Nov. 25, 2009 RA Foreign Minister Edward Nalbandyan arrived in Japan on
an official visit to met with Speaker of the House of Representatives
Takahiro Yokomichi. The latter signified Armenia-Japan friendly
relations and expressed a hope that Nalbandyan’s visit will assist
the development of bilateral relations.

The officials discussed issues on cooperation expansion between the
two parliaments in the course of the meeting.

RA FM also met with his Japanese counterpart Katsuya Okada. He
underlined that Nalbandyan is the first high-ranking official from
Caucasian region since holds the office and it is a good opportunity
to discuss steps towards the development of mutual relations. RA FM
presented Okada the stances and priorities of Armenian foreign policy.

The parties also touched upon talks on NKR conflict resolution.

Nalbandyan presented the outcomes of Sargsyan-Aliyev meeting in
Munich. Japan supports negotiation process and the peaceful settlement
of the conflict based on the principles and norms of the international
law within OSCE MG framework. Okada welcomed efforts in Armenia-Turkey
reconciliation, expressing hope that the Protocols will be ratified
and applied to the peace establishment in the region.

November 26, Edward Nalbandyan will meet Crown Prince Naruhito.

Turkish FMs meeting in Greek capital which is to host OSCE Foreign
Minister’s conference on December 1-2, said Turkish Foreign Ministry’s
official representantative Burak Ozugergin. For the time being,
meeting in 3+2 format (OSCE MG and Armenian and Azeri FMs) has been
specified, he noted.

"We have no agreement with Armenian side for now. I don’t say no;
I say there are no specific plans for now," Anatolian News Agency
quotes Turkish official as saying.

minister Edward Nalbandian visited Vatican, where he met with the
Secretary for Relations with States of the Holy See, Archbishop
Dominique Mamberti.

During the meeting the sides expressed satisfaction with the
high level of relations between Armenia and Vatican, as well as
between the Armenian Apostolic Church and the Roman Catholic Church,
expressing confidence that through joint efforts these relations will
be strengthened.

Edward Nalbandian, Archbishop Mamberti also talked about the actual
problems of international relations and the issues to be discussed
at the forthcoming meeting of the Council of OSCE foreign ministers
in Athens.

RA Foreign Minister invited his counterpart from Vatican to visit

MKHITAR MNATSAKANYAN APPOINTED AS RA MINISTER OF LABOR AND SOCIAL AFFAIRS

/PanARMENIAN.Net/ Armenian President Serzh Sargsyan has signed a decree
on relieving Gevorg Petrosyan of the post of Minister of Labor and
Social Affairs. By another presidential decree, Head of NA Standing
Committee on Human Rights, member of Prosperous Armenia party Mkhitar
Mnatsakanyan was appointed to the post, RA government’s information
center reported.

In 1994, Mkhitar Mnatsakanyan was the Director of Red Cross
International Post Traumatic Center. In 1995, he became Director
General of Armenian Red Cross Society and in 2001 assumed the
presidency of the organization.

He was honored with USSR and RA orders. On May 12, 2007, Mkhitar
Mnatsakanyan was elected to the National Assembly from Prosperous
Armenia Party.

The concert dedicated to the 70th anniversary of the Armenian favorite
composer of all young and old Robert Amirkhanyan took place yesterday
in the big Philharmonic hall of A. Khachatryan. The hall was full
with the fans of the works of R. Amirkhanyan.

On the concert were present RA President Serzh Sargsyan, NA Spokesman
Hovik Abrahamyan, Minister of Diaspora Hranush Hakobyan, Minister of
Culture Hasmik Poghosyan, Armenian FM Edward Nalbandian, Minister of
Defense Seyran Ohanyan, Chairman of Public Council Vazgen Manukyan
and other high ranked officials and cultural workers.

Famous and not so much famous musicians congratulated on the
anniversary of the head of the Composers’ Union of Armenia Robert
Amirkhanyan.

"I count my age by the life of the songs which during the years
live not only in my heart but also in the hearts and the soul of
the Armenians", – informed musician Robert Amirkhanyan before he
would start the concert and joked saying that his appearance does
not correspond with his age.

The jubilee concert of the composer started with the kids’ songs
presented by the choir "Little singers of Armenia" conducted by Tigran
Heqeqyan and the former pupil of the mentioned choir, the first winner
of the first "Armenian Superstar" singer Susanna Petrosyan.

All this is a purely political game, the main participants of which –
the South Caucasus countries – estimate it theoretically and view it
as inevitable.

Georgia has taken yet another "historical" decision, this time on
opening the Check-Point "Upper Lars". This decision is almost purely
political, having no economic components. Russia hardly needs this
checkpoint; it is necessary only to Armenia and definitely to Georgia
so that she can somehow save her badly damaged reputation before the
world community.

/PanARMENIAN.Net/ However, in the opinion of Expert on Economic issues
Gia Khukhashvili, Georgia’s interests are not taken into account in
re-opening the checkpoint "Kazbegi" (that’s how the Upper Lars is
called in Tbilisi); with this decision Georgia only helps others.

"Against opening of Zemo Larsi, the Georgian side should have laid
down her conditions and defended her interests to the maximum. In
particular, opening of the checkpoint would fit the Georgian side
if the Russian market opened for Georgian products. It would then
simplify the shift of Georgian people. As far as Russian embargo is
imposed on Georgian products, and a visa regime works for Georgian
citizens, opening of the checkpoint will work only in one direction –
for Armenia, and will be less effective for economic and social sectors
of Georgia. In general, I am not against the opening of Zemo Larsi,
but taking into account that in this case the interest of Georgia is
nil and the Georgian side has not demanded adequate steps against the
opening of Lars, of course I cannot welcome it," declared Khukhashvili,
Civil.ge reports.

By and large, nobody really cares whether Upper Lars will fully operate
or not, apart from Armenia, who really needs the road. But how badly
we need it and how it will work is not clear, if we take into account
that we’ll still have to pay Georgia, or perhaps Russia too, for the
transit of goods. Thus, the economic benefits for Armenia, to put it
mildly, are not substantial. But all this, let us repeat ourselves,
is a purely political game, the main participants of which – the
South Caucasus countries – estimate it theoretically and view it
as inevitable.

We can presume the following scenario, which, though not very likely,
still exists as a hypothesis: Russia and Turkey have agreed that
the latter should exert pressure on Georgia in regard to opening
the checkpoint. In exchange, Russia will help Turkey, at least in
the Turkish-Iranian relations. Of course, she cannot help in the
Armenian-Turkish relations; nobody in the world can. When the U.S.,
European, and Russian officials say that the border problem should
be resolved by the states themselves, it is perceived as a kind of
evasion. But it is the reality, and it is also true about the Karabakh
conflict settlement. Anyone can be a mediator, but final agreement
is up to Stepanakert and Baku.

And what would give this possible scenario to Turkey herself?

Practically nothing, except for some political advantage. The same
is true about Russia. Nevertheless, the Upper Lars can serve as an
example for Ankara to unlock communications. In other words, it could
force Turkey to open the Armenian-Turkish border. However, not now,
not even six months later. Maybe in a year, but we must take into
account that now the world community has more serious problems to
worry about than the Armenian-Turkish border or the Upper Lars.

The world community is now more concerned about Iran and the apparent
deterioration of Turkish-Israeli relations, U.S. relations with Russia
and China, the Palestinian issue, elections of the EU President and
much more. However, all of the above does not mean that the Caucasus
can be ignored, quite the contrary. Just it may so happen that with
the regulation of a number of world problems, the Caucasus and the
Middle East may come to some consensus.

players from 87 countries are participated. Armenia is represented by

Turkish-Armenian Protocols ARF Dashnaktsutyun (ARF) and the "Ramkavar
Liberal" party initiated a meeting bringing together various local
organizations. ARF Bureau representative Hrant Margaryan addressed
that meeting on November 16.

According to Hrant Margaryan, the states relying on their own people
referring able to confront the external pressure on Armenia. According
to him, the Armenian leadership has not made such an attempt, knowing
well that the people living in conditions of social injustice,
widespread corruption, can not become supporting power for any
government.

Hrant Margaryan said that ARF is ready to be consistent in establishing
democracy and social justice in Armenia. "Establishment of social
justice is an unavoidable necessity for any nation to preserve national
sovereignty," Mr. Margaryan stressed.

Speaking about the Armenian-Turkish Protocols, the representative of
ARF Bureau stressed that national divide is more dangerous than these
documents. He called the Armenian people to be alert, emphasizing
that Turkey seeks Armenians’ national disunity and wish to drive a
wedge between Armenia and the Diaspora.

"RA leadership indirectly involved in splitting Armenians," Hrant
Margaryan explained. He also noted that the signing of the Protocols
is a beginning of the new struggle. "We believe in our victory, after
all, the Protocols will be rejected by the Constitutional Court, and
then in parliament, because we have support of the Armenian people,"
Hrant Margaryan said.

court’s Teghout case resolution, Ecolur reported, citing Human Rights
Protection and Democratization Institute president Arpine Galafyan.

In summer 2009, Ecodar, Vanadzor’s Helsinki Office and Transparency
International Anticorruption Center NGOs have twice applied to RA
Administrative Court. First time it was a claim to consider illegal
two positive opinions by the State Environmental Expert Commission
of the Ministry of Nature Protection, the Government decision on
Teghout exploitation, as well as the issuance of license to "Armenian
Copper Program" for Teghout mine development, the second time it was
a appeal for dismissal of the claim. The Administrative has dismissed
both claims.

Commenting on the legal decision, assistant to Vallex Group president
Vahram Ayvazyan stated: "We’re not happy about court’s decision. We’re
confident the legal discussion will once again prove accusations
mentioned to be groundless."

Baku. Lachin Sultanova – APA. Azerbaijan’s Foreign Minister Elmar
Mammadyarov received special representative of the European Union
for the South Caucasus Peter Semneby, the ministry’s press service
told APA.

The sides exchanged views on the current state and prospects of
Azerbaijan-European Union relations. Peter Semneby noted that the
European Union is interested in establishment of close relations with
Azerbaijan and peace in the region.

Elmar Mammadyarov said Azerbaijan is interested in the expansion
of the cooperation with the European Union and underlined the
importance of the Eastern Partnership program. Touching on the
security in the South Caucasus, especially Nagorno Karabakh conflict,
Elmar Mammadyarov regarded the continuation of the status quo as a
result of the occupation of Azerbaijani territories by Armenia as
inadmissible situation. He underlined that the conflict can be solved
only basing on the norms and principles of the international law,
within the framework of Azerbaijan’s territorial integrity. They
exchanged views on various issues of mutual interest.
