Tutlane said as growth
in the Lewes area continues it won’t be long before the ZIP code has
17,000 mailboxes.

"We’re around 15,800 to 16,000 now. Most people don’t realize how big
it is. And it’s a challenge. You serve everybody every day," he said.

Tutlane said the saying, "Neither snow nor rain nor heat nor gloom
of night stays these couriers from the swift completion of their
appointed rounds," wasn’t his working motto. (In fact, the postal
service does not have an official creed or motto.)

"I always told the carriers, if you can, get out of that truck, walk
down the road and serve what you can. Safety of my employees was the
biggest thing," he said. Tutlane said even on those days when the
weather was at its worse, at least 60 to 70 percent of every route
would be served.

He said although the quantity of first-class mail the post office
handles has declined, the business still has a future.

"A lot of people still want to put that check in the mail and pay
their bills that way. I still do."

Cuba’s Extraordinary and Plenipotentiary Ambassador to Azerbaijan
Marcelo Caballero Torres spoke in an interview with Trend News on
the eve of Liberation Day and the anniversary of the victory of the
revolution – January 1.

Q.: How can you characterize the relations between the two countries.

What is the potential of their development?

A.: Cuba is not the only Latin American country represented in
Azerbaijan. The Brasilian Embassy in Baku has been recently set up. It
is a sign of developing relations between Azerbaijan and Latin America.

How can the relations between our countries be characterized? Since
the establishment of diplomatic relations April 10, 1992, our friendly
relations become stronger.

Even in the most difficult 1990 Azerbaijan did not vote against Cuba.

In 1993, Azerbaijan was the only CIS country, which has supported
Cuba in the matter of the blockade.

In September 2006, the Azerbaijani Foreign Minister Elmar Mammadyarov
paid an official visit to Cuba. That time a decision was made
to increase the level of diplomatic representations between our
countries. In April 2007, the Permanent Representative of Azerbaijan to
the UN Agshin Mehdiyev has been concurrently accredited as ambassador
to Cuba. In October 2007, Azerbaijan has appointed temporary charge
d’affaires in Havana. Cuba established its Embassy in Baku. It should
be noted that time they became the first diplomatic representations
for both countries in corresponding regions – Azerbaijan’s one
in Latin America and the Caribbean and Cuba’s one in the Southern
Caucasus. From that moment, the Azerbaijani-Cuban relations began
to fully develop. The example are the meetings held between the
governmental delegations and signing of the agreements and the projects
on cooperation.

Q.: At what level are the economic ties between the two countries,
especially the volume of turnover? What spheres have a wide potential
to expand cooperation?

A.: With regard to economic relations, there is dissatisfaction with
the level of these relations from both sides. They are insufficient.

They do not correspond to the potential of both countries and discord
with the level of political relations. Turnover between us is poor.

Much work should be done in this direction. A working mechanism of
the inter-governmental joint commission on cooperation between the two
countries has been acting since 2007 to correct this problem. So far,
we have already held two sessions. We have signed three important
agreements on cooperation in the fields of culture, tourism and
sports. Over 10 agreements on cooperation in such fields as energy,
health, communication and agriculture are under signing.

Cuba is interested in equipment and machinery produced in Azerbaijan.

At present, about 70 percent of the equipment used by Cuba in oil
industry, have been made in Azerbaijan. We are also interested in
food and agricultural products. Other possible areas of cooperation
include communication, health, Cuban medicines.

With regard to the spheres of mutual interest, their number is
sufficient. The most prospective spheres in our economic relations
are tourism, oil and gas and information sectors, pharmacology and
health care, education, sports and other areas. I reiterate that one
should actively introduce and bring together facilities producing
goods and services. In this regard, participation in various fairs
and economic forums can play an invaluable role.

The third session of the Joint Commission will be held in Havana
in early March 2010. During the session a new impetus will be given
to the important economic and trade relations. Days of Azerbaijan’s
Culture in Cuba will be also held within this activity. This fact is
an example of good bilateral relations between our countries.

Regarding with modern Azerbaijan-Cuba relations, one can say with
confidence that they develop successfully. Both countries have achieved
much for the last years. Cuba knows well about success achieved by
Azerbaijan in social-economic development, as well as a significant
role and authority of the country in the foreign policy.

>From its side, Cuba is a traditionally important country of the
region. It has great authority among the countries of the so-called
‘third world’. A level of political cooperation between our countries
is high. Regular meetings and consultations between the foreign
ministries of both countries are being held. Our countries successfully
cooperate within different international organizations.

Azerbaijan supports Cuba’s position voting for the resolution
condemning the U.S embargo towards Cuba. It is seriously affected,
especially, on ordinary Cuban people.

Q.: There are two critical topics for our countries, including
occupation of Azerbaijani lands by Armenia and the U.S embargo towards
Cuba. Is Havana satisfied with a cooperation level of both countries
on the international arena to solve these problems?

A.: We will be glad when two these problems you have mentioned are
solved. At present, a concrete situation is the following: Cuba
supports and recognizes Azerbaijan’s territorial integrity. It calls
on immediate return of territories occupied by Armenia and rapid
solving the Karabakh conflict peacefully within territorial integrity
of Azerbaijan. Meanwhile, Azerbaijan strictly adheres to its position
towards economic and financial blockade. The U.S administration has
been conducting it against our country more than 50 years.

Q.: Cuban medicine has got the world recognition. What are the plans
for the development of cooperation with Azerbaijan in this field?

A.: In 2008, two Cuban medical delegations visited Baku to study the
market and consider services and products of biotechnology from Cuba.

Previously, an intensive exchange of information on health systems
of both countries has been already held. Are there specific results?

Unfortunately, there are not any results at this moment.

Q.: January 1 is Liberation Day and the anniversary of the victory
of the Revolution. Please, tell us about this important date.

A.: Liberation Day – the anniversary of the victory of the revolution
of 1959 is celebrated in Cuba on the first of January.

There are some historical facts:

March 10, 1952. Early morning commander-in-chief of Batista’s Army
gave a note to the Cuban President Prio Socarras: "This is the end
for you! I am the government!". It was the beginning of his reign,
which was marked by a ruthless dictatorship.

The dictator immediately began to act decisively. He ceased effect
of the constitution, disbanded the Congress, broke off diplomatic
relations with the Soviet Union, canceled the presidential elections
planned for June that year. According to all forecasts, the opposition
was to win.

July 26, 1953. The majority of Cubans did not support actions of
Batista, especially the radically-minded youth. The leader was a
twenty-five-year-old lawyer, Fidel Castro. In his struggle against
the dictatorial regime, he was unbending.

A preparation for the first assault was made about a year. On July
25, 1953 about 165 patriots in an attempt to seize weapons stormed
the Moncada military barracks. But forces were unequal.

The governmental troops exceeded them 15 times. They managed to
capture many of them. Many participants of the assault were killed.

Fidel Castro was imprisoned for 15 years, his brother Raul – for
13 years.

May 12, 1955 – prisoner No 4914, Fidel Castro, leaving the prison,
told journalists of the newspapers, radio and television: "We will
not give a single part of our honor for the freedom give to us."

November 25, 1956. Released rebels settled in Mexico, where they began
to prepare a new rebellion. "The Movement July 26" was created. Rebels
bought a relatively small pleasure craft yacht "Granma". On November
25, 1956 at 2 a.m. this too crowded boat moved from the Mexican port
of Tuxpan to the shores of Cuba. There were 82 men on board (Ernesto
Che Guevara was among them, later he became a famous Argentine doctor),
90 guns, 3 machine guns and 2 anti-guns.

Only 22 revolutionaries reached the designated place, including Fidel
Castro and Che Guevara.

1957-1959. Castro’s popularity was increasing quickly. The local
population has rendered much aid to the surviving detachment by giving
them food and informing about the movement of the governmental troops
in the mountains, giving guides to patriots.

The fight of insurgents was gradually turned into a struggle of
people against the military-police regime. "The movement July 26"
has become a national patriotic organization.

On December 31, 1959 the dictator organized a New Year reception.

Armenia Will Not Normalize Relations With Turkey At The Expense Of K

ARMENIA WILL NOT NORMALIZE RELATIONS WITH TURKEY AT THE EXPENSE OF KARABAKH, NIKOYAN

Three months have already passed since the Armenian and Turkish
Foreign Ministers signed in Geneva the Armenia-Turkey Protocols aimed
at normalizing relations between two countries. The Protocols are set
to be ratified by the Parliaments of Armenia and Turkey, but that has
not occurred yet and the Armenian-Turkish border is still closed. On
top of this the Armenian Diaspora and Armenian opposition in their
turn continue blaming the Armenian authorities that Turkey is trying
to link the closed borders with the Nagorno Karabakh issue.

In an interview with the Russian Slon.ru website Armenian National
Assembly Vice-Spokesman Samvel Nikoyan has said that if Turkey goes
on with the same tactics, Armenia may call back its signature.

Armenia’s Constitutional Court is set to make a decision over the
Protocols on January 10.

Asked about his approach to the fact the Armenian side hoped for a
change in Turkey’s approach after the Obama-Erdogan meeting on December
7, while it turned out that Turkey has not changed its stance, that
is to say it continues to link the Armenian-Turkish relations with
Karabakh conflict settlement, Nikoyan has said the following:

"It is still early to make any conclusion. The question is that,
if Turkey does not ratify the Agreement, it will become a challenge
not only for Armenia, but for Europe, too, as Turkey wants to becomes
a European Union member. It is also a challenge for US and Russia,
as the international prestige of these countries is at stake. If they
allow Turkey to treat them that way, that is up to them then."

As what concerns Armenia, Nikoyan says it will continue meeting its
commitments towards Turkey in a due manner.

"I think Armenia too will ratify the Protocols after Turkey has
ratified them. And if Turkey goes on following its recently-adopted
policy, that is hardening its stance and linking the Armenian-Turkish
relations with the Karabakh issue, then it will not yield a
constructive dialogue. Armenia will not normalize relations with
Turkey at the expense of Karabakh."
