Reasons of the A-320 crash may be known in a few days

There is hope that in 7-10 days certain information will be known
about the reasons of crash of the Armenian plane in the Balack
Sea. This suggestion comes from the statement of the head of the
technical commission to investigate the crash Leonid Kashevski. He
stated that the flight recorders are in a sufficient condition and are
fit for decoding. Last evening the Interstate Aviation Committee
started decoding the two black boxes of the crashed plane.

To remind, one of the black boxes was lifted on May 22, the other was
extracted from the bottom of the sea two days later. First these were
transported to Moscow, to the International Aviation Committee, later
to Paris for technical examination. After passing technical
examination in Paris the information microchips were conveyed to
Moscow.

On May 4 an account was opened at RA Ministry of Finance and Economy
to provide assistance to the families of the A-320 crash victims.

`Grand’ Company, responsible for paying insurance for the air crash
victims, told our correspondent that the compensation sum has not been
set so far.

To remind, on May 24 `Grand’ Insurance Company started reception of
documents. Up to now the Company has received 79 applications.

As the report on parliamentary elections and re-run elections in
Azerbaijan was discussed at a meeting of the PACE Monitoring
Committee in Budapest, Dutch rapporteur, Leo Platvoed got restricted
only with 5-10-minute estimation of the situation in a mini-session
of the organization in Moscow and no discussions followed. MP Samed
Seyidov, the head of the Azerbaijani parliamentary delegation to the
Parliamentary assembly of the Council of Europe (PACE) told Trend
special correspondence in Moscow.

`A report by Platvoed predominantly contained positive milestones and
are estimated as success in the democratic reforms held in
Azerbaijan,’ he underlined.

As a result of discussions MP noted that there was taken a decision
on closing the discussions over elections in Azerbaijan and put
forward the issue at June session of the PACE.

Seyidov appreciated the conduct of current PACE meting in Moscow, as
Russia will chair at the CE over the subsequent 6 months.

Taking advantage of the situation Seyidov inquired the Russian
Foreign Minister Sergey Lavrov whether Russia was going to use the
CE’s experience in the resolution of the Armenian-Azerbaijani
conflict over Nagorno-Karabakh with consideration that Russia is an
OSCE Minsk Group co-chair, the CE adopted a relevant resolution on
the Nagorno-Karabakh and these is Ad Hoc Committee on
Nagorno-Karabakh. In his turn Lavrov answered that `Of curse, any
experience is important for us. The OSCE Minsk Group is involved in
the resolution of the Nagorno-Karabakh conflict, as it holds a
relevant mandate. I’m pleased to note that there is a progress in
the negotiation process.’

Basing on CE’s experience Seyidov reaped from these words that the
territorial integrity of Azerbaijan cannot be hence the topic of
talks.

Seyidov said that in this stage the EU does not hide its will to get
involved in the resolution of the Armenian-Azerbaijani conflict,
while only the OSCE Minsk Group has relevant mandate. However,
unproductiveness and sometime inefficiency of the OSCE MG impedes the
resolution process.

Special sitting of the National Assembly will be called at 12:00 May
31. The Deputies have submitted a sufficient number of signatures for
calling an extraordinary sitting. Elections of NA Chairman, Head of
the Standing Committee on Defense, National Security and Domestic
Affairs and Head of the Standing Committee on Social, Health and
Ecology Isues will be held during the sitting.

To remind, these positions remained vacant after `Orinats Yerkir’
party withdrew from the coalition, following which resignations were
filed by NA Chairman Arthur Baghdasaryan, Heads of Standing Committees
Mher Shahgeldyan and Gagik Mkheyan.

NA Vice-Speaker Tigran Torosyan said the decision was taken at the
coalition meeting to suggest his candidacy. It has been arranged to
give the position of the Head of the Standing Committee on Defense,
National Security and Domestic Affairs to the Armenian

Revolutionary Federation. According to ARF sources, Hrayr Karapetyan’s
candidacy is to be suggested for the position.

The position of the Standing Committee on Social, Health and Ecology
Issues will be given to the Republican Party of Armenia.

As for the position of the Vice-Speaker, the coalition has decided to
address the issue later.

Final Concert of “Golden Guitar-2006” Author Song On June 7 & 8

YEREVAN, MAY 29, NOYAN TAPAN. The final concert of the “Golden
Guitar-2006” (voske kitar-2006) republican festival of author song
will take place on June 7 and 8 in the hall of the Hakob Paronian
State Comedy Theater. 26 authors-performers from marzes and Yerevan
passed the competition stages participated in the concert. As
author-performer Tatev Aghamirian, the Cultural Director of the
festival informed the Noyan Tapan correspondent, the number of authors
presented a claim for participation in the festival was 50, but their
number reduced to 26 after the 3 competition stages. Famous
authors-performers Ruben Hakhverdian, Marieta Badalian, Eduard
Zorikian, Yeghishe Petrosian and Artavazd Bayatian, guitar player
Martin Aharonian, etc. will perform at the final concerts. According
to Tatev Aghamirian, the author song’s festival gives
authors-performers of this genre the first debute possibility. He
mentioned that such a festival was organized for the last time in
Armenia in 1999. And the “Yeghegnadzor” festival of author song was
traditionally organized before that.

Meltex Refused In Broadcasting

Today the National Commission on Television and Radio rejected Meltex’s
licensing on radio broadcasting at 90.3 Mherz frequency channel on
the territory of Yerevan. According to tender regulations, 80% of the
product must have been locally produced with 64% own programs. The
tender package did not include information on funding which the company
should invest. Another company – Ulis Media – presented investment
package of 30 mln drams. Meltex scored 22 whereas Ulis Media scored
29 according to rating voting.

The National Commission on Television and Radio also refused to
give license to Meltex for broadcasting at 90.7 Mherz frequency on
the territory of Yerevan. The reason was that the package lacked
information on funding and investment. Radio Pro won the tender
which scored 29 according to rating voting. Meltex scored 22. The
best bidder plans to invest $5 thousand on technical equipment of the
studio, $15 thousand on advertising and $10 thousand on modernization.

“Nagorno Karabakh has all grounds for expecting the international
recognition of its independence”, Nagorno Karabakh Republic (NKR)
President Arkady Ghoukasyan told journalists in Moscow on Thursday,
RIA Novosti reports.

“The latest referendum in Chernogoria is a very important precedent.

In case the international community is ready to recognize Chernogoria
and Kosovo independence, then I think it will be very difficult
for them to explain, why they do not recognize Nagorno Karabakh”,
Ghoukasyan stated during a break in the Third Congress of the Armenians
of Russia.

According to the NKR President, Nagorno Karabakh has got more grounds
for expecting recognition of its independence, including geographic
and legal ones. If we recall that the Nagorno Karabakh people have
survived in the war imposed by Azerbaijan and are constructing their
statehood at present, I consider we have all grounds for expecting
the international recognition of independence. I do not see any
alternative to that, NKR is independent, and it will remain such
irrespective of Azerbaijan’s desire”, Arkady Ghoukasyan highlighted.

Nagorno Karabakh President voiced confidence that “the international
community will recognize Karabakh sooner or later”. “The sooner it
(the international community) does it, the more chances for peace
will be sustained in the region”, concluded the head of the Republic.

Armenian Team’s Best Participation In The Olympiad

Armenian Chess team displayed its best participation in the 4th round
of the World Olympiad held in Turin and beat the Nigerian team 4:0.

Our chess players Levon Aronyan, Vladimir Hakobyan, Smbat Lputyan and
Gabriel Sargsyan celebrated their victory. After the meeting with
the Nigerian team Armenia tops the fixture table with 13.5 points
alongside with the Russian team having the same index.

Armenia occupies the 2nd place with its additional indexes.

By the way, Armenian chess players will meet the Russian
representatives in the 5th round. This will be the central and the
vital meeting of the Olympiad where the winner will have an opportunity
to become a champion though there is much time left by the end of
the Olympiad. It is noteworthy that only Armenian, Russian and Dutch
teams celebrated the same number of victories in the past four rounds.

Armenian women team also celebrated its victory in the 4th round
beating Ecuador 2:1. The decisive point for our team was provided
by Siranoush Andreasyan whereas Lilit Lazarian and Elina Danielyan
tied their meetings. So far Armenian women team is in the 11th place
and will meet the Greek team in the next round.

YEREVAN, MAY 24, NOYAN TAPAN – ARMENIANS TODAY. Ruben Kochar’s feature
film entitled “Arahet” (“Path”), the most expensive film in the history
of Hayfilm shot with Armenian-American joint production will be shown
on May 25, 26 and 27 at “Moscow” cinema of Yerevan. Film producer
Arpi Hakobian informed about it at the May 23 press conference. The
film was first shown in the U.S. On February 17 2006 the International
Film Festival of San Francisco opened with the film “Arahet.”

According to Ruben Kochar, the film is the story of life of an Armenian
young man who emigrated to the U.S., it presents his feelings in
a foreign country. The film delicately prompts the spectator about
all sufferings and problems that emerge in emigration. According to
the film director, the problem touched upon at the film is common
to all mankind as today almost all nations and peoples of the world
emigrate. “From this point of view the film was very warmly met by
the American film spectator as this problem is everywhere,” R.Kochar
emphasized. And he left the answer to the question about the film’s
being a success to the spectator.

The leading part of the film is played by Haroutiun Movsisian,
other well-known art figures, Ashot Adamian, Vladimir Abajian, Karen
Janibekian and others also play in the film.

According to Arpi Hakobian, the film was financed by the Blue Line
American organization. Blue Line had also financed the film director’s
previous film, “Herostratus,” and will finance the new film to be
shot in the future.

Karen Tchougarian Will Perform At Melbourne

Azerbaijan’s Transport Ministry drafts national technical standards
in transport safety.

Kazim Sharifov, Chief of Safety and Emergency Department in the
Ministry, has reported APA that luggage of passengers traveling
abroad by rail is strictly checked. Hand luggage is checked both by
law enforcement bodies’ servants and transport workers. Saying that
check-up system is strengthened on internal lines, Mr. Sharifov has
connected it with country’s situation.

Ministry officer has stated that transportation infrastructure has
been destroyed by Armenians in occupied areas of Azerbaijan. They
have caused some amount of billion dollars to road and transport
infrastructure in Nagorno Karabakh and surroundings. So rails and
sleepers are dismantled, roads are destroyed.

“We have raised this question before OSCE and other worldwide
organizations. Regretfully, those institutions listen only to our
objections, instead of real job”.
