"Armenia is preparing to tackle financial crisis with new programs",
said Armenian President Serzh Sargsyan during the meeting with
representatives of the Armenian community in Belgium.

"Today we are ready to resist possible influence of the crisis to
the further economic growth rates by active initiatives in different
spheres", said Sargsyan, according to the press service for the
Armenian President.

"As you know, over 70% of Armenia’s commodity turnover passes via
Georgia and blocked roads may cause a great damage to the country’s
economy. We also avoided the first serious and most dangerous wave
of the world economic crisis", said he.

According to the President, today Armenia is a dynamically developing
country, which has a stable financial system and developed economy.

"Within nine months of 2008 in conditions of 4.2% inflation growth
our economic fixed 10.4% rise. We managed to overcome the situation
as painless as possible, when the events in South Ossetia directly
hit Armenia’s economy", said Sargsyan.

He noted that numerous Armenian businessmen in different countries,
who were affected by the crisis, directed their economic interest
towards Armenia, seeing the necessary stability and opportunities
for continuation of business in their native country.

"Today it is difficult to find another country, having no access
to the sea and being subjected to blockade by two of four of its
neighbors. We are used to working in such conditions and ensuring
serious economic development", said the President.

At the same time, he added that it does not mean that these borders
can closed all the time and there is no need for undertaking measures
to open them.

and Secretary General of the Council of the European Union Javier
Solana spoke November 5 at the meeting in Brussels about EU-Armenia
relations, referred to regional issues. In a joint press conference
with the Armenian president Javier Solana described the meeting as a
"very good" one and practical.

"It is a great pleasure for me to meet with the President of Armenia
Serzh Sargsyan, it is not the first time he is being hosted here
and we had a very good, frank and constructive dialogue. We spoke
of bilateral relations, noted that our relations are going in right
direction and are developing well. We referred to regional issues,
the recent meeting of the Armenian and Azerbaijani presidents: we
hope that this is the first step and there will be a continuation,"
Javier Solana said, adding that it is important for EU as well.

"Our interests in the region are very deep, I assured the Armenian
president that we will do everything for finding solution to the
existing issues," J. Solana said.

Armenian president on his part noted that he had a very interesting
conversation with the Secretary General. "Once again I assured that
further expansion of relations with the EU is one of the most important
points of the agenda of the Armenia’s foreign policy. I also told the
Secretary General that we are resolute in the implementation of the
Action program as we consider it the basis of our relations. I also
presented the developments taking place in our country in political,
economic spheres, referred to the negotiations with the Azerbaijani
president, we also spoke of Armenian-Turkish relations. I asked the
Secretary General to support Armenia, to support the establishment
of stability and peace in our region."

Armenian president said that an expression of Javier Solana that time

format of negotiations is the OSCE Minsk Group, we together with the
Armenian president spoke about it," he said.

In response to a question of a Turkish journalist on how the election
of Barack Obama as new president of USA will influence Armenian-Turkish
relations, and when Armenian president is going to pay a response visit
to Turkey, S. Sargsyan said, "Your question gives me an opportunity to
congratulate the American people from here on the occasion of electing
new president and say that I am sure that this election will work
for the sake of establishment and restoration of Armenian-Turkish
relations. Mr. Obama both in pre-electoral round and before that
clearly stated about our relations and I think he will support in
the regulation of relations, though they first of all depend on the
Armenian and Turkish sides. And the response visit depends on how our
negotiations will go. In Yerevan Mr. Gul invited me to be present at
Armenia-Turkey football response game which is scheduled for October
2009. It is one year time and I think that it is possible to register
progress during that time."

Barack Obama’s coming takeover of the White House as the 44th
president of the United States has been met with optimistic reactions
from the Turkish business world, which believes the change in the US
administration will bring about a new wave of excitement, invigorating
mutual commercial relations and attempts to solve global economic
problems.

Businessmen stated that trade between the US and Turkey, which has
slowed considerably over the last decade, will likely increase again.

Turkish Exporters Assembly (TÄ°M) President Mehmet BuyukekÅ~_i,
noting that the US share of Turkey’s total exports is hovering at
around 4 percent, said Obama’s presidency might be a chance to turn
trade relations around. Obama’s innovative and pro-change stance is an
important asset inspiring hope for the improvement of the relations,
he said. If the grip of the global financial crisis around the neck
of the US economy loosens a bit as a result of relaxation triggered
by the new pro-market president, exports to the US will also see an
increase, BuyukekÅ~_i predicted.

Foreign Economic Relations Board (DEİK) Chairman Rona Yırcalı
was a bit more cautious, however. He said no big leaps in trade
should be expected in the short term due to the damage the crisis is
inflicting on the US economy. The relations will at least not worsen
during Obama’s presidency, he said, adding that Obama once said,
"We have to repair relations with Turkey."

As of the end of 2007, Turkey’s exports to the US amounted to $4.6
billion, whereas its imports were $6.6 billion. There are 922 American
investors currently active in Turkish business.

American Business Forum in Turkey (ABFT) Chairman Galip Sukaya said
Obama’s first steps will be directed towards removing the sources of
ambiguity in the domestic and international arenas. "Thus, his task
is not easy," he said. "The results of the new president’s economic
policies will start to be seen by February and March. If he can
succeed in making everyone accept his economic policies, the outcome
will be much more profound. But if he fails to persuade people about
his policies, then the wobbles will continue," he stated.

Turkish American Business Council (TAÄ°K) Chairman Haluk Dincer stated
that Obama’s victory should be seen as evidence of the ability of the
US to renew itself and its strong democracy even during the hardest of
times. "The US is really a country of opportunity. It can rise from
its ashes, and this is its biggest strength," he said. The result of
the election was no surprise since the world already favored Obama,
he said.

Dincer further commented that the election results will certainly
contribute to the improvement of the US image in the international
arena, which he thinks has deteriorated greatly owing to the "wrong
policies of the last eight years."

He further stated that Obama’s presidency will inspire confidence in
the markets and this will make overcoming the ongoing crisis easier.

Turkish-American Businessmen’s Association (TABA/AmCham) Chairman
Ugur Terzioglu assessed the results of the election and said, "The
outcome will be very good for Turkey." He said the new president will
be much more comfortable in making changes since he has a Democratic
majority in the Senate and House of Representatives behind him. Obama’s
presidency will also have very positive consequences for the world
"as long as he finds good advisors in economic and military affairs,"
he added. He nonetheless noted that it was still "too early to say
more" about the long-term effects the Obama administration would have
on the business environment.

Evaluating the election results in terms of the financial crisis,
Terzioglu noted that when an economic crisis is followed by an
election, the electorate always replaces the government responsible.

Aldo Kaslowski, the president of the Turkish Industrialists and
Businessmen’s Association (TUSÄ°AD) International, said Obama was the
"right and proper name" to manage the crisis since he has the power
and determination to cope with the problems. Kaslowski claimed that
the election of a US president matters not only to the people of the
US, but also to almost everyone in the world.

Obama’s victory will, under all circumstances, cause advancement in
the repair of economic troubles, Kaslowski said. "This crisis doesn’t
have a visible end, and it is quite difficult to estimate how much
longer it will last because it has just started to affect non-financial
sectors. Until now, only financial institutions have been subject to
bailout and rescue packages, but from now on, industrial sectors and
manufacturers will also be in need of support."

On the future course of Turkish-US relations, he said it is still
too early to make a definite assessment. "We know that everything
expressed during election campaigns might change later. I believe his
advisor will assist him in international relations because he is very
experienced," he said, adding that there will be no change in the US
attitude towards Turkey in major policy areas like the Cyprus issue
and the Armenian genocide claims.

Some observers, on the other hand, expressed possible concerns. Jeffrey
Komprecos, the external affairs director at Merck Sharp and Dohme,
feared that a more "inwardly focused" administration might pose
possible concerns to Turkish-US bilateral relations. A focus on
domestic issues in combination with strengthening union rights
"can affect the commercial environment" with Turkey — especially if
coupled with touchy diplomatic subjects such as the alleged Armenian
genocide claims that Obama had pledged he would support if elected
to the White House.

Meanwhile, Prime Minister Recep Tayyip Erdogan will pay a visit to the
US on Nov. 13-17, his office said on Wednesday. Turkey’s prime minister
will participate in the Summit on Financial Markets and the World
Economy, which will take place in Washington, D.C., on Nov. 14-15,
his office said. The summit will bring together the leaders of the
Group of 20 countries to discuss the current financial crisis, its
causes and efforts to resolve it.

Stocks ebb as economic reality clouds Obama win

International markets and investors, Ä°stanbul included, are unlikely
to be sharing the same enthusiasm that many are experiencing today
around the world after Obama’s election.

The Ä°stanbul Stock Exchange (Ä°MKB) shed 5.07 percent yesterday
to close at 27,885.92 as speculation grew that Turkey would not be
signing a new standby agreement with the IMF. The value of the lira
also remained relatively flat, with $1 buying YTL 1.507. European
stocks retreated, ending six straight days of global equity gains and
offsetting Asia’s early rally, as investors refocused on the economic
problems facing Obama.

Obama urged to shape new economic order Political leaders urged
US President-elect Barack Obama on Wednesday to help forge a new
economic order to lead the world out of its worst financial crisis
since the 1930s.

Excitement about the election of Democrat Obama as the first black US
President was tempered by an awareness of the challenges he faces as
the world’s biggest economy labours in recession. "We need to change
the current crisis into a new opportunity. We need a new deal for a
new world," said European Commission President Jose Manuel Barroso. "I
sincerely hope that with the leadership of President Obama, the United
States of America will join forces with Europe to drive this new deal,"
he added.

Initial market reaction was lukewarm, with the dollar firming but
shares on Wall Street expected to fall as attention focused on a sharp
world economic downturn. "The market is maybe reflecting the hard work
ahead and difficult economic circumstances new president Barack Obama
has inherited," said Keith Bowman, analyst at Hargreaves Lansdown.

Obama does not take office until January, leaving outgoing President
George W. Bush to host a summit of world leaders in Washington on
Nov. 15 to discuss the global financial crisis which has its roots
in the collapse of the US housing market.

That summit will tackle new ways to regulate the world’s financial
sector as the world heads into recession. Authorities are trying to
soften the impact of the downturn with support for banks, cheaper
lending and stimulus measures, which have already amounted to around
$4 trillion. Obama will move quickly to appoint his top team. The next
Treasury secretary, who could be named within days, will inherit one
of the hottest seats in Washington, faced both with piloting a $700
billion bailout package and the regulatory reform needed to prevent
a repeat of the crisis.

The short list likely includes former Treasury secretary Lawrence
Summers, ex-Federal Reserve Chairman Paul Volcker and Timothy Geithner,
head of the Federal Reserve Bank of New York.

Obama has advocated a second government stimulus package worth $175
billion that would include money for investments in infrastructure
as well as another round of tax rebates.

The US Treasury is expected to announce on Wednesday the return of the
three-year note when it sets out plans for borrowing which could total
$2.1 trillion in the current fiscal year, to fund its massive bailout
programme. The financial crisis, which stemmed from a US housing
market collapse, has redrawn the banking landscape and authorities

Declaration signed by Presidents of Armenia, Azerbaijan and Russia
and said that any decision on the problem should be admissible for
the people of Armenia and Nagorno Karabakh.

The Assembly commended RA President Serzh Sargsyan and his
Administration for securing a public, legal commitment from Azerbaijan
to adhere to the OSCE process, said Hirair Hovnanian, Assembly Chairman
of the Board of Trustees.

The Assembly also recalls the support of the United States for
the fundamental rights and the aspirations of the people of Nagorno
Karabakh and for a peaceful and fair settlement as evidenced by passage
of S.J.Res. 178 in the U.S. Senate, as well as, other statements and
actions taken by the U.S. Congress over the last 20 years, including
passage of Assembly-initiated Section 907 of the Freedom Support
Act, which restricted assistance to Azerbaijan until it ceased its
hostile and offensive actions, as well as humanitarian assistance
to help the people of Artsakh rebuild after the devastating effects
of the war that was thrust upon them by Azerbaijan. In addition, to
help facilitate the peace process, the U.S. Congress consistently
allocated funds for confidence building measures (CBMs) among the
parties, which were routinely rejected by Azerbaijan.

Instead of pursuing CBMs, the Azerbaijani military desecrated a
centuries old Armenian cemetery in Julfa. The Christian cemetery dated
back to medieval times and was filled with scores of historic stone
monuments engraved with ancient crosses of historic Armenian design.

Clark University’s Strassler Family Center for Holocaust and Genocide
Studies will present a talk by noted Russian Jewry scholar Joshua
Rubenstein on the topic of his new book, "The Unknown Black Book: The
Holocaust on German-Occupied Soviet Territory and the Response by
Soviet Jewish Intellectuals." This event will take place Wednesday,
November 12, at 4 p.m. in the Rose Library of the Cohen-Lasry House,
11 Hawthorne Street, Worcester.

Rubenstein’s latest book documents the lesser known atrocities
committed by the Nazis in German-occupied Soviet territories during
World War II. Recently translated into English, the book records the
first-hand accounts of survivors of the Final Solution in the
USSR. The descriptions of work camps, starvation, and brutality
dramatically illustrate the extent of Nazi-perpetrated violence in the
Soviet territories of Belorussia, Ukraine, Lithuania, Latvia and
Estonia.

Rubenstein is a long-time fellow of Harvard University’s Davis Center
for Russian and Eurasian Studies and widely known advocate for human
rights. Since 1975 he has been the Northeast Regional Director of
Amnesty International USA, overseeing Amnesty chapters throughout New
England, New York, and New Jersey. A noted author, his past works have
examined the struggle for human rights in Soviet and post-Soviet
Russia.

By 2009 Draft State Budget, Ratio Of State Machine Maintenance Costs

YEREVAN, OCTOBER 27, NOYAN TAPAN. According to the draft law on
the 2009 state budget, it is envisaged allocating 52 bln 194.7 mln
drams (about 1 bln 695 mln USD) for the maintenance of the state
machine, which exceeds the 2008 index by 17.7% and the 2007 index
by 22.1%. Although the indicated allocations will grow, the state
machine maintenance costs/GDP ratio will not change, remaining at
the level of 5.5%.

The RA deputy minister of finance Pavel Safarian said at the October 27
discussion of the 2009 draft state budget at the RA National Assembly
that as a result of the changes in the structure of the government
and departments in 2008, the number of the employees of the state
machine will make 17,130 instead of 16,208 in 2008 due to the fact
that this year the Social Security Fund with its 642 employees became
a state government body, makng part of the RA Ministry of Labor and
Social Issues. The staff of the RA Control Chamber (set up in late
2007) was increased by 56, and the salaries of the 131 employees of
the Control Chamber were not included in the 2008 budget: they were
financed from the RA government’s reserve fund.

Besides, the RA National Security Council with its 93 employees and the
RA Ministry of Diaspora with its 107 employees were created in 2008.

P. Safarian said that by the draft law, the salary calculation base
will not change and make 40 thousand drams for civil servants, 55.5
thousand drams for tax and customs officails, and 42 thousand drams
for employees of the compulsory execution service. The base salaries
of high-ranking state officials will also remain at the same level.

It was explained that there will be a 6.2% growth of the average salary
of civil servants in connection with an increase in additional payments
conditioned by their promotion and increased length of service. In
2009, the expenditures on salaies will make up 33 bln 519 mln drams
out of the total amount of expenditures on maintenance of the state
government system.

In the words of the deputy minister of finance, the ration of
civil servants on a business trip in the territory of Armenia will
increase from 720 to 2,000 drams, the payments for a night stay will
make 5-15,000 drams (25,000 drams in Yerevan) instead of the current
5-10,000 drams due to the growth in prices of hotel services. In 2009,
1.35 million drams will be allocated for gasoline filling of office
cars (with the daily norm of 10 liters a car) instead of 1.2 million
drams in 2008. The heating expenses of the departments will change
because starting from January 1, 2009, the price of one cubic meter
of Russian gas imported into Armenia will make 84 drams instead of
59 drams in 2008.

whole welcome RA President Serzh Sargsyan’s instruction to create a
fact-finding group on the March 1-2 events in Yerevan. Representatives
of the RPA, ARFD, Orinats Yerkir, and Bargavach Hayastan factions
representing the coalition, at the October 24 press briefings,
did not consider it important which parties exactly will nominate
the two experts to be involved in the group at the suggestion of
coalition member parties. They consider that the proposed format,
two persons from the coalition and two from the opposition, as well
as one representative appointed by the RA Ombudsman, will ensure the
principle of balance. It was also considered important that lawyers
not being political or party figures, not employed in the state system
will be involved in the group.

Orinats Yerkir faction head Heghine Bisharian did not exclude that
the consideration of the March 1 case at the PACE January session can
be postponed, as the work of the fact-finding group requires some time.

According to the evaluation of the parliamentary opposition,
Zharangutiun faction, RA President’s instruction is a delayed, yet
necessary and praiseworthy step. Faction head Armen Martirosian
expressed concern with some provisions of the instruction: the
limitation done by subpoint 2, point 5 of the document does not
permit to find out from courts with what motivations the courts
permitted overhearings. There is also a limitation in subpoint 3
of the same point: the fact-finding group can receive documents and
explanations from physical persons in case the latters agree to, it
especially regards first and second RA Presidents Levon Ter-Petrosian
and Robert Kocharian, who are not officials at present. Point 6 of
the instruction, according to which the group can be provided facts
by a physical person or by organization on condition that they are
not publicized, according to Armen Martirosian, "to some extent will
give a possibility for concealment. True, a leakage is possible, but it
cannot be a basis for calling to criminal liability." According to him,
instruction’s point 15, fact-finding group’s members are unchangeable,
is also unintelligible and problematic, and according to the head of
the opposition faction, it is impossible to prove whether any of its
members adheres to a political force or not.
