ArmInfo. An explosion took place in Yerevan on December 12 night in the
Editorial office of the "Chorord Ishkhanutyun" oppositional newspaper,
one the newspaper’s journalists told ArmInfo.

As the press-service of RA Police reports, no one suffered as a result
of the explosion. However, it was promised to deliver a detailed
information later. The newspaper, headed by its Editor Shogher
Matevosyan, supported in its publications the candidacy of Armenia’s
ex-President Levon Ter- Petrosyan at the forthcoming presidential
election in Armenia. Journalists themselves connect the terrorist
act with publications of an oppositional heat.

During the conference, held today by the NKR Prime Minister
A.Haroutyunian, the results of double checks carried out in
"Artsakhenergo" state closed joint-stock company, were discussed.

By the estimation of the head of the Government, the last years’
activity of the company is unsufficient: rather losses and abuses
were constantly fixed in the system. The Prime Minister noted, that
personnel changes took place in the system, and those, through whose
fault the intolerable situation had been created, would be submitted
to liability.

Tax Service of NKR Government carried out checks in
"Artsakhenergo". The representative of Tax Service stated a number
of facts and details, which testify about abuses and not doing tax
obligations towards the state.

On purpose of satisfying profitableness and establishing an order
in the system, the Prime Minister assigned tasks to the executives
of competent structures. The reforms would be in the direction
of clearness of organizing, legislative acts. (Administration of

Gagik Baghunts, professor at Artsakh State University, had sued
the University for returning him to the position of the head of the
university press. On December 3 the district court passed the verdict.

The court decided to repeal the rector’s decisions and restore him
to his position. Artsakh State University has to pay him the average
salary for all the months he did not work.

We asked Gagik Baghunts to comment on the decision of the court. "I
am satisfied with the decision of the court. However, I would like
to note that the purpose of this process was to create a precedent of
successful struggle against administrative and legal arbitrariness. It
will help restore faith in people, which has recently disappeared,
that the government guards their interests, eliminates the gap between
people and government. I am sure that otherwise it is impossible to
build a democratic state based on a civil society."

In answer to the question whether the university may appeal to
the Supreme Court, Gagik Baghunts said: "Certainly the rector has
the right to appeal to the Supreme Court but I think this move
will look like disrespect for the law reflected in such an obvious
and justified decision of the court. Moreover, it will look like a
desperate posturing against the line of the new government to restore
justice and order."

215 figure skaters currently train at the specialized figure skating
school of Yerevan. The Presidnet of the Figure Skating Federation
of Armenia, Director of the Figure Skating School of Yerevan Samvel
Khachatryan told Armenpress that there are many talented boys and
girls among them.

Aramayis Grigoryana and Hovhannes Lazarian already have an experience
of participation in international competitions. However, according to
Samvel Khachatryan, the size of the skating ring of Yerevan does not
correspond to international standards, that is why Armenian sportsmen
face difficulties when they perform on bigger rinks.

As for the pairs, Armenia is represented only by Anastasia
Grebenkina-Vazgen Azroyan ice dancing couple. According to Samvel
Khachatryan figure skating is a very difficult kind of sport and
derives serious attention.

conflict. The peaceful process should go on, use of force is a big
mistake, he said.

Baku’s readiness to use force to liberate the territories seized by
Armenians and rated probability of war as nearly 100%. Perhaps, the

negotiators raise public awareness among Armenians and explain the

Georgian frontiers of "Akhaltskha" regional department arrested a
citizen of the Republic of Armenia in the passport control office
"Sameba", on December 9.

It is informed that the arrested Armenian had been in the territory of
Georgia before through the passport control office "Nidzni Zaramag". A
preliminary investigation has been started.

DEFENCE EXPENDITURES OF ARMENIA INCREASE BY 30.6% IN JANUARY-OCTOBER 2007 ON SAME PERIOD OF 2006

YEREVAN, DECEMBER 11, NOYAN TAPAN. Out of the budgetary expenditures of
437 bln 806.4 mln drams (over 1 bln 256.6 mln USD) in January-October
2007, expenditures in the defence sphere amounted to 79 bln 769 mln
drams, increasing by 30.6% as compared with the same period of last
year. The ratio of defence expenditures to GDP grew from 3% in the
first ten months of 2006 to 3.3% in the same period of this year.

According to the RA National Statistical Service, budgetary
expenditures on public order protection, national security and justice
system made 36 bln 63.8 mln drams, exceeding by 19.5% the index of
the same period of last year. Their ratio to GDP did not change as
compared with the first ten months of 2006 and made 1.5%.

Expenditures on education and science made 69 bln 714.3 mln drams
(22.7% growth on January-October 2006), while their ratio to GDP
grew from 2.8% to 2.9%. Expenditures on social insurance and social
security made 51 bln 74.9 mln drams (19.2% growth), their ratio to
GDP remained unchanged – 2.1%.

Expenditures on health care amounted to 33 bln 726.6 mln drams (24.3%
growth), their ratio to GDP grew from 1.3% in January-October 2006
to 1.4% in the same period of this year.

32 bln 655.6 mln drams was spent in the transport, roads and
communication sector in January-October 2007, these expenditures
increased by 30.5% as compared with the same months of last year. Their
ratio to GDP grew from 1.2% in January-October 2006 to 1.4% in the
same period of 2007.

YEREVAN, DECEMBER 10, NOYAN TAPAN. Winter holidays are announced
for 3-11-form pupils going to comprehensive schools of Armenia from
December 24, 2007 to January 6, 2008. And in schools, which did not
have 2007 autumn holidays (from October 29 to November 4), as well as
will not have 2008 spring holidays (March 17-23) the winter holidays
will be prolonged until January 20. As Noyan Tapan correspondent was
informed by Ilya Sargsian, the Head of the Secondary Education Unit
of General Education Department of the RA Ministry of Education and
Science, winter holidays for pupils of first and second forms will
be longer by two weeks.

somebody, will vote for the former authorities. Those who are poor

Karapetyan said. The head of the ALM Holding promised officially to
give air time to all the candidates for president according to the law.

WATER ECONOMY FIELD NEEDS INVESTMENTS

Today the President Robert Kocharyan had a labor meeting with Andranik
Andreasyan, the president of RA Water Economy State Committee. The
president assigned the committee to mobilize all the possible
investments in the field of water economy.

According to the press office of the president, Robert Kocharyan said
that in order to shorten the time of having qualified drinking and
irrigating water, the works in investment project must be carried out
within a short period of time. The head of the committee presented the
annual report to the president and the general situation was evaluated
satisfactory.
