is required to establish stability in the Caucasus and the region,
Turkish Prime Minister Recep Tayyip Erdogan told a Turkish-Iranian
business forum in Tehran.

"Both Turkey and Iran are interested in the stability in the Caucasus.

Therefore, these problems should be solved through cooperation among
regional countries, " he emphasized.

Erdogan with the Turkish delegation arrived October 27 in Tehran to
participate in the business forum, TRT 2 television reports.

Armavia Carried 574 000 Passengers

Mikhail Baghdasarov , head of Mika Limited and the owner of Armavia
told reporters October 26 in the capital of Bahrain – Manama. "Before
the end of November that number will reach 600 000 passengers, and
by the end of 2009 it will amount to 700 000," he added.

He explained that the passenger traffic will grow when direct flight
to the U.S. and new flights to the Middle East will operate, which,
according to him, will make Armenia a transit city.

Armavia, member of the International Air Transport Association (IATA),
performs about 250 flights a month to over 30 destinations in the
CIS countries, Europe and the Middle East. In 2008 Armavia carried
more than 647 thousand passengers.

A 10-member delegation of North Sindh Urban Services Company (NSUSC)
will leave here on October 20 on a two-day tour of Armenia to study
water supply and sewerage systems in that country. The delegation
will comprise four officials, two taluka nazims, and four members
of NSUSC Board. Engr M A Jabbar, who is a member of the Board, would
accompany as representative of private sector.

The tour has been arranged by AAsian Development Bank (ADB). Sindh
government has constituted the NSUSC for improving municipal water
supply and sewerage systems in northern Sindh. The public sector, in
the absence of private sector, has not been able to deliver services of
the quality against which the purchasing of the same is made possible
by the consumers of the services.

In the overall development dimension of the services provided by
public sector up till now, a massive investment of resources has not
been able to put the services for a just and fair rating to satisfy
the end users. The water supply and sanitation under the public health
engineering in all districts of Sindh, except Karachi, which is handled
by Karachi Water & Sewerage Board (KWSB), is also in a dismal state.

The Asian Development Bank (ADB), which has been providing assistance
and loans to the developing countries for improving the water supply
and sanitation in order to reconcile with the millennium development
goals (MDGs), has also focused on Sindh for the need to improve the
services for the civil society including improvement of water supply
and sanitation in Sindh. To start with, the northern part of Sindh
which includes major urban cities like Sukkur, Khairpur and Larkana
would benefit from the new structural arrangements by forming a
company to work on the pattern of corporate structure with payoffs
against better pay and the better work.

ADB has already provided assistance for such structural transformation
in various countries including Armenia, providing sustainable water
supply and sanitation services in seven provinces to improve public
health and environment. Armenia is a landlocked mountainous country in
southern Caucasus (Transcaucasus), bordered by Turkey in the west,
Georgia in the north, Azerbaijan in the east, and Iran and the
Nakhichevan exclave of Azerbaijan to the south. A former republic
of Soviet Union, Armenia is one of the oldest and most historic
civilisations in the world.

Young Armenian artist exhibits in London

On October 22, Her Majesty’s Ambassador Charles Londsdale hosted a
reception for Armenian artist Arshak Sarkissian. The event, marked
Sarkissian’s forthcoming departure for London, where he will attend
the opening of an exhibition of his recent works. Present at the
Ambassador’s reception were family and friends of Sarkissian, local
artists and art patrons, as well as representatives of museums, and
the Ministry of Culture.

"Meeting and getting to know artists has been one of the greatest
pleasures and inspirations for me in Armenia, and that certainly
includes Arshak’, said HMA Charles Lonsdale. `It’s incredibly hard for
artists to get shown in the UK, so it’s a real tribute to Arshak’s
achievements and talent that he has secured this show at a very
serious gallery in London. We wish Arshak enormous personal success
with this show, but I hope it can also pave the way for other Armenian
artists to become better known in the UK and to arouse interest in
Armenia more generally."

Sarkissian’s much-anticipated London show will open on November 5 at
Albemarle Gallery. He will share billing with renowned Italian master
Luigi Benedicenti. The exhibition will be open through November 28.

`It is an honor to receive the moral support of Ambassador Londsdale,’
Sarkissian said. `Encouragement of this order means the world to an
artist. I am profoundly moved by this gesture, and also very grateful
to Albemarle Gallery for exhibiting my latest works.’

A native of Gyumri, Armenia, Sarkissian has earned critical and
popular acclaim for his signature expressionistic paintings and
sculptures. The recipient of his country’s Presidential Gold Medal for
Fine Arts, he is widely regarded as the visual poet of Yerevan’s youth
culture.

Sarkissian is also noted for a number of high-profile cultural
projects, including his redesign of a section of the Zvartnots
International Airport terminal. Since 1999 his works have been
exhibited throughout the world. Most recently he completed a residency
at New York’s Art Omi International.

The trial of Nikol Pashinian, the editor-in-chief of Haykakan Zhamanak
daily and a leading opposition figure, today resumed with advocates’
motion for Prosecutor Koryun Piloyan’s resignation.

"Piloyan and his colleagues keep the materials of last March clashes
in their drawers and compose trumped-up criminal cases, I demand that
Piloyan abandon the case," said Nikol Pashinian accused of organizing
last year’s deadly clashes in Yerevan between security forces and
opposition protesters.

Pashinian’s Advocate Lusine Sahakian reminded that Prosecutor
Koryun Piloyan had headed the group of prosecutors investigating the
criminal cases on election fraud and violations of the 2008 disputed
presidential election.

"Even the pre-trial body admitted that the criminal cases were the
outcome of the rigged election. If Piloyan couldn’t handle the case of
election frauds, he cannot display a biased approach on this case. He
must turn over the case to another prosecutor," said Lusine Sahakian.

"The motion for the resignation is groundless and is subject to
rejection," said accusant Harutiun Harutiunian.

The court retired to discuss the motion.

Remind that yesterday after two-hour deliberations Judge Mnatsakan
Martirosian rejected the advocates’ motion for the judge’s resignation
accusing the defense of putting undue pressure on the court.

YEREVAN, October 21. /ARKA/. "CJSC "South Caucasian Railway" (SCR)
intends to provide 15% growth of indicators in 2010", said Shevket
Shaydullin, General Director of SCR. "We concentrate on the increase
of efficiency of using tractive rolling stock.

It means management of expenses should be performed by the reduction
of the number of rolling stock and increase of quality", he said
on Wednesday in International Press cCnter "Novosti". Regarding the
implementation of the budget for nine months of 2009, Shaydullin said
that today the main income is coming from transportation and the budget
of the company exceeds 50%. SCR did not increase the tariffs this year.

"We bear responsibility for price increase of energy-carriers and
the indicators of inter-country transportation show significant growth.

But we did not have income according to the budget, despite the fact
that we worked on the level of the previous year and the expenses
are in the frames of normative", he said. During the nine months of
this year the budget supply was implemented by 94% and there is loss
in income.

"Today the net loss in transportation is more than 120 million rubles.

We plan to end the year with net loss of 160 million rubles. It is
related to the fact that today we use the main funds, investment
of technology and the railway itself is being formulated.", said
Shaydullin. CJSC "South Caucasian Railway" is 100% affiliate of Open
JSC "Russian Railway". CJSC "South Caucasian Railway" was transferred
to the concession management of CJSC "SCR" according to Concession
agreement signed on February 13, 2008. The terms of the concession
management is 30 years with the right of prolongation for another 10

"If we imagine for a moment that the Armenian-Turkish commission of
historians comes to the conclusion that no Genocide took place in
Ottoman Turkey, what will become of those countries who have already
recognized the fact of Genocide?" Turkologist Hakob Chakryan stated
during a press conference today.

The analyst also stated that the creation of a commission, its shape
and activities, are not easy issues for Turkey.

At the same time, Chakryan added that this is a very political issue,
and historians have no right to make political decisions.

The parliament of Azerbaijan plans to discuss the Armenia-Turkish
Protocols, reported Trend News.

Zahid Oruj, who was member of the Azerbaijani delegation that
visited Turkey after the Protocols were signed, stated that the
Azeri parliamentarians "will propose steps to prevent the protocols
from being submitted to the Grand National Assembly of Turkey." "The
Azerbaijani side is taking certain diplomatic actions. I think that
various levers of pressure can be used," Oruj said.

The Azeri parliamentarians that proposed the discussions paid a visit
to Turkey and held a meeting with Premier Recep Tayyip Erdogan, who
comforted them by saying that there would be a long period between the
signing of the Protocols and reopening of the Armenian-Turkish border.

The Azerbaijani parliamentarians shared their "favorable impressions"
from their meeting with Erdogan. The Turkish Premier’s assurances,
however, failed to convince the Azerbaijani delegation, and the
country’s Parliament will hold hearings.

SILIVRI, Turkey (CDN) — After three prosecution witnesses testified
yesterday that they didn’t even know two Christians on trial for
"insulting Turkishness and Islam," a defense lawyer called the trial a
"scandal."

Speaking after yesterday’s hearing in the drawn-out trial, defense
attorney Haydar Polat said the case’s initial acceptance by a
state prosecutor in northwestern Turkey was based only on a written
accusation from the local gendarmerie headquarters unaccompanied by
any documentation.

"It’s a scandal," Polat said. "It was a plot, a planned one, but a
very unsuccessful plot, as there is no evidence."

Turkish Christians Hakan Tastan and Turan Topal were arrested in
October 2006; after a two-day investigation they were charged with
allegedly slandering Turkishness and Islam while talking about
their faith with three young men in Silivri, an hour’s drive west
of Istanbul.

Even the three prosecution witnesses who appeared to testify at
Thursday’s (Oct. 15) hearing failed to produce any evidence whatsoever
against Tastan and Topal, who could be jailed for up to two years if
convicted on three separate charges.

Yesterday’s three witnesses, all employed as office personnel for
various court departments in Istanbul, testified that they had never
met or heard of the two Christians on trial. The two court employees
who had requested New Testaments testified that they had initiated
the request themselves.

The first witness, a bailiff in a Petty Offenses Court in Istanbul
for the past 28 years, declared he did not know the defendants or
anyone else in the courtroom.

But he admitted that he had responded to a newspaper ad about 10 years
ago to request a free New Testament. After telephoning the number to
give his address, he said, the book arrived in the mail and is still
in his home.

He also said he had never heard of the church mentioned in the
indictment, although he had once gone to a wedding in a church in
Istanbul’s Balikpazari district, where a large Armenian Orthodox
church is located.

"This is the extent of what I know about this subject," he concluded.

Fidgeting nervously, a second witness stated, "I am not at
all acquainted with the defendants, nor do I know any of these
participants. I was not a witness to any one of the matters in the
indictment. I just go back and forth to my work at the Istanbul State
Prosecutors’ office."

The third person to testify reiterated that he also had no acquaintance
with the defendants or anyone in the courtroom. But he stated under
questioning that he had entered a website on the Internet some five
or six years ago that offered a free New Testament.

"I don’t know or remember the website’s name or contents," the witness
said, "but after checking the box I was asked for some of my identity
details, birth date, job, cell phone – I don’t remember exactly what."

Noting that many shops and markets asked for the same kind of
information, the witness said, "I don’t see any harm in that,"
adding that he would not be an open person if he tried to hide all
his personal details.

For the next hearing set for Jan. 28, 2010, the court has repeated
its summons to three more prosecution witnesses who failed to appear
yesterday: a woman employed in Istanbul’s security police headquarters
and two armed forces personnel whose whereabouts had not yet been
confirmed by the population bureau.

Case ‘Demands Acquittal’ Polat said after the hearing that even though
the Justice Ministry gave permission in February for the case to
continue under Turkey’s controversial Article 301, a loosely-defined
law that criminalizes insulting the Turkish nation, "in my opinion
the documents gathered in the file demand an acquittal."

"There is no information, no document, no details, nothing," Polat
said. "There is just a video, showing the named people together, but
what they are saying cannot be heard. It was shot in an open area, not
a secret place, and there is no indication it was under any pressure."

But prosecution lawyer Murat Inan told Compass, "Of course there is
evidence. That’s why the Justice Ministry continued the case. This is
a large ‘orgut’ [a term connoting an illegal and armed organization],
and they need to be stopped from doing this propaganda here."

At the close of the hearing, Inan told the court that there were
missing issues concerning the judicial legality and activities of the
"Bible research center" linked with the defendants that needed to be
examined and exposed.

Turkish press were conspicuously absent at yesterday’s hearing, and
except for one representative of the Turkish Protestant churches,
there were no observers present.

The first seven hearings in the trial had been mobbed by dozens of
TV and print journalists, focused on ultranationalist lawyer Kemal
Kerincsiz, who led a seven-member legal team for the prosecution.

But since the January 2008 jailing of Kerincsiz and Sevgi Erenerol,
who had accompanied him to all the Silivri trials, Turkish media
interest in the case has dwindled. The two are alleged co-conspirators
in the massive Ergenekon cabal accused of planning to overthrow the
Turkish government.

This week the European Commission’s new "Turkey 2009 Progress Report"
spelled out concerns about the problems of Turkey’s non-Muslim
communities.

"Missionaries are widely perceived as a threat to the integrity of
the country and to the Muslim religion," the Oct. 14 report stated.

"Further efforts are needed to create an environment conducive to
full respect of freedom of religion in particular."

In specific reference to Tastan and Topal’s case, the report noted:
"A court case against two missionaries in Silivri continued; it
was also expanded after the Ministry of Justice allowed judicial
proceedings under Article 301 of the Criminal Code."

The Turkish constitution guarantees freedom of religion to all its
citizens, and the nation’s legal codes specifically protect missionary
activities.

"I trust our laws on this. But psychologically, our judges and
prosecutors are not ready to implement this yet," Polat said. "They
look at Christian missionaries from their own viewpoint; they aren’t
able to look at them in a balanced way."
