ANKARA: Azeri Minister Offers Karabakh Autonomy

AZERI MINISTER OFFERS KARABAKH AUTONOMY

Turkish Daily News
Jan 22 2008
Turkey

Armenian troops need to leave Azerbaijan’s Nagorno-Karabakh region
which they occupied in 1992 because their presence threatens the
security of oil and gas pipelines and prevents further economic
integration in the region, said Azerbaijan’s foreign minister.

Writing in the Wall Street Journal, Elmar Mammadyarov said his country
prefers a diplomatic solution; Armenia itself will benefit from
regional development and the departure of its forces from Azerbaijan
would improve relations with Turkey.

Organized crime, terrorism and smuggling flourish in a region where
borders are disputed, the minister wrote.

Azerbaijan will be willing to give Nagorno-Karabakh "the widest
possible autonomy," he said. Resolving the issue will let the region
integrate further with Europe as well as pursue links to China and
Russia, the minister wrote.

Nagorno-Karabakh is situated in southwestern Azerbaijan, in a
rich fertile area. In the early 1920s, the Soviets established
the Nagorno-Karabakh Autonomous Region, within Azerbaijan. It has
a predominantly Armenian population. The late 1980s witnessed
Armenian discontent and ethnic frictions exploded into furious
violence. After the escalation of the violence, the ethnic Azeri
population fled Karabakh and Armenia while ethnic Armenians fled the
rest of Azerbaijan. Karabakh declared itself an independent republic in
late 1991 following the break-up of the Soviet Union. Despite the lack
of formal declaration of war, large-scale fighting broke out between
Azerbaijani and Armenian forces. The ethnic Armenians then pushed on to
occupy Azerbaijani territory outside Karabakh and created a buffer zone
linking Karabakh and Armenia. A Russian-brokered ceasefire was signed
in 1994 that resulted in de facto Armenian control in Karabakh. Yet,
no final settlement has ever been signed since then and it remains
a contentious issue between Armenia and Azerbaijan.

KARABAKH SETTLEMENT BASED ON MADRID UNDERSTANDINGS POSSIBLE UNDER NEXT PRESIDENT – ARMENIAN PRESIDENT

Russia & CIS Military Newswire
January 21, 2008 Monday 10:01 AM MSK

Armenian President Robert Kocharian has spoken of the possibility
of settling the conflict in Karabakh on the basis of the Madrid
understandings of the leaders of Armenia and Azerbaijan.

"A solution to the issue of Karabakh can be found in actual fact,
if the logic of the Madrid document is followed. But there will be
no agreement in the near future and the next president of Armenia
will continue conflict settlement talks," he told the press in Yerevan.

Through its Foreign Ministry Armenia has expressed its attitude to
the Madrid document nothing that the contents of the document is
accepted by both sides, but Armenia sticks to a different approach
on some of its provisions.

"The document lies in the context of the negotiating process but
we differ over several provisions and talks will continue on them,"
he siad.

Cochairmen of the OSCE Minsk group submitted the basic principles of
the peaceful settlement of the Karabakh conflict to a session of the
OSCE council of foreign ministers in Madrid in November 2007.

The opening of the passport check point of Upper Lars is connected
with technical issues and the current state of the check point, Igor
Levitin, Russian minister of transport and chairman of Armenian-Russian
intergovernmental committee, told reporters in Yerevan today. He said
the works are under way and will end this year. In the words of the
minister, transport agencies of Armenia and Russia have underscored
the problem of transport flows between Russia and Armenia three years
ago. "With the concession of the railways we conclude that process
since Russia owes a rail line that must be brought into modern
state of technology in order to speed up the transport of cargo,"
the minister noted.
