SEMINAR DEDICATED TO PROBLEMS OF IMPLANTOLOGY HELD IN ARMENIA FOR THE
FIRST TIME

YEREVAN, APRIL 1, NOYAN TAPAN. The April 1 seminar held in Yerevan was
dedicated to the discussion of the problems of application of
implantology in stomatology. The seminar was organized by the Armenian
Association of Stomatology jointly with the RA Ministry of Health.

Karen Grigorian, RA Chief Stomatologist, said that such a seminar is
held in the republic for the first time. According to him,
implantology became one of the most effective methods of treatment,
which will become a leading method among the stomatological services
in the 21st century. According to Ashot Gevorgian, Chairman of the
Association, this sphere is out of control at present. According to
him, this permits anyone to open a stomatological cabinet and even
work without a licence. A.Gevorgian said that in accordance with the
order of RA Ministry of Health, checkings will be held in all
stomatological cabinets acting in the republic in April-May.

Azerbaijan believes that the UN General Assembly must express its
position on the report of the OSCE mission on the illegal settlement
of Armenians in the occupied Azerbaijani territories. “In any case,
the settlement of the occupied territories is illegal both in terms of
international law and as a general fact. The Armenians have never
lived in the occupied lands around Nagornyy Karabakh,” Azerbaijani
Foreign Minister Elmar Mammadyarov told journalists.

The co-chairmen of the OSCE Minsk Group also confirm Azerbaijan’s
official position. They agree that the issue should stay on the agenda
so that it can be revisited at some point because the illegal
settlement influences the settlement process.

The minister said that the UN General Assembly must express its
position on the mission’s report because the UN Security Council deals
with ongoing conflicts.

“Since our conflict is frozen, the General Assembly should make its
stand first,” Mammadyarov said. Azerbaijan submitted its version of
the draft resolution to this entity in October last year, but agreed
that the General Assembly should not put it to a vote because the OSCE
factfinding mission was expected to examine cases of illegal
settlement in the occupied lands.

Azerbaijan has already distributed the report of the mission within
the UN.

A study entitled “Project on mutual perceptions of citizens of Armenia
and Turkey” suggests a very high level of ignorance in the two
countries about each other.

The study conducted in the two countries jointly by TESEV [Turkish
Economic and Social Studies Foundation] from Turkey and HASA or the
Social Sciences Centre in Armenia is aimed at revealing prejudices in
the two societies. Polls conducted among 1,200 respondents in Turkey
and 1,000 respondents in Armenia suggest that Turks and Armenians know
little about each other.

TESEV and HASA, which conducted the study over a two-year period,
include in the conclusions of their report the following assessment
which is very important in terms of the resolution of the Armenian
problem:

“The two neighbouring nations do not know each other. Armenians hold
more unequivocal and negative views about Turkey. Despite these
adversities both countries have the psychological foundation necessary
for a dialogue.”

The study shows that the people of Turkey and Armenia are seriously
ignorant about each other. For example, 17 per cent of the respondents
from Turkey believe that Armenians are Jewish.

Another area of ignorance is related to the government forms in the
two countries. For example 13.5 per cent of the respondents from
Turkey are certain that Armenia is run by a communist
party. Conversely, 6 per cent of the Armenian respondents think that
there is still a monarchy in Turkey.

The study suggests that the Armenians are more prejudiced in terms of
their perceptions of the other side. For example, while 68.7 per cent
of Armenians describe Turks with derogatory adjectives, only 34 per
cent of Turks think the same way about Armenians.

Another piece of information that echoes mutual prejudices is that
94.1 per cent of the Armenian respondents and 68 per cent of the
Turkish respondents would not allow their daughters to marry a man
from the other group. Similarly 67 per cent of Armenians said they
would not trust a Turkish doctor compared to 24 per cent of Turks who
said they would not trust an Armenian doctor.

The TESEV-HASA study also seeks answers for the future relations of
the two countries. Approximately 30 per cent of Armenians think that
“prejudices on both sides are blocking relations”. The corresponding
figure for Turkish respondents is 24 per cent.

The most dominant view shared by 37.4 per cent of Armenian respondents
and 30.8 per cent of Turkish respondents is that “relations will
remain as they are now in the near future”. In addition, 81.7 per cent
of Armenians see the “genocide” issue as the most important hurdle
blocking the normalization of relations. In contrast only 19 per cent
of Turks see genocide allegations as the biggest obstacle blocking
relations.

Yerevan, 25 March: Armenian MPs believe that a brief visit of US
President George W. Bush to Georgia scheduled for 10 May will have
a positive effect on the situation in the South Caucasus countries.

United Labour Party leader Gurgen Arsenyan expressed the hope today
that “Bush’s personal acquaintance with the region will facilitate the
establishment of peace here”, Mediamax’s parliamentary correspondent
reports.

The head of the Dashnaktsutyun parliamentary faction, Levon Lazarian,
said that the visits of presidents of leading countries to the South
Caucasus have a positive effect on the region as a whole. Bush’s visit
will also be useful in the context of boosting democratic processes,
Lazarian said.

The secretary of the opposition Justice faction, Viktor Dallakyan,
said that Bush’s visit to Tbilisi will be the manifestation of his
attitude towards Georgia’s democratic authorities who enjoy the
support of the US administration.

ARMENIAN PROPOSALS FOR MCA READY, FINANCE MINISTER SAYS

YEREVAN, MARCH 25, ARMENPRESS: Armenian finance minister Vartan
Khachatrian said today that a package of government-developed
proposals designed to seek funding from a US government aid program,
Millennium Challenges Account (MCA), was ready and would be posted on
the ministry’s web site in these days.
He said the proposals will be sent to MCA to be followed by
US-Armenian talks, which he said may take some 6 months.
The Millennium Challenges Account (MCA) is part of a new U.S.
policy to help some countries in Africa, Asia, Latin America and the
former Soviet Union to continue their political and economic reforms.
The MCA was unveiled by President George W. Bush in 2002. Armenia is
among 16 developing countries selected by the United States to
benefit from the program.
Only two former Soviet republics, Armenia and neighboring Georgia,
were picked by the board administering the MCA. The other chosen
states are Benin, Cape Verde, Ghana, Lesotho, Madagascar, Mali,
Mozambique, Senegal, Mongolia, Sri Lanka, Vanuatu, Bolivia, Honduras
and Nicaragua.

[Presenter] Georgian and US companies have been delivering goods to
Armenia [via Azerbaijan], the first deputy chairman of the Azerbaijani
State Customs Committee, Aydin Aliyev, said today. The goods of these
companies have been confiscated.

[Aliyev] The companies are mainly Georgian. Among them there is a
company registered in the USA. The rest are Georgian companies. The
goods transported there mainly include oil and grain.

As for the fate of the goods, about 2,000 t of oil products, of
them over 400 t of aircraft fuel and diesel fuel, were confiscated
under a court decision. In addition, in connection with the exports
of liquefied gas, a company called (?Modern Partners) has been fined
to the amount of 19,430 dollars.

ARMENIA TO ADOPT NATIONAL SECURITY CONCEPT BEFORE END OF 2007

YEREVAN, March 23. /ARKA/. Armenia is to adopt a national security
concept before the end of 2007, Secretary of the RA Presidential
Security Council, Minister of Defense Serge Sargsyan stated in
Parliament. According to him, the concept will be published in a
month. The Minister reported that he has submitted the concept to the
country~Rs top officers, and it ~Scontains a detailed and comprehensive
description of possible threats to the state~Rs security and ways of

indicate what relations Armenia wants to build up with NATO, Russia,

RA PRESIDENT MEETS WITH HEAD OF OSCE YEREVAN OFFICE

YEREVAN, March 23. /ARKA/. RA President Robert Kocharian has met
today with Head of the OSCE Yerevan office Vladimir Pryakhin,. The RA
presidential press service reports that Pryakhin informed the RA
President of the main directions of the office~Rs activities in 2005.
The sides also discussed issues of improving the RA Election Code and
constitutional reforms, as well as a number of programs being
implemented with the OSCE~Rs assistance. President Kocharian
congratulated Pryakhin on the 5th anniversary of the OSCE Yerevan

SERGE SARGSYAN: ALL STORES OF WEAPONS AND AMMUNITION OF ARMENIA AND
NAGORNO-KARABAKH ARE UNDER CONTROL

YEREVAN, March 23. /ARKA/. All stores of weapons and ammunition of
Armenia and Nagorno-Karabakh are under control, as stated RA Minister
of Defense Serge Sargsyan. According to him, the investigation of
weapons smuggling by a criminal group headed by an Armenian native in
the USA doesn~Rt prove that weapons were exported to the USA or other
country from Armenia. Sargsyan noted that the representative of RA
Armed Forces involved in the case hasn~Rt done any illegal activity,
since taking photos of weapons is not a crime. ~SThis doesn~Rt mean
that weapons should be sold somewhere~T, he said.
The Attorney~Rs Office of New York, the USA, announced on March 15
about the arrest of 18 people suspected of smuggling Russian military
arms. The ringleaders are Arthur Solomonyan, 26, native of Armenia
and native of South Africa, Christiaan Dewet Spies, 33. The arrested
are charged with making a scheme including attempts to smuggle
rocket-propelled grenade launchers and shoulder-fired surface-to-air
missiles, which experts have warned attackers might use to down a
plane. According to the Head of RA National Security Service Hrachya
Harutyunyan, on March 17 criminal proceedings were instituted, and
already three people involved in crime are arrested in Armenia.

RUSSIA AND ARMENIA NEED TO SETTLE ECONOMIC ISSUES: ARA ABAMYAN

YEREVAN, March 23. /ARKA/. President of the World Armenian Congress
(WAC) and of the Union of Armenians of Russia (UAR) Ara Abramyan
believes that Russia and Armenia need to focus on resolving economic
problems. At his press conference at the RIA ~SNovosty~T he stated that
~SArmenian-Russian political and military relations are closest and
warmest. However, economic problems must be solved as well.~T
According to Abramyan, the sides should also cooperate in resolving
the problem of Armenia~Rs transport blockade and discuss the issue of
withdrawal of Russian military bases from Georgia. ~SI believe that
Armenia deal with these issues together [with Russia],~T Abramyan
said.
In his turn, Andranik Migranyan, Professor of Moscow State Institute
of International Relations, expressed a hope that the meeting of the
two countries~R leaders in Yerevan will result in a mutually
acceptable decision being reached. ~SWe are unlikely to get any result
from the visit, but a breakthrough may be expected in a number of
issues,~T Migranyan said. He also expressed a doubt that the
Azerbaijani president~Rs recent statement that a war with Armenia may
break out at any moment may cause changes in the agenda of
negotiations between the Armenian and Russian Presidents. ~SThe
Nagorno-Karabakh settlement would be on the agenda in any case. But
it would cause the problem to be considered more thoroughly,~T

FAVORABLE MIGRATION BALANCE OF 2,000 PEOPLE RECORDED IN ARMENIA IN

people was recorded in Armenia in 2004, the RA presidential press
service reports, referring to Head of the Ra Department for Migration

The sides discussed a housing program for 760 refugee families,

ARMENIA, AZERBAIJAN TO RELEASE POWs IN FUTURE

YEREVAN, March 23. /ARKA/. The Armenian and Azerbaijani State
Commissions for POWs and Missing Persons intend to establish regular
direct contacts. A relevant agreement was reached at a meeting of the
Commissions in Tbilisi. The Information and Propaganda Department, RA
Ministry of Defense, reports that the meeting participants elaborated
a mechanism of constructive cooperation, which is based on the
principle of handing over POWs after necessary investigations within
the shortest period. The meeting participants consider exchange of
people immoral, stressing that in future they will only raise the
issue of releasing POWs. The sides stated their willingness to create
conditions for meetings of relatives and representatives of
international organizations with the POWs to be convinced of their
voluntary decisions to return to their native countries.
The Armenian and Azerbaijani Commissions for POWs and Missing Persons
held the meeting in Tbilisi on March 18. The Armenian Commission was
represted by Vice-Chairman Mikael Grigoryan and his assistant Leo
Agajanov, and the Azerbaijani Commission by Secretary Shahin Sailov
and Head of the task group Firudin Sadigov. Participating in the
meeting were also Co-Chairmen of the international task group for
missing persons and released POWs in the Karabakh conflict zone

A CAMPAIGN OF PROTEST BY ARMENIAN YOUTH AGAINST DESTRUCTION MONUMENTS
OF ARMENIAN ARCHITECTURE TO BE HELD IN YEREVAN ON MARCH 25

YEREVAN, March 23. /ARKA/. A campaign of protest by Armenian youth
against destruction monuments of Armenian architecture will be held
in Yerevan on March 25. According to the Armenian Youth Union, the
campaign will be followed by march in the center of the city for
protection of historical-cultural monuments of the capital. In this
regard, the Union collected 1012 signatures that as an open letter
was sent to RA President Robert Kocharyan, RA NA Speaker Arthur
Baghdasaryan, RA Prime Minister Andranik Margaryan, Yerevan Mayor
Yervand Zakharyan. It states in particular that for the recent years
active reconstruction of the center of Yerevan is accompanied with
destructions of the national historic heritage, valuable buildings of
Armenian architecture, urban planning complexes and historical
atmosphere. ~SAll this brings to the fact that Yerevan gradually loses
its peculiar historic architecture face. The Armenian youth expressed
anxiety in regard with the fact and asks direct and immediate
interference with it to prevent the process and preserve common human
values of the capital~T, according to the letter.

addressed to Yerevan municipality and RA Ministry of Culture and

YEREVAN, March 23. /ARKA/. OSCE Chairman-in-Office, Slovenian Foreign
Minister Dimitry Rupel is to arrive for a two-day visit to Armenia on
March 30. The press and public relations department, RA Foreign
Office, reports that during his visit D. Rupel is to hold meetings
with RA President Robert Kocharian, Speaker of the RA Parliament
Artur Baghdasaryan, RA Premier Andranik Margaryan and RA Foreign
Minister Vardan Oskanyan. The OSCE Chairman-in-Office may also meet

YEREVAN, March 23. /ARKA/. RF President Vladimir Putin is to arrive
for a working visit to Armenia in March 24. The RA presidential press
service reports that on March 25 the Russian and Armenian Presidents
are to hold a one-on-one meeting, after which a joint press
conference is to be held. The two countries~R leaders are also to
attend meetings of Russian and Armenian officials. President Putin is
also scheduled to meet with Catholicos of All Armenians Garegin II.
The Armenian and Russian Presidents are to attend the ceremonial
opening of a Year of Russia in Armenia at the Armenian National

Yerevan, 22 March: Armenia has always followed with sympathy and
expressed its support for the process of reuniting the Chinese
people within the borders of one fatherland and restoring historical
justice. Armenia’s position on the recognition of one China was
wholly expressed in the joint declaration signed by the presidents
of the two countries in September 2004, the press secretary of the
Armenian Foreign Ministry, Gamlet Gasparyan, said while presenting at
the request of the media Armenia’s position on the anti-secession law
adopted by the Chinese parliament last week, which presents China’s
approach to the settlement of the Taiwan problem.

Gasparyan expressed his hope that the efforts made to reunite the
Chinese people, including the adoption of the anti-secession law by
the Chinese parliament will be effective and will open an opportunity
to continue negotiations within the framework of the peace process.

COMMENDING HARRY GILMORE

(Mr. RADANOVICH asked and was given permission to address the House
for 1 minute and to revise and extend his remarks.)
Mr. RADANOVICH. Mr. Speaker, I rise today to commend Harry Gilmore,
the first American Ambassador to Armenia who is the latest U.S.
official to publicly acknowledge the Armenian genocide and call for
international recognition.
In an interview with Radio Free Europe/Radio Liberty, the retired
diplomat recently said, “There is no doubt that the Armenian events
were genocide.”
Gilmore’s comments followed those of the current U.S. Ambassador to
Armenia, John Evans, who recently evoked the Armenian Genocide during
his first stateside visit to Armenian communities across the country.
During a series of public exchanges with Armenians late last month,
Evans stated, “The Armenian genocide was the first genocide of the
twentieth century.”
As a proud member of the Congressional Caucus on Armenian Issues and
an ardent supporter of Fresno’s Armenian American community, I thank
the Ambassadors for their statements and pledge to continue my efforts
for a full United States affirmation of the Armenian genocide.
