Colombier’s report on March 1, 2008 events in Yerevan, Zaruhi
Postanjyan made a statement, with the approbation of Armenian
delegation.

"Instead of focusing on the report, Zaruhi Postanjyan went on to make
accusations against ARF Dashnaktsutyun, which can’t share opposition’s
viewpoint, having been a part of ruling coalition during tragic
events," member of PACE Armenian delegation and ARFD parliamentary
group, Armen Rustamyan said.

Commenting on Zaruhi Postanjyan’s statement, characterizing
Dashnaktsutyun as a fake opposition, unable to represent oppositional
views at PACE, Armen Rustamyan noted, "It’s for Armenian society and
not PACE to decide whether Dashnaktsutyun is a true opposition."

The Armenian Revolutionary Federation Dashnaktsutyun is an Armenian
political party founded in Tiflis (Tbilisi, the capital of Georgia)
in 1890 by Christapor Mikaelian, Stepan Zorian, and Simon Zavarian
The ARF has the largest number of members from the political parties
present in the Armenian Diaspora, having established affiliates in
more than 200 countries.

The ARF Dashnaktsutyun led the effort toward the establishment of
the first Armenian Republic in 1918 and was the party in power for
the duration of its existence. Following the Sovietization of Armenia
in 1920, the ARF-Dashnaktsutyun was banned by the Communists and its
leadership exiled.

In the Diaspora, the ARF Dashnaktsutyun fought Soviet rule over
Armenia and championed the cause of Armenian rights and independence;
it played a leading role in organizing a social and cultural framework
aimed at preserving the Armenian identity.

The ARF Dashnaktsutyun officially re-emerged in Armenia during the
dissolution of the USSR, in 1990.

On December 28, 1994, the activities of the ARF-Dashnaktsutyun were
"temporarily suspended" by the Armenian authorities. In view of
the political nature of the anti-ARF interdictions by the Armenian
authorities, the ARF continued to operate in Armenia. On February 9,
1998, less than a week after the resignation of the then president
Ter-Petrossian, the Justice Ministry lifted the ban on the ARF
Dashnaktsutyun.

Issues related to the renovation of agricultural equipments were
discussed at the conference invited by the NKR Prime Minister Ara
Haroutyunyan. Persons in charge delivered a report on the work carried
on in this direction. In the nearest future is foreseen to import more
than 20 new combine harvesters. The Premier assigned to conclude a
contract with the foreign companies producing equipments with best
technical qualities and train specialists in time. The importing
combines and tractors would be under proper technical control.

Prime Minister, Recep Tayyip ErdoÄ?an, just before the Euronews launch
of broadcasting in Turkish, spoke with us on a range of topics, from
Turkey’s negotiations aimed at eventual full membership in the
European Union to Cyprus, relations with Israel, and questions on the
Kurdish minority and Armenia.

Euronews, Ali Ishan Aydin: `Accession negotiations with the EU are too
slow. Whereas Brussels criticises Turkey for delaying reforms, you
accuse some of the European leaders of obstructing Turkey. As we
speak, eight chapters [out of a total of 35 policy areas] are blocked
by the European Commission; five are blocked by France; some chapters
are blocked by the Republic of Cyprus ‘ leaving four chapters of
negotiations which can be opened. So, what do you think about the
membership talks’ future?’

Prime Minister Tayyip ErdoÄ?an: `Unfortunately, some of the EU member
states are not acting honestly. This is where a problem arises. Why am
I saying this? Because they are trying to corner Turkey with
conditions that do not exist in the acquis communautaire [the total
accumulated body of EU law]. This is really wrong. We have to bear in
mind that we leaders are mortal but that nations are not. A leader’s
negative approach towards another country would negatively affect
people’s perception in that country about the country of that leader.

0155 Euronews Nial: Are you talking about Mr Sarkozy?

0157 Erdogan: Yes. One can not easily comprehend what Mr Sarkozy does.
But no matter what they do, or what kind of obstacles they put in
front of us, we will keep walking, patiently. There is, certainly, an
end to this. That will be the moment at which ALL the EU members say
`We are not accepting Turkey.’ We will not stop until they say this.

0231 Euronews Ali: Do you think religious and cultural differences
play a role in some EU leaders’ negative approach?

0240 Erdogan: The EU should not become a Christian club. The EU should
not take part in a campaign of Islamophobia. Any country doing this
must be warned. For instance, as the prime minister of Turkey, I am a
leader who has wholeheartedly condemned anti-semitism and accepted it
as a crime against humanity. But I am sensitive, too, when it comes to
Islamophobia. Because I am a Muslim. And I can never tolerate
anti-Islamism. As a Muslim, I defend my stance for as long as I must.
No one CAN reconcile Islam with terror. And I, as a Muslim, and the
Prime Minister of the Turkish Republic, can not say `yes’ to anyone
who dares to do so.

0339 Euronews Ali: What will happen if the talks on the reunification
of Cyprus fail? What do you expect from Brussels, from the EU?

0350 Erdogan: Until now, the EU has not been honest on the Cyprus
issue, either. Sixy-five percent of the voters in northern Cyprus said
`yes’ to the United Nations’ Annan Plan. And what happened in the
south? Seventy-five percent said `no’. Who is the honest party in this
picture?: northern Cyprus. And the EU bears a great deal of
responsibility for the current deadlock over Cyprus. They made a
historical error in accepting southern Cyprus into the EU. Gerhard
Schröder sharply criticised this policy of the EU saying `northern
Cyprus was treated immorally’. Angela Merkel says `We made a mistake
by accepting southern Cyprus’. This is what they said. But now we see
that they are looking out for southern Cyprus! By the way, calling
southern Cyprus `Cyprus’ is an other political mistake. Because in the
north, there is another state, which is in conflict with the south.
And we, as Turkey, recognised this state in the north. We are
unwavering about this state. Others may speculate, but that is of no
importance for us. The EU members will be remembered for having made
this mistake. History will tell, in fact it already has.

0524 Euronews Nial: Do you expect to see Cyprus reunited in the near future?

0530 Erdogan: Southern Cyprus always avoids a direct approach. The EU
must warn southern Cyprus. It must be seen that the peace process is a
hostage.

0545 Euronews: Do you think it will take much longer to get this issue resolved?

0551 Erdogan: We are striving to resolve this issue this year. And we
want it to be resolved under the umbrella of the UN. We can even do
this including all five of the parties concerned; By this I mean
northern and southern Cyprus, Turkey, Greece and the UK. We can solve
this all together. A few days ago, Gordon Brown called me and asked
what we thought of the idea of `doing this together’. There is no
problem for us. We can come together and talk. What matters on this
issue is being fair. If we set about doing this as the guarantor
states, we have to know what the guarantees are. We hope for this
issue to be resolved this year.

0653 Euronews Ali: About the Kurdish issue: You have taken a
historical step, preparing a plan for a project to move forward with
the Kurdish issue. How do you see the process at this moment?

0711 Erdogan: This has been one of the most important items on the
agenda in recent days. But calling it a Kurdish issue will undermine,
weaken this project. This project is one of national unity and
friendship. It is not concentrated only on the Kurds. It is a
democratic initiative, and the Kurdish issue is just one of the ethnic
problems. But, unfortunately, this was misunderstood by western
society. Because if one considers this as a Kurdish issue exclusively
then one is being disrespectful to other ethnic groups which make up
Turkey and the Turkish Nation. This plan, this project, covers all of
them. We are working on other ethnic groups as well.

0808 Euronews Ali: How do you see the future of Turkey-Israel
relations? After all that has happened, do you still think Turkey can
mediate between Israel and Syria, and other Arab states?

0820 Erdogan: Israel should give some thought to what it would be like
to lose a friend like Turkey in the future. The way they recently
treated our ambassador has no place in international politics. We have
done our best for Israel-Syria relations. But now we see Binjamin
Netanyahu saying `I do not trust Erdogan, but I trust Sarkozy’. Do you
have to give a name? This is diplomatic inexperience, too. Because
when you say this¦ How can I trust you if you say you don’t trust me?
We have important ongoing agreements between us. How can these
agreements be kept going in this climate of mistrust? I think Israel
had better take another look at its relations with its neighbours if
it believes it is a world power.

0926 Euronews: In recent days the Israeli foreign ministry has accused
you of being a cause of the rising tension between your two countries.
In fact, it has accused you of anti-semitism. When you review how you
handled this incident, do you feel YOU could have handled it more
diplomatically?

0945 Erdogan: I am telling the truth¦And I will keep telling the
truth. Turkey has an age-old history as a state. When you talk to such
a state you must be careful. When innocent civilians are ruthlessly
killed, struck by phosphorus bombs, infrastructure is demolished in
bombing and people are forced to live in an open-air prison¦ we can
not see this as compatible with the Universal Declaration of Human
Rights, simply human rights, and we can not close our eyes to all this
happening.

1030 Euronews: Prime Minister, the constitutional court of Armenia’s
interpretation of the Turkish-Armenian protocols aimed at normalising
mutual ties antagonised Ankara. How will this affect Turkey’s
policies?

1046 Erdogan: Well, we appear to have got off to an unhealthy start.
What are we negotiating about? What are we going to do? Armenia should
once again take this into consideration, because we fulfilled our
protocol commitments. Both sides have road maps. The process will
continue. We are fully prepared and sincere, and will proceed in the
same way as we have so far.

During the sidelines of the London Conference, RA Minister of Foreign
Affairs Edward Nalbandian met with Minister of State for Europe and
Parliamentary Under-Secretary of State for Foreign Affairs at the
Foreign and Commonwealth Office Chris Bryant. During their meeting,
the parties discussed a number of bilateral, regional and international
issues, as well as cooperation between Armenia and the European Union.

Nalbandian and Bryant highlighted the importance of high-level visits
in order to stimulate bilateral cooperation, as well as discussing
the latest developments in the Nagorno-Karabakh negotiating process.

The parties also discussed the process of establishing Armenian-Turkish
relations. Bryant welcomed efforts toward the establishment of
relations between Armenia and Turkey.

approved at Jan. 29 meeting of the Armenian government . "With this
decision, the government launched a large-scale program to support
young families, which is a priority in pre-election program of the
president," Arsen Karamyan, Deputy Minister of Sport and Youth Affairs
told a news conference. According to him, provision of young families
with affordable housing will be Government’s priority for the coming
years, while by 2012 issue of affordable credits for the purchase of
cars will be solved.

He also reminded that benefit increases resulted in the birthrate
growth in the country, where in 2009 3000 more children was born in
comparison to 2008," he said.

In turn, Deputy Finance Minister Vartan Aramyan new mechanism will be
offered to alleviate the loan burden for young families. According to
him, instead of operating 14-15 per cent per annum loans young families
will be able receive loans at 8-10 per cent per annum for 10 years.

The gross family income should be around AMD 300-380 thousand, which
include not only revenues of the young members of families, but also
relatives, thereby lending conditions will not seem fantastic, and
the monthly payments will amount to AMD 130-160 thousand.

United States to get legal clarification that the recent decision of
the Armenia’s Constitutional Court will not prevent a debate between
Ankara and Yerevan on whether or not the 1915 killings of Armenians
at the hands of Ottomans amounted to genocide, Turkish Hurriyet
newspaper reports.

"We can set up a commission of historians that can talk about
everything on the 1915 events, yet cannot discuss whether it was
genocide or not because the Armenian court ruled this is not an issue
open to discussion," an anonymous Turkish diplomat said, adding that
Turkey will continue talks with Switzerland and the U.S. and try to
find a solution on legal grounds.

The Protocols aimed at normalization of bilateral ties and opening of
the border between Armenia and Turkey were signed in Zurich by Armenian
Foreign Minister Edward Nalbandian and his Turkish counterpart Ahmet
Davutoglu on October 10, 2009, after a series of diplomatic talks
held through Swiss mediation.

On January 12, 2010, the Constitutional Court of the Republic of
Armenia found the protocols conformable to the country’s Organic Law.

Following the decision, the Turkish Foreign Ministry issued an official
statement concerning the deal. It runs particularly as follows:

"The Constitutional Court of the Republic of Armenia has declared
its decision of constitutional conformity on the Protocols between
Turkey and Armenia signed on 10 October 2009 with a short statement
on 12 January 2010. The Constitutional Court has recently published
its grounds of decision. It has been observed that this decision
contains preconditions and restrictive provisions which impair the
letter and spirit of the Protocols.

"The said decision undermines the very reason for negotiating these
Protocols as well as their fundamental objective. This approach
cannot be accepted on our part," says the statement posted on Turkish
MFA website.

The Armenian Genocide (1915-23) was the deliberate and systematic
destruction of the Armenian population of the Ottoman Empire during
and just after World War I. It was characterized by massacres, and
deportations involving forced marches under conditions designed to
lead to the death of the deportees, with the total number of deaths
reaching 1.5 million.

The date of the onset of the genocide is conventionally held to be
April 24, 1915, the day that Ottoman authorities arrested some 250
Armenian intellectuals and community leaders in Constantinople.

Thereafter, the Ottoman military uprooted Armenians from their homes
and forced them to march for hundreds of miles, depriving them of
food and water, to the desert of what is now Syria. Massacres were
indiscriminate of age or gender, with rape and other sexual abuse
commonplace. The Armenian Genocide is the second most-studied case
of genocide after the Holocaust.

The Republic of Turkey, the successor state of the Ottoman Empire,
denies the word genocide is an accurate description of the events. In
recent years, it has faced repeated calls to accept the events as
genocide.

To date, twenty countries and 44 U.S. states have officially recognized
the events of the period as genocide, and most genocide scholars
and historians accept this view. The Armenian Genocide has been also
recognized by influential media including The New York Times, BBC,
The Washington Post and The Associated Press.

The majority of Armenian Diaspora communities were formed by the
Genocide survivors.

A Paris court will not be sending Kurdistan Workers’ Party (PKK)
member Nedim Seven to Turkey.

According to Turkish news agency Anadolu Ajansi, Seven will remain
imprisoned in France, since he has committed crimes in that country,
for which he still needs to complete his sentence.

According to a number of Turkish media, Seven’s interrogation in France
had begun earlier when he was charged with financially supporing a
terrorist organization. However, Seven had escaped to Italy, where,
with a fake passport, he had attempted to go to Armenia.

Italian police had then arrested him and handed him over to France.

If there is any progress in the settlement of the Nagorno-Karabakh
conflict, then ratification of the Protocols may be possible, said
Turkish ambassador to Azerbaijan, Hulusi Kilich, reports APA news
agency.

"But the Armenian Constitutional Court’s decision influenced the
protocols and documents. Our prime minister and foreign minister said
so," said Kilich.

"The Armenian Constitutional Court made a decision, but the Protocols
haven’t been sent to parliament yet. Turkey, however, sent the
Protocols to the parliament 2 months ago. We are ahead of Armenia in
this process," concluded the Turkish diplomat.

Turkish Foreign Minister Ahmet Davutoglu met Thursday his Armenian
counterpart Eduard Nalbandian in London where he is attending a
conference on Afghanistan.

Davutoglu’s meeting with Nalbandian lasted around 15 minutes. The
two ministers exchanged viewpoints on the new situation that arose
after a recent decision made by the Armenian Constitutional Court on
the protocols signed between Turkey and Armenia in 2009.

Nalbandian told Davutoglu that there was no change in the character
of the process (after the Armenian court’s decision).

Today’s meeting provided an opportunity for the two ministers to
express their views face to face.

While there was no change in the pos ition of the parties, the meeting
was beneficial, sources said.

Turkey wants Armenia to declare that a recent decision by the Armenian
Constitutional Court has not brought any changes to the protocols
signed on October 11, 2009.

The FINANCIAL — Wissol, one of the leading oil importing and
distribution companies in Georgia spent around GEL 8 million on
implementation of sports infrastructure development project, the
company announced last week.

"CSR is one of our top priorities," Samson Pkhakadze, Chairman of the
Wissol Board of Directors said during the presentation of the sport
complex in Didi Dighomi district, Tbilisi .

Development of sports infrastructure is a unique project initiated
by the municipality of Georgia. "Commercial interests were also
included in that project, that is why we became involved in it",
Pkhakadze says..

In the frames of the sports infrastructure development project,
Wissol has constructed a large sports complex, specialized on cycle
sport and rugby. The complex sits on 23303 square metres. Rugby field,
training halls, showers and doctor rooms are amongst the facilities
of the centre.

"This is the 4th sports complex of multifunctional means to be built.

Construction lasted for 18 months. We have built two open Rugby
stadiums and a 200 metre modern cycle track. They were designed by
the famous Dutch architect Sander Douma," Pkhakadze explains.

"Georgia has already submitted an application for hosting the 2015
Olympic Games. Therefore we consider the development of sports
infrastructure in Georgia to be of crucial importance," Tbilisi
Mayor Giorgi Ugulava said while attending the presentation of the
sports complex.

Wissol was general sponsor of the Caucasus Cup in bicycle racing in
Tbilii where two Georgian teams, Turkish, Azeri and Armenian teams
were racing for victory.

"In Georgia there used to be 2 big cycle tracks but neither of them
are functioning. Now you can see that our sportsmen are being given
adequate infrastructure. And we look forward to seeing their success,"
Pkhakadze said.

Wissol Group owns football club Wissol Avaza. Wissol was awarded with
a special prize during the Best Soccer Player of the Season ceremony,
for the reconstruction of the Avaza School according to UEFA standards.

In the frame of Wissol’s healthy lifestyle promotional campaign,
in June, 2008, Wissol acquired Rugby Club Kochebi (braves) which
is already participating in championships under the name "Wissol –
Kochebi".

"For any sportsmen and for me as a footballer, the main point is to
have good playing and training conditions. Correct training encourages
correct development of a sportsman’s skill, therefore good playing
conditions help a player to present himself in a good way. That’s why
the construction of such bases are very welcome, and to play in a club
with such high quality training conditions is always a pleasure for
any footballer," says Gigi Ioseliani, footballer of FC Wissol Avaza.

"If a sportsman has the ability to train under good conditions it
will affect his future achievements. In Georgia I haven’t seen such
a high quality sports centre until now. This is the first centre
of such high quality and I sincerely hope that many others will be
built in order to develop football and many other sports in Georgia,"
Tornike Nemsadze, another soccer player says.

As Pkhakadze says, the company has assumed an obligation to support
Georgian football for several reasons. The company supports sporty
lifestyle principles and on that basis Wissol has also organized 18
football teams and 2 rugby teams of its employees.

"Wissol Petroleum Georgia believes that young people in Georgia
should be engaged in studies. A healthy lifestyle is very important
to succeed in both one’s private life and career," Pkhakadze says.

Wissol was named Petrol Station of November by Modern Petrol
Station Magazine. The award was taken for its superior design, newest
technological and technical solutions and for offering a wide variety
of services.

"In 2010 Wissol is planning to expand its chain, adding up to 15
petrol stations throughout Georgia, making a total investment of
10 million GEL, more concentration will be made out of Tbilisi ,"
says Samson Pkhakadze.
