ARMENIAN MFA REFUTES REPORTS ON NALBANDIAN-DAVUTOGLU MEETING IN MUNICH

Nalbandian and his Turkish counterpart Ahmet Davutoglu is expected
in Munich.

"Minister Nalbandian is not scheduled to attend the," RA MFA press
office told PanARMENIAN.Net.

Earlier, Hurriyet Daily News reported that Davutoglu and Nalbandian
agreed to meet on the sidelines of 46th Munich Security Conference
to discuss the Protocols on normalization of relations between Turkey
and Armenia.

The Protocols aimed at normalization of bilateral ties and opening of
the border between Armenia and Turkey were signed in Zurich by Armenian
Foreign Minister Edward Nalbandian and his Turkish counterpart Ahmet
Davutoglu on October 10, 2009, after a series of diplomatic talks
held through Swiss mediation.

On January 12, 2010, the Constitutional Court of the Republic of
Armenia found the protocols conformable to the country’s Organic Law.

The annual Munich conference dates back to 1962, at the height of
the Cold War, when it was founded by German publisher Ewald von
Kleist as the Wehrkundetagung (Security Conference). It was later
renamed the international Conference on Security Policy. Each year,
some 250 participants from 40 countries discuss in depth their views
on the development of transatlantic relations as well as European
and global security.

U.S. Senate endorsed the draft that empowers the country’s president
to apply sanctions against Iranian oil suppliers and leaders. This
will increase pressure on Iran on its nuke program.

These sanctions can be directed against the companies that import oil
products into Iran without funding from U.S. financial institutions,
gazeta.ru informs.

Earlier, U.S. House of representatives approved a similar decision
and currently it is possible that a single document is drawn up to
become effective further.

On the battlefield, the most important thing is not strength, but
bravery. We were obligated to prove that no one, with might, has
assaulted or killed our people, any more, said "Arabo" detachment
commander Manvel Yeghiazaryan, during a press conference today, adding
that "We proved to the Azerbaijani people that we’re a people not
conquered, but victorious. We knew on the battlefield that they wounded
us in 1915, then later, in Baku and Sumgayit," said the commander.

Yeghiazaryan believes that the homeland today doesn’t praise its
heros properly. "It sounds beautiful when one says there there are no
injuries; however, people’s condition must be secured… If in the 90s
in the homeland, there was nothing to eat, we didn’t demand anything,
but today there is. If we have fought, that doesn’t mean that today
that must be ignored, that’s divisive," he said.

"Sasuntsi Davit" detachment founder-commander Hamlet Hovsepyan,
however, is of a different opinion: "Those who fought didn’t go to
the battlefield with an expectation [and] for an idea, and today each
occupies himself with his work."

The commanders note that in the last 10 years, the Armenian army,
considered the most efficient in the region, prospers and develops
daily. "In every country, 10-15% of its people retains the nation’s
spirit. There has to be steps taken toward raising that spirit,"
said Hovsepyan.

Both army officials noted that returning lands cannot be an issue
up for discussion, since the status of Nagorno-Karabakh hasn’t been
decided.

Yesterday, exactly two years after the desecration of our Armenian
Genocide Monument, was an historic day for the Welsh and Armenian
nations. The road to Genocide recognition, which began on 24th April
2001, when Rhodri Morgan, (then First Minister), laid flowers in
memory of the 1915 Genocide Victims, was completed in Cardiff with
an explicit recognition of the Armenian Genocide by the new First
Minister Carwyn Jones.

The National Holocaust Day event was supported by the government
of Wales (Welsh Assembly Government) and Cardiff City Council, the
municipality of Wales’ capital. The Genocide was also recognised at
the event by guest speaker Rabbi Aron Hier from the Simon Wiesenthal
Centre, Los Angeles. The sharp diplomacy of Mr. John Torosyan, the
moving spitit of the Welsh Armenian community was an imprtant factor
in this historic acheivement.

Later Armenians, Welsh people and Assyrian-Chaldean-Syriacs
from the Iraqi Christian Association of Wales laid flowers
at the beautifully-restored Armenian Genocide Monument behind
the Temple of Peace. One of the bouqes read "In memory of the
Assyrian-Chaldean-Syriac Victims of the 1915 Genocide,of the 1933
Simel Massacres and of the 2003-2010 ethnic cleansing in Iraq". Fr
Shnork Baghdassaryan preyed at the Khatkar, and also took part at
the Holocaust ceremony earlier.

Carwyn Jones belongs to the Labour Party, as does Gordon Brown, Prime
Minister of the UK who will now be under huge pressure following
this crack in the UK Labour ranks. This recognition will also send
shock waves through the Foreign and Commonwealth Office in London,
which has been the architect of the Labour Party policy of supporting
the Turkish denialist position at all costs.

It is noticeable that while parliamnents throughout the World have
passed resolutions recognising the Genocide, this recognition is
of more signifigance as it comes from the government of Wales (in
addition to the past recognition by the National Assembly of Wales
(2002) and the Presiding Officer of the National Assembly (2007)

This is the first policy on an international issue created by the 10
year old Welsh government. It is supported by the quasi-totality of
Welsh Members of the UK parliament. This issue has been resolved even
though the size of the Welsh-Armenian community is under 40 people,

"The usual meeting of a process of non-negotiatons" is how Heritage
Party MP Larisa Alaverdyan referred to the recent meeting between the
presidents of Armenia, Azerbaijan and Russia in Sochi, while speaking
at a press conference today.

"That process, in which no officials from the Republic of
Nagorno-Karabakh participate, cannot be considered a negotiation.

Presidents are free and can visit any country they so choose,"
she noted.

Alaverdyan added that she had no expectations from that meeting.

The other participant in today’s press conference, Republican Party
of Armenia MP Hovhannes Sahakyan, in turn, said that even though no
document was signed during that meeting, the Armenian side considers
the meeting to be positive, taking into account Russian Minister
of Foreign Affairs Sergey Lavrov’s statement that a preamble to
a document on the settlement of the Nagorno-Karabakh conflict has
been agreed upon, and that Nagorno-Karabakh, as an interested party,
must participate in the negotiations.

It’s important to note, however, that Lavrov didn’t mention
Nagorno-Karabakh’s participation in the talks in his statement.

YEREVAN, JANUARY 27, NOYAN TAPAN. RA Foreign Minister Edward Nalbandian
met with Iranian Foreign Minister Manouchehr Mottaki on January
26. The latter is in Armenia for the purpose of taking part in the
9th session of the Armenian-Iranian joint Intergovernmental Commission.

According to the RA Foreign Ministry Press and Information Department,
the Foreign Ministers of Armenia and Iran in detail discussed
bilateral, regional and international issues at the meeting. They
expressed satisfaction with the circumstance that periodical
high-level contacts and mutual visits are evidence of interest in
further development of Armenia-Iran relations and cooperation.

In the context of discussion of issues regarding the two countries’
trade and economic relations E. Nalbandian and M. Mottaki expressed
confidence that the 9th session of the Armenian-Iranian joint
Intergovernmental Commission will be held efficiently and at a high
level. The interlocutors attached importance to further expansion of
the legal-contractual sphere, which will give new possibilities for
deepening bilateral cooperation.

The Foreign Ministers exchanged thoughts over ensuring security
and stability in the region, touched upon the latest developments
in the Nagorno Karabakh settlement negotiations process. They also
discussed issues related to the normalization process of Armenia-Turkey
relations. M. Mottaki welcomed the efforts aimed at establishment of
relations between Armenia and Turkey.

Karabakh peace process cannot proceed with the scenario of
Armenia-Turkey normalization process, Chairman of RA NA Standing
Committee on Defense, National Security and Internal Affairs, ARFD
member Hrayr Karapetyan stated at Jan. 26 press conference.

He expressed confidence that Armenian authorities drew the moral.

Karapetyan has doubts about RA Constitutional Courts’ judgment to be a
figment of legal mind only. "I reckon this political document indicates
that Armenia is still vigilant on the matter. In case with Karabakh
issue this watchfulness will allow us to act accordingly," he outlined.

As for Jan. 25 Sargsyan-Aliyev-Medvedev trilateral meeting in Sochi,
Karapetyan underlined that it did not differ from previous ones in
any way. "I assume the parties still have a long way to the crunch,"
he concluded.

YEREVAN, JANUARY 25, NOYAN TAPAN – ARMENIANS TODAY. The Diocese of
the Armenian Church of Canada has appealed to all Canadian Armenians
to make their donations for Haiti’s earthquake on January 12. The
death toll is well over 100,000.

The Congress of Canadian Armenians has conveyed its condolences to the
people of Haiti and has supported the initiative of the Diocese. It’s
noted that the aid needed for survivors and without the support of
the international community Haiti can’t recover.

"Perhaps Armenians know the pain of a powerful earthquake. When more
than 20,000 people died and hundreds of thousands of people were
affected by the earthquake that hit Armenia on December 7, 1988. At
that moment the international community offered immediately its aid.

It is now our turn to extend the same helping hand to the people of
Haiti",- think members of Armenian community of Canada.

New mathematics data have been reported by researchers at Yerevan
State University

"We prove that for any odd number n>= 1003, every non-cyclic subgroup
of the 2-generator free Burnside group of exponent. n contains a
subgroup isomorphic to the free Burnside group of exponent n. and
infinite rank," scientists writing in the journal Izvestiya
Mathematics report.

"Various families of relatively free n-periodic subgroups are
constructed in free periodic groups of odd exponent n>= 665," wrote
V.S. Atabekian and colleagues, Yerevan State University.

The researchers concluded: "For the same groups, we describe a
monomorphism tau such that a word A is an elementary period of rank
alpha if and only if its image tau(A) is ail elementary period of rank
alpha + 1."

Atabekian and colleagues published their study in Izvestiya
Mathematics (On subgroups of free Burnside groups of odd exponent n >1003. Izvestiya Mathematics, 2009;73(5):861-892).
