Expert urges no linkage between Armenia-Turkey relations and Genocide
recognition or NKR Turkish Caucus Co-Chair and Chairman of the House
Foreign Affairs Subcommittee on Europe, Congressman Robert Wexler
(D-FL), held a hearing yesterday on U.S.-Turkey relations, reported
the Armenian Assembly of America (Assembly). The panel included
Dr. Ian O. Lesser with the German Marshall Fund of the United States,
Dr. Stephen J. Flanagan, Ph.D. with the Center for Strategic and
International Studies and David L. Phillips with the Atlantic Council
of the United States.

Testifying specifically about Armenia-Turkey relations, Phillips
stated that there should be no linkage with respect to normalization
of relations between Armenia and Turkey and affirmation of the
Armenian Genocide. Phillips also indicated that there should be no
linkage between Turkish-Armenian relations and the Nagorno Karabakh
peace process.

"The Armenian government has consistently and repeatedly offered to
normalize relations with Turkey without preconditions only to see
such offers rejected by Turkey," stated Assembly Executive Director
Bryan Ardouny.

"Affirmation of the Armenian Genocide and combating its denial is
a fundamental human rights issue and in no uncertain terms should
be linked to normalization of relations. In addition, there should
be no linkage to Armenia-Turkey relations and the Nagorno Karabakh
peace process," added Ardouny.

Phillips noted that progress in relations will be measured by "actions
and not words" and raised concerns about contradictory statements made
by Turkish leaders. Phillips pointed to the inconsistent statements
of Turkish President Abdullah Gul and Prime Minister Recep Tayyip
Erdogan, in which Gul said that normalization would proceed "without
preconditions," while Erdogan linked it to Nagorno Karabakh.

As reported in Todays Zaman, Erdogan reassured Azerbaijan’s President
stating that "some reports said Turkey gave up on Nagorno-Karabakh
in order to normalize relations with Armenia. This is an outright
lie. I dismiss it…." Erdogan also said Turkey and Azerbaijan were
"one nation with two states" and added that their stance on Nagorno
Karabakh has never changed.

Armenian President Serzh Sargsian criticized Erdogan for linking
Turkey’s lifting of its blockade and establishing diplomatic relations
to the resolution of the Nagorno Karabakh conflict. "Any Turkish
attempt to interfere in the settlement of the Nagorno Karabakh
problem can only harm that process," the President’s office said in
a statement yesterday.

Phillips, who also served as Chairman of the Turkish Armenian
Reconciliation Commission from 2001 to 2004, recalled the tragic
assassination of Hrant Dink, who was prosecuted under Article
301 of the Turkish Penal Code for speaking about the Armenian
Genocide. Phillips indicated that one way to honor the memory and
legacy of Hrant Dink would be to expand track two activities. Phillips
recounted the track two recommendations of TARC, and noted that a
legal opinion by the International Transitional Center for Justice
(ICTJ) concluded that the Armenian Genocide met the United Nations
definition of genocide.

Baku, 15 May: The negotiating process on the resolution of the
Armenian-Azerbaijani conflict is taking place "in a very serious form,"
said Bernard Fassier, French co-chairman of the OSCE (Organization
for Security and Cooperation in Europe) Minsk Group.

"I cannot disclose the details of the current talks, but this process
continues in a very serious form," Fassier told journalists upon his
arrival in Baku from Yerevan, where he earlier held talks with Armenian
President Serzh Sargsyan and Foreign Minister Edvard Nalbandyan.

In Baku, he is planning to meet with Azeri President Ilham Aliyev,
Fassier said.

Fassier’s visit to Azerbaijan will end on Saturday [17 May], he
said. "From here I will go to either Ankara or Paris. I might go to
Ankara for holding consultations," the French co-chairman of the OSCE
Minsk Group said.

Karabakh conflict will be in not interfering with the process. This
was stated by the foreign minister of Armenia Edward Nalbandian during
the meeting with the UK Special Representative for the South Caucasus
Sir Brian Fall. According to the foreign minister, negotiations aimed
at settlement of the Nagorno Karabakh problem are carried out within
the MG OSCE based on Madrid principles, and the two sides are trying
to approximate their positions.

In the course of the meeting the officials discussed the ways of
broadening cooperation between Armenia and the Great Britain. An
agreement was reached about organizing regular meetings between
foreign ministries of Armenia and the Great Britain.

Mr. Brian Fall welcomed the advancement in the settlement of the
Nagorno Karabakh conflict, and Armenian-Turkish reconciliation and
expressed hope that in the nearest future the sides will bring into
life reached agreements.

In the course of the meeting the necessity of peaceful settlement of
the Nagorno Karabakh conflict based on the principles of international
right was stressed, reported press office of the RA foreign ministry.

commented upon Ararat football club’s statement that he failed to
keep his promise to assist Armenian football clubs in European Cup
matches and rejected half-back Romik Khachatryan and forward Alexander
Petrosyan’s claims for being admitted to the club’s official staff.

"As President of Football Federation, I am obliged to assist all
football clubs, but that doesn’t mean I have to break the law. As
regards claims, we declared names of potential participants during the
championship last year. But in a meeting held before the championship
this year, we took a unanimous decision not to accept football players’
claims ahead of time. It’s unjust to see the same football player
represent a different team every other month. The UEFA representatives
who recently arrived here explained to us clearly that such operations
should be carried out via the transfer-window system. Beginning this
year, football players can be transferred from one team to another
only when the transfer window is open. Hereafter, transfers during
championship should be carried out via FIFA," Mr. Hayrapetyan noted.

FFA President also said that President of Ararat football club Hrach
Kaprielyan is not competent in football affairs, and his policy in
the sphere can only hamper development of football in Armenia.

"Ararat puts down its failures to the Football Federation. What
did the club do over the past 10 years to develop football in
Armenia? Nothing. See how much Armenian football benefited by such
football clubs as Mika, Banants, Ulis and Pyunik. Ararat does not
even have a school for young football players. When coached, Ararat
players act on behalf of other well-known clubs. It looks as though
fans of different teams were playing football together. The whole
problem is that people like Kaprielyan and Andreasyan seek to attain
certain goals through blackmail. Ararat is our most reputable club,
whereas its current leadership is trying to exploit the club’s ‘name’
for some private interests. They have neither a sense of victory nor
a sense of shame. They just give hollow promises."

Mr. Hayrapetyan expressed willingness to meet Ararat half-way,
despite the club’s attitude to Football Federation.

"I am nonetheless ready to meet Kaprielyan and Andreasyan half-way. If
they want a separate body of umpires, they are welcome to invite
such umpires from any part of the world at their own expense. I
will allow such services. But I propose that Andreasyan’s name be
forgotten forever. We don’t even know who coaches the club players. If
they succeed in competitions, they will be coached by Andreasyan, if
they don’t, the prospects will be very dim. The more we speak about
Andreasyan, the more his status will rise in people’s estimation. But
he is not a sober man. If it weren’t for FFA, he would lead a battle
against himself."

draft application to Millennium Challenge Corporation for additional
tranche provision, RA Government Press Service reported.

Millennium Challenge Fund -Armenia CEO Ara Hovsepyan noted that the
application for extra tranche contained a request for USD 1,6 million
funding. According to Hovsepyan, means received will be allocated to
rural roads reconstruction in accordance with 2008 Project.

Reconstruction works were resumed in April 2009. 272,9 km of road will
be repaired till June 30, 2010. AMD 1,9 million will be allocated to
reconstruction works in April-May 2009.

Upon receiving ratification by Millennium Challenge Fund -Armenia
Administrative Board chairman, RA Prime Minister Tigran Sargsyan,
the application will be submitted to millennium Challenge Corporation.

Azeri choppers patrol Karabakh front line zone – agency

Agdam, 7 May: Helicopters of Azerbaijan’s Air Force are carrying out
flights in Agdam and Agcabadi districts. APA’s Karabakh bureau has
reported that helicopter gunships are patrolling the contact line [of
the Azerbaijani and Armenian] troops.

To recap, the Armenian armed forces started a large-scale military
exercise in the occupied areas of Agdam District [of Azerbaijan] at
about 1200 yesterday [0700 gmt 6 May 09]. It is reported that the
helicopter flights are linked to Armenians’ drills.

The [Azerbaijani] Defence Ministry press service said in respond to
APA’s question that it was possible that military aircraft [as
published] were carrying out planned flights: "However, it is not
correct to link them to Armenians’ drills. The Azerbaijani army’s all
forces are always combat ready."
