YEREVAN, FEBRUARY 16, NOYAN TAPAN. With the aim of making a call for
solidarity to all the political forces, a procession of women was
organized on February 16 on the initiative of "Armenian Relief Union"
(ARU) NGO. The procession started from the area adjacent to the
Matenadaran, then the participants went along central streets of
Yerevan, chanting "Freedom" and "Justice", and handed their messages of
solidarity to the central headquarters of the Armenian National
Movement (ANM) party, the Republican Party of Armenia (RPA) and the
Armenian Revolutionary Federation (ARF) party.

The message in particular reads: "Do not fall victims in the turmoil of
vanity and lust for power. Life neither begins nor ends with elections".

In the words of the head of the ARU Yerevan office Vehanush Margarian,
the messages of solidarity will be handed to all the candidates for the
RA presidency. In her opinion, "most intolerance and hatred is seen
between the presidential candidates Serge Sargsian and Levon
Ter-Petrosian, so the women’s message mainly addresses these two
candidates".

The procession ended at the ARF Supreme Body office where the
participants were met by the presidential candidate Vahan Hovhannisian.
He stated that "in order to have a strong state, it is necessary to
reject the past and change the present".

According to him, the society is sick and tired of the present, so it
follows the past without realizing that current authorities do not
differ from the former ones. "The current authorities should ask
themselves how much they are loathsome to the people that it follows
the hateful ANM," V. Hovhannisian said, adding: "These are two wings of
the same pole and their struggle has moved to the frame "power-money",
"money-power". In his words, the purpose of the ARF is to break this
frame.

He said that the people will not lose if any of the presidential
candidates, except Serge Sargsian and Levon Ter-Petrosian – the current
and former authorities, wins these elections.

Republican Party of Armenia (RPA) Samvel Nikoyan stated today that
Prime Minister Serzh Sarkisian `has all the chances to win in the very
first round of the presidential elections of February 19′.

Mediamax reports that Samvel Nikoyan stated that the distinguishing
peculiarity of the present election campaign became the manifestation
of intolerance both among the presidential candidates and among their
supporters.

The MP stated that the oppositional candidates `struggle for the second
place’ and some of them pin certain hopes on the post-election
developments. Samvel Nikoyan stated that `Armenian authorities are full
of determination not to allow provocations taking place and are ready
to suppress such hopeless plans’.

Armenian diaspora relishes growing political role

With its cozy atmosphere, frothy cappuccinos and foreign-language
newspapers, the Artbridge Cafe could have been plucked straight out
of London, New York or Paris.

But here in Armenia’s capital, Yerevan, far from the world’s major
capitals, it stands out as an oasis of Western-style comfort. It even
has a non-smoking section — an almost unknown innovation in the
former Soviet Union.

The cafe is a favourite of Armenian repatriates, members of a
worldwide diaspora who have settled in the country since it gained
independence upon the Soviet Union’s 1991 collapse.

And as the "repats," as they are known, avidly follow a presidential
election this Tuesday, the Artbridge has added some political
paraphernalia to its decor. Photos of campaign rallies hang from the
walls and candidates’ pamphlets are propped on a small table.

The diaspora has long been at the forefront of a determined drive by
Armenia to have the mass killings of Armenians under the Ottoman
Empire early in the 20th century recognized as genocide.

Prominent Armenians such as French singer Charles Aznavour and
American heavy metal band System of a Down have campaigned to raise
awareness of the massacres.

But with the adoption last year of a new dual-citizenship law, the
diaspora will soon be playing a larger role in the country’s domestic
politics.

The new law will mean that at least some "repats" will be able to
acquire full voting rights in Armenia without giving up their foreign
passports.

"The diaspora is very engaged in politics," said Artbridge’s
American-Armenian owner, Shakeh Havan. "We have grown up dreaming of
Armenia. My father used to always say that we would move to Armenia
when it became free…. Now that we can live here, we want to be a
real part of it."

Members of the diaspora abroad far outnumber the tiny country’s
population of about three million. An estimated nine million people
worldwide claim Armenian descent and there are large Armenian
communities in France, Iran, Russia and the United States.

Between them they have ploughed significant funds into Armenia,
helping ease a difficult transition period.

Most Armenians in the West trace their family histories back to those
who fled the Ottoman-area killings in what is now eastern Turkey.
Hundreds of thousands of Armenians fled or were deported from the
region between 1915 and 1923.

Turkey has angrily denied the genocide label, saying both Armenians
and Turks were killed in civil strife.

It’s unclear exactly how many from the Armenian diaspora have settled
in the country since independence, but they number in the thousands.
The foreign ministry says 15,000 to 20,000 foreigners own homes in
Armenia and all but a few are members of the diaspora.

"It’s a huge community and every year more and more are coming," said
Arpi Vartanian, head of the Yerevan office of the Armenian Assembly
of America, which represents the estimated 400,000 American
Armenians.

Despite its size and influence, members of the diaspora living in
Armenia have traditionally played only a supporting role in elections
here.

While they were free to help on the sidelines, they could not vote
without giving up their foreign citizenships and becoming Armenian
nationals.

The new law will finally give them that chance, though they won’t be
voting on Tuesday as the government is still ironing out the
conditions for granting dual citizenship.

"There hasn’t been much involvement of diaspora Armenians because
they didn’t have the right to vote," Vartanian said. "But once the
process is completed, more and more people will be involved."

It remains to be seen what precise role the community will play. Some
opponents of the dual citizenship law have argued that it leaves the
country open to manipulation from abroad.

But the government is expected to introduce safeguards to ensure that
those who obtain dual citizenship have a strong connection with the
country by, for example owning property or spending a significant
portion of their time here.

Havan dismissed concerns that the "repats" will form a unified voting
bloc.

"We’re a very diverse group, we don’t all think alike," she said.

Azerbaijan Not in Hurry to Recognize Kosovo’s Independence

Ramazanova / ` Azerbaijan should not hurry to recognize Kosovo’s
independence. Nobody can force us to do that. We have to wait for the
reaction of the international community,’ the independent Azerbaijani
political scientist Rasim Musabeyov said to Trend on 15 February.

On 15 February, the Kosovo Parliament approved of the resolution
allowing the passing of a set of laws on Kosovo’s independence within
24 hours.

Since 1999 Kosovo region, which is formally a part of Serbia, has
been controlled by the UN. Kosovo strives for independence, but
Serbia offers only the status of autonomic region. The EU and USA are
ready to recognize Kosovo’s independence, while Russia supports the
position of Belgrade.

` Azerbaijan should wait a little, before recognizing the
independence of Kosovo. The reaction of the International community
and Serbia is important,’ Musabeyov said.

Recognition of Kosovo’s independence cannot be a precedent for the
Nagorno-Karabakh conflict, the Spokesman for the Azerbaijani Foreign
Ministry Khazar Ibrahim said to Trend. `The countries that are saying
that they are ready to recognize the independence of Kosovo, at the
same time recognizes the territorial integrity of Azerbaijan and do
not consider Kosovo to be a precedent for the other conflicts,’ he
said.

Kosovo’s independence is inadmissible for Azerbaijan, a member of the
Azerbaijani delegation to PACE Aydin Mirzazade said. `The Kosovo
Parliament hurried while declaring the independence of the region,
which is why it is opposed by the powers such as Russia and China.
The recognition process may be come to a grief,’ he said.

In his speech Sargsyan attached importance to education mentioning
that this year 3 percent of GDP is allocated to education from the
state budget. Serzh Sargsyan mentioned that without knowledge, schools
and youth it is not possible to build a prosperous country since,
as he mentioned, without that success is failed in today’s world.

Sasha Mikayel Afian, the General of the Police and the Deputy Chief

"OSCE Finland representation attaches special importance to the
fundamental role of the organization in the prevention and resolution
of conflicts and post-conflict reconstruction".

The due announcement was made by Ilkka Kanerva, OSCE chairman-in-office
and Finnish Foreign Minister, while delivering speech in Woodrad
Vilson’s International Center during his visit to the United States.

Kanerva again touched upon unsettled conflicts voicing hope for the
peaceful settlement of conflicts in Nagorno Garabagh, Transdniestria
and South Osseria.

He recalled his working visit to Baku which took place 20 years ago:
"At that time it was a great pity that I was not able to do without a
translator: a long speech can be a torture especially when translated,
and not only for me but also for the audience. But this was 20
years ago".

Paavo Bayrinen, Finnish Minister of Trade and Development, said
addressing the event that the resolution of conflicts in the CIS will
have a positive impact on the economic development of the region.

A reaction in the Turkish press to the fire in Ludwigshafen which
killed nine Turks shows how great the need for more balanced reporting
is. A newspaper accusing Germany of covering up a neo-Nazi attack is
perpetrating racism itself.

Yesterday’s headline in a Turkish tabloid was a worrying example of
the interpretation of current affairs in a manner which reinforces a
sense of victimhood as well as nationalist aggression in Turkey. The
article in question was a reaction to the fire in Ludwigshafen,
Germany, which had killed nine Turks, five of them children. The
cause of the fire is as yet unknown.

German criticism of Turkish prejudice The German press has been
commenting on Turkish reactions to the fire, saying "the Turkish
media is prejudiced and Erdogan has confused mourning with elections,"
referring to the wide-spread belief in Turkey that the fire in Germany
was neo-Nazi arson, and also referring to Prime Minister Erdogan’s
speech in Cologne, in which he opposed assimilation.

The Westdeutsche Zeitung in Germany had criticised a "prejudiced
Turkish press" and the fact that Erdogan seemed to use the occasion
of the funeral for too much speechifying. The Flensburger Tagesblatt
had also written about Erdogan’s mistiming, confusing mourning and
election campaigning.

Partly in reaction to this, the tabloid newspaper Gunes (Sun) made
disturbing comments about the fire in Germany this month which killed
nine Turks and the murder of journalist Hrant Dink in Turkey last
year on its front page yesterday (12 February).

Inciting to racism Its headline read, "9 Turks are not considered worth
1 Hrant", followed by the following text: "When Hrant Dink became the
victim of a heinous assassination, Turkey stood up in protest. But
for the 9 Turkish victims of Nazis, no one is raising their voice."

It is not difficult to translate the headline into what the editors of
the newspaper really think, i.e. "9 Turks were not considered worth
1 Armenian." It is ironic that the newspaper complains about lack of
empathy for "Nazi victims", although arson has not been proven and
investigations into the cause of the fire are continuing, while at
the same time encouraging another kind of racism.

It is precisely this kind of racism which has led to the murders
of priest Andrea Santoro, journalist Hrant Dink and three Christian
publishers in Malatya.

Accusing Germany and Turkey of hypocrisy Referring to the crowds in
front of the court building at the third hearing of the Dink murder
case on 11 February as well as the crowds at his funeral last year,
the Gunes said: "At least as heinous an attack was experienced in
Germany. Nine Turks died when their house was burnt down. Their names
were Ilyas…Belma…Karanfil….When they were buried in Gaziantep
yesterday, there were no tens of thousands of people who ‘felt the
pain in their heart.’

The newspaper was also incensed at the fact that Germans did not
march saying "We are all Turkish," again a reference to the funeral
procession of Hrant Dink, where people had carried banners of empathy,
saying "We are all Hrant, we are all Armenian." Gunes also accuses
the German media of a cover-up.

The newspaper is thus perpetrating the common Turkish nationalist
discourse of looking for enemies without and within.

A very different interpretation…

In a very different vein was the article by Mehmet Yilmaz in the
Hurriyet newspaper yesterday (12 February). He pointed out that
because of the possibility of a racist attack, there were German
representatives at the funeral in Gaziantep. He added:

"Priest Santoro was killed in Trabzon as the result of a
religious-racist attack. No high-level state official participated
in his funeral."

"Hrant Dink was killed in a religious-racist attack. The Prime Minister
visited the Dink family in their home to express his condolences
after the funeral. You imagine why he could not attend the funeral
and why he felt he had to express his condolences behind closed doors."

"The Turkish and German Christians working in a bookshop which
published bibles in Malatya were slain in a religious-racist attack,
three people died. There were no state officials at the funerals."

Media reinforcing racism and xenophobia A regional newspaper in
Gaziantep, where all the nine fire victims were from, the Hakimiyet
newspaper, reported on the funeral. It quoted the German ambassador
Eckart Cuntz in Ankara, who attended the funeral, as saying: "The
people who lost their lives where the children of both the cities of
Gaziantep and Ludwigshafen."

The mayor of Greater Gaziantep, Asim Guzelbey, was cited in the same
article: "On my visit to Germany immediately after the fire, I saw
that German society was at least as affected as we were by the event.

I saw that everything is being done to find the cause of the event. I
want this to be known."

However, as if ignoring these mutual expressions of respect and
goodwill, the newspaper then chose to head the article thus: "From
the German Hell to God’s Heaven"…

Regional and national newspapers have not grasped the concept of
peace journalism, which is vital in the struggle against racism and
xenophobia. It is high time they did, however; otherwise how can we
understand who is sowing the seeds of discord? (EO/TK/AG)

On February 13 the Armenian minister of transport and communication
Andranik Manukyan, and the head of the Russian Railways Vladimir
Yakunin and the general manager of the South Caucasian Railways
Company Alexander Kuznetsov signed the agreement on the concession
of the Armenian Railways to the South Caucasian Railways. The Russian
Railways is a guarantor of the concession.

The minister of transport and communication Andranik Manukyan said
the Russian party has committed to investing 570 million dollars over
thirty years, half of which will be invested in the first five years.

"We realize that although we signed an agreement on railways, in
reality it is an agreement between the Russian Railways and the
Armenian government. Therefore, we realize the political importance
of this agreement and we realize the responsibility that the parties
of the agreement assume," Yakunin said. He said hopeful that this
agreement will be followed by other similar agreements which will
unite not only railway systems but also nations, governments and
hearts, ARKA reports.
