Dutch vote may herald important shift to left;
Christian Democrats lead, but polls showa ‘move to fringes’

AMSTERDAM

The Dutch are likely to keep their sitting, conservative prime
minister, Jan Peter Balkenende, following general elections
Wednesday, but early exit polls suggested that any new government
might have to make an important shift to the left.

With only a small portion of the ballots counted, the prime
minister’s Christian Democratic Party retained the largest number of
votes but fell far short of forming a government. Given the new
fractures on the right, the prime minister may have to work with two
leftist parties: the moderate Labor Party, which came in second, and
the new far-left Socialist Party.

In this case, the conservative prime minister would have to make
deals with political leaders with whom ideological relations have
been uneasy at best. The result may be more lenient policies toward
immigrants and asylum seekers, and less, rather than more, of the
recent social welfare reform.

Wouter Bos, the Labor leader, is a familiar face on the Dutch scene.
But the big surprise of the day was likely to fall to Jan
Marijnissen, a plainspeaking advocate for the underdog.

Dubbed the wizard of Oss, after his hometown, the former welder has
been called the political phenomenon of the year.

Once a Maoist, he took his party from its inflexible communist roots
and adapted it to become a working-class movement that got wide
backing from young people off all stripes as well as artists and
intellectuals.

Early results projected that the party could make a leap from its 9
seats to end up with 25 seats in the 150-member Parliament.

Marijnissen said he favored a general amnesty for all the failed
asylum seekers who may face deportation from the Netherlands.

Exit polls Wednesday night showed that the far-left Socialists
increased their vote to overtake the liberal VVD, Balkenende’s
coalition partner, making his job of forming a strong government much
more difficult.

”These are very disappointing results,” said Defense Minister Henk
Kamp, a member of the VVD.

He declined to comment on whether his party would be able to continue
in government.

”We’ll see who the CDA chooses. The initiative lies with others.”

Who joins the next coalition will determine how closely Balkenende
sticks to his business-friendly policies and tough line on
immigration, long a major concern of Dutch voters.

The other big winner, according to the exit polls, was the new party
of an anti-immigration maverick, Geert Wilders, who says the
Netherlands risks being flooded by Muslims and wants an immediate
halt to new migrants.

”What we see is a move to the fringes,” said a former CDA minister,
Piet Hein Donner. ”Whoever puts together the coalition will have a
very hard time transforming that into a good government agenda.”

The one coalition that looked most likely to have the 76 seats needed
for a majority was an uneasy partnership between the CDA and their
Labor rivals, likely to produce discord over tax, pensions and
immigration policy.

”My fear is that the CDA and Labor will form a coalition on the
basis of the present polls and that would mean a very unstable
government,” said Jan Kleinnijenhuis, a political science professor
at Amsterdam’s Free University.

Balkenende, 50, took credit for a strong economic recovery in the
last year that he said was supported by unpopular welfare reforms
that he pushed through early in his term. He has vowed to continue
his pro-business policy line.

”We have strengthened the economy,” he said Tuesday during a
televised debate with the leaders of the biggest parties.

”It has been a really hard fight for us, but we’ve come out
better.”

Charles Kalshoven, a senior economist at ABN Amro Holding NV in
Amsterdam, agreed: ”In the first years of his cabinet, Balkenende
made all the painful reforms. The economy is doing a lot better this
year. Consumer confidence is really very strong and if consumer
confidence is up, so are the ruling parties in the polls.”

Bos, the Labor leader, accused Balkenende of pandering to big
business and the wealthy while failing to fight inequality. He has
pledged to slow corporate tax cuts and increase spending on childcare
and job-creation programs. Labor has also promised an amnesty for
some immigrants who have waited years for asylum.

Balkenende has implemented tough immigration and integration laws
since the killing of Theo van Gogh, a Islam critic and filmmaker, by
an Islamist militant in 2004 and the murder of Pim Fortuyn, a popular
anti-immigration politician, in 2002.

His government has also said it will ban the wearing of burkas and
other Muslim face veils in public.

The election, originally scheduled for May 2007, was called after the
center-right coalition collapsed in June in a row over the
government’s handling of the disputed citizenship of Ayaan Hirsi Ali,
a Somali-born Dutch politician and Islam critic.

Back then, Labor had a strong lead in the opinion polls, but that
evaporated as the economy rebounded and as Balkenende went on the
offensive, portraying the telegenic Bos, a former manager for Shell,
as slick and superficial.

Labor had hoped for strong backing from the almost 10 percent of the
electorate of immigrant origin, although Turkish voters were angered
after it dropped an election candidate for not accepting Ottoman
Turkey’s killing of Armenians as genocide.

”The economy has clearly been the ruling coalition’s focus,” said
Joop van Holsteyn, a professor of political science at Leiden
University. ”Balkenende’s campaign was all about continuing on this
path.”

Immigration, the issue that has dominated Dutch politics in recent
years, played a less important role in the campaign than the economy,
despite the government’s backing the proposal last week to ban
face-covering clothing.

Karabakh problem

BAKU, Azerbaijan: The presidents of Azerbaijan and Armenia have
agreed to hold a bilateral meeting aimed at resolving the simmering
conflict over Nagorno-Karabakh, officials said Thursday.

Nagorno-Karabakh is a mountainous region in Azerbaijan that has been
under the control of Armenian and ethnic-Armenian Karabakh forces
since a 1994 cease-fire ended a six-year separatist war that killed
about 30,000 people and drove about 1 million from their homes.

The region’s final status remains unresolved, and years of talks
under the auspices of international mediators have brought few
visible results.

President Ilham Aliev’s press service said Thursday he has agreed to
meet with his Armenian counterpart Robert Kocharian on the sidelines
of a Tuesday summit of ex-Soviet republics in Minsk, Belarus.

Earlier this week, Russian officials involved in mediating the
conflict said Kocharian had also agreed to meet.

Both leaders last held bilateral talks in June and the meeting failed
to produced a breakthrough.

Armenia during two more years, said RA Deputy Minister of Trade and
Economic Development Ara Petrosian. "According to the analysis of the
Armenian Ministry of Trade, the broadcasting of ad sketches should be
continued for at least two years to maintain the tourism development
rate in Armenia. It’s essential for consolidating influence on the
potential markets," he said. In his words, two kinds of sketches are
being broadcast. One represents the republic and the other is targeted
at attraction of tourists.

"These sketches will attract a flow of tourists in the republic but
it’s not all we are going to do," said the RA Deputy Minister of
Trade and Economic Development.

The municipality of Bandirma, a northwestern Turkish city, has approved
a proposal to build a monument to victims of the Algerian Genocide
in the town in protest the adoption of the controversial Armenian
bill in the French parliament.

The proposal was submitted to the mayor during a municipal assembly
meeting and has been approved unanimously.

Bandirma Mayor Cemal Oztaylan said that they had asked for help from
the Algerian Embassy in Ankara on how to address the genocide in the
best way. Oztaylan remarked that the embassy would respond to their
request in a month.

The mayor of the town noted that some citizens applied to the
municipality to make donations for the construction of the monument,
adding that their application would be evaluated.

On Oct. 12, French National Assembly passed a bill which criminalized
denying the so-called Armenian genocide, which they claimed the
Ottoman Empire committed against Armenians during World War I.

Interestingly enough, France does not recognize the claims of genocide
which the French committed against the Algerians in the second half
of the 20th century.

"Sons don’t apologize for their fathers’ mistakes" French Interior
Minister Nicolas Sarkozy said during an official visit to Algeria last
week, in response to the Algerian government, which urged France to
apologize for the killings and suffering during 130 years of French
colonial rule.

Today RA President Robert Kocharian received the Nagorno-Karabakh
Republic National Assembly delegation headed by the NKR NA Chair
Ashot Gulian. The Karabakh MPs arrived in Yerevan to participate in
the Armenia-NKR Interparliamentary Cooperation Commission’s current
sitting.

According to the information DE FACTO received at the RA President’s
Press Service, in the NKR Parliament Speaker’s words, the
Interparliamentary Commission’s work was efficient and quite useful.

The Karabakh MPs mentioned the importance of a nation-wide referendum
on the NKR Draft Constitution to be held in the NKR December 10. In
their opinion, it will become a new landmark in the state construction
process. The NKR National Assembly Chair noted Armenia’s economic
development was an impetus for Karabakh.

In the course of the meeting RA President and Karabakh MPs discussed
reforms being carried out in Karabakh. The parties exchanged opinions
on the Karabakh conflict settlement and regional processes.

The Erevan Choral Society and Orchestra of the Holy Trinity Armenian
Church will present its now-traditional Christmas holiday concert at
7 p.m. Sunday, Dec. 10, at the Holy Trinity Armenia Apolstolic Church,
145 Brattle St., Cambridge.

The program will include a 250th birthday tribute for Wolfgang Amadeus
Mozart, as well as a set of Christmas vocal and instrumental holiday
favorites and a spectrum of songs from the Armenian tradition. Handel’s
"Hallelujah Chorus" from the "Messiah" will round out the evening’s
program.

The chorus and instrumentalists will perform under the direction of
Father Oshagan Minassian. Michael Loo will serve as concertmaster and
Valerie Becker as accompanist-organist. Two young soloists from the
Boston and New York operatic scene and concert stage will be featured,
Amanda Villegas, soprano, and Eric Fennell, tenor.

Every year this choral and instrumental ensemble performs to a
standing-room-only crowd. This group has entertained Greater Boston
communities and audiences for the past 40 years.

join a Yuletide reception in the Charles and Nevart Talanian Cultural

ANTALYA – "We attach great importance to cooperation in the fight
against terrorism and the other threats that jeopardize development
of our region," Turkish President Ahmet Necdet Sezer said on Friday.

Making the opening remarks of the 8th Summit of Heads of State &
Government of Turkish-Speaking Countries in the southern Turkish
city of Antalya, President Sezer said, "our countries have a sound
position in the international platform as the states that successfully
consolidate peace and stability in their region."

"Our world has been living through a period of important changes.

Global changes also affect our region and countries. We need to pursue
long-term policies in this period without losing our own values,"
he said.

President Sezer noted, "our countries have the necessary will to
further improve their relations and cooperation on the basis of mutual
respect, equality and joint interests. Our relations have been based
on the principle of equality."

Referring to economic and commercial relations, President Sezer said,
"we encourage our businessmen to speed up their investments in Turkic
republics. Also, we are pleased to see businessmen of those countries
investing in Turkey. On the other hand, Aktau-Baku-Tbilisi-Ceyhan oil
pipeline has been officially inaugurated as a result of our mutual
confidence, cooperation and determination. We are planning to open
Baku-Tbilisi-Erzurum natural gas pipeline by the end of this year."

"One of the most prior targets of Turkish foreign policy is to make
Eurasia a geography of stability and cooperation. However, existing
problems obstruct regional stability and cooperation. Creation of an
atmosphere of peace, prosperity and cooperation in southern Caucasus
depends on finding a peaceful solution to the Upper Karabakh dispute
within the framework of Azerbaijan`s territorial integrity. We will
continue supporting Azerbaijan to this end," he stressed.

President Sezer added, "besides international terrorism, fundamentalist
and separatist movements, illegal migration, illicit drugs and weapons
trafficking and the other organized crimes jeopardize development
of Eurasia. Turkey has suffered from terrorism for long years. Any
kind of terrorism cannot be justified. Therefore, we attach great
importance to cooperation in the fight against terrorism and the

The representatives of "United Javakhq" Democratic Alliance are
indignant at the fact that RA remedial forces haven’t quashed Vahagn
Chakhalyan’s case.

Reminder: Vahagn Chakhalyan was arrested on October 11 and was accused
of "illegal breech" of the Armenian-Georgian borderline.

Only the restraint was shifted under public pressure and Vahagn
Chakhalyan is deprived of the opportunity to return to Armenia.

The members of the alliance voice hope that RA remedial forces will
finally realize that the accusation is a mere nonsense and will turn
it down within a few days, thus preventing further mass protests
initiated by the Javakhq residents.

As for the Armenian-Javakhq borderline, they claim that "it must be
transparent and conditional".

40%. Hovanisyan said the authorities in power pursue a policy

I think that the scientists who appealed to the Georgian President,
Mikhail Saakashvili to acknowledge the Genocide of Georgians committed
by Armenians had certain grounds under it, Zurab Gumberidze, the
Georgian Ambassador to Azerbaijan, said, Trend reports.

Last week, 60 members of the Georgian National Assembly, which consist
of scientists and intellectuals, have appealed to the President Mikhail
Saakashvili with a request to acknowledge the Genocide committed by
Armenians in Georgia.

The appeal points out that in 1993, Armenian military force "Bagramyan"
jointly with Abkhazians fought against Georgia Army. It resulted in
killings of many Georgians living in Abkhazia. "No Armenian had lived
in Georgian Javakhetia until the Czar of Russia settled Armenians on
this territory. Many Armenians claim Javakhetia as part of Armenia
on their maps. All this is of a systematical character, and therefore
that must be acknowledged as the Genocide against Georgian people. MP
of the Pro-Georgian Supreme Council of Abkhazia Akakiy Gasviani made
an announcement where he supported this step, and marked the role of
Armenians in occupying the Georgian territories and establishing the
separatist regime in Abkhazia

The Georgian Ambassador guesses that the Georgian President will take
a corresponding decision.
