They were the first victims of one genocide among so many in the 20th
Century, but it’s not diplomatic to say so. The Turkish government
might be offended. So the Obama administration pulled out the usual
stops the other day, urging the House Foreign Affairs Committee to
shelve a resolution taking note of the Armenian massacres during the
First World War.

Yes, Barack Obama had promised to recognize the Armenian genocide when
he was running for president, but he’s president now. He’s in power,
and with great power come great responsibilities, prominent among
them not speaking truth. Truth can be impolitic.

The secretary of state dutifully echoed her boss. "Both President
Obama and I have made clear, both last year and again this year," said
Hillary Clinton, "that we do not believe any action by the Congress
is appropriate, and we oppose it." What’s fealty to history compared
to the demands of Realpolitik?

In the end, the House committee did decide to call genocide genocide.

By one vote. The final tally was Truth 23, Silence in the Face of
Evil, 22.

The vote may say less about what happened in Turkey a century ago than
about what has happened to the American spirit since. For there was
a time when America did not hesitate to cry bloody murder. ("500,000
Armenians said to have perished/ Washington asked to stop slaughter of
Christians by Turks and Kurds."-New York Times, September 24, 1915.)
It was a time when the mass deportation and annihilation of a whole
people could still shock the world, and move even diplomats to
protest. Our secretary of state at the time not only had convictions
but dared expressed them. William Jennings Bryan protested the
massacres "as a matter of humanity." How undiplomatic.

The American ambassador to Turkey, Henry Morgenthau, did what he could
to publicize the genocide even before there was such a word for a
crime so immense. He was determined that the whole world would know
what was happening in Turkey. To quote one of his public appeals:
"More than 2 million persons were deported. The system was about
the same everywhere. The Armenians, men, women, and children, would
be assembled in the marketplace. Then the able-bodied men would be
marched off and killed by being shot or clubbed in cold blood at some
spot which did not necessitate the trouble of burial. . . . As a last
step, those who remained, mothers, grandmothers, children were driven
forth on their death pilgrimages across the desert of Aleppo, with
no food, no water, no shelter, to be robbed and beaten at every halt."

Ambassador Morgenthau’s conclusion: "If America is going to condone
these offenses . . . she is party to the crime." Teddy Roosevelt,
who was always ready for a fight, was long out of the White House by
then, but when the massacres came to light, he demanded a declaration
of war against Turkey.

The whole country rang with protests. The massacres even entered the
American vernacular. When children wouldn’t eat their vegetables,
they might be told to remember "the starving Armenians." Old-timers
may remember the phrase; it remains in the language even if the
history behind it has been forgotten.

Now, if the pundits and analysts note this congressional resolution
at all, they seem more interested in the politics of it than the
historical truth it expresses. Which is how politics loses its moral
edge and becomes only a power game.

The Turks responded to the passage of the resolution in committee
by recalling their ambassador for "consultations"-a show of Ankara’s
displeasure.

For official purposes, the Turkish government still claims the
Armenians weren’t victims of any organized massacre in the years
1915-1918. It seems they just disappeared one day by the hundreds
of thousands. Or they met with a series of unfortunate accidents in
wartime. Or for their own reasons they chose to decamp for the deserts
of Syria. Or they were wiped out in a series of spontaneous riots
that the beleaguered authorities could do nothing to prevent. Or,
to use a phrase from another genocide, they were resettled in the East.

In short, when a single truth must be avoided, falsehoods multiply.

And diplomats impose a discreet silence. Why offend?

Over time the Armenian massacres faded from the world’s memory, but
some statesmen remembered, and drew the inevitable conclusion: that the
world would scarcely notice a little genocide among friends. To quote
one of them speaking to a group of his confidants: "It’s a matter of
indifference to me what a weak Western European civilization will say
about me. I have issued the command-and I’ll have anybody who utters
but one word of criticism executed by a firing squad-that our war
aim does not consist in reaching certain lines, but in the physical
destruction of the enemy. Accordingly, I have placed my death-head
formations in readiness-for the present only in the East-with orders
to them to send to death mercilessly and without compassion men,
women, and children. . . . Only thus shall we gain the living space
we need. Who, after all, speaks today of the extermination of the

Illegality Of Lavanda City Cottages Has Been Indirectly Confirmed

ArmInfo. The illegality of Lavanda City cottages has been indirectly
confirmed.

The Lavanda City complex consists of 263 cottages. 232 of them have
already been sold. All of the houses are located 1,905 m above
sea level and will go underwater should the level of Lake Sevan
grow. The inspection of the Supervisory Chamber has revealed a
number of machinations by the owners of the project, particularly,
tax avoidance. The Lavanda City case was sent to the Prosecutor’s
Office but was dismissed.

A reliable source has told ArmInfo that after the heated debates that
took place during the last meeting of the Lake Sevan Committee the
list of legal facilities whose owners can hope for compensation if
Sevan’s waters rise has been almost halved: from 481 to 218. Lavanda
City cottages have been removed from the list.

ArmInfo. Armenian Foreign Minister Edward Nalbandian has confirmed
the fact of the upcoming meeting of Armenian and US Presidents Serzh
Sargsyan and Barack Obama as part of the Global Nuclear Summit in
Washington on April 12-13.

The minister highlighted the recent high-level dialogue between
Armenia and the USA and the continuing active contacts of the two
leaders. "We are sure that the upcoming meeting the two presidents
will give a new impetus to the bilateral relations," E. Nalbandian
said in a press conference on Wednesday.

Turkish Premier Recep Tayyip Erdogan and French President Nicolas
Sarkozy will discuss a number of critical issues during the closing
events of Turkish days in France, April 6-7.

In the course of April 7 meeting, officials plan to touch upon struggle
against Kurdistan Workers’ Party (PKK), as well as issues on PKK
militants arrested by France and not returned to Turkey. Talks on
Turkey’s membership to EU and Turkish-French economic relations are
also on the agenda. Erdogan will attempt to persuade French President
to remove obstacles to Turkey’s full membership to European Union.

According to Turkish Habergazete website, Armenia-Turkey reconciliation
will be in the limelight of Erdogan-Sarkozy meeting.

Turkish Premier also intends to meet with representatives of local
Turkish community.

In 2009 the overall volume of Russian investments in Armenia was
more than USD 500 million. Although this represents a 43% drop in
investments compared with 2008, Russia is still the biggest investor
in Armenia’s economy.

Russia’s investments are mainly in industry, electricity, gas, hot
water and hydropower distribution, transportation, communications
and so on. The total amount of foreign direct investment in Armenia
in 2009 was almost USD 1 billion.

LOS ANGELES, APRIL 6, NOYAN TAPAN-ARMTNIANS TODAY. The Turkish
government has been receiving a succession of bad news in recent
weeks. Its persistent policy of denial of the Armenian Genocide
suffered serious setbacks when the Foreign Affairs Committee of the
U.S. House of Representatives, the Swedish Parliament, and Catalonia’s
regional Parliament in Spain adopted resolutions acknowledging the
Armenian Genocide.

Turkish denialists are terrified by these official acknowledgments
on the eve of the 95th anniversary of the Armenian Genocide. They
are even more alarmed by the fact that the Parliaments of Bulgaria,
Israel, Serbia, Spain, and Great Britain are about to consider similar
resolutions in April.

The Turkish leadership was under the mistaken impression that the
Protocols signed with Armenia six months ago would end any further
action on the Armenian Genocide by the international community. In
fact, Turkey had viewed these Protocols as a last ditch effort to stem
the tide of such acknowledgments in the future. Its devious strategy
almost worked, as the genocide resolutions in both Sweden and the U.S.

Congress were adopted by a mere one vote majority. The opponents of
these resolutions specifically cited the "reconciliation" between
Armenia and Turkey as their reason for voting against them.

Alarmed by these developments, and distracted by serious internal
problems, the Turkish government has initiated, perhaps a little too
late, a series of actions, hoping to prevent further defeats on the
Armenian Genocide issue.

These actions range from using harsh, bullying tactics against
countries that dare to acknowledge the Armenian Genocide, and a soft
approach to mislead the international community into thinking that
the Turkish government is being more accommodating towards Armenians.

Among the Turkish bullying tactics against countries acknowledging
the genocide are:

— Recalling its ambassador;

— Canceling military contracts; and

— Boycotting the purchase of consumer goods.

Last week, Turkish officials added a new twist, threatening to sue the
more than 20 countries that have already acknowledged the Armenian
Genocide. This is one of the many bluffs Turkish leaders use from
time to time to discourage additional countries from acknowledging
the Genocide. I truly hope that Turkey would carry out this threat,
as it would create worldwide publicity for the mass crimes committed
against Armenians. Any fair-minded non-Turkish court would immediately
dismiss such a frivolous lawsuit!

Turkey’s more clever tactics, using soft gloves at the advice of
western public relations agents, include:

— Renovating a couple of historic Armenian churches, while thousands
of others are converted to mosques, stables, residences or simply
ruined.

— The "gracious" gesture of allowing religious services to be
performed once a year for a limited number of people and limited
duration to be determined by Turkish authorities, at the 10th century
Holy Cross Armenian Church at Akhtamar Island, on Lake Van. This world
famous house of worship is officially designated as a touristic site,
not a church!

— Reviewing the possibility of lifting the ban on children of refugees
from Armenia to attend private Armenian schools in Istanbul.

— A "show" meeting held last week between Prime Minister Erdogan and
the head of Istanbul’s Sourp Prgich Armenian hospital, who was wrongly
named as the leader of Turkey’s Armenian community. This meeting
was more akin to a slave being summoned by his master. Afterwards,
Bedros Shirinoglu dutifully told the Turkish media that "1915" was
nothing more than a feud between two loving friends, instigated by
third parties! He said that his grandfather was among the victims,
but so were many Turks! Shirinoglu blamed himself and asked for
Erdogan’s forgiveness for the latter’s threat to deport 100,000
Armenian refugees, saying that the inflated figure was his own fault,
not the Prime Minister’s.

— Finally, Foreign Minister Davutoglu came up last week with a new
ploy to divide the Armenian Diaspora, after having limited success
in his attempt to split the Diaspora from Armenia with the Protocols.

Davutoglu announced that the Turkish authorities will initiate "dialog"
with "reasonable Diaspora Armenians," meaning Armenians who do not mind
selling out the Armenian Cause for their own ego and personal gain. The
Turkish Foreign Minister stated that contacts will be established
with Armenian "intellectuals, universities, and civil societies."

Clearly, Turkish officials are resorting to all possible means,
including the continued exploitation of the defunct Protocols,
to discourage additional countries from acknowledging the Armenian
Genocide.

Armenia and the Diaspora must remain vigilant and united, especially in
the weeks leading up to the 95th anniversary of the Armenian Genocide,
in order not to fall victim to Turkish machinations, inducements
and entrapments.

Turkish Ambassador to the US Namik Tan will return to Washington
today to prepare for Turkish Prime Minister Recep Tayyip Erdogan’s
upcoming visit to the US where, apart from holding separate meetings,
he will participate in the World Nuclear Security Summit.

According to Russian daily Nezavisimaya Gazeta ("Independent
Newspaper"), Armenian President Serzh Sargsyan, also invited to the
same summit, is set to meet with US President Barack Obama. Besides,
a meeting among Erdogan, Sargsyan and Obama is also likely to take
place in the framework of the summit as Washington is spending all
possible efforts to ensure that Armenia-Turkey reconciliation will
not stop once and for all.

Furthermore, analyzing recent developments in Armenia-Turkey
rapprochement, the Russian publication recalls sources in Yerevan,
saying that the process of Armenian Genocide recognition by the
international community has now taken on an irreversible nature. In
turn, the sides have so far been exchanging statements, accusing
each other. These statements, according to Nezavisimaya Gazeta,
are not extremely optimistic, given recent serious developments in
Turkey; that is, through interviews with different local papers, some
local historians, attorneys, and legal experts have called on Turkish
authorities to recognize the facts of mass killings and deportations
of Armenians, that reached their climax in 1915, and put an end to
those tragic pages of Turkey’s history.

Against the backdrop of such a complex foreign and domestic situation,
Erdogan will have to hold talks with Obama, and also probably with
Sargsyan, over issues painful for Turkey. Thus, using the metaphor
of the carrot on a stick, it’s not unlikely that Erdogan may still
have to show some more carrot rather than stick.

YEREVAN, APRIL 2, NOYAN TAPAN. On March 30 the Hayastan All-Armenian
Fund held the concluding round of the President’s Youth Prize
competitions, the fine-arts and film competition. The exhibition, which
featured the works of 19 finalists and gave jurors the opportunity
to make their final selections, took place at the main gallery of
the Artists’ Union of Armenia, in Yerevan.

Commenting on the general quality of the paintings, sculptures,
graphics works, photographs, and films displayed at the exhibition,
jury members were unanimous in their judgment that this year’s entries
represented an unprecedented level of originality and sophistication.

"This year marks the tenth anniversary of the President’s Prize
and the sixth anniversary of the President’s Youth Prize," said
Aida Khachikyan, advisor to the executive director of the Hayastan
All-Armenian Fund. "We are extremely pleased that during the past
decade the competitions have enabled 140 outstanding candidates in
various fields of culture and science to receive recognition and gain
public exposure. Of the dozens of talented artists who have won the
President’s Youth Prize, many have gone on to represent Armenia at
prestigious international competitions. They include the acclaimed
singing duo of sisters Inga and Anush Arshakyan, singer Gevorg
Hakobyan, and painter Arshak Sargsyan."

According to the report of the Hayastan All-Armenian Fund’s press
release, the awards ceremony will be held on May 13.
