ISSUES OF ARMENIA’S LABOR MARKET TO BE DISCUSSED AT A CONFERENCE

A conference will be called in April to find ways of solution of the
issues existing in Armenia’s labor market.

Labor and Social Affairs Ministers Arsen Hambardzumian told Armenpress
that during the conference the support of the Armenian and different
international organizations functioning in Armenia will be assessed.

Representatives of International Monetary Fund, Asian Development Bank,
World Bank and others will participate in the event.

Referring to the impact of the world economic crisis on Armenia’s
labor market, A. Hambardzumian noted that the existing situation is
concerning but not alarming yet. "The consequences of the economic
crisis will have their impact on the labor market and it is not
possible to prevent it. Some impact is already notable but the
situation is under control. We know the official statistics and it
makes us work more effectively," Hambardzumian said. He also added
that the ministry has put new issues in front of it and must do its
best to find effective solutions within the circles of its abilities
and budget.

Aghdam. Teymur Zahidoghlu -APA. Armenian army started the next phase
of large-scale military exercises in the occupied part of Azerbaijan’s
Aghdam region at 10:00 today.

As APA’s Karabagh Bureau reports, heavy and armored vehicle firing
and arsons they committed are heard and observed near-front areas of
Aghdam. The military exercises are expected to continue 5-7 days not
only in Aghdam, but also in Aghdere.

It should be noted that Armenian armed forces have staged war games
in the occupied lands of Azerbaijan with involvement of artillery,
armored vehicles and troops for 3 days.

Mar 11, 2009 (BBC Monitoring via COMTEX) — According to some economic
experts, Turkey has already suggested to Armenia that it participate
in the construction of a new unit of Armenia’s nuclear power station.

Speaking about the idea of the construction of a new nuclear power
plant at the 6th international economic forum on 21 February [in
Armenia], Prime Minister Tigran Sargsyan said it would have the role
of a "stabiliser" in the region. Sargsyan said the government was
interested in Turkey’s and Russia’s participation in this project. The
prime minister said: "We are ready for dialogue and discussions
with them".

Several economic experts and political figures criticized the prime
minister’s statement. Some believe that Turkey’s participation in
the construction of the nuclear power plant’s new unit would not be
appropriate economically or politically. Moreover, this would have
a negative impact on relations between the two countries.

Political expert Andranik Tevanyan told Aravot that the prime
minister’s suggestion would be a surprise for the Turks. He said:
"We invite the Turks to take part in the construction of the nuclear
power plant: I believe this will be a surprise for them and they will
not know what to do in response. I am sure that this statement [by the
prime minister] will be disavowed some time later, the same way the
statements regarding the rouble zone were disavowed. We have already
such an experience. Any project can be announced and then disowned."

Council (after 2008 post election unrest) and setting up a joint
Armenian-Turkish commission to study the Armenian genocide have also
been abandoned.]

The head of the Centre for Economic Cooperation and Research, Gagik
Torosyan, believes it is very realistic that Turkey can make investment
in Armenia for the construction of a new energy block.

Aravot also tried to find out Energy and National Resources Minister
Armen Movsisyan’s position on Turkey’s participation in the new energy
block of the power plant. The information service of the ministry told
Aravot that the minister considers possible the participation of all
countries, including Turkey, which will be able to make corresponding
financial investments.

The Agency of State Procurements has already announced an open
tender of management services with the purpose of the construction
of the new nuclear energy block. All persons, irrespective of being a
foreigner or not, any organization or any person without citizenship
can participate in the tender.

ArmInfo. Deputy Foreign Minister of Azerbaijan Araz Azimov ‘does
not rule out future contacts with the Armenian community of Nagorno
Karabakh’, A. Azimov said in an interview with BBC. To recall,
at the suit of official Baku, the negotiations on Nagorno Karabakh
conflict settlement are still running without direct participation of
the Karabakh party. Moreover, Azerbaijan refuses of any cooperation
with Armenia and NKR until conflict settlement.

Nevertheless, when asked will it be easier to solve the problem if
Azerbaijan starts directly contacting with them (Karabakh party –
ed.), Azimov replied: ‘We have never denied the opportunity of contacts
with the Armenian community of Karabakh. Such contacts in the future
are not ruled out. Moreover, they will be used when we approach the
stage of discussion of the issues concerning the social life of these
communities in Nagorno Karabakh, the issues of administration and
their security’.

"Armenia speaks about the nations’ right for self-determination and the
people living there when speaking about the Karabakh conflict, while
Azerbaijan speaks about the territorial integrity". A. Azimov somewhat
disagreed with the opinion saying the parties speak either about the
people or the territories. According to him, when talking about the
territoria l integrity, Azerbaijan always claims that a population,
consisting of two communities at least – Azerbaijani and Armenian,
will live in the territory of Nagorno Karabakh region in the structure
of Azerbaijan. When the Armenian party speaks about the problem of a
population, it means only the Armenian community. ‘Unfortunately, we
have not yet achieved full understanding and definition as regards the
necessity of returning the Azerbaijani population to the region. It
is not a question of the seven regions around Karabakh. The final
target of Azerbaijan is recovery of the territorial integrity and
peace among the communities in the NKR region and not return of the
seven regions’, A. Azimov said.

of UN Commission on the Status of Women was held on March 23, during
which the election of Commission’s new Chairman and Bureau took place.

As Noyan Tapan was informed by the RA Foreign Ministry Press and
Information Department, Resident Representative of Armenia to UN,
Ambassador Armen Martirosian was elected Commission Chairman for
two years’ term. Roberto Storaci (Italy), Takashi Arshiki (Japan),

Newly uncovered Armenian Genocide photos revealed

Washington, DC – Earlier this month, the Armenian Assembly of America
(Assembly), under the leadership of Chairman of the Board of Trustees
Hirair Hovnanian and Advocacy Conference Co-Chairs, Annie Totah, Rachel
Kaprielian and Peter Kezirian, Jr., held its 2009 National Advocacy
Conference in Washington, DC.

In spite of the economic hardships facing our nation and the surprise
March winter snowstorm that blanketed much of the East Coast, trustees,
members, advocates and young professionals converged on the nation’s
capital to discuss issues of importance to the Armenian-American
community and to meet with Members of Congress, ensuring that our voices
are heard, loud and clear in the hallways of Congress.

"It was heartwarming to see so many people joining us," said Co-Chair
Totah. "We thank everyone for their loyalty, year after year, and for
their support of Armenian issues, and for continuing to move forward the
mission of the Armenian Assembly of America and of our homeland."

On Sunday, the Assembly welcomed and registered hundreds of supporters
from all over the country and overseas for the three-day Advocacy
Conference and Banquet.

Hirair Hovnanian Pledges Matching Funds up to $1 Million

Later that afternoon, the Assembly held a Board of Trustees
Meeting-Luncheon, where Chairman Hirair Hovnanian and Executive Director
Bryan Ardouny reviewed the activities of the Assembly and discussed
plans for the future. Hovnanian announced the launch of a special
fundraising campaign. He pledged to match all 2009 contributions to the
Assembly up to $1 million.

Sunday evening there was a Welcome Reception where all the attendees
mingled with old friends and made new ones. Special guests included:
Armenia’s Minister of the Diaspora Hranush Hakobyan; Armenia’s
Ambassador to the U.S. His Excellency Tatoul Markarian; Deputy Chief of
Mission Varuzhan Nersessian; as well as Dr. Hilmar Kaiser, a scholar who
specializes in late Ottoman era social and economic history, with
special emphasis on the Armenian Genocide.

All attendees expressed their excitement to be in the nation’s capital
and to be part of the Assembly’s advocacy event.

Conference Panels

On Monday morning, the formal portion of the Advocacy Conference
comprised of a panel discussion, several speakers and an exhibit
featuring newly uncovered photographs of the Armenian Genocide.

The first panel, "Genocide Education, Denial, Prevention & Human
Rights," which was moderated by Massachusetts State Representative Peter
Koutoujian, featured Ms. Nancy Kaufman, Jewish Community Relations
Council of Greater Boston; Mr. Andrew Tarsy, Facing History and
Ourselves Foundation and Ms. Kathryn Porter, Leadership Council for
Human Rights.

Mr. Tarsy discussed the importance of cooperation between Armenian and
Jewish organizations, stating, "It was genocide. It should be called
genocide. And our national and our international Jewish organizations
should be calling it genocide and should be building relationships of
peace and fellowship with our Armenian friends."

During her remarks, Ms. Kaufman said: "Given our long-standing activism
in greater Boston on the issue of genocide education and prevention, it
was not difficult for us to take a very firm and supportive position of
the Armenian Community around the issue of calling the atrocities
perpetuated against the Armenians in the early part of the last century
what they were: Genocide," adding, "I am suggesting to you today, that
when we say ‘never again,’ those two words must resonate in a world that
too often forgets — where governments are still permitted to deny the
facts of history and are not willing to come to terms with their dark
past."

Ms. Porter concluded, "We must pressure the Turkish government to say
the words. What is not said, what is unheard, cannot be atoned. …I
believe that if we had truly addressed the Armenian Genocide, these
[subsequent] crimes against humanity would not have happened."

Congressmen Speak

Representatives Jim McGovern (D-MA) and Thaddeus McCotter (R-MI) both
participated in the Featured Speaker Luncheon. Both Members of Congress
discussed their commitment to seeing the historical fact of the Armenian
Genocide reaffirmed by the United States. Rep. McGovern stated, "In the
name of historic truth – and in honor of the historic role so many
American diplomats and relief workers played in saving lives and
condemning the genocide as it was taking place – the United States has a
special role and obligation to recognize the Armenian Genocide." He also
noted that the activists in attendance were "genuine leaders and
partners in community, state and national efforts to educate your fellow
Americans about the other genocides of the 20th and 21st Centuries."

Rep. McCotter added, "One of the most important things that our Armenian
community did for me was to introduce me to survivors, and to look them
in the eye and to hear them ask for help to get recognition for their
suffering, that is why I am here today. And that is why I continue to be
active in the Armenian community; because when you look at your fellow
human beings and understand what they’ve been through, and to see the
world, for whatever reason, in denial as to their pain, and refusing,
for strategic purposes or otherwise to give them their due. Not only is
it hurtful from an empathetic sense but it is also ominous because where
the sins of the past are not recognized, the sins of the present and the
future will occur. And we see that in our world today."

Later that afternoon, Representative Brad Sherman (D-CA) discussed the
forthcoming U.S. affirmation of the Armenian Genocide, U.S. aid to
Armenia and how to ensure that transportation routes in the South
Caucasus "reflect a desire for peace rather than a desire to isolate."
He went on to state that "It is important that the first genocide of the
20th century be recognized. Not only that we do it while some of the
survivors are still with us, but that we do it for the government and
the people of Turkey. …The first step of a great future is to
acknowledge the good and the bad of the past. We owe it to our friends
the Turks to recognize the Armenian Genocide and to get them to do the
same."

The last presentation of the day was made by Ms. Zaida Arguedas, of the
League of Women Voters (LWV), who spoke about "Democracy, Coalition
Building & Advocacy." After describing the partnership between the
Assembly and the LWV, Arguedas said, "It is very hard to achieve
anything if we don’t work in coalitions…We need to bring coalitions,
groups of like-minded organizations [together] in order to have a
stronger voice."

Last year, the Assembly and LWV launched a project in Armenia that
provides local NGOs with the skills necessary to successfully build and
maintain coalitions. This program is made possible through the
collective efforts of the League of Women Voters, the Assembly and the
NGO Center Civil Society Development NGO.

Armenian Genocide Photographic Exhibit

The Armenian Genocide Photographic Exhibit, featuring newly uncovered
photos of the Armenian Genocide, was introduced Monday by Dr. Kaiser.
During the photo presentation, Kaiser said, "What you see in this
exhibition is material that has one thing in common. All of these photos
come from a German source…These photos are all documented. For most of
them we even have the negatives…[A]ll of the sources are accompanied
by text so we know where the photo was taken, by whom, what it
represents and what was said."

The exhibit was made possible through the generosity of Vartkess and
Rita Balian, Hirair and Anna Hovnanian and Carolyn Mugar.

Established in 1972, the Armenian Assembly of America is the largest
Washington-based nationwide organization promoting public understanding

ARMENIAN MINISTER URGES BSEC MEMBERS TO ALLEVIATE CRISIS IMPACT ON ENERGY SECTOR

YEREVAN, March 20. /ARKA/. Members of the Black Sea Economic
Cooperation (BSEC) should do their utmost to alleviate the impact
of the global financial crisis on the energy sector and boost
recession-hit economies, said RA Minister of Energy and Natural
Resources Armen Movsisyan.

"Taking into account the advantages of the energy sector, BSEC
member-states should combine their efforts to ensure global energy
security," the minister was quoted saying.

Movsisyan stressed the importance of boosting energy market and
increasing oil and gas exports in the Black Sea region, as well as
diversifying gas supply routes in EU.

"The global financial crisis makes us focus on the economic
appropriateness of measures taken and solve political and technical
problems despite all the hardships," Movsisyan said.

Armenia assumed the BSEC chairmanship in November 2008 and will chair
the organization until April 30, 2009.

On March 20, MSEC energy ministers met in Yerevan to discuss the
BSEC-EU program of actions in the energy sector.

All BSEC energy ministers, with the exception of the Azeri and
Albanian ministers, are participating in the meeting. Poland, the Czech
Republic, Belarus and the U.S., as well as EU and EC representatives
are observing the meeting.

ANCA COMMENDS CONGRESSMEN FOR INTRODUCTION OF ARMENIAN GENOCIDE RESOLUTION

recognize the Armenian Genocide was introduced in the U.S. House of
Representatives, two weeks before President Obama’s April 5th trip to
Turkey and roughly a month before the White House’s annual April 24th
commemoration of this crime against humanity, the Armenian National
Committee of America (ANCA) told PanARMENIAN.Net.

"Armenians in the U.S. and around the world thank Adam Schiff, George
Radanovich, Frank Pallone and Mark Kirk for leading Congressional
efforts toward U.S. recognition of the Armenian Genocide," said Aram
Hamparian, Executive Director of the ANCA.

"The election of Barack Obama, who has spoken repeatedly, forcefully,
and with great clarity about the need for American recognition of
the Armenian Genocide, marked a truly welcome break from the flawed
policies of the past on this score. We look, in the coming days
and weeks, for the President to honor his pledge, to fully support
this legislation, and to raise the discourse in Washington, DC on the
Armenian Genocide from level of Turkey’s threats and denials up to the
level of the core moral and humanitarian values of the America people."

"There is going to be heavy focus on encouraging President Obama to
make a strong statement of recognition on April 24, because it will
be important in setting the tone of the discussions on the Armenian
Genocide Resolution in Congress," Rep. Schiff told The Armenian Weekly
Editor Khatchig Mouradian earlier today. "The Turkish lobby will
be spending millions ­ like they did in past years. They will also
argue that the recognition of the genocide will cut off reconciliation
between Armenia and Turkey, and that this is not the right time. The
truth is, after 94 years, if this is not the right time, I don’t know
when that right time can be."
