Recep Tayyip Erdogan The Nagorno-Karabakh conflict between Azerbaijan
and Armenia is a key problem for Turkey, Prime Minister Recep Tayyip
Erdogan said in Spain today.

He said that unfortunately the OSCE Minsk Group mediators had not
been able to find a solution to the conflict in 20 years.

Erdogan said the Minsk Group should bring a fair solution to
Nagorno-Karabakh and a fair solution to Armenia and Azerbaijan.

He said that when the problems between Azerbaijan and Armenia were
solved, the problems between Armenia and Turkey would largely be
solved too.

The Turkish prime minister was speaking at a conference Turkey-Spain:
Common Vision for Peace, Stability and Prosperity, hosted by the
Nueva Economia Forum in Madrid.

export of Armenian goods and services, in particular, there is a great
opportunity to enter the markets of EU countries", Economy Minister
of Armenia Nerses Yeritsyan said.

The minister thinks that Armenia must unite the efforts of the state
and private sectors to activate the trade with EU. "The matter concerns
billons of dollars and service of millions of solvent consumers,
so, we have to diversify our economy, in particular, the industry",
N. Yeritsyan emphasized. He also said that activation of the export
to EU will enable Armenia to assure a modern life for its citizens.

According to the data of the National Statistical Service of Armenia,
the goods turnover with EU countries in Jan-Dec, 2009, made up $1.2
bln (30,3% of the total volume of goods turnover), having reduced by
37,3% per annum. The negative balance with EU countries reduced by 25%
per annum to $591 mln. Export to goods to EU counties in Jan-Dec 2009
made up $310.2 mln, and import – $901.1 mln.

CAMBRIDGE, Mass. – A one-day conference, titled `America’s Response to
the Armenian Genocide: From Woodrow Wilson to Barack Obama,’ will take
place at the Massachusetts Institute of Technology (MIT) On March 13.
The conference, co-organized by Professors Bedross Der Matossian and
Christopher Capozzola of MIT and sponsored by the Faculty of History,
the Center for International Studies (CIS), the Office of the
Religious Affairs, and the Program on Human Rights & Justice (PHRJ),
will be held in Building 10 Room 250 from 10 a.m. to 5 p.m.

The goal of the conference is to discuss and examine America’s
evolving policy toward the Armenian Genocide from World War I through
the present day. Although the Armenian Genocide is increasingly
recognized as one of the foundational events of the twentieth
century’s painful history of political and ethnic violence, scholars
who have examined its impact on United States foreign policy have
concentrated almost exclusively on the presidency of Woodrow Wilson.
But the legacy of the Armenian Genocide shaped U.S. policy through the
twentieth century as Americans confronted the meaning of `genocide’
itself in the wake of World War II, as they confronted Armenia’s
pivotal place in the tense Cold War conflict, as Armenian Diaspora
voices pressed Congress for recognition, and as geopolitics shifted
again with the unification of Europe and U.S. intervention in the
Middle East.

By bringing together experts on Armenia, specialists in U.S. foreign
relations, historians of ethnic conflict, genocide, and humanitarian
intervention, the conference seeks to further incorporate Armenian
history into historical and social scientific disciplines and to
foster dialogue between area studies specialists and U.S. historians.

Panels will discuss three major historical phases that shaped U.S.
policy towards the Armenian Genocide: World War I, the Cold War, and
the post-Cold War era. The latter two periods remain particularly
understudied periods.

Confirmed speakers at the conference include: Prof. Roger Petersen
(MIT), Prof. Richard Hovannisian (UCLA), Prof. Christopher Capozzola
(MIT), Prof. Simon Payaslian (BU), Prof. Dennis Papazian (University
of Michigan-Dearborn), Mr. Michael Bobelian (Lawyer, Author, and
Journalist), Mr. Gregory Aftandilian (Independent Scholar), Dr. Rouben
Adalian (ANI), Mr. Marc Mamigonian (NAASR), Dr. Suzanne Moranian
(AIWA), and Prof. Bedross Der Matossian (MIT). A keynote speech will
be delivered by Prof. Richard Hovannisian, who holds the Armenian
Educational Foundation Chair in Modern Armenian History at UCLA.

Azerbaijan’s Defense Ministry gives official statement on large-scale
shooting on frontline between Azerbaijan and Armenia

Azerbaijan’s Defense Ministry voiced an official statement due to
large-scale shooting on a frontline between Azerbaijan and Armenia.

The report said that on February 18 the Armenian armed forces fired
positions of Azerbaijani Army in the Tapqaraqoyunlu village of
Geranboy region, Gizil Oba and Gapanly villages of Terter region and
Yusifjanli and Javashirli village of Agdam region with automatic
rifles and machine-guns.

As a result of large-scale firefight, soldiers of the Azerbaijani army
– Mammadov Sahil Novruz oglu, 19, junior praporshik Farajov Royal
Tesher oglu, 19, Rustamov David Sultanmuradovich, 19, were killed.
Soldier Adigezalov Elvin Murad oglu, 20, was injured.

The Azerbaijani troops answered their fire. The Armenian side has
suffered losses.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.
Azerbaijan and Armenia signed a ceasefire agreement in 1994.

The co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s
resolutions on the liberation of the Nagorno-Karabakh region and the
occupied territories.

Experts: Turkey is unlikely to continue normalization of relations with Armenia

Despite the possible rapid ratification of the Armenian-Turkish
protocols in the Armenian parliament, Ankara is unlikely to continue
the process of normalization the relations with Yerevan, experts said.

"Spirit of the protocols after changes made by the Constitutional
Court of Armenia, does not correspond with the policy of Turkey. The
Turkish government is unlikely to continue the topic of the
Armenian-Turkish protocols in future, Head of the Turkish Center for
International Relations and Strategic Analysis Turksam, Sinan Ogan,
said.

The protocols on the normalization of Turkish-Armenian relations will
be submitted for a preliminary discussion in the Armenian parliament’s
Standing Committee on Foreign Relations on February 19, the National
Assembly Committee on Foreign Relations chairman Armen Rustamian said,

Turkish and Armenian foreign ministers Ahmet Davutoglu and Edward
Nalbandian signed the Ankara-Yerevan protocols in Zurich Oct. 10.

Diplomatic relations between Armenia and Turkey were broken due to
Armenian claims of an alleged genocide and its occupation of
Azerbaijani lands. Their border closed in 1993.

On January 12 Armenia’s Constitutional Court confirmed that
obligations reflected in the Armenian-Turkish protocols correspond
with the basic law of the country. However, there is no need for a
joint commission that will investigate the events that occurred during
the Ottoman Empire in 1915, and that Armenia would never back down the
requirement of recognition of the so-called "genocide."

Turkish Prime Minister Recep Tayyip Erdogan warned if the Armenian
Constitutional Court does not reverse its decision on the protocols
between the two countries, the relations between Ankara and Yerevan
may be corrupted.

According to experts, the reason that the procedure for ratifying the
protocols was so prolonged, is that the party most likely will not
continue the process of normalization, despite external pressure.

Four months have passed since the signing of Armenian-Turkish
protocols in Zurich. Hope for the normalization of relations between
the two neighbors has already disappeared, commentator Guillaume
Perrier told Le Monde, InoPress reported.

Turkish foreign policy was very naive with regard to Armenia. They
believed that they can trust Armenia in the issue of protocols, and
built the entire foreign policy on this assertion, Ogan said.

"However, Armenia does not agree with resolving of the
Nagorno-Karabakh conflict, and has not tried to maintain the spirit of
the protocols in general, amending the item on genocide. Afterwards,
Turkey is unlikely to continue the process of normalization with
Armenia", Ogan told Trend News over phone from Istanbul.

The fact that the Armenian-Turkish protocols have not been ratified
and discussed in the Turkish Parliament, will only deepen the already
existing "crisis of confidence", Armenian Center for National and
International Studies Director Richard Giragosian said.

"There is a deep gap between the two sides, as Armenia is quite
prepared to execute the conditions of the protocols. Turkey now seems
to be striving to find political reasons to get away from this,"
Giragosian told Trend News via e-mail.

However, according to observers, even if the Armenian parliament
ratifies the protocols, one can hardly expect the same action from
Turkey.

According to Ogan, Armenia will do its utmost to continue to put
pressure on Ankara and gain time. However, Armenia does not agree with
resolving of the Nagorno-Karabakh conflict, and has not tried to
maintain the spirit of the protocols in general, amending the item on
"genocide". It was a reason for Turkey to think about the advisability
of talks, experts said.

"Right now, Armenia is trying to hold out until April, by ratifying
the Protocols in its parliament. Afterwards, the pressure will be made
on Turkey by Western observers, Ogan said.

Despite the fact that the Armenian political elite called Turkey for
ratification prior to the procedure in its parliament, I am sure that
Armenian parliamentarians will do it sooner.

However, now foreign observers will not be able to influence Turkey’s
decision, Giragosian said.

"Status of the Protocols is now a hostage of Turkey’s domestic policy.
The fact that the fate of the protocol now depends on progress in
Turkey’s domestic policy, also means that neither the Americans nor
the EU, Russia, even Armenia can affect the outcome," Giragosian said.

Even if the Armenian parliament ratifies the Armenian-Turkish
protocols, we can hardly expect an equivalent response from the
Turkish parliament, Central Asia-Caucasus Institute at Johns Hopkins
University Director Svante Cornell said.

According to Cornell, one must take into account the fact that if the
Armenian parliament ratified the protocols, it will be another step to
increase pressure on Turkey, which seeks Yerevan.

"Pressure on Turkey will grow, but despite this, Ankara is unlikely to
continue the process of normalization of the Turkey-Armenia relations
without solution to the Nagorno-Karabakh conflict," he said.

In January, 2010 Armenian economy registered 2.4% increase in GDP
compared with the same period in 2009. Industrial products’ volume
in the country increased by 6.5%, electricity production — 3.7%,
agricultural commodities — 3.1%, RA National Statistical Service
informs.

Compared with same period of 2009, this January a 10.7% downturn in
construction business was registered. Besides, the export raised by
1.8%, whereas import decreased by 4.4% compared with last year.

However, compared with previous month, export of this January increased
by 57.5%, import — by 8.3%.

Interestingly, usually January registers deflation due to economic
recession, but this year the practice was broken and an inflation of
1.7% was reported.

ArmInfo. In 2010 Haroutyun Khachatryan’s film "The Border" will be
presented at 18 international film festivals.

The film director himself told ArmInfo correspondent that, in
particular, "The Border" will be presented at festivals in the United
States, Sweden, Australia, Bulgaria, Switzerland, Israel and Spain. At
the same time, Khachatryan confessed that despite the interest in the
film abroad, in Armenia "The Border" has received not a single prize,
not even a state one. "Even a joke has been born: the film has received
awards in all countries, except two ones – Armenia and Azerbaijan",-
he said.

To recall, the first night of "The Border" was on 24 Jan 2009
within the frames of the Rotterdam festival. The film won prizes
of International film festivals in Houston, Syracuse, Antalya. In
addition, the film has been awarded a prize for the best film direction
at XVIII Open film festival of CIS, Latvia, Lithuania, and "Kinoshock"
in Estonia, as well as the prize named after Darko Bratina (Italy).

Though European Union is not directly involved in Nagorno-Karabakh
peace process, EU-launched "Eastern Partnership" project will assist
Azerbaijan to establish dialogue with its neighbors, which is essential
for settling any conflict, EU Ambassador to Azerbaijan Roland Kobia
stated on February 18.

"The best way of solving any conflict is the willingness to come to
the negotiating table with opponents. ‘Eastern Partnership’ project
contributes to this dialogue," Kobia emphasized. According to him, OSCE
Minsk Group does its utmost for the successful end of the conflict.

"EU does not have enough possibilities to intervene in the negotiation
process. However, we are ready to do more if we are asked," he said
adding that the union cannot impose its development model on the
country, insisting it is ideal.

"We just seek to share the gained experience," he concluded.

Championship due on April 2 -10 in Baku, Artashes Madoyan, Secretary
General of Armenian Fencing Federation told a PanARMENIAN.Net reporter.

According to Artashes Madoyan, Federation’s decision on Armenia’s
non-participation in the Championship is for the good of our sportsmen.

"As organizers of World Youth Fencing Championship, we must host
representatives of all countries wishing to participate in the
competition. Thus, no problem or incident will occur, should Armenia
wish to come to Azerbaijan," Ramin Mamedov, Secretary General of
Azerbaijan Fencing Federation told azerisport.com.
