The sensitivity of information security issues in Armenia is so crucial
and urgent, that should be tackled on military, not political level,
Executive Director of the Union of IT Enterprises Karen Vardanyan
told NEWS.am-Innovation.

"In particular, defense ministry should create cyber-troop units
involving the best experts of the country," Vardanyan said, adding
that he holds the information such units are already created in
developed countries.

"Internet and digital technologies are currently on the fast track
and in this regard national security issues are not accounted for.

Presently Armenia is in &’cyber-confrontation’ as Azeri and Turkish
hackers break our websites, but luckily are unable to considerably
harm us so far. Meanwhile, as a result of one-two day hackers’
attacks Armenia might suffer heavy financial losses like those at
the Karabakhi war if our defense is slack," Vardanyan concluded.

Being incapable of voicing its discontent via phone conversations and
prove that the RA CC judgment conflicts with the Protocols, Turkey
decided to send its high ranking diplomats to the concerned countries.

According to Turkish Hurriyet daily, Turkish undersecretary Feridun
Sinirlioglu will leave for Switzerland on February 4 to meet his Swiss
counterpart Michael Ambuhl in Bern. Sinirlioglu intends to present
non-conformity of RA CC decision with the Protocols and demand that
Armenia adheres to content of the documents. Otherwise, Turkey will
be unable to go on with the process.

At the fist stage of diplomatic attack Ankara will hold separate
meetings with representatives of concerned parties, thereafter will
send the sides drafted legal paper. After Switzerland, Turkey will
send its diplomats to U.S., Russia and France — co-chairing states
of OSCE Minsk Group.

As NEWS.am reported earlier, January 19 Turkish Foreign Ministry issued
a statement criticizing the decision of RA Constitutional Court on
Armenia-Turkey Protocols. "It has been observed that this decision
contains preconditions and restrictive provisions which impair the
letter and spirit of the Protocol," the statement reads. RA Foreign
Minister stated that CC judgment contains no preconditions and conforms
to the content of the Protocols, expressing hope that Turkey has no
intention to protract the process.

However, Turkish side was not content with statement of Armenian FM
and pressed the point. FM Ahmet Davutoglu already met with U.S.

Secretary of State Hillary Clinton. Turkey’s groundless assertions
are not taken seriously, moreover U.S. highly assessed the judgment
by RA CC.

On 2 February President of the Artsakh Republic Bako Sahakyan
convoked a consultation dedicated to the activities carried out by
the department of industrial infrastructures under the NKR Cabinet
of Ministers in 2009. The head of the department Karlen Petrosyan
and responsible representatives of corresponding spheres delivered
reports. The Head of the State noted that the sphere of industrial
infrastructures was considered a key socio-economic direction for
the republic and its systemized and stable development had been
in the spotlight of the authorities. NKR premier Ara Haroutyunyan,
vice-premier, finance minister Spartak Tevosyan and other officials
partook at the meeting.

Deep Purple are an English rock band formed in Hertford in 1968. They
are considered to be among the pioneers of heavy metal and modern
hard rock, although some band members have tried not to categorise
themselves as any one genre. The band also incorporated classical
music, blues-rock, pop and progressive rock elements. Once listed
by the Guinness Book of World Records as the world’s loudest band,
they have sold over 100 million albums worldwide. Deep Purple were
ranked #22 on VH1’s Greatest Artists of Hard Rock program.

The band have gone through many line-up changes and an eight-year
hiatus (1976-84). The 1968-76 line-ups are commonly labeled Mark I,
II, III and IV. Their second and most commercially successful line-up
featured Ian Gillan (vocals), Ritchie Blackmore (guitar), Jon Lord
(keyboards), Roger Glover (bass) and Ian Paice (drums). This line-up
was active from 1969 to 1973 and was revived from 1984 to 1989 and
again in 1993, before the rift between Blackmore and other members
became unbridgeable. The current line-up including guitarist Steve
Morse has been much more stable, though Lord’s retirement in 2002
has left Paice as the only original member.

/PanARMENIAN.Net/ U.S. Deputy Secretary of State James Steinberg
will travel to the Caucasus on February 4 and 5. He will meet in
Yerevan, Armenia with President Serzh Sargsyan and Foreign Minister
Edward Nalbandian to discuss bilateral and regional issues. He will
proceed to Tbilisi, Georgia where he will meet with President Mikheil
Saakashvili and representatives of Georgia’s opposition.

Deputy Secretary Steinberg will travel to Munich, Germany on February
5 to attend the Munich Security Conference. In Munich, he will meet
with Azerbaijani President Ilham Aliyev and Turkish Foreign Minister
Ahmet Davutoglu as well as other leaders attending the conference,
the U.S. Department of State said.

The annual Munich conference dates back to 1962, at the height of
the Cold War, when it was founded by German publisher Ewald von
Kleist as the Wehrkundetagung (Security Conference). It was later
renamed the international Conference on Security Policy. Each year,
some 250 participants from 40 countries discuss in depth their views
on the development of transatlantic relations as well as European
and global security.

In 2009, there were 532 crimes committed by minors in the Republic
of Armenia, as compared with 477 cases in 2008, with 477 minors
committing crimes in 2009, as compared with 282 minors in 2008.

Only 243 of those cases in 2009 were sent to court. Criminal charges
in 234 cases were dropped.

Out of 310 incidents of crimes by minors, 259 involved theft.

Turkey’s Foreign Ministry is seriously shocked as it’s believed
Turkish Ambassador to Italy is accused of making sexual harassment.

Turkish Hurriyet reported that an investigation got underway.

Ambassador Ali was appointed ambassador to Italy approximately three
months ago. It’s supposed that Yakıtal might be called back if the
allegations are found to be true. Before his appointment to Rome,
Yakıtal, a career diplomat, had worked in the Prime Ministry as Prime
Minister Recep Tayyip Erdogan’s main advisor on foreign-policy issues.

Expansion of Patriot missile programme follows Obama’s warning
to Tehran

Days after a State of the Union address that threatened "growing
consequences" if Iran continues to ignore international concerns over
its nuclear programme, the Obama administration has quietly revealed
plans to increase its military presence and step up arms sales to
friendly regimes in the Persian Gulf.

Arab countries, and help Saudi Arabia triple the size of a 10,000-man
force protecting its most important potential military targets from
attack. America’s Navy will also begin deploying ships capable of
intercepting medium-range nuclear missiles off the Iranian coast at
all times.

News of the moves slipped out in a mixture of off-the-record interviews
and formal briefings over the weekend, and is likely to fuel concerns
of an arms race among mutually suspicious regimes in the region. The
United Arab Emirates and Saudi Arabia have spent at least $25 billion
[£15.6bn] on US-built weapons in the past two years.

For President Obama they represent a tangible shift in policy:
in contrast with President Bush, he had until now hoped that quiet
diplomacy might persuade Iran to rein back its nuclear programmes.

However, his early efforts to make overtures towards Tehran have fallen
flat and international inspectors have yet to be granted access to
the country’s nuclear development facilities.

That appears to have prompted the new, tougher line from the
Obama administration. "As Iran’s leaders continue to ignore their
obligations, there should be no doubt: they, too, will face growing
consequences," said the President, in his State of the Union address
last week.

Iran continues to insist that its nuclear ambitions are civilian
rather than military. After meeting allies in London last week,
Secretary of State Hillary Clinton told reporters that the US now
hopes to convince the international community to increase sanctions
against its government, and warned China that its opposition to that
move was "short-sighted."

In an effort to sidestep allegations of warmongering, the Obama
administration is eager to stress that all of its new deployments
are entirely defensive in nature. They form part of an updated global
ballistic missile defence policy that will be put to Congress today.

Outlining some details of the new US policy, General David Petraeus,
the Central Command chief responsible for the Middle East, told a
conference at the Institute for the Study of War in Washington that
new systems being supplied to the region consisted of "eight Patriot
missile batteries, two in each of four countries".

Those countries are thought to be Qatar, Kuwait, the UAE and Bahrain,
which will join Saudi Arabia and Israel in possessing the equipment.

Adding that Patriots are capable of shooting down short-range offensive
missiles, General Petraeus said: "Iran is clearly seen as a very
serious threat by those on the other side of the Gulf front."

He also revealed that the United States Navy will now be keeping
Aegis cruisers on patrol in the Persian Gulf at all times, vessels
which are generally equipped with radar systems that are designed to
intercept medium-range missiles.

Accepting US military support can present political problems for
Arab countries, and the White House did not formally comment on any
of the moves.

Iran Pledges Support To Armenia In Construction Of Railway

YEREVAN, January 29. /ARKA/. Iran has expressed willingness to help
Armenia in Iran-Armenia railway construction, Armen Movsisyan, Armenian
energy minister and co-chair of Armenian-Iranian intergovernmental
commission, said Wednesday after the commission’s ninth session.

At this meeting, both countries arranged to embark on the construction
simultaneously – Armenia in its territory and Iran in its.

Iran, who has a rich experience in exploiting railways, pledged also
financial support to Armenia.

Speaking about joint programs, the Armenian minister said that
construction of oil pipeline, oil terminal and a hydro power plant
in Meghri is planned as well.

The railway will give Armenia an alternative way for transporting
energy resources and other cargoes.

Now Armenia has only one railway transportation link – through Georgia.

Investments in the construction of the railway are estimated to total
$2 billion.

The World Bank and the Asian Development Bank have already expressed
interest in co-financing.

TEHRAN – Iran and Armenia have held talks on ways to faster implement
joint agreements and discussed plans to expand economic cooperation
in the future.

In a meeting with Armenian Prime Minister Tigran Sargsian in Yerevan on
Thursday, Iranian Foreign Minister Manouchehr Mottaki said cooperation
in energy, transportation and communication will open a new chapter
in bilateral relationship.

Mottaki had visited Yerevan on Tuesday to take part in the 9th Iran
and Armenia Joint Economic Commission.

Cutting down on the customs bureaucracy will help expand trade
exchanges between the two neighbors, Mottaki suggested.

He went on to say that Iran’s private sector is ready to help Armenia
with its infrastructure projects such as constructing roads, railways,
pipelines and power plants.

Sargsian said that Armenia attaches great importance to the agreements
signed between the two countries, adding the implementation of these
agreements will help promote ties.

He went on to say that Armenia prioritizes implementing railway
projects and expressed hope that the pipeline and road projects will
begin this year.

Yerevan is also interested to develop cooperation on agriculture and
livestock industry with Iran, he added
