NKR PRESIDENT BAKO SAHAKYAN MEETS WITH THE FIRST DEPUTY CHIEF OF RA ARMED FORCES GENERAL STAFF

YEREVAN, MAY 20, ARMENPRESS: The President of the Nagorno Karabakh
Republic Bako Sahakyan today met with the Henrico Apriamov, first
deputy chief of RA Armed Forces General Staff.

An official from the press department of the NKR President’s staff told
Armenpress that the NKR Defense Minister Movses Hakobyan was present
at the meeting as well. Issues on army development and cooperation
between the two Armenian states were discussed at the meeting.

RA EDUCATION AND SCIENCE MINISTER TO PAY A VISIT TO IRAN MAY 21-26

YEREVAN, MAY 20, ARMENPRESS: The Armenian delegation, headed by RA
Education and Science Minister Armen Ashotyan, will pay an official
visit to the Islamic Republic of Iran from May 21 to 26. An official
from the press and PR office of RA Education and Science Ministry
told Armenpress that meetings with the Irani Minister of Science,
Research and Technology and the Minister of Education are intended
within the framework of the visit.

The Armenian delegation is expected to visit one of the Armenian
schools of Tehran, as well as Azad University, Tehran State University
and Amirkabir University of Technology of Tehran. The Armenian
delegation is also expected to visit the primacy of Tehran’s Diocese
of the Armenian Apostolic Church, as well as Tehran’s ‘Armenian Club’,
‘Alik’ TV and ‘Chaharmahal’ Armenian Union.

RA Education and Science Minister Armen Ashotyan will also meet
with representatives of the Armenian community of Tehran and the
staff of the Armenian Embassy to Iran. The Armenian delegation is
consisted of representatives from RA Education and Science Ministry,
Diaspora Ministry, RA National Academy of Sciences and some higher
educational establishments.

On 19 May President of the Artsakh Republic Bako Sahakyan convoked
a working consultation on the issues related to the May 23 National
Assembly elections.

Head of Central Election Commission of the Artsakh Republic Sergey
Nasibyan delivered a report.

The Head of the State mentioned that elections are politically
responsible events for our republic and pivotal components of
democracy, human rights protection and civil society. Bako Sahakyan
underlined that democracy together with independence and sovereignty
is considered an exclusive value, which has no alternative.

The President expressed confidence that everyone was fully aware of
the significance this process had for our republic and within their
competence stipulated by law they would do everything possible to
hold the elections on a proper level.

Bako Sahakyan underlined that we should do everything for our
citizens to avoid facing any problem during the elections, namely
those of legal, political, technical or of other character. In case
of facing such problems necessary measures should be taken to solve
them immediately.

Vice-premier, finance minister of the Artsakh Republic Spartak
Tevosyan, heads of state and local self-government bodies partook at
the consultation.

Le nouvel ambassadeur Extraordinaire et Plenipotentiaire du Royaume
de la Belgique en Armenie Stefan de Loker a presente ses lettres de
creance au President Serge Sarkissian.

Le president Sarkissian a felicite M. De Loker par son entree
en fonction et a exprime l’espoir qu’il ferait une contribution
considerable au developpement des relations Armenie-Belgique.

Le president Sarkissian a note que l’Armenie est interessee
a l’approfondissement de la cooperation armeno-belge dans des
formats bilateraux et multilateraux. Les deux parties ont attache une
importance speciale a la cooperation sous le Programme de partenariat
Oriental.

Les interlocuteurs ont echange leurs vues sur des questions
regionales. L’ambassadeur de Loker a dit que le Gouvernement de
Belgique se felicite des efforts armeniens visant a une normalisation
des relations entre l’Armenie et la Turquie et a exprime son appui
a ce processus complexe et difficile.

‘IT WOULD BE RIDICULOUS IF IT WAS NOT TRAGIC’: VAZGEN MANUKYAN ABOUT FOREIGN-LANGUAGE SCHOOLS

Public Council of Armenia has during its recent discussions come to
the conclusion that it is against to a recent move by the Ministry
of Education and Science of opening up foreign-language schools in
Armenia. The Council has also sent a letter to the President Serzh
Sargsyan expressing its concerns about it, Council’s President Vazgen
Manukyan.

"The Minister of Education says ‘I cannot raise the quality of
education, I must bring schools from aboard’. This must be considered
ridiculous if it was not tragic," said he.

According to Manukyan the educational system is as much important for
Armenia as the army, and any decision detrimental for it is first of
all a blow to national interests.

"We were trying to take a step forward, but this project is a step
to an abyss. Numerous philosophers have concluded that it is very
important that the child obtains the base education in his/her mother
tongue and only then learns foreign languages," said Manukyan.

OSCE MEDIA FREEDOM REPRESENTATIVE MEETS ARMENIAN PRESIDENT

The FINANCIAL — YEREVAN. Dunja Mijatovic, the OSCE Representative on
Freedom of the Media, discussed Armenia’s ongoing media reforms,
including a transformation from an analogue to a digital broadcasting
system in a meeting today with Armenian President Serzh Sargsyan.

"It is essential that the digital switchover is carried out in a
transparent manner and that the tendering procedures are made public
well in advance to ensure broadcast pluralism," Mijatovic said. She
asked the authorities to guarantee that the broadcast reform is
carried out with the active involvement of the public.

"The digital strategy of Armenia will define the broadcasting
landscape for many years to come. It is essential that the legislation
to be adopted grants access to diverse information and high quality
programmes," she said.

"I am pleased by the readiness of the authorities to consider the
OSCE’s assessment of the recently introduced amendments to the draft
Law on TV and Radio Broadcasting before its final adoption. I
encourage all stakeholders to use this opportunity to present their
views and recommendations," she added.

Mijatovic also met National Assembly Deputy Chairman Samvel Nikoyan,
Economy Minister Nerses Yeritsyan, Deputy Foreign Minister Arman
Kirakosyan and the President of the National Commission for TV and
Radio, Grigor Amalyan.

"During the two-day visit, Mijatovic participated in a public
discussion on Armenia’s digital switchover, chaired by the Head of the
OSCE Office in Yerevan, Ambassador Sergey Kapinos. The event brought
together government officials, parliamentarians, as well as
broadcasters, non-governmental organizations and international human
rights organizations," OSCE informed.

"Digital convergence is a major technological development that has a
strong impact on the media in the country," Kapinos said. "Thus it is
very important that the digital switchover policies to be adopted by
the Government will promote and safeguard media pluralism in Armenia."

Regarding further media legislation developments, the Representative
commended the Armenian authorities on their steps to decriminalize
defamation, and expressed hope that the OSCE’s recommendations will be
reflected in the relevant legislation, to be adopted in the near
future.

Mijatovic concluded her visit by offering her Office’s assistance in
providing further expertise on Armenia’s legislation covering all
areas of media reform, to bring it in line with international
standards and good practices.

Le deuxième parti le plus important dans la coalition au pouvoir de
l’Armenie a fortement condamnee un homme d’affaires influent proche
du President Serge Sarkissian pour l’avoir decrit comme une idee
personnelle de son predecesseur Robert Kocharian.

" Ce n’est vraiment pas un secret que [la creation du ] parti Armenie
Prospère (BHK) etait un ancien projet presidentiel " a dit Barsegh
Beglarian dans une interview que le quotidien Aravot a publie.

Beglarian, qui possède la plus grande societe d’importation de
carburant du pays, a confirme que la creation du BHK a cree une hausse
de la friction entre Sarkissian et Kocharian.

Le BHK, qui est mene par un autre magnat, Gagik Tsarukian, a ete rapide
pour repondre a cette attaque caustique personnelle. " Etre le projet
de quelqu’un est apparemment le reve d’enfance de Barsegh Beglarian
" a dit le service de presse du BHK dans une declaration.

" Nous l’avisons de s’occuper de ses affaires avant de fabriquer des
evaluations incorrectes " a-t-il dit.

Le parti, qui dispose de trois portefeuilles ministerielles et se
vante d’etre le deuxième parti au Parlement armenien, a pretendu
que Beglarian a echoue a fonder un parti. Il a aussi mis en doute
l’integrite personnelle de l’homme d’affaires ne au Nagorno-Karabakh
qui etait un professeur d’universite dans le passe.

Tsarukian est devenu l’un des hommes les plus riches d’Armenie au
debut des annees 2000 grâce a de proches relations personnelles avec
Kocharian. Les analystes pensent que l’ex-president etait derrière le
lancement BHK en 2006. Il a ete considere alors comme un contrepoids
au parti Republicain de Sarkissian (HHK).

La critique est venue une semaine après que Tsarukian ait publiquement
fustige le Ministre du Commerce et de l’Economie Nerses Yeritsian
pour sa declaration que la crise economique en Armenie est finie.

Yeritsian, qui est affilie avec le HHK, a repondu au magnat.

LEVON HAYRAPETYAN WON’T PARTAKE IN ESTONIA – ARMENIA MEETING

The defender of the Armenia youth team Levon Hayrapetyan will not
partake in the meeting of the European championship of Estonia and
Armenia as he has hurted himself. The secretary of the Armenian
football federation informs adding that the expected training of
the Armenian Youth Football team will take place in "Nairi" stadium
at 17:00.

Artsakh President awards doctors with Medals

On May 15, the Artsakh President Bako Sahakian hosted Dr Ara Babloyan,
the chairman of the Armenian National Assembly Standing Committee for
Health, Maternity and Childhood, and Dr Derenik Dumanian, the director
of the National Health Institute, the NKR state administration
spokesperson said.

The two doctors, Babloyan and Dumanian, were awarded with Medal,
marking the appreciation and gratitude for their efforts towards
development of the health sector in Nagorno Karabakh. Bako Sahakian
handed over the medals to the doctors and said hopes they will
continue their activities aiming at developing and improvement the
health system in the country.

The meeting between President Sahakian and doctors was also attended
by the Artsakh Minister of Health, Armen Khachatrian.
