PRESENTATION OF ROAD MAP “HOW TO REGISTER IN ARMENIA” HELD TODAY IN
YEREVAN

YEREVAN, October 15. /ARKA/. Presentation of businessman’s road map
“How to register in Armenia” was held today in Yerevan. As Head of
Micro Enterprise Development Initiative – MEDI Chrysanthos Miliaras
said that the map is an important mechanism for development of
entrepreneurship. He mentioned that the map illustrates information
around the steps that are necessary for registration of one’s
business in Armenia, starting from receiving of credit in bank and
completing with the issues related with customs. “We do hope that
this edition will allow the Armenian businessmen to save their time
and money considerably on registration of their business in the
country”, Miliaras said. He noted that the edition will be spread
among the beginning Armenian entrepreneurs, particularly related to
development of small and medium sized entrepreneurship. “We are
implanting with MEDI various programs with for support of
entrepreneurship to development of small and medium business in rural
regions of Armenian regions”, he said.

published by initiative of MEDIA with financial support of USAID.

ARMENIAN PRESIDENT CONGRATULATES CAPTAIN OF SAILING YACHT “CILICIA:
WITH COMPLETING OF FIRST PART OF TRAVELING

YEREVAN, October 15. /ARKA/. Armenian President Robert Kocharian
directed a congratulating message to captain of sailing boat Cilicia
Karen Balayan on occasion of the completion of its first part of the
traveling. As Armenian President Press Service told ARKA, Kocharian’s
message mentions that Armenia strictly follows the sailing of the
vessel that is a copy of the sailing vessel of the 13th c. of
historic Cilicia. “Today is a joyful day, as after 800 years Cilicia
passed 7 seas with proud carrying the Armenian
flag finally reaching the planned shore – Venice port and casting
anchor near St. Lazarus Island”, the presidential message says. T.M.

CONFERENCE AND PUBLIC ORGANIZATIONS 2004 OPENED IN YEREVAN

YEREVAN, October 15. /ARKA/. Conference and exhibition of Public
Organizations 2004 opened in Yerevan. As Speaker of Armenian
Parliament Arthur Baghdasaryan told, it could be said with confidence
that public organization are well-established institutions in country
and the best evidence of this is the held conferences and the
exhibition. “If we wish to have a country with rich experience of
democracy and strong traditions of rule of law, we must develop
public structures and public organizations.”, Baghdasaryan stressed,
adding that the role of public organizations cannot be overestimated
in strengthening of democracy and value related to rule of law in the
country. Speaker also mentioned that today we have quite efficient
interaction between the Armenian Parliament and public organizations,
reminding that the Speaker has a number of councils attached that are
in these structures and public organizations that have active
participation.
Three-day conference and exhibition “Public Organizations 2004” was
organized by Academy of Education and Democracy (AED), Organization
of World Learning and NGO Center of Armenian Assembly of America. The
event is participated by 280 public organizations representing

CONSTRUCTION WORKS WORTH $7 MLN ARE CONDUCTED IN NAGORNO-KARABAKH
REPUBLIC

STEPANAKERT, October 15. /ARKA/. As of today, construction works
worth $7 mln are conducted in Nagorno-Karabakh Republic (NKR). Due to
it, about 1000 local specialists have jobs, as Naira Melkumyan, the
Executive Director of Hayastan All-Armenian Foundation’s Executive
Director stated in Stepanakert. According to her, schools will be
built in NKR due to the funding from the foundation. At present, a
medical complex corresponding to European standards is built in
Stepanakert, and soon another project on the improvement of water
supply system will be implemented in the city.
Melkumyan also stated that an annual TV-marathon organized by the
Foundation will start on November 21 in Los Angeles. She expressed
her hope that the sum of money collected will increase year by year,
thus allowing to complete the construction of the North-South highway

MOSCOW, October 13 (RIA Novosti) – Next year, reciprocal trips of
Russian and CIS citizens, considering the visa-free system, will
require a reduced list of documents: diplomatic or business
passports, seamen’s or foreign passports, Vremya Novostei reports.

The agreement to change the passport regime was achieved this
September at the 15th session of the consultative council of heads of
the CIS Foreign Ministry consular services.

Russia has signed the agreement on the visa-free border system with
the majority of CIS countries, including Ukraine, Belarus,
Azerbaijan, Kyrgyzstan, Moldova, Kazakhstan, Tajikistan and Armenia.
Russian citizens only need a visa when traveling to Georgia and
Turkmenistan.

According to the Interior Ministry’s 2003 information, over eight
million Russian citizens have foreign passports (as opposed to
internal passports) in Russia. According to the State Statistics
Committee, the number of Russian travelers to CIS countries has
increased by an average of 50% in the past five years. They mainly go
to Ukraine and Belarus. However, only 30% of Russian tourists who
holiday at the Ukrainian seaside have foreign passports.

The Russian Foreign Ministry promises, “to do its best to soften the
consequences of this decision.” Series of interstate agreements are
being drafted to facilitate border crossing for residents of border
areas. Moreover, the visa-free system may remain between Ukraine and
Russia.

A CLASSY strike from the midfielder Marc Bernaus gave Andorra their
first victory in a competitive match with a surprise 1-0 win at home
against Macedonia in a Group One World Cup qualifier yesterday.

Bernaus, who plays for the Spanish Second Division side Elche, cracked
home a superb volley from the edge of the area on the hour to delight
the 200 fans gathered at the Estadi Comunal.

“For Andorra to win a special set of circumstances have to occur,”
said their coach, David Rodrigo. “First, we have to play to 100 per
cent of our ability; second our rivals have to be overconfident;
and third we need a bit of luck – all three of those things happened
today and we should enjoy it while we can.”

Although they have previously beaten Belarus and Albania in friendly
matches, Andorra, who only became members of Fifa in 1996, lost all
their 2002 World Cup and Euro 2004 qualifying games.

The team from the tiny Pyrenean principality began this campaign in
similar fashion, losing their opener 3-0 in Finland and crashing to
a 5-1 defeat at home to Romania last time out.

But Rodrigo’s side, who conceded three goals in the first 16 minutes of
their defeat to Romania, made a far more convincing start by hounding
Macedonia in midfield and giving them little time on the ball in the
first half.

The visitors, who claimed a comprehensive 3-0 win over Armenia in
their opening match and a surprise 2-2 draw also at home against the
Netherlands on Saturday, enjoyed just two half-chances in the opening
45 minutes.

Striker Aco Stojkov was robbed of the ball by Andorra’s Koldo as
he tried to finish off an early attack and the goalkeeper produced
another sharp save to stop defender Txema heading into his own net
in added time.

But it was Andorra who broke the deadlock 15 minutes after the break
when Bernaus volleyed past goalkeeper Jane Nikoloski after chesting
down a long throw-in on the edge of the area.

The home side endured a nervous final quarter as Macedonia piled
forward in search of the equaliser but they produced a fine defensive
display to hold out for a memorable victory leaving the visitors with
just four points from four matches.

“This was a shameful result for us and has effectively ended our hopes
of qualifying,” said Macedonia coach Dragan Kanatlarovski. “I never
thought we would lose and it was certainly the worst performance I’ve
seen from the team since I took charge.”

In Group Eight, Bulgaria recovered from an early setback to hammer
Malta 4-1 in yesterday’s World Cup qualifier in Sofia. Malta’s Michael
Mifsud punished a defensive blunder when he volleyed in a cross from
Stefan Giglio in the 12th minute.

Bulgaria trailed for most of the half, but Dimitar Berbatov levelled
two minutes before the break, heading the ball in after being set up
by Martin Petrov.

Hristo Yanev made it 2-1 to Bulgaria with a free-kick from 25 yards
shortly after the break and then created a second for Berbatov in
the 56th minute. Chavdar Yankov scored from close range three minutes
from time after Bulgaria had squandered several opportunities.

The victory put unbeaten Bulgaria top of Group Eight with seven points,
the same as Croatia who they drew 2-2 with on Saturday.

The Czech Republic kept cool to see off a combative Armenian side
3-0, adding to last weekend’s victory over Romania to bring their
qualifying campaign firmly back on track in Group One.

Striker Jan Koller scored two in Yerevan – his first headed in from
a free-kick after three minutes. Tomas Rosicky also scored with a
crashing drive from outside the penalty area.

Armenia have lost all three of their games and remain firmly bottom
of the group.

related to stability and security in the region will be discussed,

When seeing him in the street, each person becomes kinder and recites
the words he said in a film or in a theatre performance. Yervand
Manarian is such a person. His art makes people happy and gives them
joy. Recently, an arrangement dedicated to the 70-th anniversary of
Yervand Manarian was organized at RA Union of Theatre
Figures. Notwithstanding his age, he remained young and his spirit
sings the eternal song of light, kindness and youth.

Yervand Ghazanchian, Chairman of RA Union of Theatre Workers, pointed
out one of the sides of Yervand Manarian’s talent: “He has the talent
of remaining unnoticed. He does his work in silence without attracting
additional attention to it. As a result, everyone accepts his
works. His color, his kind differs from the one the others have.”

He performed in theatre and cinema. At present he has the theatre of
his own, “Agulis” puppet’s theatre. He thinks that his theatre will
educate “future authorities, future opposition”. But he knows well
that one can become a real artist in the stage and on the screen. “The
artist should work, the artist should play on the stage. How can
someone be an artist by appearing on the stage once a year,” Manarian
says. He is sure that there is much to do to improvethe theatre’s life
in Armenia.

One of our great artists is by our side and the only thing he wants is
to have the opportunity to perform as many beautiful plays as
possible.

“We have not received an official notification with regard to an
agreement allegedly reached between Russia and Armenia allowing the
passage through the Georgian-Russian border of cargo either belonging
to Armenia, or being transported from Armenia to Russia,” Nika
Laghidze, a senior aide at the prime minister’s office, told
Kavkasia-Press.

According to Armenian news agencies, the Armenian and Russian
presidents had agreed in a telephone conversation that Russia would
allow the passage of Armenian cargo through the Lars checkpoint on the
Georgian-Russian border, which is closed. Armenia is also reported to
have been negotiating with the Georgian authorities an unimpeded
passage for its cargoes.

“In any event, the Georgian government will not allow discrimination
against its citizens. As regards transit issues, they can only be
addressed through tripartite talks, especially as they involve the use
of Georgian territory,” Laghidze said, adding that Georgia is
“nobody’s backyard” and it would not allow others to agree behind its
back on transit through its territory. “However, I repeat that this
information about the Russian-Armenian agreement has not been
officially confirmed and should be double-checked,” Laghidze

Hewitt, Nalbandian reach third round in Tokyo

Lleyton Hewitt held off crowd favorite Gouichi Motomura 6-0, 3-6, 6-1 in the
second-round of the Japan Open.
Tokyo, Japan (Sports Network) – Top seeds Lleyton Hewitt of Australia and
David Nalbandian of Argentina highlighted Wednesday’s second-round winners
at the $775,000 Japan Open.

The former world No. 1 Hewitt held off heavy Japanese crowd favorite Gouichi
Motomura 6-0, 3-6, 6-1, while Nalbandian came back to beat Taipei’s
Yeu-Tzuoo Wang 3-6, 7-6 (7-4), 6-2 on the hardcourts at Ariake Colosseum.

Hewitt, who captured this event in 2001, will meet another Japanese, Takao
Suzuki, in the round of 16, while Nalbandian will encounter 16th-seeded

The chairman of the parliament committee of foreign relations and
information Vahram Atanessian undertook the bill `On the protector of
human rights’ which was included in the schedule of the ninth session
of the NKR National Assembly. The bill may be discussed in October. If
the law is adopted, for the first time in our country an ombudsman
will be appointed whose only responsibility will be to protect
people’s rights. The notion of ombudsman first appeared in Sweden. In
the second half of the 20th century most countries of the world
already had the institution of the protector of human rights. Usually
the ombudsman is appointed by the parliament although in some
countries the president also takes part in this, but originally this
is a parliamentary form of protection of human rights. The ombudsman’s
decisions, as a rule, do not have force of law, however, being
included in the report of the ombudsman with a negative shade is a
blow to the carrier of any official. It is notable that the protector
of human rights views the actions not only from the point of view of
correspondence to the law but also to justice and appropriateness. As
a rule the person who is known in public as frank, respectable, able
to work independently is appointed as ombudsman. Who will be ombudsman
in Karabakh after the adoption of the law is not discussed
yet. Perhaps it will be discussed along with the law.

President Robert Kocharyan’s state visit to the People’s Republic of
China has ended. He announced in Shanghai yesterday that Armenia has a
lot to learn from China. The president familiarized himself with big
construction sites and one of the world’s biggest business centres in
Shanghai.

Our countries are far away from each other, divided by vast territory,
culture and civilization, but we have a common point of view and
approaches to issues of vital importance, the Armenian president
stressed.

He expressed his confidence that Armenian-Chinese relations have
prospects of development. Robert Kocharyan is sure that the
negotiations with Chinese President Hu Jintao and other Chinese
government officials in Beijing will continue.
