Yerevan /Mediamax/. The Central Electoral Commission (CEC) of Armenia
made a decision today on inviting international observers for the
presidential elections of February 19.

Mediamax reports that the CEC invited the OSCE participant-states, Head
of the OSCE Yerevan Mission, the Special Representative of the
Secretary General of the Council of Europe in Armenia, heads of
Armenian representative offices of International IDEA and IFES, as well
as the Chairman of the CEC of Nagorno-Karabakh.

Earlier, the National Assembly of Armenia sent invitations to PACE, and
OSCE PA, CIS IPA, European Parliament, and the Armenian Foreign
Ministry ` to OSCE/ODIHR and the Executive Committee of CIS.

Holding the presidential elections of February 19 will cost the state
budget 769mln 855 thousand 259 drams.

aggression, RA Defense Minister Mikael Harutyunyan told reporters
today.

"Ilham Aliyev will have to account for his irresponsible statements. If
Azerbaijan wants 2 more million refugees, it will get them in case
it resumes war in Karabakh," the Minister said.

A couple of days ago Azeri President Ilham Aliyev said that "war
with Armenia is not over yet." "Armenia did not win the war. Only
the first part of war was completed," Aliyev said and added, "Nagorno
Karabakh will never be independent and this position is supported by
the international mediators."

The OSCE Minsk Group Co-Chairs arrived in Armenia today. Later tonight
the Russian, French and American Co-Chairs will leave for Nagorno
Karabakh, and will return to Yerevan in two days. This is perhaps the
last visit of the Co-Chairs to the region before the presidential
elections in Armenia.

American Co-Chair Matthew Bryza said during a briefing with journalists
that in Baku and Yerevan they learned the opinions of Presidents Robert
Kocharyan and Ilham Aliyev.

The aim of the Co-Chairs’ visit is to improve the content of the
document suggested to the parties and overcome the remaining
disagreements.

Bryza found it difficult to predict whether any agreement will be
signed between Armenia and Azerbaijan before the presidential elections
in Armenia. Any of the sides has its position, which it must defend,
and every word must be seriously interpreted, which demands time.

‘I do not say I’m an optimist or a pessimist. I hope that I’m doing my
work effectively. We will do a good work by helping the Presidents to
move forward, and it’s happening, they are moving forward. It’s no
sense saying whether I’m an optimist or pessimist.’

Elections are not the best time for expecting progress in the
settlement of a complex issue like the Karabakh conflict. Can the
presidential elections have a negative impact on the negotiation
process? In response to the question, Mr. Bryza noted: `I hope they
will not. It seems that all presidential candidates in Armenia stand
for the Karabakh process to move forward. In my opinion, all the
presidential contenders understand that the document on the bargaining
table is fair and balanced.’

What is the main purpose of visiting Nagorno Karabakh? `We need to
better understand the situation there. We must better know all the
persons there. We must understand the attitude of the Karabakhi people
towards the document. We must have better information.’

Are the Co-Chairs going to present the document to the authorities in
Stepanakert? Is the Karabakhi side familiar with the suggestion? Bryza
responded he is not aware.

`We have presented the document to the Presidents of Armenia and
Azerbaijan. We, the Co-Chairs, are leaving for Nagorno Karabakh to gain
better perception of the wishes and ideas of the Karabakhi people.’

After visiting Yerevan and Stepanakert, the Co-Chairs will return to
Baku.

and the Foundation named after the national hero Chingiz Mustafayev",
Milli Medjlis Depity and member of the Political Board of the Yeni
Azerbaijan Party Aydyn Mirzazade said.

He considers that President Ilham Aliyev deserves this title for his
great contribution to the implementation of a number of projects,
which consolidate positions of Azerbaijan in the world, making the
leading countries of the world to take it into account and for
conduction of correct and balanced external policy, as well as
measures, aiming to increase the welfare of the citizens of
Azerbaijan.

He stressed Ilham Aliyev’s achievement in the establishment of
powerful military, which is capable of returning the occupied lands
to our country in case of war, his work for improvement of the social
and economic situation in Azerbaijan.

"The head of state finds time to meet with intellectuals and ordinary
workers of our community. In other words, Ilham Aliyev is a
President to each citizen, he takes care of all of us. These very

Speaking about the imprisoned reporters, he noted that in his opinion
the imprisoned reporters committed law offenses and stressed that
Ilham Aliyev demonstrated humanism and pardoned five of the
imprisoned reporters.

"As for the settlement of Nagorno Garabagh conflict Ilham Aliyev has
repeatedly announced that Azerbaijan will never discuss its
territorial integrity with Armenia and Nagorno Garabagh will never be
separated from Azerbaijan".

A. Mirzazade expressed confidence that the Yeni Azerbaijan party and
its representative Ilham Aliyev will win the presidential racings of
2008.

First Person Artist is a weekly column by artist Kimberly Brooks in
which she provides commentary on art and the creative process and
showcases artists’ work from around the world. This week’s artist is
Tehran-born Abelina Galustian.

It has been six years since the U.S. congratulated itself for
"liberating the women of the Taliban", and one week since a
nineteen-year-old girl and gang-rape victim was ordered the penalty of
200 lashes in Saudi Arabia for the act she allegedly caused because she
was caught sitting in a car with a man who was not her relative.

As an artist and woman growing up in the West, one of the towers that
fell on 9-11 was my view of what it meant to view and create art. After
the cascade of news stories that brought front and center how my
sisters throughout the world live in what I consider to be oppressive
misogynistic cultures, I thought deeply about what it must be like
where there is no visual representational art, where women are covered
from head to toe and not allowed to be seen let alone depicted in any
form, where billboards also have the female entirely blackened in
silhouette and western art history text books are considered
"pornographic". The closest I’ve come to the Middle East is relatively
progressive Dubai–the UAE has just made a deal with the Louvre Museum
in Paris to build a branch in the tourist-driven area. And even though
you can find a forty foot high image of Paris Hilton in the Guess Jeans
store at the United Arab Emirate’s Mall (this is progress!), outside
the mall there’s not a painting or photograph of any woman in sight
except for the framed photographs of the men who rule the country and
some abstract designs in all the hotel lobbies. It’s really really
strange.

Suddenly late 20th century notions that say, figurative painting was
dead, or that women were finally breaking though the glass canvas of
the art world, seemed quaint. So for me as an artist, the act of
painting figures, nudes – especially women – takes on another meaning
and also an act of defiance.

One step forward. Two steps back.

In 2003, an underground feminist art exhibition entitled "Women Talking
Back" featured work for and by women showed in Tehran. One of the
artists in that exhibition was Abelina Galustian. In her series of
paintings entitled The Veil Series, she depicts women wearing lingerie
and high heels along with the burka. The curator of the show was
briefly imprisoned and all of the paintings were confiscated
permanently. Shown here are photographs of the paintings which are all
that remain.

In her recent series entitled Womansword, Galustian looks to classic
19th Century Orientalist painters. She recreates detailed photorealist
paintings reversing the gender. In doing so, she undermines the
traditional dynamic of the male gaze and the viewing process while
pointing to contemporary issues of representation, and the
neo-Orientalism rampant in the cultures the western world seeks to
"liberate".

Kimberly Brooks: Where did you come of age, and when did you start to
question what women were and were not allowed to do?

Abelina Galustian: I was born in Tehran, Iran. I am of Armenian
ethnicity and moved to the U.S. after the Iran/Iraq war. In the
beginning of third grade in Tehran, my best friend, Rama, and I would
eavesdrop on women’s private conversations [about their Hymen]. I was
too young to understand why young, single women gave the intactness of
their hymen such great importance. They shared naughty stories about
their rendezvous and extracurricular activities as if they were talking
about a sport – how they finally made the "touch down" without being
"touched down." These types of "coffee conversations" continued in
almost every circle and age of women I sat with in my cultural context.

I now live in the United States. During my last visit to Iran a few
years ago, I was sitting with a group of very wealthy, educated, single
women who said the same things I heard during my eavesdropping days. I
still couldn’t understand why they were all [still focusing on acting
like virgins.] My reaction to this hypocrisy was communicated with the
Veiled Series. It was a way of telling women to stop interrogating a
woman’s worth by the intactness of her hymen, as it only leads to
daughters performing virginity and sons who only accept virgins (or at
least they think they’re getting virgins) for wives.

KB: What was the spark that led specifically to the Womansword series?

AG: In February 2000, I was in a New Haven bookstore in Connecticut. I
noticed a center display of books about the Middle East. One book in
particular caught my eye with its painting by Jean-Leon Gerome entitled
"The Slave Market." Although I had seen Gerome’s painting on many
different occasions since studying art in America, it was at that point
when I noticed for the first time, the message Gerome intended in his
composition. Gerome who is a hyper-Realist and a stickler for correct
proportions, painted the hand of the nobleman who is purchasing the
slave girl, about three times bigger proportionally. I was so appalled
by Gerome’s symbolism that I decided to give a critical response to
this painting.

AG: I purposely chose the Orientalist style and Gerome’s painting by
reason of its immediate encroachment to the senses. It was necessary
for this particular body of work to retain a direction of communication
that would be recognizable, distinguishable, and straightforward. The
Womansword series of paintings counterclaim some of the socially
ascribed roles through the switching of gender roles, a switch that may
at first be read as subtle but actually acknowledges a female’s
ownership of her body and debunks its male control.

In nineteenth-century orientalist works, one theme that was given an
encore was the captive woman. The harem and slave-market themes were
exploited by various artists. The most distinguished and famous of the
Orientalist paintings is Jean Leon Gerome’s "The Slave Market" which
shows how easily Orientalism of the day could be combined with the
taste for violated innocence and female subjection. Since these chosen
depictions are almost iconic, quoting from them with alterations that
are explicitly construed as political, generates a double-take and
immediate scrutiny from the viewer.

KB: What do you seek, ultimately, from your viewers?

AG: As a feminist artist, I seek to expose seemingly archaic beliefs
that are only loosely hidden behind the mask of political correctness.
Works that are tacitly looked upon as classic works of beauty and truth
in the artistic canon, interestingly enough, become works of
irreverence and perversity once the genders are switched.

KB: As an artist who also deals with female/male issues, I find myself
not wanting to be known solely as a feminist painter, yet you claim it
prominently in your description of yourself. Do you ever worry about
being ghettoized as such?

AG: No. Being "ghettoized" for being a feminist artist is not an issue
for me. Everything that revolves in and around my work stem from
women’s issues. But Middle-Eastern feminist awareness is not always
parallel to the West’s understanding of feminism. In my work, female is
not just gender but location, therefore, when talking/painting about
the female-feminine and male/masculine I’m also talking about the East
and West. At the end of the day, it is my work that speaks, not my
label.

Born in Tehran with family roots in Tabriz, Abelina Galustian
immigrated to the U.S. after the Iran/Iraq War. Here, she earned her
MFA in studio arts at Cal State LA, her MA in art history at UCSB, and
she is also currently pursuing her PhD in art history at UCSB.
Galustian’s work has shown in solo and group exhibits internationally
and domestically. Likewise, she has been a featured artist and lecturer
featuring her own work and topics such as transnational identities,
Neo-Orientalism, and performing culture in Toronto, Dubai, and
California.

Special commission for conducting expert examination of modernization
of Hrazdan HPP 5th energy unit formed in Armenia

YEREVAN, January 11. /ARKA/. According to the decision of Armenia’s
Government a temporary inter-departmental commission is formed for
conducting expert examination of the modernization project of the 5th
energy unit of Hrazdan Hear Power Plant (HPP). The RA Government’s
public relations department told ARKA that the decision was made in
accordance with the law `On urban planning.’

The expert commission will be headed by Deputy Energy Minister Areg
Galstyan.

The structure is commissioned to finish work on special complex
expertise of the modernization project within a month.

On April 6, 2006, Armenia’s Government made a decision to sell the
5th energy unit of Hrazdan HPP to the Russian `Gasprom’ by $248.8mln.

$188mln of this sum will be directed to the compensation of
population’s expenditure as a result of rise in gas tariffs, and
$60mln – to the state budget.

`Gasprom’ is obliged not to increase gas tariffs by 2009, fixing the
price within $110ths for 1ths cubic meters up to January 1, 2009.

Dundee Precious Metals reports fatal accident at a mine in Armenia

TORONTO – Dundee Precious Metals Inc. (TSX:DPM) says one miner is
dead and another injured after an accident at an underground mine in
Armenia owned by its subsidiary Deno Gold Mining Company.

The accident happened Wednesday night in the northern area of the
Shahumyan underground mine in Kapan, Armenia, Dundee said in a
statement after markets closed Thursday.

"Two miners have been affected by the accident; one was recovered
dead at the scene and the other miner was injured and has been
transported to the medical centre of Kapan where he is conscious and
receiving medical attention," the company said.

It said the area of the mine where the accident happened has been
isolated while the company and the Armenian National Centre of
Technical Security investigates the incident.

"The company would like to take this opportunity to express its
deepest condolences to the family and friends of the deceased and to
all employees of the mine who have lost a valued colleague," Dundee
said.

Toronto-based Dundee has a 95-per-cent interest in the Kapan Mine in
Armenia through Deno Gold.

As well, Dundee owns the Chelopech gold/copper mine and Krumovgrad
gold mining development project in Bulgaria.

It also has a 100-per-cent interest in the Back River gold
exploration project in Nunavut.

the Democratic Way party, died in the morning of January 10 at the
age of 59, from heart attack.

M. Gasparian was born on September 16, 1949 in the village of Kasakh,
Aparan. In 1976 he graduated from Moscow Engineering and Construction
Institute, in 1989 Belgorod (RF) Institute of Consumer Cooperation. He
was an economist by speciality. M. Gasparian was a deputy of the RA
National Assembly of two convocations, in 1999-2003 and in 2003-2007.

of the Democratic Party of Armenia (DPA) Aram Sargsian, the first
Armenian president Levon Ter-Petrosian cannot be considered as the
single candidate of the opposition. He said during a talk with NT
correspondent that the electorate of L. Ter-Petrosian (unlike those
of all the other candidates) is quite a definite one. The politically
active electorate, in his words, is divided into those who accept
L. Ter-Petrosian and those not accepting him, and there are almost
no hesitating persons who have not yet decided.

According to A. Sargsian, it means that the electorate of
L. Ter-Petrosian may increase by only several percents at best. "Unless
the candidate of the authorities makes gross mistakes, I think,
there will be no change concerning L. Ter-Petrosian’s rating,"
A. Sargsian said.

Speaking about the criminal proceedings initiated against the
"Armenian Time" newspaper based on the application of the chairman of
the National Democratic Union Vazgen Manukian, A. Sargsian said that
"it is a method of members of the Armenian National Movement (ANM)
to backen the reputation of undesirable figures in the press". In
his words, V. Manukian is unable to defend himself by using the
method applied by the pro-ANM press, in particular, by the "Armenian
Time". "One has to be a villain in order to counteract villainy,
while V. Manukian is not a person of that kind," A. Sargsian said.

Azerbaijani Opposition Call Government to Reject Peaceful Settlement
of Nagorno-Karabakh Conflict

and the political parties would reject the obligation of peaceful
settlement of the Nagorno-Karabakh conflict assumed before by the
Council of Europe, stated MP Gudrat Hasanguliyev, the chairman of the
Popular Front of Unified Azerbaijan Party (PFUAP) during the Karabakh
Forum in Baku on 26 December.

Eighteen Azerbaijani opposition parties signed an agreement on the
cooperation, which envisages the stopping of popularization of the
mutual popularization among parties, on the threshold of the upcoming
presidential election in Azerbaijan, in Baku on 26 December. The
agreement was signed by the Popular Front of Unified Azerbaijan
Party, Great Establishment Party, Classic Popular Front Party,
Liberal Party, Adalat, Great Azerbaijan, and Azerbaijani national
Independent Party, Taraggi, Azadlig and the others.

According to Hasanguliyev, the obligation assumed by the Azerbaijan
on the peaceful settlement of the conflict causes reason for the
international organization to demonstrate loyal attitude towards the
aggressive Armenia.

The chairman of the Karabakh Liberation Organization Akif Nagi said
that Azerbaijan should refuse from the capitulation and mediation by
the OSCE Minsk Group.

MP Ilyas Ismaylov, the chairman of the Adalat party said that he did
not agree with the proposal. Ismaylov considers it wrong to go
against the peaceful negotiations.

The conflict between the two countries of the South Caucasus began in
1988 due to the Armenian territorial claims against Azerbaijan. Since
1992, the Armenian Armed Forces have occupied 20% of Azerbaijan
including the Nagorno-Karabakh region and its seven neighboring
districts. In 1994, Azerbaijan and Armenia signed a ceasefire
agreement which ended the active hostilities. The Co-Chairs of the
OSCE Minsk Group ( Russia, France, and the US) are currently holding
the peaceful negotiations.
