THE LOGICAL BASIS FOR RELIGIOUS VIOLENCE

When we take the matter into consideration with a cool head, we
come to this conclusion in regard to the Pope’s words: Claiming that
in Islam "there is no connection between the nature of God and the
nature of the mind," the Pope implied via the Byzantine Emperor that
"the Prophet Muhammad (pbuh) and, consequently, Muslims resort to
unreasonable violence, that is, they identify Islam with the sword."

In order to understand whether or not this claim has any true value,
we must ask these questions:

-If as claimed, Islam resorts to unreasonable violence due to its
teachings, and is spread by means of the sword, how were Christians,
Jews, Sabeans, Magians,Yazidis, Buddhists, animists and those
holding other beliefs able to preserve, in addition to their physical
existence, their beliefs, places of worship, traditions, customs and
cultural existence from Vienna to the Great Wall of China and from
Morocco to Yemen at a time and place when Muslims used their swords
skillfully and others didn’t?

-And in connection to this, why haven’t any different religious groups,
Muslims and Jews in particular, been able to preserve their existence
in all the places where Western Christianity has entered?

It’s not just a claim that Christians and members of other religions
under Muslim rule have been able to preserve their existence until
today; it’s a concrete fact. Saying that "the Pope’s words, which
hurt Islam and Muslims, are contrary to Christian doctrine," Priest
Shenouda of the Egyptian Coptic Orthodox Church states that "they
comprise approximately 10% of the 73 million Egyptian population"
and that they "follow the traditions of the Eastern Orthodox Church"
without any oppression. This is important in relation to the reality
of today’s Islamic world.

It’s helpful to make this small note: Turkey is the country where
according to the general population, the fewest non-Muslims live
(in a population of 72 million, there are approximately 400 thousand
Greeks, 65 thousand Armenians and 20 thousand Jews). Unfortunately,
since the first quarter of the 20th century Turkey has been the
most troublesome for them. The dialectic of "the model country that
harmonizes religion with democracy" doesn’t have a side that can be
defended or embraced by either the Muslim population or non-Muslims.

Keeping the Heybeliada Monastic School closed in a nonsensical way,
denying the ecumenical status of the Phanar Patriarchate and tying
it to a district head office, making unfair prohibitions on religious
community foundations, and almost punishing non-Muslims by acting on
the basis of the "rule of reciprocity" that has no just basis in the
usage of citizen rights are not statutes and applications from the
Islamic religion and Ottoman model. Islam doesn’t have these kinds
of prohibitions, and they weren’t enforced historically. Within this
framework, the guarantee of basic rights and freedoms for non-Muslims
like other citizens is one of the important steps that need to be
taken. If help is expected from non-Muslims outside of Turkey, first
the situation needs to be improved and their rights have to be given
fully. Later, if they are found to be involved in "dirty relations"
with foreign countries, of course, they can be addressed within legal
parameters. Perhaps then non-Muslim leaders will appear at critical
times like these and defend Turkey like Priest Shenouda of the Egyptian
Coptic Church did. Still, forgetting for a moment the difficulties
he has seen, Patriarch Mutafyan of the Armenian Church said, "It’s
necessary to remind the Pope of the history of the Crusades."

Finally, in relation to this subject, there is an important point
that those who are waiting for an "apology" have forgotten regarding
theology: the Pope "can’t apologize" because according to belief he
is a "creature that is infallible and can’t be made to err." If he
"apologizes," he will have lost this basic attribute. This alone
is sufficient to give us an idea about the Catholic Christian’s
connection to the "nature of the mind." Actually, the Pope is only
a man who can become confused; he’s a human and he can be fooled,
forget, change his mind, evolve or forego some of his views. When
Cardinal Ratzinger became Pope Benedict XVI, he did not stop being
human like the rest of us. This infallibility can historically be seen
by the fathers of the Catholic Church, who persistently and stubbornly
said that the world was "flat" even after it was understood that the
world is round, and they burned those who opposed this. I wonder what
the logical basis for this violence was.

Armenian, Greek DMs Discuss Military Cooperation

Yerevan, 5 October: Armenian Defence Minister Serzh Sarkisyan met Greek
National Defence Minister Evangelos Meimarakis in Athens on 4 October.

The ministers discussed prospects of developing military cooperation
and reached a number of agreements on expanding contacts in military
education and peacekeeping, the press secretary of the Armenian
Defence Ministry, Seyran Shakhsuvaryan, told Mediamax.

Armenian Defence Minister Serzh Sarkisyan attended an opening ceremony
of the Defendory International 2006 arms exhibition on 3 October. The
Armenian defence minister also visited the Military Academy of Land
Forces of Greece, where he met the leadership of the academy and the
Armenian cadets.

The Armenian delegation also visited the military museum of the Greek
Defence Ministry. At the meeting with the curator of the museum an
agreement was reached to organize an exhibition about the history of
the Armenian armed forces in 2007.

On October 4 the Central department of the police forces was informed
that an unknown person shot at Aram Zaqaryan, police major general and
head of the State Security Board of the RA police forces. Mr. Zaqaryan
was parking his car in the garage the moment he was shot. He was
wounded in the chest.

Aram Zaqaryan was immediately taken to hospital and examined by
doctors. After receiving the corresponding medical assistance he was
taken home.

Two bullets were found on the scene. The investigation is under way.

French Producer Robert Keshishian Changes Subjects, From Past For Fu

The French producer Rober Keshishyan , the author of a well-known film
"Aram", has completed the shootings of a new documentary film named
"Renascent Armenia".

As the producer’s representative in Armenia, Haik Martorossyan, told
ArmInfo correspondent, the clients of the film shootings are several
French film-production companies. "I will not touch upon the Armenian
Genocide subject in this film since the "Aram" film had done it",
Keshishyan said. In his opinion, the Armenians are associated for the
European audience with the Genocide subject only, thus, it is time
to show Armenia as a developing and prosperous country. "I want to
show the modern Yerevan to the West, the culture of Armenians with
its rich history", Keshishyan noted. For this purpose, the producer
has already managed to shoot in Armenia a historical-cultural unique
monuments of the Armenian people.

Keshishyan has also decided to make a film about the Sept 30 Yerevan
concert of great Charles Aznavour. The film will show the concert
through the eyes of the audience. The project will be shown in Europe
in Jan-Feb 2007.

To note, Robert Keshishyan is economist, historian and expert on modern
literature but has been making films since 1986. He has taken part in
such projects as Beaumarchais, Bribe, Taxi, Asterix & Obelix: Mission
Cleopatre. The Armenian audience knows him better for his films Born
Rome! and Aram. The latter film is a story of French Armenian fidai –
a mixture of drama and thriller about the hard consequences of the
Armenian Genocide.

Markarian Warns Of Russian-Georgian Escalation

Armenia has so far been unaffected by Russia’s blockade of neighboring
Georgia but risks being effectively cut off from the outside world
if the Russian-Georgian crisis continues to escalate, Prime Minister
Andranik Markarian said on Wednesday.

"The blockade is not affecting us yet," he told parliament. "Hopefully
the situation in Georgia will not become more complicated."

Markarian insisted that Armenian companies are still able to ship goods
to and from Russia despite Moscow’s decision to sever all transport
links with Georgia. The Georgian Black Sea ports of Batumi and Poti
continue to handle Armenian cargos bound for the Russian market,
he said.

Some Armenian companies have claimed the opposite, saying that they
have trouble ferrying their goods to Russia. But government officials
argue that they could do so via the Ukrainian port of Ilyichevsk that
handles the bulk of Armenian ferry traffic.

Still, Markarian admitted that Yerevan is seriously worried that
the Russian-Georgia row, sparked by the arrest in Tbilisi of four
Russian officers on spying charges, could escalate into a military
confrontation. He said he discussed the situation earlier on Wednesday
with the visiting U.S. Deputy Assistant Secretary of State Matthew
Bryza and urged the United States to "take steps" to ease the tensions.

"I told him that if the problem escalates and if certain processes
unfold, Armenia will look like an island and our security will
be in danger," Markarian said, speaking during his cabinet’s
question-and-answer session at the National Assembly.

The U.S. and the European Union have urged Moscow and Tbilisi to show
restraint and embark on a dialogue. They have also criticized the
Russian sanctions on Georgia. Russian Foreign Minister Sergey Lavrov
has made it clear, however, that the blockade will not be lifted
"for the time being."

Asked by a lawmaker whether Yerevan is ready to mediate in the dispute,
the Armenian premier said: "If the Russian or Georgian sides make
such an offer to the government of Armenia, we will consider it. But
we have received no such offers."

"We can speak with Azerbaijan both with and without Armenia," declared
NKR President Arkady Ghukasyan in an interview with El Paris newspaper
and "Regnum" agency.

"Nagorno Karabakh should participate in the negotiation process by
all means. Since Armenia is also a party to the conflict, it would
be probably more logical if it also participated in the talks. Of
course, Armenia is a party involved in the conflict, but the main
sides are Nagorno Karabakh and Azerbaijan. And Baku’s aspiration to
speak only with Armenia means that it does not intend to settle the
conflict and is only engaged in propaganda activity," Arkady Ghukasyan
declared. Turning to Armenia’s agreement to hold negotiations with
Azerbaijan, NKR President noted that since Azerbaijan categorically
refuses to talk with Nagorno Karabakh, Armenia, most probably, proceeds
from the understanding that bad talks are better that the complete
lack of these. "War is the alternative to negotiations. By the way,
I think that everyone understands that Armenia cannot undertake the
functions of Karabakh.

That means hat there are questions, the resolution of which is
practically impossible without Nagorno Karabakh, and today everyone
understands that earlier or later Karabakh will return to the
negotiation process. By the way, Azerbaijan does not refute this,
either, insisting that it agrees on some kind of resolution with
Armenia, Karabakh will get involved. However, this is an illogical
position: what if we don’t like the resolution even if they agree upon
it. Therefore, we come from the fact that if we want the conflict to
be resolved, we must have a realistic format of negotiations," NKR
President underlined. In his words, the absurdness of the situation
is that attempts are made to cure the disease without diagnosis. "Up
to now there is no exact comprehension what the core of the conflict
is. Is it a self-determination question, a conflict between authorities
in Nagorno Karabakh and Azerbaijan, or a conflict between Armenia and
Azerbaijan? Thus, the attempt to mend the disease without the diagnosis
is evident. This is an extremely absurd situation. Azerbaijan has
put a target to blackmail the international community and distort
the attention from what is happening in the region in reality,"
Arkady Ghukasyan considers.

He reminded that Nagorno Karabakh has been recognized as a conflict
party and as such it has been always participating in the talks.

"There is no negotiation process today. From 1992 an active
negotiation process was underway in the framework of the OSCE Minsk
Group. Nagorno Karabakh was participating in all the talks. From 1998
the negotiation process was actually impeded. Today the OSCE Minks
Group Co-Chairs arrive in the region and consult with the conflicting
sides. Nevertheless, there is no process as such. Representatives
of Armenia and Azerbaijan meet outside this process. Why aren’t we
involved in the talks? This is the fancy of Baku, which demanded at a
certain point that talks be held only with Armenia. Why does Azerbaijan
behave this way? It aspires to present Armenia as an aggressor, to
show that all its problems are connected with Armenia rather than
Karabakh and that sanctions should be executed against it. To cut
short, Azerbaijan is engaged in propaganda, Arkady Ghukasyan noted. In
his words, for resuming the negotiation process Nagorno Karabakh’s
involvement is a must. "I have the impression that Baku does not want
to resolve the conflict. Azerbaijan hopes that time works for its favor
and cherishes the illusion that it has oil and will get rich tomorrow,
will strengthen its army and will destroy Nagorno Karabakh. That
‘s way Azerbaijan does not intend to have practical participation in
the negotiation process. This is the question today, since settlement
always includes risk; it is impossible to achieve 100 percent of the
dreams. The leadership of Azerbaijan is not ready to take risks. As
for the economic potential, I think it is the decisive precondition
of victory in a war. But economic potential alone will not resolve
anything. When Azerbaijan was starting war against Nagorno Karabakh,
it had considerably greater economic potential, but the results of
the war are known to you," Ghukasyan underlined.

(WHO) experts is expected in Armenia in mid-October to assess its
capacities for establishment of a bird flu reference laboratory.

Elizabeth Danielian, acting head of WHO Armenia Office, said the
government of Austria has pledged a 200,000 euro aid for establishment
of the laboratory that, if set up, will be the first one in the region.

EU Troika delegation, led by Finnish FM Erkki Tuomioja, reports the
Press Office of the Armenian leader. During the meeting the President
was content with the institutional contacts between Armenia and EU
starting in 1999, when Finland was presiding it as now. Noting the
importance of successful completion of the Armenia-EU Action Plan
within the ENP, the President said Armenia is prepared for serious
work and considers the EU Action Plan as a new opportunity to implement
purposeful and coordinated reforms. In his turn, Erkki Tuomioja stated
that EU highlights progress in the Caucasus, especially the need for
free and fair elections. The parties also discussed developments in
the Karabakh settlement. Kocharian noted that conflicts like the
Karabakh one can be solved by talks, discussions exclusively and
never by resolutions and votes. The parties also exchanged views on
the Armenian-Turkish relations.

TALES FROM THE COFFEESHOP

YOU HAVE to be a special kind of mega-loser to snatch defeat from the
jaws of victory, the way the megalomaniac bishop of Kykkos managed to
do last Sunday. Despite having everything going for him, moneybags
Bish Nikiforos still managed to win significantly fewer votes than
the pious, floor-gazing Bish of Limassol Athanassios (42 per cent of
the vote compared to 48 per cent).

The money he spent on his election campaign and the backing he
had would have been enough to win the presidency; his election
gatherings were as glitzy as those of US presidential candidates; he
had the public support of the majority of the political leadership,
including all former presidentes (the living and the dead), the entire
intelligentsia (from award-winning poets to authors who cannot spell
their name), all the best-supported football clubs, the TV stations,
most newspapers and the communist party AKEL which had put all its
errand boys and henchmen at his disposal.

And still he could not win. How unlikable must one be when one cannot
win public affection even when one pays millions of bananas for it?

This ability to lose when you have the odds stacked in your favour was
last seen in the 2001 municipal elections, when Cyprus Goldenmouth,
despite having the support of three parties, lost the mayoral contest
to an independent candidate from nowhere by the name of Mike Zampelas.

At this point, I would like to introduce a spiritual dimension
to the issue and ask whether someone above may have had a say in
Niki’s defeat. Because when a candidate has spent so much money on
his campaign and has the fanatical support of all the plantation’s
opinion formers, media and the biggest party, only one factor could
have stopped him from winning – divine intervention.

I think it is not rash to deduce, given the facts, that the Almighty
had not maintained His customary impartiality in this election contest,
for once abandoning His legendary indifference to earthly affairs in
order to influence the outcome. As the old saying goes, if you want
to know what God thinks about money, just look at the people he gives
it to.

THE CONTEST is not over yet and it is still possible for the loser
to become the victor of these North Korea-type elections which even
our establishment’s favourite candidate, Bish of Paphos Chrysostomos,
can win despite taking a pitiful 5.1 per cent of the vote. Thanks to
the lunatic voting system, Nikiforos could still become the Church’s
head honcho.

Kykkos monastery may have to donate a bit of moollah to the
favourite charities of six to seven of the 100 electors who make
up one electoral body (he already has 45) and he may just clinch
victory. If it were that simple I would bet on him doing it, but
there is a second electoral body, made up of ex-officio clerics,
from which he would also need a majority.

This second electoral body also has a number of priests appointed
to it. Who appoints them? The caretaker of the Archbishop’s throne,
Chrys of Paphos, who also happens to be one of the candidates and
has never made a secret of his brotherly hatred of Niki’s guts.

We love to boast that our plantation is the only country in the world
in which the people elect the Archbishop, but omit to mention that
the elections are based on ancient Egyptian democratic procedures.

Our dude from Paphos, supported by five per cent of the voters,
could still become Archbishop.

Perhaps the holy fathers who drafted the Church charter did not trust
the people’s judgment very much – they were wise – and allowed some
scope for divine intervention. This must be bad news for Niki.

DIVINE intervention could very well have been prompted by Niki’s,
insanely unholy alliance with the communist party AKEL. The Lord may
have decided to punish the bishop’s ruthlessly Machiavellian ambition
that was capable of reaching a pact with a clique of devout atheists
who hate the Church, in order to become Archbishop – talk about a
pact with the devil.

As for the comrades, why on earth did they back Niki so fanatically,
putting AKEL’s entire party mechanism at his disposal, having Akelites
canvassing for him, manning his kiosks at the election centres,
bringing elderly voters to the centres and championing him in the
party mouthpiece?

We’ve said quite a few unflattering things about Niki, but nobody could
accuse him of being a socialist, let alone Stalinist – he is a true
blue capitalist, believer in private property, the amassing of wealth
and preservation of income inequality. And I doubt he promised to
distribute Church land among the poor in exchange for commie support.

What he may have done would be to donate several hundred grand to the
cash-strapped party of the people, which is perfectly legitimate in
a free society, and the comrades showed their undying gratitude by
helping his election campaign.

THE POSSIBILITY of such a deal could become a business graduate’s
thesis – the sale of political services to candidates. A political
party would provide organisational support, political backing and
the votes of its supporters to a candidate who does not have a party
mechanism behind him, for a fee, which would be determined by the
range of services offered.

It would be like those businesses that sell 10,000 addresses to
companies that want to carry out a promotional campaign via direct
mailing. Similarly, a political party could sell the votes of its
supporters to candidates, at a unit price of £50 per vote. A Stalinist
party like AKEL which exercises total control on the minds of its
supporters could easily provide such a service and charge big bucks
for it.

The problem is that a communist party like AKEL, which is committed
to high ideals and socialist principles, would never behave in such
a mercenary way. It is a shame, because it could have solved all its
financial problems if it provided such a service. Just think how much
a presidential candidate would be willing to pay for such a service.

COMMISSAR Christofias, of course, is not interested in money. His gig
is power and he decided to deliver AKEL votes to Nikiforos not for
money, but in order to show off the super-galactic power he wields,
personally, as the plantation’s kingmaker extraordinaire.

He imposed the presidente of his choice and now he was going to anoint
the Archbishop like some kind of benevolent super-ruler.

AKEL’s sheep were a mere tool for enhancing the personal power of
the Commissar with the inflated ego, who could contract them out to
whomever the self-styled power-broker chose. But this time someone
up there did not tolerate his muscle-flexing in Church matters and
encouraged the sheep to rebel, which they did, making a complete fool
of the big-headed power-broker. Divine retribution is all the more
beautiful when targeted at an atheist.

We should thank the Lord for puncturing the super-ruler myth, which
after last Sunday is in complete ruins. His one success in the role
of kingmaker – electing the Ethnarch – is the exception that proves
the rule that the Commissar’s support is the kiss of death.

Just ask George Vass, George Iacovou, Cyprus Goldemnouth and Niki, all
of whom have tragic, personal experience of the curse of Commissarial
support.

AFTER last week’s items about the grandiose regional domination
plans of the new Laiki Bank super-boss, Andreas Vgenopoulos, our
establishment was contacted by several people who had attended the
genius financier’s briefing of financial market professionals.

The briefing took place on the same day as the press conference at
which Vgenopoulos peddled his big banking designs to us dumb-ass
hickeys. His presentation consisted of him telling his audience what
a super financier he was, how the merger he was proposing would turn
the Laiki group into a banking colossus, and that he constantly struck
mega-successful deals.

And whenever he talked about a smart deal he had signed, he would
conclude with the punch-line, "this is the story of my life". He
repeated this cliche three times, lest any of the stupid Cypriots in
his audience did not understand that he had the Midas touch in his
genes. The overriding impression was that Vgenopoulos’ ego was even
more inflated than the price of the Marfin shares he was trying to
off-load on Laiki shareholders.

KING MIDAS of Athens turned waspish whenever anyone questioned his
pronouncements. When a broker asked what method of valuation he had
used in the ranking of banks – in terms of share capital and reserves –
that he presented, Vgenopoulos snapped. "Leave the miserly approach
aside. Here they are showing you the moon and you are looking at
the finger."

When told that the valuation of the Marfin shares was too high, he
turned nasty. "You want us to absorb you at a given price? If you
don’t like it, we have other ways to buy you out and you can go home."

The simpleton Cypriots should also get it into their thick skull that
Vgenopoulos is protecting Laiki’s shareholders from takeover. The
Bank of Cyprus, instead, "is a free-for-all", he warned. "Whoever
wants can buy them," presumably because they do not have a financial
genius, like Laiki has, to protect them from corporate vultures.

THE REASON the Laiki-Marfin groups’ headquarters would be in Cyprus,
said Vgenopoulos, was because of Laiki’s 100-year tradition and
confidence in the stability of the Cyprus economy as well as its
prospects; and because of its amazing geographic position of course.

He never mentioned the main reason, he chose a provincial town like
Nicosia – in Cyprus the tax on corporate profits is a third of what
companies pay in Greece, the geographical position of which is also
a big handicap.

DIKO DEPUTY and heir to the Ethnarchic throne, Nicholas Papadopoulos
ended with egg on his face after ordering us to show some respect for
his dad who "took part in armed, national liberation struggles so that
we can all enjoy press freedom in this country." Junior was obviously
not aware that his dad was not always a big fan of press freedom.

Many years before Junior was born, journalist Antonis Farmakides,
who was critical of the Makarios government, was kidnapped by thugs
who supported the Archbishop, and held as a prisoner for several
days before being released. Our friend at Alithia, columnist Alecos
Constantinides, last week published what the minister of interior at
the time – a certain Tassos Papadopoulos – said about the Farmakides
kidnapping and it does not read as a condemnation.

"The state is entitled to expect from people who exercise the
high mission of journalism to live up to their mission and to
pursue standards of civility and dignity, behaving as responsible
and politically mature individuals. When they deviate from these
boundaries and exercise, instead of responsible and honourable
opposition, malicious and abusive attacks against their opponents,
they should bear in mind that such irresponsible journalism rouses
and stirs the feelings of individuals who shroud their opponents with
great love and respect."

In plain language, Farmakides asked for it. I am glad the Ethnarch
never shrouds his opponents with great love and respect, because this
means we can continue to practise irresponsible journalism without
the risk of being kidnapped.

WHEN DIKO deputy and former presidential spokesman Marios Karoyian
announced that he would be standing in his party’s leadership contest,
many of us progressive, liberal supporters of an open, multi-cultural
society were highly impressed. Here was an Armenian with a good chance
of becoming the leader of a political party.

Even more impressive was that he could become leader of the most
reactionary, narrow-minded, backward, hard-line nationalistic,
traditionalist, intolerant, little Cypriot party on the island. The
party of hard-line nut-cases Koulias, Pitts, Antigone and Matsakis
being led by a softly-spoken, even-tempered and moderate Armenian, was
something we had to see. DIKO had not only entered the 21st century,
but it was pointing the way to a more tolerant and inclusive society.

It did not take very long for these hopes to be shattered. A few
weeks ago, Karoyian was a guest on an Astra Radio show which was
inundated with hostile text messages about his Armenian background
saying that someone who had not done military service could not lead
the party. Marios’ critics did not even bother to conceal their racism.

Ten days ago, Politis published a letter from a DIKO member accusing
Karoyian of betraying the "Maronite element flowing in your veins".

The writer also raised the issue of military service and then told him
that the old DIKO guard would not surrender the great party of Spyros
"so easily" to an inexperienced upstart.

On Thursday, having had enough, Karoyian publicly report that he was
being the target of continuous racist attacks from within his party –
the main argument was that he could not become leader because he was
Armenian and had done no military service. The party’s deputy leader
and candidate for the leadership, Nik Cleanthous was not aware of
the whispering campaign, but condemned the racism, if it existed.

His condemnation included the following, quite brilliant confirmation
of what the anti-Armenian camp has been saying: "I do not accept and
cannot conceive that it is possible for the people of DIKO to be
influenced in their choices by racist criteria such as the ethnic
background and religion of someone or by whether he had served or
not in the National Guard." I would certainly not bet against it.

Does this mean that the open-minded DIKO members would vote for a
Turkish Cypriot as their leader as well?

Chirac en Arménie pour une "visite à très forte portée symbolique"

Le président français Jacques Chirac a entamé vendredi soir une
visite d’Etat en Arménie, la première d’un président français, qui
revêt pour la France une "très forte portée symbolique" et est
qualifiée d’"historique" par l’Arménie.

M. Chirac, en provenance de Bucarest où il avait participé au Sommet
de la Francophonie, a été accueilli vers 19H45 (14H45 GMT) à
l’aéroport d’Erevan par son homologue arménien Robert Kotcharian.

"C’est une visite à très forte portée symbolique et l’occasion de
retrouvailles entre deux peuples, la découverte aussi de l’Arménie
moderne pour plusieurs centaines de milliers de Français d’origine
arménienne", a expliqué le porte-parole de la présidence française,
Jérôme Bonnafont.

Cette visite témoigne pour l’Elysée de "la volonté de la France de
contribuer à l’Arménie moderne", cette "jeune république d’une
vieille nation".

"C’est une visite historique. C’est pour notre Etat et notre peuple
un grand honneur que d’accueillir un hôte de si haut rang. Outre les
émotions historiques qu’elle portera en elle, cette visite aura une
importante signification politique et économique", a déclaré pour sa
part à l’AFP le ministre arménien des Affaires étrangères, Vardan
Oskanian.

En descendant l’escalier de l’avion, M. Chirac a tendu la main en
direction du mont Ararat, bien visible par temps clair. Une fois
descendu, il a répété le même geste puis une troisième fois avec le
président Kotcharian. Bien que situé en Turquie voisine, le mont
Ararat a une haute valeur symbolique pour les Arméniens.

Les deux présidents devaient se retrouver vendredi soir pour un dîner
d’Etat au palais présidentiel et, dès samedi matin, le chef de l’Etat
français doit se recueillir au mémorial de Tsitsernakaberd, érigé à
la mémoire des victimes du génocide arménien. Il y plantera un arbre.

Le génocide arménien a débuté en 1915 dans l’empire ottoman et s’est
poursuivi jusqu’en 1917. Plus de 1,5 million de personnes ont trouvé
la mort selon les Arméniens, entre 250.000 et 500.000 selon les Turcs
qui réfutent l’idée d’un génocide.

La France, qui compte 400.000 citoyens d’origine arménienne, a
reconnu ce génocide par la loi du 29 janvier 2001, ce qui a été perçu
"comme un témoignage de solidarité envers le peuple arménien, surtout
dans la diaspora", selon l’Elysée.

Le chef de l’Etat français, qui est accompagné de son épouse
Bernadette, compte aussi marquer cette visite de plusieurs "gestes
d’amitié et de mémoire", dont l’inauguration, samedi, d’une "Place de
France".

Cette visite d’Etat est également l’occasion de lancer à Erevan
l’année de l’Arménie en France, intitulée "Arménie mon amie".

Celle-ci débutera par un concert exceptionnel du chanteur français
d’origine arménienne Charles Aznavour, en présence des deux chefs
d’Etat, sur une place publique d’Erevan samedi soir.

Après un entretien avec le chef de l’Eglise apostolique arménienne,
Karékine II, Catholicos de tous les Arméniens, et une visite de la
cathédrale d’Erevan, le couple présidentiel regagnera Paris dimanche.

Jacques Chirac est accompagné d’une importante délégation comprenant
quatre ministres (Affaires étrangères, Transports, Fonction publique
et Culture).

Il est également accompagné de l’ancien ministre d’origine arménienne
Patrick Devedjian, du président de la Commission de Défense de
l’Assemblée nationale français, Guy Teissier, de plusieurs députés,
ainsi que de l’ancien ministre Renaud Muselier, président de
l’Etablissement public Euroméditerannée, et de Lévon Sayan,
conseiller artistique de Charles Aznavour.

Des chefs d’entreprises dont Alain Manoukian (textile), Jean-Cyril
Spinetta (Air France – KLM), Serge Tchuruk (Alcatel), Jean-François
Dehecq (Sanofi), Jérôme Clément (Arte), ainsi que le footballeur
Youri Djorkaeff et le journaliste Daniel Bilalian, accompagnent
également Jacques Chirac.
