`Children of Armenia’ by Michael Bobelian has been just published by
Simon & Schuster. Over 300-page long edition brings forward the yet
unresolved problem of Armenian Genocide.
`Like Native Americans, European Jews and Rwandan Tutsis, Turkish
Armenians seem to have been in the wrong place at the wrong
time. `Children of Armenia,’ Michael Bobelian’s first book, describes
the Ottoman Empire’s 1915 mass extermination of this Christian
minority without getting bogged down in `G-word’ histrionics,’ The
Washington Post reads Oct. 31.
`The purpose of this book is neither to prove the existence nor affirm
the veracity of the Genocide,’ Bobelian writes: The Armenian
holocaust is a historical fact.
`Children of Armenia’ focuses on the Turkish nationalism, world war
weariness, survivor psychology and Cold War squabbling that let the
world forget the unforgettable. Some will flinch at Bobelian’s
lionization of Gourgen Yanikian, an Armenian who shot two Turks in a
revenge plot hatched in the 1970s, but the author stumbles only when
he strays into Armenian exceptionalism, the idea that `no other people
have suffered such a warped fate – a trivialization of their suffering
and a prolonged assault on the authenticity of their experience.’
Bobelian should know that if every culture insists on the supremacy of
its own suffering,
the world will only grow more jaded about stopping current
horrors. Instead, any book about Armenia – no, any exploration of any
genocide =80′ should pose questions relevant to today’s ethnic
cleansings. Otherwise, who will remember the Sudanese? – reads The
Washington Post.

ArmInfo. Strengthening of Armenians’ position on the front line
is interrelated with Armenian President Serzh Sagsyan’s visit to
Nagorno-Karabakh, ‘the known military expert’ Uzeyir Jafarov said in
an interview with a ‘site, which just informs’.

‘This is true to a certain extent.. Because, Sezh Sargsyan, besides
being president of Armenia, is also Supreme Commander of the country.

Moreover, we must not forget that the current Armenian president came
into power whilst there was a war in Nagorno-Karabakh. Especially
because, as I noted above, the current actions of the Armenian
army consistent with the policies pursued by country’s highest
political leadership which are aimed at delaying fair settlement
of the Nagorno-Karabakh conflict’, – the ‘known military expert’
said. Then he said that it is hardly possible that Armenia may start
battle actions and added, who knows why, that ‘this issue once again
indicates Armenians’ skills to exaggerate. I mean Armenia portrays
rather modest army exercises as large-scale maneuvers’. In all
probability, this time ‘the known military expert’ has sexed up a
little, as conducting of any military exercises is never mentioned
in the Armenian press or by Armenian Defence Ministry, since it is a
regular event of the NKR Defence Army. When commenting on ‘surprises’
prepared by Karabakhi servicemen for their Azerbaijani counterparts,
Jafarov said that ‘mining areas on the front line they try to gain
time that Azerbaijan will need to clear territories mined by the
opposite side’ – a hard process.

Almost one-third of Armenia’s population has left the homeland in
the past 20 years, RA Migration department reports.

Russia is the most popular destination point for Armenian migrants,
says Head of the State Migration Agency Irina Davtyan citing a 2009
UN report on migration, Kavkazsky Uzel e-source informs Oct. 29.

"[In Russia] Armenia veers away from the general trend as UN studies
show that most international migrants, as a rule, tend to emigrate
from developing countries to developed ones," stated Davtyan adding
that better job opportunities abroad motivate the outflow, Eurasia.org
reads.

YEREVAN, October 29, /ARKA/. Armenian Prime Minister Tigran Sarkisian
said today government officials, accused by a parliament member of
money laundering, must give public explanations.

According to the prime minister, in an interview to an Armenian
newspaper, ‘168 Zham’ (168 Hours), a non-partisan parliament member
Viktor Dalakian said he knows that some government officials are
engaged in money-laundering operations.

"This is a signal to prosecutors and the Central Bank to give public
explanations to Viktor Daklakian’s statement,’ Tigran Sarkisian said
today while opening the recurrent government session.

The head of the government said Dalakian’s statement is ‘a serious
signal for the government to step up its efforts for revealing
money-laundering instances.

Armenia’s prosecutor general Aghvan Hovsepian said during a recent
meeting of the board of the Office of Prosecutor General, attended
also by officials from the Central Bank and journalists, the focus
was on the joint efforts of the law-enforcement bodies and Central
Bank to fight money laundering.

He also recalled that the Council of Europe’s Moneyval Committee said
in a latest report that Armenia has made substantial progress in the
implementation of recommendations of International Financial Action
Task Force on Money laundering. The Committee of Experts Moneyval of
the Council of Europe monitors and assesses the measures adopted by
member states in the field of prevention and fighting against money
laundering and financing of terrorism in line with recommendations
drawn up by Financial Action Task Force on Money Laundering.

Moneyval at its 30th plenary meeting in late September adopted the
mutual evaluation report of Armenia. In its assessment of Step 3 of
fighting money laundering and financing of terrorism Armenia is in
the 10th position among 25 member countries.

Javakheti political activist Vahagn Chakhalyan.

On September 15 the Member of the European Parliament, Sylvie
Guillaume wrote to European Commissioner for External Relations Benita
Ferrero-Waldner, asking her to draw the attention of the relevant
structures of the EU to the case.

On October 7 Mme. Ferrero-Waldner responded to this letter, stating
that the European Union is following all the developments in
Chakhalyan’s trial through its Delegation in Georgia.

The letter says: Madam, Thank you for your letter dated September 15,
2009 on the situation with national minorities in Georgia. I assure
you that it was given the utmost attention.

As you know, the EU and Georgia, as a part of the Neighborhood policy,
have agreed on a number of ambitious goals. These goals are translated
into specific commitments undertaken by Georgia in the Action Plan,
including the functioning of democratic institutions, the rule of
law and the respect for human rights.

The document also contains provisions on minorities. The commitments
undertaken by Georgia in this field include the rights of ethnic
minorities and their security, respect for property rights and
signing and ratification of the European Charter for Regional or
Minority Languages. All these issues are discussed during our regular
political dialogue with Georgia and are subject to regular review
in the Progress Report that we publish annually for each country
participating in the European Union Neighborhood Policy.

Moreover, the recent strengthening of the Eastern Partnership, both in
its multilateral and bilateral dimensions, will give greater importance
to political dialogue with Georgia. We take every opportunity to
remind the Georgian authorities about the close link between this and
the need for further progress on political pluralism, democracy and
respect for minorities. Moreover, the level of aspiration in relations
with the European Union will depend on the inclusion of these values
into policies and actions undertaken by Georgia.

Please be also advised that additional substantial financial assistance
granted to Georgia for the period of 2008-2010 was accompanied
by renewed commitments, undertaken by the Georgian government on
democracy, the rule of law and independence of the judiciary. We take
these issues very seriously.

Concerning the Justice System, I must tell you that I attach the
highest importance to the project supporting the reforms in the
field, which we assist financially. It is aimed at making justice
more transparent, including implementation of reforms of the Criminal
Justice system of the state and strengthening the Public Defender’s
Office.

Regarding the ongoing trial of Mr. Chakhalyan you mentioned about,
I am pleased to inform you that we follow all the developments through
the careful work of our Delegation to Tbilisi. It follows this process
expeditiously, in close collaboration with the Presidency and Member
States on the spot."

ArmInfo. New Times oppositional party leader Aram Karapetyan met
Special Representative of CE Secretary General to Armenia Silvia Zehe
on October 26.

As the party’s press service reports, A. Karapetyan officially
delivered the Armenian and English versions of his report on March,
2008, events to S. Zehe. The report was addressed to PACE and related
to principal disagreement with the final report of the Interim
Parliamentary Commission on March 1-2 events.

To recall, New Times party leader presented the final report, which
differs from the Interim Commission’s report, on September 28. It says,
in particular, that the persons, directly related to the indicated
events, have never been examind, despite the fact that the Interim
Commission held 47 sessions and 64 working meetings over the whole
period of its activity.

said Turkey was sincerely eager to normalise relations with Armenia.

At a weekly press conference Wednesday, Ozugergin told reporters
that Turkey did not only aim at enhancing relations with Armenia,
but also laying the ground for improvement in relations between
Azerbaijan and Armenia. He said peace and stability could not be
established in Caucasus if all wheels did not turn at the same time.

"We hope that with the progress in Turkish-Armenian relations,
Armenians will be relieved to see that Turkey does not have a secret
agenda and hopefully this will encourage them to adopt a positive
stance in settlement of their issues with Azerbaijan," said Ozugergin.

BAKU, Azerbaijan — Azerbaijan has restored a Turkish flag to a war
memorial after removing it this month during a spat with Ankara.

Relations between the traditional allies were strained when Turkey
restored relations with Armenia this month.

Football fans protesting a game between the Armenian and Turkish teams
were prevented from carrying Azerbaijani flags into the stadium in
Turkey. Reports that the flags were thrown into trash bins caused
Azerbaijan to formally protest and accuse Turkey of disrespecting
its state flag.

Turkey’s flag was then removed from the memorial honoring Turkish
soldiers in Azerbaijan’s capital, Baku.

It was restored late Tuesday after a visit last week by the Turkish
foreign minister.

important development. On 28 October 2009 co-financing agreement was
signed between European Bank for Reconstruction and Development (EBRD)
and HSBC Bank Armenia cjsc. The USD 10 million co-financing agreement
will allow HSBC Armenia to support large corporate borrowers with
their business expansion, which is currently restricted by the "Single
Borrower Normative Ratio" stipulated by the Central Bank of Armenia.

would be politically and economically wrong step", the Georgian
scientist, member of the Abkhazian Academy, professor Bondo Arveladze
told APA Georgian bureau. Arveladze criticized the Turkish-Armenian
talks on the opening of borders. "It is not useful for Georgia. It
is politically and economically wrong decision".

Arveladze is known for his frequent publications in the Georgian press
criticizing the Armenians. He said he was always struggling against
some Armenian writers in Yerevan. "They are falsifying the history
and lying. They don’t like my publications because what I am writing
is true. My publications are based on the facts and I have historic
evidences. I am always against the Dashnaksutyun Armenians. They
caused tragedies in Karabakh, Abkhazia, Tskhinvali by Russian hand.

They claimed for status in Javakhetia now. It is impossible. There
can never be concessions to them in the history and economy. If
the Armenian president Sargsyan, who demands language status for
Armenians, is democrat, why he doesn’t give it to the yazdi Kurds in
Abaran region? Let the Armenians to allow those Kurds to found their
radio and television, to open their schools. It is impossible".
