YEREVAN, SEPTEMBER 18, NOYAN TAPAN. Below is Armenian President
Serzh Sargsyan’s opening speech (abridged version) at the September
17 thematic consultation "The Current Stage of the Normalization of
Armenian-Turkish Relations".

"I propose making the current stage of the normalization of
Armenian-Turkish relations the subject of today’s discussion. I expect
various formats of discissions on this subject.

Following the publication of the joint statement on normalization
of Armenian-Turkish relations and the initiated protocols, a really
positive and important process has begun.

By inviting President of Turkey to Armenia and initiating all this
process, I have had the purpose to open the window of opportunities
for the normalization of bilateral relations for Armenia and Turkey
and to show that the people who have gone through the ordeal of the
Genocide, and the steadfast country of Armenia ready to defend the
pain of its people actually have enough power to be the first to offer
their hand and to point out the senselessness of moving against the
course of the world development.

Many say that we should negotiate with Turkey, but there is no need
to do it openly and publicly. All of you remember that there have
always been such attempts throughout the history of indpendent
Armenia: indeed, the latest process differs from the rest by its
publicity. However, I believe that this process should be publicized
because the tension existing between us is not a situational one,
this tension is not, so to speak, a war of the creams of societies,
but it is between our societies, and this tension, or frankly speaking,
this animosity is a consequence of the gloomiest page in our history –
the genocide committed in the Ottoman Empire. If we ever normalize
our relations with Turkey, then, in addition to political will of
Armenian and Turkish leaders, the participation of our societies is
necessary. I understand that the publicity has its problems as well
because if the process reaches a deadlock, the contradictions and
the animosity I mentioned will only deepen.

We should be able to understand where we are, what we have and where
we are going.

Where are we? The current stage is the stage of discussion, signing
and possible ratification of the initiated documents. Yes, I consider
it possible that the explanations about some parts of the documents
will not be convincing for some people, even though I am sure this is
almost impossible in case of a comprehensive presentation and impartial
examination. But even in this case does it mean that we experienced
failure regarding some issue, or does it mean that we have opened
a working field for speaking and solving all problems? After all,
do we start or finish with this stage? Let’s speak and understand
together today.

We have two initiated documents and an active process. Let’s reflect
together on what these documents give or take. I am convinced that
you are familiar with the details. How to assess them: as acts giving
answers to the existing questions or as acts creating prerequisites
for solution of the problems? Let’s reason together: do we sacrifice
our convictions and our belief in truth by these documents, or instead
of isolating ourselves in a reserved immaculateness, do we open ways
of bringing them to others’ notice and open a front for work? Let’s
understand it together.

Numerous people now ask me the questions about what my minimum and
maxiumum programs are. I consider the establishment of diplomatic
realtions with Turkey and the opening of borders neither my minimum
program nor the maximum one. I view the completion of this process
as the ensuring of a minimum environment which will allow starting
a dialog with the Turks. We have a lot of problems to solve in the
field of regulating Armenian-Turkish relations, from theoretical and
political problems to historical ones.

Where are we going? Personally, I am going to solve problems. If
we have shut a door for resolving some problem, I would ask you to
indicate it.

Let’s understand these problems together. If we really want to
normalize the relations, whereas I repeat that so far no one
has declared publicly that he as a political force is against the
normalization of relations with the Turks, let’s understand who will
do what, in general, what work we all will do. I think this is the
most important thing".

has been a disaster for the people of the 36th Congressional District,
as her secret effort to kill the Armenian Genocide resolution showed in
2007, she is willing to barter away human rights to satisfy foreign
Turkish interests. We urge all voters in the 36th Congressional
District to cast their ballots for Marcy Winograd in the Democrat
Primary to be held on June 8, 2010," said Kris Demirjian, spokesman
for the Armenian National Committee PAC (ANC-PAC).

Winograd has strongly endorsed the Armenian Genocide resolution,
"I will not only co-sponsor a resolution to recognize the Armenian
genocide, I will work to bring other lawmakers on board as
co-sponsors. History should never be revised to suit the needs of
current geopolitical considerations; to rewrite history or to deny
genocide not only insults the victims and their families, but suggests
we are doomed to repeat the same crimes of ethnic cleansing and mass
murder because we never fully explore the root causes of genocide,"
she said.

Winograd has also expressed her clear support for continued
U.S. developmental and humanitarian aid to Nagorno-Karabakh

YEREVAN, SEPTEMBER 17, NOYAN TAPAN. The territories of Soviet
Azerbaijan which passed under the control of NKR Defence Army
after the war are not subject to returning and are the compensation
resources of Azeri Armenian refugees’ losses. Former Foreign Minister
of NKR Arman Melikian expressed such an opinion at a September 17
conference. According to him, if the Armenian sides in its time had
expressed this position clearly, today there would not be any problems
connected with the bargainings.

"Today it is the time when our basings on not returning or ceding
the territories should be voiced loudly as a final decision which is
not liable for reconsideration," A. Melikian said. According to him,
in the coming year the authorities of Armenia and NKR have serious
tasks to realize connected with this issue."

activity of Diaspora institutions. However, Armenian periodicals in
Ukraine are currently facing funding problems. As reported by Ukrainian
post, "Armyanski Vestnik" with 171 subscribers is a the most popular
periodical; "Aragats" (157 subscribers) and "Kanch" come next.

In 2008, "Armyanski Vestnik" had 366 subscribers, but it already
faced funding problems since it is printed on a different kind of
paper requiring high quality polygraphic standards. The newspaper is
now published in Odessa. Besides the periodicals above, there are
also several journals (such as "Armyanski Vestnik") which will be
published only in case of receiving financial support. "Golub Masisa"
is the only journal published regularly every three months (500 copies)
and disseminated free of charge.

Heritage Party Founder and ex-Leader Raffi Hovhannisian, who resigned
from his duties as MP, is in Armenia and it is he who will decide
the foundations, connected with his decision, to be presented to the
public, Heritage Party representative Stepan Safarian said today.

Safarian, together with the other press conference representative,
co-partisan Zaruhi Postanjyan, warned that he doesn’t wish to speak
on the intraparty situation. Postanjyan advised journalists not to
stir up "so much noise."

"It’s an ordinary situation which can occur in any political party;
we can say that we have already overcome the situation."

"It’s incorrect to publish internal documents without anybody’s
agreement — including documents which are not confidential, but
closed documents," Safaraian said.

He also said that during the last elections, it was Armen Martirosian
who accepted or rejected decisions, according to the party’s
established orders.

Commenting on the statements of ex-members who have left the party who
stated that those decisions have been illegal, Safarian noted that
"all the board decisions were taken in accordance with the party’s
statutes."

Armenian society’s vigilance to preliminarily signed Armenian-Turkish
Protocols, Head of ARFD faction Vahan Hovhannisyan said today during
Parliament’s evening session.

Protocols, according to Hovhannisyan, contain clauses endangering
Armenia’s interests, so the party intends to make amendments therein.

"Although President’s recommendation requires normalization of
ties without preconditions, we see that Protocols express all the
preconditions of Turkish side and contain agreement clauses that give
rise to concerns," Hovhannisyan said,

Municipality’s bans on ARFD’s rallies in Republican Square and five-day
carte blanche for another pro-opposition force clearly demonstrate
that Armenia does really have opposition, Hovhannisyan finds.

The president instructs to establish relations with Turkey without
preconditions but the foreign ministry negotiates so to include
preconditions in mutual agreements making the president appear in the
difficult situation of one who refuses. This mechanism was presented
by the ARF parliamentary faction head Vahan Hovhannisyan who presented
on September 14 the reason why they demand not Serge Sargsyan’s but
Edward Nalbandyan’s resignation. "Our struggle and quarrel is with
the executive body", stated Vahan Hovhannisyan adding that this means
that Serge Sargsyan has to pay attention and to correct the mistake
of the executive body.

Vahan Hovhannisyan does not mention in what case they will demand
Serge Sargsyan’s resignation because according to him, if you say
when you will demand it you will be already demanding it. Vahan
Hovhannisyan notes Dashnaktsutyun repression on the government will
enhance alongside with governmental mistakes.

By the way, Vahan Hovhannisyan states now it is the time when it is
seen what national and not-national forces are.

The international political talks on the two protocols signed between
Armenia and Turkey are going to resume today in Ankara, Turkish media
reports.

According to the media publications Turkish Foreign Minister Ahmet
Davutoglu is going to talk about the Armenian-Turkish agreements at
the Parliament House. After that the Turkish FM will have meetings
with the representatives of political parties.

It’s worth reminding that the consultations will last six weeks. After
that it is supposed that the Parliament will ratify the
document. After the ratification of the documents they will come into
force and the Armenian-Turkish border will be opened.

Sargsyan, who is the head of the organizational committee, was present
today at the opening ceremony of the European Judo Cup in Karen
Demirtchyan Sport and Concert Complex. Governmental press service told
Armenpress that Chairman of European Judo Federation Sergey
Soloveychik awarded Tigran Sargsyan with Gold Medal of European Judo
Federation.
20-year-old girls and boys from 38 countries participate in the
tournament.

Munevver Karabulut’s murder suspect Cem Karipoglu arrested in Armenia

Baku ` APA. Cem Karipoglu wanted in Turkey for six months as a suspect
in Munevver Karabulut’s murder, was arrested in Armenia, APA reports
quoting Turkish Milliyyet newspaper.

Karipoglu was detained by special operational group sent by Istanbul
police, when he tried to leave Armenia for Russia. Karipoglu will be
convoyed to Turkey within 2-3 days.

Ankara negotiated the issue with Iran, Russia and Syria because it has
no diplomatic relations with Armenia and send police group to Armenia
to arrest Karipoglu.

An official statement is expected to be made on Saturday on this
issue.

Armenian Interior Ministry denied few days ago that Karipoglu took
refuge in Armenia.

Karabulut visited Karipoglu on that day and then her decapitated body
was found in garbage can near the Karipoglu’s house.
