YEREVAN, December 2. /ARKA/. "ArmRosgasprom" company is extending the
deadline of its Prepayment action till February 1 2009. The company
made this decision upon request of numerous subscribers, the press
service of the company reported.

The terms of the extension are as follows: citizens who will submit a
gas installation application by February 1 2009 and will pay 80% of the
amount that is set under the contract and is required for construction
and assemblage will have 40,000Drams worth prepayment remitted then.

"ArmRosgasprom" closed joint stock company was founded in 1997.

"Gasprom" open joint stock company and Armenian Ministry of Energy had
45% of the shares each with the remaining 10% belonging to "Itera". In
the scope of three planned investment stages of the project (after
purchase of additional shares of ArmRosgasprom in 2006 and 2008)
the share of "Gasprom" company in the authorized stock has increased
to 75.55%. The share of the Armenian Government is 20% and that of
"Itera" 4.44%. (1$=305.31Drams).

Syria: Al-Attar Underlines Necessity to Take Advantage of Cultural
Cooperation Prospects Between Syria and Armenia

Vice President Dr. Najah al-Attar underlined Thursday the depth of the
historical Syrian-Armenian relations and the need to take advantage of
the broad prospects of cultural cooperation between the two countries.

Receiving Armenian Minister of Culture Hasmik Pogosyan and an
accompanying delegation, Dr. Al-Attar said: " The Syrian-Armenian
relations have contributed in the development of art movement, in
particular extending bridges of friendship and amity through the role
played by the two countries’ communities."

The Vice President called for the promotion of cultural relations,
particularly in field of Arab manuscripts in Armenia, noting that
Syria, through al-Assad library, the departments of historical
documents and reviving the heritage, is collecting Arab manuscripts
around the world, photographing and listing their names and dates.

For her part, Pogosyan pointed out to the need to make the world
acquainted with the important civilization activities which Syria
witnesses and using the media to promote the real bright image of this
country and the brotherhood and tolerance which it enjoys.

She mentioned that the Syrian-Armenian relations are in constant
advance, referring to events of Armenian cultural days to commemorate
Damascus, Capital of Arab Culture for 2008 and to Syrian cultural days
scheduled in Armenia next year.

The meeting was attended by Assistant Culture Minister Ali al-Qaiem
and Armenian ambassador in Damascus.

Armenia: Army Targets Students

Alarm about demographic slump leads to proposed enlistment on army-age
students.

The Armenian government is working on amendments to legislation which
would force more students to do military service, thereby overcoming a
potential shortfall in recruits.

The defence and education ministries are drawing up the changes to
three existing laws, but have not yet presented them to parliament.

`They foresee removing the right to academic leave during military
call-up and setting certain benefits for students [for the duration of
their army service],’ said Mary Harutiunian, government spokeswoman.

Currently post-graduate students doing a master’s or doctorate are
entitled to `academic leave’ which exempts them from having to serve
in the military so they can concentrate on their studies.

While the final details of the proposed changes are not yet clear,
there has already been an outcry against the overall plan.

The government says that it needs to act now to tackle a lack of
conscripts for the armed forces. Beginning from this year and over the
next decade, conscripts will be young men born in the 1990s, the
number of whom is constantly declining, as the year 1991, when the
Soviet Union broke up and Armenia became independent, marked a fall in
the birth-rate.

According to national statistics, in 1990-92 the birth-rate (for both
boys and girls) was 70,000 but it has declined sharply since then to
48,000 in 1995 and 37,000 in 2006, after which it began a modest
recovery.

These trends are considered to be a threat to the country in two
official documents, the National Security Strategy and the Military
Doctrine.

However, some experts say that the answer to Armenia’s military needs
is to move away from conscription altogether.

Former deputy defence minister Artur Aghabekian ` currently a deputy
and head of the Armenian parliament’s committee on defence, internal
affairs and national security ` told IWPR, `There is really a
demographic problem in our country but I personally believe that
general conscription is not the solution.’

Aghabekian said it had been a mistake to close military departments in
colleges and universities, which train students in army-related
subjects during their studies and which he said were an important
institution for preparing youngster for careers in the armed forces.

Aghabekian said that Armenia needed to form a professional army by
giving out temporary contracts to professional soldiers.

The military currently do have units staffed by soldiers on contracts,
amongst them Armenia’s international peacekeeping battalion, but there
are no plans to expand this practice.

Another former deputy defence minister Vahan Shirkhanian also believes
the army needs to move away from full reliance on conscription,
particularly since emigration was becoming a big problem. `From 2001
to 2006, 27,000 school-children left Armenia and, this year, from
January to August alone, 83,000 people left Armenia. People who leave
the country take their sons with them,’ he said.

`So just imagine how many [potential recruits] we are losing every
day, which is why our eyes are always turned to universities, to call
up 18-year-olds. But that’s not how the problem gets solved.

`This plan could cause a lot of problems for education and science and
also hurt the relationship between the public and the army. All the
more so when problem number one for our military security is the
restoration of trust between army and the public.’

Research shows that young men do not want to serve in the army and
parents are reluctant to send their children there because they
consider it corrupt.

Surveys carried out by the anti-corruption organisation Transparency
International in 2002 and 2006 reveal that attitudes towards the army
had not changed in those four years. In the first poll, 46.6 per cent
of those surveyed said they considered the army extremely corrupt,
four years later the figure was 40.4 per cent. The corresponding
numbers of people who said the army was merely corrupt were 16 and
25.1 per cent.

A major reason for public distrust of the army is the high death-rate
amongst conscripts, with frequent reports of young men dying in
unexplained circumstances.

Armenia’s human rights ombudsman Armen Harutyunian has sent an
official letter to the head of the government administration Davit
Sargsian, saying that Armenian law was currently in line with the
Europe-wide Bologna Declaration on higher education and that the
rights of students to continuous study risked being abused under the
new legislation.

The chairman of parliament’s education committee Armen Ashotian said
that every effort should be made to soften the impact of the new law
on students ` through new benefits paid to them while they serve ` but
insisted it was necessary.

`We all understand that the age of conscription is approaching the
`demographic pit’, that starts with the years 1990-1992 ,’ said
Ashotian. `Men born at that time should soon be called up into the
army and everyone understands that the most important task is
increasing the efficiency of the army.’

But many young people are opposed to the proposed changes.

Twenty-six-year-old Alexander Chilingirian, who has gained a doctorate
in physics, said that he would never have completed his studies if he
had to serve in the army.

`The army breaks a person,’ said Chilingiran. `And it doesn’t matter
if you join the army at 18 and come out at 20 or if you join at 21 and
come out at 23, you don’t have the will to carry anything on. In two
years in the army the brain doesn’t just switch off, it degrades.’

Sixteen-year-old Mikael Sandrosian, a second-year geology and
metallurgy student in Yerevan, takes a similar view.

`If I go into the army that it will definitely have a bad effect on my
studies,’ he said. `In the first place if I join up, I will forget
everything I know in two years and when I return it will be hard and I
won’t have the will to carry on learning.’

Government spokesperson Mary Harutiunian said that the draft changes
were now being studied by experts, then discussed in government before
being presented to parliament. She said there was no time-frame for
their approval.

She said Prime Minister Tigran Sargsian had promised wide discussion
of the issue to ensure that the eventual changes had public support.

delegations of the defense ministers of the CSTO member countries took
place today in the administrative building of Armenian Defense
Ministry. During the session the ministers signed 8 agreements.
Armenian Defense Minister Seyran Ohanian said at a press conference
followed after the session that the main content of the joint work was
the discussion of consolidation of military element of CSTO and
directions and mechanisms of development.
A. Serdyukov said at today’s session a great attention
has been paid to the issues on improvement of operative-battle
preparedness of the CSTO member-countries, by the signed documents the
further planning of the establishment has been formed. According to
him, in case the commitments registered in the document are
implemented the joint battle preparedness of the organization will
reach higher level in 2010-2014.
The next session the council of defense ministers of CSTO will take
place in 2009 in Minsk, capital of Belarus.

comprehensive plan to have Obama recognize the Armenian Genocide in
his April 24 statement, Hurriyet reports.

Armenian organizations are also trying to ensure a vote of the Genocide
resolution in Congress in February 2009 and to block the appointment
of politicians who oppose the Armenian Genocide recognition to the
new administration, according to the daily.

Meanwhile, a Turkish official said that Ankara will take all necessary
measures to hamper these efforts. "They cannot do this easily… We
even can stop the U.S. from utilizing Turkish capabilities in its
operations in Iraq and Afghanistan," the official said on condition
of anonymity.

Officials also say Turkey will be in a key position as Obama is
set to change his country’s foreign policy, especially in Iraq and
Afghanistan. Therefore Obama will not want to have problems with
Turkey, they note.

Possible appointment of Hillary Clinton to Secretary of State is
regarded as positive for Turkey.

100th anniversary of great Armenian scientist Viktor Hambartsumian
was held on November 21 at the sitting hall of presidium of National
Academy of Sciences of Belarus with the joint efforts of the Academy
and the Embassy of Armenia in Belarus. The sitting was conducted by
academician P. Vityaz, the First Vice-Chairman of presidium of the
National Academy of Sciences of Belarus.

As Noyan Tapan was informed by the Press and Information Department
of the RA Foreign Ministry, members of presidium of the National
Academy of Sciences of Belarus, academicians, ambassadors of CIS
participant countries in Belarus and resident plenipotentiaries
of participant countries in CIS structures, RA Deputy Minister of
Education and Science B. Yesayan, RA Embassy’s diplomats took part
in the sitting. Ambassador of Armenia to Belarus Oleg Yesayan made
a greeting speech.

Academicians N. Borisevich, N. Kozak, V. Aghabekov, I. Gayshun, and
other prominent figures of science of Belarus made speeches about
the great contribution of the world-famous Armenian scientist in the

YEREVAN, NOVEMBER 25, NOYAN TAPAN. A food pecticide checking laboratory
opened at the Republican Veterinary Diagnostic Center on November 25
with the financing of Hellinic Aid Unit of the Ministry of Foreign
Affairs of Greece. The Armenian Prime Minister Tigran Sargsyan and
the Minister of Agriculture Aramais Grigorian attended the opening
ceremony. The laboratory was created on the initiative of the
ARF’s Armenian National Committee of Greece. The Greek government
has allocated 230 thousand euros for the laboratory equipped with
modern equipment.

The prime minister stated that thanks to the laboratory, the ministry
of agriculture will be able to tell the public which fruit and
vegetables grown in Armenia do not contain harmful substances. So
far the country did not have such a well-equipped laboratory which
would allow to determine the future effect of chemical substances used
in fruit growing on users. T. Sargsyan underlined the importance of
this initiative as in 2009 it is envisaged increasing the share of
agriculture both in Armenian GDP and consumer goods.

Professor of Agricultural University of Athens Sergo Harutyunian said
that both domestically produced foodstuffs and agricultural products
and imported ones will be checked at the laboratory. "The shares of
about 100 chemical weed and pest killers that foodstuffs may contain
will be checked at this lab. If their content exceeds the established
amount, the given foodstuff or agricultural product will be banned from
being sold in market," S. Harutyunian said. In his words, after being
examined at the laboratory, foodstuffs to be exported from Armenia
will receive a certificate of correspondence to European standards.

S. Harutyunian announced that the program will be of continuous
character, and with the financing of the Greek government a laboratory
for examination of various drinks will open in Yerevan, and an animal
food manufacturing plant will operate in 2009.

Armenian opposition will take on the duty of ensuring security of the
Nagorno-Karabakh people, if the Armenian authorities fail to do this,
former chief of the Armenian National Security Service, representative
of the opposition Armenian National Congress David Shakhnazarian said.

"In case Armenian authorities fail to accomplish this mission, the
Armenian National Congress will guarantee security of Nagorno-Karabakh
people by every possible political means," Shakhnazarian said.

The Nagorno-Karabakh issue is the issue of self-determination. And if
this is true, the decision is one for the authorities and people of
Nagorno-Karabakh to make. Armenia should ensure security of Nagorno-
Karabakh rather than be a substitute to it," he said.

Speaking about the Moscow declaration recently signed by the Armenian,
Azeri and Russian presidents, Shakhnazarian said that Azerbaijan
undertook an obligation not to use force and to solve the conflict
by peaceful means only.

"But since the document is signed by Armenia only, Baku undertook
the obligation before Armenia but not Nagorno-Karabakh. One should
be prudent here and should not disregard this fact," he said.
