Having cornered about 200000 homeless, half starved IDP (civilians) by
herding them with the help of rocket launching gunships and multibarrel
guns into a narrow stretch of land in the East near Puthumathalan
called the safety zone, Sri Lanka Army (SLA) had now embarked upon
intense attack on the ‘safety zone’. It all started in the early hours
of 12 April Sunday, targeting a place called Pachchaip-pulmoaddai,
aiming for bifurcating and capturing the northern part of the
‘safety zone’ ignoring the international calls for a ceasefire to
avoid genocide of the Tamils, a distinctive ethnic minority.

The Tamil community had been facing the brunt of all Sinhala government
anti-Tamil discrimination, Human rights violations and genocide since
independence in 1948. All the Sinhala Sri-lanka Government’s (GSL)
violence against the Tamils had been well documented. Please refer
, Asian Human Rights Watch website and US-based
Human Rights Watch (HRW) website. The million dollar question is
how come all successive Sri-Lankan government commit this crime on
its minorities under the watchful eyes of the democratic world that
created the UN to protect against such atrocities.

The core aim of The United Nations (UN) an international
organization made up of countries of the world was to maintain
international peace and security and international economic and social
cooperation. Incidentally it was founded on October 24, 1945 in San
Francisco, California and only 192 States are members of the United
Nations. Can the situation in Sri-lanka be attributed to UN failure
to implement or help to implement the various instruments drafted
under its charter?

The UN established many treaties to implement its main
duties. Convention on the Prevention and Punishment of the Crime of
Genocide was adopted by Resolution 260 (III) A of the U.N. General
Assembly on 9 December 1948. It came into force on 12 January 1951. The
word ‘genocide’ was coined in 1944 to name a particularly shocking and
horrific crime of violence. Genocide is the deliberate extermination
of a racial, religious or ethnic group. Genocide, whether committed
in time of peace or in time of war, is a crime under international
law. Many countries signed the Convention, some of whom have since
been party to genocide. Only a few people have been charged with
genocide or complicity in it.

In a more detailed sense, genocide means any of the following acts
committed with intent to destroy, in whole or in part, a national,
ethical, racial or religious group as such: killing members of the
group, causing serious bodily or mental harm to members of the group,
deliberately inflicting on the group conditions of life calculated to
bring about its physical destruction in whole or in part, imposing
measures intended to prevent births within the group, forcible
transferring children of the group to another group etc.

Genocide is mass murder deliberately planned and carried out by
individuals, all of whom are responsible whether they made the plan,
gave the order or carried out the killings, whatever its scale. In
Sri-lanka there are mainly three who are immediately responsible for
genocide both in words and deeds at the moment. They are President
Mahinda Rajapakse who is always seen in native dress (probably
borrowed from Tamils because it is the cultural dress of the Tamils)
and a shawl, his brother Gothabaya Rajapakse and the odd one out with
a Portuguese name military head Fonseka.

It was believed at that time when the Genocide Act was passed that
genocide could never happen again. Contrarily, that it had been put
into practice so many times in one century was even more shocking.

The following were some of the worst genocide of the last century.

1904 NAMIBIA, 1915 ARMENIA, 1932 UKRAINE 1941-45 the HOLOCAUST,
1975 CAMBODIA, 1982 GUATEMALA, 1994 RWANDA, 1995 BOSNIA

In 2009 at the beginning of the early new century and millennium
Sri-Lanka is committing unimaginable genocide of Tamils in front of
the whole world.

The worst deceit of GSL is to use weapons of mass destructions (WMD)
in contravention of the Chemical Weapons Convention (CWC) adopted by
the General Assembly at its forty-seventh session, on 30 November
1992, and signed and ratified by Sri-Lanka in 1993/94. It had used
cluster bombs boldly in the presence of diplomats of all countries in
Colombo a distance of 80 miles from the war zone. US diplomat Mr Rob
Blake who always defended the Sinhalese government against all odds
should have known of this horror and still remained silent without
informing the new President Barack Obama.

The NGO, War Without Witnesses criticised Sri-Lanka for the clandestine
use of chemical weapons in this war against LTTE with photographic
proof. Concerned South Asian Citizens, a forum formed to support
ethnic Lankan Tamils stated "it was feared that the Sinhalese Army
was continuously using thermobaric bomb, which uses a fuel-air
explosive capable of creating pressure equal to that an atom bomb,
for mass killings".

In addition, there are concerns over the use of cluster munitions
by the Sri-Lankan air force in this war because its remnants kill
or maim civilians, including women and children, obstruct economic
and social development, including through the loss of livelihood,
impede post-conflict rehabilitation and reconstruction, delay or
prevent the return of refugees and internally displaced persons, can
negatively impact on national and international peace-building and
humanitarian assistance efforts, and have other severe consequences
that can persist for many years after use,

Because of the serious drawback and grave consequences of the use
of cluster bombs the UN stressed the duties of a state thus "with
respect to cluster munition victims in areas under its jurisdiction
or control shall, in accordance with applicable international
humanitarian and human rights law, adequately provide age- and
gender-sensitive assistance, including medical care, rehabilitation
and psychological support, as well as provide for their social and
economic inclusion. Each State Party shall make every effort to
collect reliable relevant data with respect to cluster munitions
victims". Sri-Lanka cared the least to provide any relief or medical
aid to the victims as complained by NGOs and the state government
medical services. Instead the GSL had imposed a press censorship and
media blackout to hide this macabre scene for the world. Intelligently
Tamils are exposing these atrocities in ‘YouTube’ videos.

Arrogantly, GSL is violating all six human rights treaties based on
the Universal Declaration of Human Rights that Sri-Lanka signed on
11/09/80. They are:- International Covenant on Civil and Political
Rights (ICCPR) International Covenant on Economic, Social and
Cultural Rights (ICESCR) Convention on the Rights of the Child (CRC)
International Convention on the Elimination of All Forms of Racial
Discrimination (CERD) Convention on the Elimination of All Forms of
Discrimination against Women (CEDAW) Convention against Torture and
Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT),

Barbarity is the fore runner of genocide. The brute force directed
towards the civilians revealed this. Impunity to the perpetrators was
another hallmark of genocide. The annihilation of the Armenians began
on the orders Ottoman Turkish leader Taloat Pasha who gave impunity
in his orders "Kill every Armenian, woman, child and man without
concern for anything". The Tamil Centre for Human Rights based in Paris
estimated that 83982 civilians including women, children and elderly
were killed in the current conflict which the government says were
cross fire casualties. Ethnic cleansing is the main modus operandi of
every Sinhalese head of state from 1948 to establish Sinhala domination
all over Sri-Lanka including the TH. They matched their words that
they spelt out to foreign journalist and diplomats with action.

On 11th July 1983during the 1983 pogrom J.R.Jayawardene, Sinhala
Buddhist President of Sri Lanka then told a Daily Telegraph journalist,
"I am not worried about the opinion of the Tamil people… now we
cannot think of them, not about their lives or their opinion… the
more you put pressure in the north (TH of Tamils), the happier
the Sinhala people will be here… Really if I starve the Tamils
out, the Sinhala people will be happy." In fact he did more than
that. He committed genocide of the Tamils culturally, economically
and racially. Sinhala leaders had continuously denied that the Tamil
People were original to sri-lanka and have used that as a reason
for denying them equal rights. Ex president Chandrika Kumaratunge
told Sunday Times (South African newspaper) on October 1998 "only
a minority group (referring to Tamils) is fighting for a separate
homeland, who are not even originals to this country", Therefore they
racially discriminated the Tamils contrary to UN principles. This is
the bone of contention for the Tamils.

State induced pogroms and riots saw many Tamils displaced one or more
times since 1983. The number of Tamils displaced one or more times
reached 100%. One third of the population had fled overseas. Many
villages had been completely erased to the ground and High security
zones were established. The citizens of these areas were sent into
IDP camps. The world watched this silently without raising any
protest. Only Miss Karen Parker HR worker and some NGOs raised their
voices with no good result.

The Sri-Lankan government like Joseph Stalin who caused the Ukraine
holocaust of famine, colonized the rice bowl of the East with Sinhalese
after killing and driving out Tamils residents. They emulated Stalin
and conducted stage managed tour of journalist to show that nothing
undemocratic took place in the East homeland of the Tamils.

The Soviets bolstered their famine denial by duping members of the
foreign press and international celebrities through carefully staged
photo opportunities in the Soviet Union and the Ukraine. The writer
George Bernard Shaw, along with a group of British socialites, visited
the Soviet Union and came away with a favorable impression which he
disseminated to the world. Former French Premier Edouard Herriot was
given a five-day stage-managed tour of the Ukraine, viewing spruced-up
streets in Kiev and inspecting a ‘model’ collective farm. He also
came away with a favorable impression and even declared there was
indeed no famine. Even intelligent world leaders could not identify
the real situation when well stage managed by unscrupulous dictators.

In Sri-Lanka the technique of genocide represented a concentrated and
co-coordinated attack upon all the elements of Tamil nationhood. Not
only physical genocide but also acts aimed at destroying the group’s
culture and livelihood. The Sinhalese had blocked the main A9 highway
with embargo on some vital items needed for development such as
cement and building materials, to starve and inconvenience the
Tamil race in the North and the citizen there are in virtual open
prisons. Over 2000 Hindu temples and 300 churches were destroyed by
aerial bombing or tank fire. Children education had been affected for
the last two decades. One third of the children are drop outs. There
is malnutrition and the infant mortality rate had quadrupled since
before the war. &0% of the people in the TH are below poverty line
as their regular employment and occupation had been curtailed by army
curfew, fights and other hazards.

The Tamil race had come to their low ebb of their endurance. The TH is
scorched earth now. Unless this genocide is stopped immediately under
power vested under UN charter 39-42 military measures the genocide
will be another blot on the current century. Historians will blame
those in power now. Discretion is the better part of Valour.

Georgian Court University To Host Holocaust Exhibit

OCEAN COUNTY – Georgian Court University will present a multimedia
Holocaust Memorial Exhibit through April 24 in the university’s
M. Christina Geis Art Gallery. The exhibit, timed to correspond with
Holocaust Remembrance Day on April 21, will include children’s books,
historic and modern photographs, maps, posters and text panels.

"This impor tant exhibit will take the viewer along a journey of one
of humanity’s darkest times," says Kathleen Settles, gallery director,
and one of the exhibit organizers. "The purpose of the exhibit is to
promote awareness, teach tolerance, inspire compassion and hopefully
enlist the viewer to an allegiance of goodwill toward all of humanity."

According to Lisa A. Festa, Ph.D., an assistant professor of
art history who also helped to organize the display, the exhibit
will feature a history of anti- Semitism throughout the ages, a
timeline of the rise of Hitler and the Nazi party, and focus on the
implementation of laws against Jews as well as the Nazis’ censorship
of art and culture.

The exhibition will continue with a spotlight on the ghettos of Warsaw,
Poland and Terezín, Czechoslovakia, as well as the concentration
camps of Dachau, Germany and Auschwitz/ Birkenau, Poland. It will
also feature the liberation of the camps near the end of the war. The
exhibition will further pay tribute to several rescuers and the
"righteous among nations," and will end with a display about genocides
in other lands after World War II.

"It is hoped that viewers will leave the exhibition with a sense of
compassion and enlightenment, as well as a motivation and personal
drive to help change current events in order to ensure that genocide
never happens again," says Dr. Festa.

The exhibit coincides with Yom HaShoah, or Holocaust Remembrance
Day, a day set aside to commemorate the lives and heroism of the
six million Jewish people who died in the Holocaust between 1933 and
1945. The exhibit closes on the anniversary of the onset of the Great
Catastrophe, the Armenian genocide of 1.5 million people that began
in 1915.

In addition to Ms. Settles and Dr. Festa, the exhibit was organized
and compiled with the assistance of Jose Gonzalez, lecturer in art.

The M. Christina Geis Art Gallery spotlights works of established
and upand coming artists in diverse media. The gallery is located on
the second floor of the Arts and Science Center on Georgian Cour t’s
Lakewood campus. Galler y hours are Monday through Thursday from 9
a.m. to 8 p.m. and Friday from 9 a.m. to 5 p.m. The exhibit is free

snow-inflicted damage to gardens, Agriculture Minister Aramayis
Grigoryan said on Tuesday.

In recent days, show fell in Armenia. Such late snowfalls are unusual
for the country. The previous snowfall was on April 24, 2007.

The minister said that the temperature subsided for a short period
of time and the cold was not so severe.

He said Ararat Valley and northern territories have borne the brunt
of the disaster.

The meeting of the Ministers of Internal Affairs of the member states
of the Collective Security Treaty Organization (CSTO) will take place
on April, 17th in Yerevan, "Kazakhstan Today" agency reports agency
reports citing the press service of the CSTO Secretariat.

According to the press service, the agenda of the meeting includes
the questions of creation and functioning of the Collective Rapid
Response Forces (CRRF) and organization of cooperation between the
law enforcement bodies in the CSTO format.

The joint tactical-special exercises of special divisions of the
Ministry of Internal Affairs of Russia and police of Armenia on
release of hostages is planned to take place.

The decision on creation of CRRF was accepted by the leaders of the
CSTO member states at the extraordinary session of the Council of
Collective Security on February, 4th, 2009.

Turkey Key To Washington’s Geopolitical Pivot

TURKEY KEY TO WASHINGTON’S GEOPOLITICAL PIVOT

The recent visit of US President Obama to Turkey was far more
significant than the President’s speech would suggest. For Washington
Turkey today has become a geopolitical "pivot state" which is in the
position to tilt the Eurasian power equation towards Washington or
significantly away from it depending on how Turkey develops its ties
with Moscow and its role regarding key energy pipelines.

If Ankara decides to collaborate more closely with Russia, Georgia’s
position is precarious and Azerbaijan’s natural gas pipeline route to
Europe, the so-called Nabucco Pipeline, is blocked. If it cooperates
with the United States and manages to reach a stable treaty with
Armenia under US auspices, the Russian position in the Caucasus is
weakened and an alternative route for natural gas to Europe opens up,
decreasing Russian leverage against Europe.

For Washington the key to bringing Germany into closer cooperation with
the US is to weaken German dependence on Russian energy flows. Twice in
the past three winters Washington has covertly incited its hand-picked
President in Ukraine, Viktor Yushchenko to arrange an arbitrary cut
off of Russian gas flows to Germany and other EU destinations. The only
purpose of the actions was to convince EU governments that Russia was
not a reliable energy partner. Now, with the Obama visit to Ankara,
Washington is attempting to win Turkish support for its troubled
Nabucco alternative gas pipeline through Turkey from Azerbaijan which
would theoretically at least lessen EU dependence on Russian gas.

The Turkish-EU problem However willing Turkish Prime Minister Erdogan
might be to accommodate Obama, the question of Turkish relations with
the EU is inextricably linked with the troublesome issue of Turkish
membership to the EU, a move vehemently opposed by France and also
less openly by Germany.

Turkey is one of the only routes energy from new sources can cross
to Europe from the Middle East, Central Asia or the Caucasus. If
Turkey — which has considerable influence in the Caucasus, Central
Asia, Ukraine, the Middle East and the Balkans — is prepared to ally
with the United States, Russia is on the defensive and German ties to
Russia weaken considerably. If Turkey decides to cooperate with Russia
instead, Russia retains the initiative and Germany is dependent on
Russian energy. Since it became clear in Moscow that US strategy was
to extend NATO to Russia’s front door via Ukraine and Georgia, Russia
has moved to use its economic "carrot" its vast natural gas resources,
to at the very least neutralize Western Europe, especially Germany,
towards Russia. It is notable in that regard that the man chosen as
Russia’s President in December 1999 had spent a significant part of
his KGB career in Germany.

Turkey and the US Game It is becoming clear that Obama and Washington
are playing a deeper game. A few weeks before the meetings, when it
had become obvious that the Europeans were not going to bend on the
issues such as troops for Afghanistan or more economic stimulus that
concerned the United States, Obama scheduled the trip to Turkey.

During the recent EU meetings in Prague Obama actively backed Turkey’s
application for EU membership knowing well that that put especially
France and Germany in a difficult position as EU membership would
allow free migration which many EU countries fear. Obama deliberately
confronted EU states with this knowing he was playing with geopolitical
fire, especially as the US is no member of the EU. It was a deliberate
and cheap way to score points with the Erdogan government of Turkey.

During the NATO meeting, a key item on the agenda was the selection
of a new alliance secretary-general. The favorite was former Danish
Prime Minister Anders Fogh Rasmussen. Turkey opposed him because of
his defense of cartoons depicting the Prophet Mohammed published in
a Danish magazine. NATO operates on consensus, so any one member can
block Rasmussen. The Turks backed off the veto, and in return won
two key positions in NATO, including that of deputy secretary-general.

Turkey thereby boosted its standing in NATO, got Obama to vigorously
defend the Turkish application for membership in the European Union,
which of course the United States does not belong to. Obama then
went to Turkey for a key international meeting that will allow him
to further position the United States in relation to Islam.

The Russian Dimension

During US-Russian talks there had been no fundamental shift by Obama
from the earlier position of the Bush Administration. Russia rejects
Washington’s idea of pressuring IUran on their nuclear program in
return for a bargain of an undefined nature with Washington over US
planned missile and radar bases in Poland and the Czech Republic. The
US claimed it need not rely on Russia to bring military and other
supplies into Afghanistan, claiming it had reached agreement
with Ukraine to transship mililtary supplies, a move designed by
Washington to increase friction between Moscow and Kiew. Moreover,
the NATO communique did not abandon the idea of Ukraine and Georgia
being admitted to NATO. The key geopolitical prize for Washington
remains Moscow but clearly Turkey is being wooed by Obama to play a
role in that game.

Germany will clearly not join Obama in blocking Russia. Not only does
Germany depend on Russia for energy supplies. She has no desire to
confront a Russia that Berlin sees as no real immediate threat to
Germany. For Berlin, at least now, they are not going to address the
Russian question.

At the same time, an extremely important event between Turkey and
Armenia is shaping up. Armenians had long held Turkey responsible for
the mass murder of Armenians during and after World War I, a charge
the Turks have denied. The US Congress is considering a provocative
resolution condeming "Turkish genocide" agianst Armenians. Turkey is
highly sensitive to these charges, and Congressional passage of such
a resolution would have meant a Turkish break in diplomatic relations
with Washington. Now since the Obama visit Ankara has begun to discuss
an agreement with Armenia including diplomatic relations which would
eliminate the impact of any potential US Congress resolution.

A Turkish opening to Armenia would alter the balance of power in
the entire region. Since the August 2008 Georgia-Russia conflict
the Caucasus, a strategically vital area to Moscow has been
unstable. Russian troops remain in South Ossetia. Russia also has
troops in Armenia meaning Russia has Georgia surrounded.

Turkey is the key link in this complex game of geopolitical balance of
power between Washington and Moscow. If Turkey decides to collaborate
with Russia Georgia’s position becomes very insecure and Azerbaijan’s
possible pipeline route to Europe is blocked. If Turkey decides
to cooperate with Washington and at the same time reaches a stable
agreement with Armenia under US guidance, Russia’s entire position
in the Caucasus is weakened and an alternative route for natural
gas to Europe becomes available, reducing Russian leverage against
Western Europe.

Therefore, having sat through fruitless meetings with the Europeans,
Obama chose not to cause a pointless confrontation with a Europe
that is out of options. Instead, Obama completed his trip by going
to Turkey to discuss what the treaty with Armenia means and to try
to convince the Turks to play for high stakes by challenging Russia
in the Caucasus, rather than playing Russia’s junior partner.

The most important Obama speech in his European tour came after Turkey
won key posts in the NATO political structure with US backing. In his
speech Obama sided with Turkey against the EU and in effect showed
Turkey Washington was behind her. Obama’s speech addressed Turkey as
an emerging regional power, which was well received in Ankara. The
sweet words will cost Turkey dearly if it acts on them.

Moscow is not sitting passively by as Washington woos Turkey. Turkish
President Abdullah Gul paid a four-day visit to the Russian Federation
this February, where he met with President Dmitry Medvedev, Prime
Minister Putin, and also traveled to Kazan, the capital of Tatarstan,
where he discussed joint investments. Gul was accompanied by his
minister for foreign trade and minister of energy, as well as a large
delegation of Turkish businessmen. The stakes in this complex three-way
Great Game for domination of Eurasia have been raised significantly
following the Obama trip to Ankara. Turkey imports 65 percent of its
natural gas and 25 percent of its oil from Russia. Therefore, Turkey
is also developing a growing dependency on Russian energy resources,
including coal.

On March 27, 2009, a memorandum was signed between the Azerbaijani
oil company SOCAR and Russia’s Gazprom. The memorandum includes a
statement of deliveries, beginning in January 2010, of Azerbaijani
natural gas to Russia.

Gazprom was particularly interested in signing such an agreement
with Azerbaijan, not the least because Azerbaijan is the only state
outside Iran or Turkmenistan, both of which are problematic, that
could supply gas to the planned EU Nabucco pipeline, for transporting
natural gas from Azerbaijan and the Central Asia states through
Turkey to south-eastern Europe. In reality, gas may come only from
Azerbaijan. Russia has proposed an alternative to Nabucco project,
South Stream, also in need of Azerbaijani gas, so in effect Russia
weakens the chances of realization of Nabucco. Obama strategy is
clearly not less confrontational with Russia. It is merely playing
with a slightly different deck of cards than did Cheney and Bush.

The Turkish government has signed another prominent former
congressional leader to join its K Street team, The Hill, a
congressional newspaper published daily when the US Congress is in
session, has reported.

"Former House Speaker Dennis Hastert [R-Ill.] and others at
his firm, Dickstein Shapiro, are working on a $35,000-per-month
contract for Turkey, according to records on file with the Justice
Department. Hastert was the longest-serving Republican House Speaker
until he retired from his seat after the 2006 midterm elections. He
joined Dickstein in June 2008," The Hill, which has a special focus
on business and lobbying, political campaigns and goings on at Capitol
Hill, reported on Friday.

The report drew a swift reaction from the US based-Armenian diaspora,
with the Armenian Assembly of America reporting on its Web site the
same day that Hastert’s contract was "part of [Turkey’s] continuing
campaign to pressure President Barack Obama, his administration and
the US Congress to sweep history under the rug."

According to The Hill, the agreement is a subcontract between
Hastert’s firm and the Gephardt Group, founded by Richard Gephardt,
an ex-Missouri congressman who served as the Democratic House leader
for several years. Gephardt and others at DLA Piper replaced the
Livingston Group, longtime lobbyists for Turkey, as its Washington
representatives last year.

"In a Feb. 27 letter to Thomas O’Donnell, Gephardt’s former chief of
staff and executive vice president at his firm, Dickstein partner
Robert Mangas says he and Hastert ‘will be principally involved in
the representation’ of Turkey. Mangas says in the letter that the firm
will serve as Turkey’s counsel, ‘in connection with the extension and
strengthening of the Turkish-American relationship’ in several areas,
such as trade, energy security and counterterrorism efforts," The
Hill said, while noting that one issue Hastert and others lobbying for
Turkey will have to deal with this year is a congressional resolution
that defines the killing of Anatolian Armenians by Ottoman Turks
during World War I.

Within the framework of his visit to the Islamic Republic of Iran the
President of Armenia, Serzh Sargsyan, had a meeting with the Chairman
of Majlis Ali Larijani. The interlocutors ranked high the activity
of the Armenian-Iranian Deputy Friendship Group, emphasizing the
importance of parliamentary cooperation for the reinforcement and
development of friendship between the two countries and peoples.

Speaking about bilateral projects, Ali Larijani said those are
realizable.

At the request of the Chairman of Majlis, President Serzh Sargsyan
presented the anti-crisis measures the Aremnain authorities have
taken. The parties exchanged views on different issues on the regional
and international agenda.

Turkey brilliantly accomplished its objectives in the first round of
negotiations ostensibly to open the border with Armenia.

Ever since 1993, when Turkish leaders closed the border, they set
two main preconditions for its reopening. Armenia must: 1) Stop
pursuing international recognition of the Armenian Genocide; and 2)
Return Artsakh (Karabagh) to Azerbaijan.

Despite persistent Turkish attempts to impose such harsh terms on
Armenia, successive Armenian governments have declared that diplomatic
relations should be established and the border reopened without any
preconditions.

Thus, the standstill continues until today.

During the past year, however, a series of unexpected developments
provided new impetus for Armenia and Turkey to repair their contentious
relationship.

Both countries, under pressure from the U.S. and Europe, were now
prodded by a new major actor, Russia, to open the Armenian-Turkish
border. As owner of major businesses in Armenia, Russia sought to
establish cross border trade with Turkey, thereby also diminishing
Georgia’s strategic significance as a sole transit route for the
region.

The turmoil in the aftermath of the contested Armenian presidential
election last year rendered the new leaders more sensitive to demands
from the major powers, expecting in return their support to counter
the=2 0 opposition at home. To be fair, the Armenian government
believed that opening the border was also in Armenia’s own economic
interest.

Moreover, when Armenia’s imports through Georgia were temporarily
blocked during last year’s Georgian-Russian war, Armenian officials
realized the strategic value of having an alternate border outlet.

Turkey also stood to gain both economically and politically from an
open border with Armenia because: 1) The population of Turkey’s eastern
provinces, living in abject poverty, would significantly benefit from
trading with Armenia; 2) Turkey would fulfill one of the prerequisites
for European Union membership; and 3) Ankara hoped to preempt the
White House and Congress from taking a stand on the Armenian Genocide.

Despite such clear and immediate advantages, Turkish officials
prolonged the negotiations, in order to secure maximum concessions
from Armenia in return for opening the border.

The first glimmer of a breakthrough came on June 23, 2008, when
Armenia’s newly-elected President, Serge Sargsyan, unexpectedly
announced, during a Moscow visit, his acceptance of a Turkish proposal
to form a "historical commission." However, the Armenian President
insisted that the commission would be established "only after the
opening of the border." Later, the Armenian side announced that it
would accept the establishment an inter-governmental commission that
would discuss all outstanding issues between th e two countries.

As it became clear in late 2008 that Barack Obama would win the
presidency and probably keep his promise to recognize the Armenian
Genocide, the Turkish government launched a propaganda campaign to
convince the international community that Armenia and Turkey were
engaged in delicate negotiations which would be undermined if third
countries acknowledged the Genocide. Clearly, the Turks were not
sincere in their declared intentions.

Had they been serious, the border could have been opened in a matter
of days, not months or years! At the height of that campaign, the
Presidents of Armenia and Turkey held a summit meeting in Yerevan on
the sidelines of a soccer match between their national teams. Armenians
were encouraged that Turkish officials made no mention of their usual
preconditions for Armenia to desist from genocide recognition and to
make concessions on Artsakh.

Pres. Obama’s visit to Turkey last week had a critical impact on
the development of Armenian-Turkish relations. Judging from his
circumspect remarks in Ankara, it became clear that the American
President had adopted the duplicitous Turkish line that third parties
should not comment on the Armenian Genocide while Armenia and Turkey
were engaged in serious negotiations.

This carefully orchestrated Turkish ploy, however, almost fell
apart at the last minute when Pres. Aliyev of Azerbaijan refused
to go to Istanbul and meet with Pres. Obama. Aliyev was upset that
Turkey was considering opening the border with Armenia while ignoring
Baku’s interests. To reassure Aliyev, Turkish Prime Minister Erdogan
announced that the border would not be opened until Yerevan resolved
its conflict with Azerbaijan. Armenia’s Foreign Minister Edward
Nalbandian, objecting that Turkey was reviving its old preconditions,
canceled his trip to Istanbul. However, he ended up taking a later
flight, possibly at the urging of American officials. Aliyev,
on the other hand, remained steadfast in his refusal to go to
Turkey. Mr. Nalbandian’s presence in Istanbul regrettably gave credence
to Turkish misrepresentations that the two countries were making good
progress in their negotiations.

Thus, Turkey managed to fool Pres. Obama and other world leaders into
thinking that it was seriously trying to resolve its long-strained
relations with Armenia. Consequently, Turkish officials were showered
with many accolades and received priceless publicity. The Economist
magazine aptly pointed out: "Turkey basks in the glory of a two-day
visit by Barack Obama."

To be sure, the Turks managed to get maximal public relations benefits
by simply talking about opening the border and succeeded in convincing
Pres.

Obama that it was not a good idea to acknowledge the Armenian Genocide
while in Ankara. It remains to be seen whether Turkey has also secured
the President’s silence on April 24!

Round 2 of t he Turkish ploy is now in full swing, with Azerbaijan
threatening to take all sorts of measures against Turkey should the
latter dare to open the border with Armenia, without linking such
action to territorial concessions on Artsakh. The entire population
of Azerbaijan has been whipped into frenzy over this issue. Opposition
leaders in Turkey are also up in arms, accusing Erdogan of abandoning
"fraternal Azerbaijan’s" interests. Pres. Obama, upon his return to
the White House, immediately phoned Pres. Aliyev to assure him of
America’s support for the resolution of the Artsakh conflict as well
as normalizing Armenian-Turkish relations.

While the charade goes on, Armenia’s leaders continue to make
surprisingly positive statements about their negotiations with Turkey,
despite repeated announcements by Turkish officials that the border
will not be opened until Yerevan makes concessions on Artsakh.

It now appears that Turkey will place the border negotiations on the
back burner until the Minsk Group, composed of the United States,
Russia and France, can come up with some evidence of progress on the
Artsakh negotiations. Only then would Turkey consider opening the
border with Armenia.

To counter these Turkish/Azeri ploys:

1. Armenia’s leaders should start playing hardball with Turkey and
Azerbaijan and not get overly concerned with making a good impression
on the major powers in trying to accommo date their demands.

2. Armenia should stick to its long-avowed position of no preconditions
for opening the border and establishing diplomatic relations with
Turkey, and resist pressures from Russia, the U.S., and Europe.

3. Armenia should consider setting October 7 as a deadline for opening
the border. In case of Turkish inaction by that time, Pres. Sargsyan
should refuse to go to Turkey for the return soccer match, thus
exposing Turkey’s ploy on improving relations with Armenia.

4. Long in advance of any border accord, the Armenian Parliament should
safeguard Armenia’s national security by prohibiting all foreigners
from purchasing land in sensitive border areas and making investments
in certain strategic resources.

5. Armenia and Armenian-Americans should condemn, in the strongest
possible terms, Pres. Gul’s blatant denial of the Armenian
Genocide during a joint press conference with Pres. Obama in Ankara
last week, televised live worldwide. To set the record straight,
Armenian-Americans should immediately submit to the U.S. Senate the
counterpart of the House genocide resolution.

After all, it makes more sense to pass such a bill in the Senate,
which has never approved a resolution on the Armenian Genocide, rather
than in the House which has already adopted two such resolutions in
1975 and 1984.
