Police have blocked several demonstrators on Bagramyan Avenue outside
the National Assembly, 200 metres away from the building of the
Armenian presidential administration.

Bagramyan Avenue was blocked by the double line of barbed wire and
police units with water cannons.

The opposition is now holding a rally outside the Armenian National
Assembly. The leader of the opposition National Unity Party, Artashes
Gegamyan, called on the police to abstain from any actions against the
protesters.

Viktor Dallakyan, an MP from the Justice bloc of the Armenian National
Assembly, voiced the opposition’s demands. First, he said several
opposition MPs should be given an opportunity to meet “the state’s
second person” – Speaker Artur Bagdasaryan. Dallakyan said that “we
want to invite him here for him to address his nation”.

Second, the deputy said, the opposition wants a meeting with Police
Chief Ayk Arutyunyan “who fulfilled the authorities’ illegal order and
blocked our way”. Moreover, Viktor Dallakyan said, “we urge all TV
channels of the country to make it possible for us to go live on air”.

The opposition did not specify the kind of actions it would resort to
if the above demands were not met.

The law enforcers, who are blocking the protesters way on Bagramyan
Avenue, are not using force.

Ballet Arlington gets historical with contrasting ‘Agon’ and
‘Spartacus’

Both ballets were choreographed by Russians, both are accompanied by
music by Russian or Soviet composers, and both were inspired by
historical material. But George Balanchine’s Agon will offer a
striking contrast to Yuri Grigorovich’s Spartacus when the two are
presented by Ballet Arlington on the same evening at Bass Performance
Hall.

Each will be staged by a protege of the ballet’s creator. Paul Mejia,
Ballet Arlington’s co-artistic director, studied closely with and
danced for Balanchine at New York City Ballet, performing in Agon on
numerous occasions. Similarly, the other Ballet Arlington
co-director, Alexander Vetrov, who will stage Spartacus, learned the
piece under Grigorovich at the Bolshoi Ballet in Moscow, dancing the
role of Spartacus’ nemesis, Crassus.

“It was a new kind of ballet,” Mejia says of Agon, which premiered in
New York in 1957. Its Greek title can mean contest, protagonist or
agony; the music, by Igor Stravinsky, was inspired by various French
court dances of the 17th century.

The inspiration may have been from a past era, but the result is
stunningly modern; almost half a century after its creation, Agon,
with its consuming abstract athleticism, continues to influence
choreographers, while the score remains a paragon of lean,
intellectual neo-classicism.

“Dancing Agon changes a dancer,” Mejia says. “If you dance it and
dance it well, you’ve accomplished something.”

Spartacus, meanwhile, premiered in Russia in 1968, with Armenian-born
composer Aram Khachaturian’s soaring, melodic score accompanying. The
full-length version takes about 80 dancers several hours to perform;
Ballet Arlington will present an abbreviated selection of excerpts,
using costumes borrowed from the Bolshoi.

The story of a gladiator/slave who leads a rebellion against the
ancient Roman Empire is familiar to American movie buffs thanks to
Hollywood’s epic take on the tale, starring Kirk Douglas; the film
inspired Grigorovich to challenge not only the principals but the
dancers in the corps with tremendous emotional and technical hurdles.
“Every dancer has lots to do,” Vetrov says.

Ballet Arlington has reached its current high level thanks in large
part to some rigorously trained dancers from Russia and other former
Soviet republics; several of them will perform principal roles in
Spartacus. Along with Vetrov’s portrayal of the Roman leader Crassus,
the cast will include Anatoly Emelianov in the title role, Olga
Pavlova as Crassus’ concubine Aegina and Marina Goshko as Spartacus’
beloved Phrygia.

“Spartacus needed something strong to go with it,” Mejia says. “Agon
makes a wonderful contrast. The music sounds completely different,
and the ballets will look completely different.”

This is not the first article in Voyenno-Promyshlenny Kurier on the
meeting and decisions of the CIS Coordinating Committee for
antiaircraft defense, the meeting attended by the Committee under the
aegis f the CIS Council of Defense Ministers and representatives of
the military-industrial complex. It took place on the premises of
Granit enterprise. The Committee continued its work in Tver last week
– at the Military university of the Antiaircraft Forces. This meeting
was attended by representatives of CIS antiaircraft defense forces
and Russian Air Force Commander General Vladimir Mikhailov.

The 20th meeting of the Coordinating Committee analyzed 2003 and
charted plans for 2004 and even 2005.

Joint exercises with shooting practice elements in Russia (Ashuluk,
Telemba) are already a tradition. The exercises run between 1995 and
2003 involved 70 antiaircraft missile batteries, 60 crews of fighter,
bomber, and ground strafing aviation, and 14 jammer units. The next
exercise of the CIS United Antiaircraft Defense System with frontal
aviation is scheduled for April 7.

Actually, the special place in the negotiations was taken by
modernization of antiaircraft missile complexes and systems of CIS
armies, particularly the ones of the countries – members of the CIS
Collective Security Treaty.

Commanders of CIS antiaircraft defense answered some questions when
the meeting was over.

Akhmadiyev: The informational field where our antiaircraft systems
operate and the information we possess are the most valuable assets.
The CIS United Antiaircraft Defense System is going to be important
while this information remains pressing… Neither can we forget the
possibility of access to new technologies, the preferences we enjoy
in procurement of military hardware and spare parts…

These days, we can modernize military hardware and procure it. We are
solvent.

I happened to visit Almaz company. The antiaircraft systems produced
there do interest Kazakhstan. Of course, one short trip to the
manufacturer does not suffice. We will work in this direction, and we
will offer our recommendations to the government.

Ukrainian Antiaircraft Forces Commander Lieutenant General Anatoly
Toropchin

Toropchin: I’ll begin with saying that the Ukraine is working in the
CIS United Antiaircraft Forces System on the bilateral level. All the
same, we maintain contacts with its other members like Belarus. We
also help Turkmenistan via our defense enterprises… Our
Antiaircraft Forces are armed with the antiaircraft complex and
systems from Russia. They are all right.

All the same, we would like to participate in modernization of some
systems. The Nebo Ukrainy Sky of Ukraine association is working on it
on Kiev’s behalf now. These days, we mostly retain complexes of the
S-300 family and we want their resources extended. Of course, the
solution to financial problems is of paramount importance too. That
is why our prime minister sent the suggestion of making a Ukrainian
organization (Ukroboronservis) a part of the regional
financial-industrial group.

These days, we are about to complete formation of a new branch of the
Armed Forces on the basis of the Air Force and Antiaircraft Forces.
Calculations of out betters indicate that it will enable Ukraine to
make a transition to the budget of development. That means that 45%
investments into modernization and development will be invested into
antiaircraft missile systems and aviation.

Paferov: We also modernize our antiaircraft systems, like the S-300s.
Their efficiency suits us fine.

We order military hardware from the Russian military-industrial
complex via the Russian Air Force. Still, we do participate in
discussion of the matters of technical maintenance and modernization,
and price policy, within the framework of the CIS United Antiaircraft
Defense System. In late 2003, the decision was made by the CIS
Collective Security Treaty enabling us to buy Russian military
hardware at the Russian domestic prices. What we want is its
mechanism working now.

NATO bases approaching the borders of Belarus and Russia from the
direction of the Baltic States and other countries worries us. As I
see it, the new challenges and threats demand an adequate answer.

Kyrgyz Antiaircraft Defense Commander Colonel Vladimir Valyaev

Valyaev: As I see it, the CIS United Antiaircraft Defense System
compensates for the weakness of any republican antiaircraft defense
and helps with other problems as well. For example, out antiaircraft
missile complexes reach into Kazakhstan. The Kazakh antiaircraft
defense in its turn covers half the territory of Kyrgyzstan. This is
a political problem, a problem of international politics demanding a
solution.

These days, our Antiaircraft Forces have S-125 and S-75 complexes. We
would like more sophisticated complexes of course, like the
Pechora-2A. It will do fine in our mountains. Unfortunately, we have
financial problems impending their procurement, hence our efforts to
find another solution.

Ambarjan: Along with everything else, the CIS United Antiaircraft
Defense System is effective in joint combat training…

It is working smoothly now, without problems. Not in the passage of
signals, nor it notification. We cooperate with the Russian base in

YEREVAN, April 6 ./ARKA/. National Unity Party expects CE assistance
in protection of human rights in Armenia, says the letter sent to the
Embassies of US, Russia and European countries. The letter says that
Yerevan City Administration was warned ahead considering conducted
meeting with electors. `Prime Minister assured in prevention of
provocations and preservation of public order, however all roads in
town were closed, which prevented participation of regions’ citizens
in the meeting and police did nothing during attacks on journalists’,
the Leader of the Party Artashes Geghamian stated today. In
accordance with that we expect assistance from CE, Russia and USA in
fulfillment of statement of the convention on human rights
protection, Geghamian concluded.
The meeting of Artashes Geghamyan with people on April 5 was fraught
with serious consequences for the operators and reporters. Unknown
provocateurs broke the cameras of Kentron TV Company, Hai TV, and
PTA. The tape recorder of Shant TV Company’s operator was taken away.

The Armenian authorities have begun repressing opposition activists,
the opposition Anrapetutyun Party has said in a statement.

On 28 May the authorities spent a lot of effort to thwart the
opposition’s rally in Gyumri where the law-enforcement bodies resorted
to various forms of provocation, the statement said. “As expected, the
personnel of the law-enforcement bodies were not brought to
responsibility over disrupting public order, only members of the
opposition were.”

The statement said that nine members of the opposition Justice bloc
had been arrested and five of them – Karen Markaryan, Gamlet
Lazarian, Tigran Ter-Yesayan, Ararat Petrosyan and Ashot Zakaryan –
were now facing criminal charges of hooliganism.

Hayk Aramyan, son of Minister of Town Planning Ara Aramyan, has been
detained on charges of involvement in an exchange of fire at a cafe in
Yerevan.

The press service of the Prosecutor-General’s Office has told an
Arminfo correspondent that he was detained under three Articles of the
Armenian Criminal Code: Articles 34-104 (attempt on life), 235
(illegal possession of weapons) and 258 (hooliganism). Aramyan is the
only one of those involved to be detained so far.

It should be noted that the shoot-out was committed at the cafe
Triumph in the evening on 12 March. As a result of the incident, five
people were injured.

Kimo – a new approach for chess engines

01.04.2004 Traditional chess programs blindly search millions of
postions to find good moves. A new chess program due for release this
month breaks with the tradition. It works with chess knowledge
derived from 20,000 master games. Tests with a late beta version show
that in spite of some glaring defects Kimo is able to hold its own
against the world’s strongest programs. Details…

Kimo – a new approach to chess programming
Most chess programs available on the market today are built on the
principle of super-fast full-width searches. They generate large
numbers of positions, and use tiny bits of chess knowledge to
evaluate them. This method has hoisted them to the very highest
levels of tournament play.

But is this “brute force” approach the only way to achieve chess
excellence? Instead of looking at literally billions of positions
between moves, is it not possible to insert enough chess knowledge
into a program to make it understand the difference between
meaningful continuations and the purely nonsensical moves that
traditional chess programs spend 99.999% of their time examining.

The new program Kimo, created by a team of Russian programmers
(hailing originally from Armenia and neighboring republics), sets out
to do exactly that. Kimo’s algorithms are based not on a brute force
search but rather on chess knowledge derived from around 20,000 high
quality games. These have been extensively analysed by the program,
which draws heuristic conclusions on the principles of chess: the
value of the pieces in different positions, their strenghs and
weaknesses, attacking and defensive motifs, etc.

In tournament games Kimo relies to a great extent on these
heuristics, which are applied to pattern the computer recognises on
the chess board. It also conducts a traditional look-ahead, but the
search is highly selective and only takes into consideration
“promising” lines of play. According to its authors Kimo generates “a
million times less moves” than traditional chess programs.

It is of interest to note that former world champion Mikhail
Botvinnik, who pioneered the concept of knowledge-based chess
programming, directly contributed important elements that are today
part of Kimo’s chess heuristics.

Testing Kimo
The program Kimo 1.0 is due to appear in the European computer stores
later this month. In the US there will be a two-month delay due to
import restrictions caused by the massively parallel hardware requred
to run the Russians program. The German magazine Computerschach &
Spiele (CSS) managed to get a late beta version and run initial tests
on it. A full report by Lars Bremer is included in the April edition
of CSS. Bremer is an experienced editor of Europe’s biggest computer
magazine C’T and is an expert on computer games (you may want to
download his Munstrum program).

Traditionally chess programs that are tested by CSS must first
absolve a rigorous test suite of chess positions in which the program
must find certain key moves. This “Weltmeister-Test” suite (which you
can download here) is derived exclusively from games played in world
championship matches. This led to a first problem for the CSS
testers. The 20,000 games used to prime Kimo’s chess knowledge
included all world championship games, and these were in fact given
high priority in the data mining process. The result is that Kimo
solves most of the positions in the “Weltmeister-Test” almost
instantaneously – simply because it recognises them. This naturally
allows us to draw few conclusions regarding playing strength of the
program.

In his next test Lars Bremer ran a series of informal blitz games
against other programs, with disasterous results for Kimo. Even older
versions of Fritz were able to beat the Russian program, despite the
fact that Kimo usually came out of the opening with an excellent
position. This was probably because the program has a tiny but very
high-class openings book.

Here is a typical position in a blitz game against its rivals:

White has a satisfactory position in spite of (or because of) its
advanced castle pawns. A good continuation would have been Rf3 with
slight advantage. But Kimo somewhat recklessly sacrifices the
exchange with 16.Qf3?, expecting to launch a decisive king-side
attack. After stubborn defence by Fritz White simply ended up with
material down and a lost position.

The results of the tests on the blitz level were indicative of a
principle shortcoming of the program: its tactical vulnerability.
Tima and again Kimo would get promising positions, and then, based on
its knowledge heuristics, play an over-optimistic move to ruin the
position and lose the game. Lars Bremer estimates that Kimo will not
be able to occupy a place amongst the top programs in the blitz
rating lists.

Tournament games
At slower speeds the situation is a different one. In ten games
against today’s top programs Kimo scored exactly 50%, much to the
astonishment of the CSS testers. The general impression was that the
program was positionally superior to its opponents, with occasional
tactical lapses costing it a possible victory. The individual scores
in the test matches were 3:3 against Deep Junior 8 and 2:2 against
Deep Fritz 8 – putting Kimo right on the top of the rating lists at
classical time controls.

The following game is a typical example of Kimo’s positional
abilities, which always appear when the position is devoid of
short-term tactical tricks.

In closed positions with locked-up pawn structures Kimo reigns
supreme. Here it has tied up one of the strongest programs in the
world and masterfully manoeuvred its pieces for the final assault.
42.Nxb7 Rxb7 43.Nxa6 won a pawn, maintained the pressure on Black’s
position and quickly won the game.

But we have to return to the tactical weaknesses, to which Kimo is
particularly prone in open positions. Here is an example from the
test match against the Israeli program Deep Junior:

Kimo is a pawn down but has initiative. But instead of playing
32.Ng6+ and going for the sure draw Kimo 32.Rh5?? In its main line
the program displayed 32…Qxd4 33.Rxh7+ Kxh7 34.Qxf5+ and perpetual
check. If we look at the log files we discover that it did consider
the killer 32…Nxd4 briefly, but evaluated the position after
33.Ng6+ Kg8 34.Ne7+ Kf8 35.Nd5 Rxh7 as 0.84 pawns better for White.
What Kimo overlooked — and that is the main weakness of the
“knowledge” method — is that after 35…Nb3+! 36.Kc2 Na1+! White is
going to be mated. The game ended 32…Nxd4 33.Ng6+ Kg8 34.Ne7+ Kf8
35.Nd5 0-1.

The following test game looked like a loss for Kimo, but the program
simplified the position and, with the help of its unknowing opponent,
set up the following fortress position:

Deep Junior 8 – Kimo

The position is a dead draw, and Kimo displays this in its main line
(0.00). Junior, on the other hand, thinks it has a winning advantage
(+2.65). Other programs show a similar evaluation. And this is what
makes Kimo so exceptional: in a static analysis of the position,
assisted by a short, highly selective search, the program has
determined that Black has a safe draw since the white rooks are
permently tied to the defence of the b-pawn. Such analysis is out of
the reach of all its computer colleagues.

Conclusions
In summary the CSS testers come to the following conclusion:

On analysis levels Kimo often finds incredible moves, which other top
programs will not be able to see or understand. The openings book is
tiny by today’s standard (just 30,000 positions, compared to many
millions for the other programs), but of such high quality that we
have yet to see Kimo come out of book with an inferior position. In
middlegame positions it is very reliable in finding good, solid
moves, many of which actually seem to initiate long-term strategic
plans. The endgame is generally played at a very high level, but
unfortunately the manufacturers have failed to implement five and
six-piece tablebases, which put Kimo at a distinct disadvantage when
playing against other top programs.

In general Kimo is a very promising step in the attempt to discard
pure brute force and use the “knowledge” method. It’s the over-all
playing strength is quite astonishing and equal to that of the top
programs. As an analytical tool Kimo shows constistant flashes of
brilliance, but it can also miss important tactical points. You
should definitely double-check Kimo analysis with Fritz, Junior or
Shredder before you put full faith in it.

But the biggest problem with Kimo is the running expense. The program
will only work on a custom-built massively parallel hardware, and it
also requires extensive care and maintenance. All of this is
exorbitantly expensive compared to contemporary cash-and-carry PCs.
We estimate that each game played by Kimo can run a bill of thousands
of dollars.

For this reason the CSS editors conclude that Kimo is not yet ready
to compete commercially with the other engines. But it is aa very
interesting new direction and worthy of being watched.

Uzbekistan supports Azerbaijan’s claims in the NK conflict

UZBEKISTAN SUPPORTS AZERBAIJAN’S CLAIMS IN THE NAGORNY KARABAKH
CONFLICT

Official visit of Azerbaijani President Ilham Aliyev to Tashkent
ended on March 24. Signing The Declaration of Mutual Strategic
Partnership became the main result of his talks with Uzbek President
Islam Karimov. However, Islam Karimov’s statements related to the
Armenian-Azerbaijani conflict in Nagorny Karabakh aroused the biggest
interest for the meeting of both leaders.

Referring to Azerbaijani sources, Interfax agency has been citing
Uzbek president: “Mikhail Gorbachev and his team” had become a cause
which had given rise to the Nagorny Karabakh conflict. Mr. Karimov
accused former Soviet president of doing nothing to avert the
conflict; therefore, he’s supposed to be responsible for it. In
opinion of Uzbek president, package settlement of the conflict has no
future. The by-stage principle seems more practical to him.
“Liberation of the occupied areas if the first and indispensable
step,” Mr. Karimov said and noted that the Armenian side won’t like
his words. In his opinion, the status of Nagorny Karabakh could only
be defined after that.

This evaluation of, probably, most hard-to-solve and inveterate
conflict in post-Soviet area obtained from a CIS leader is an
extraordinary event. Mentioning the Karabakh problem, all CIS states
usually recognize the territorial integrity of Azerbaijan. None of
them dared to take the side of any particular conflicting party like
Mr. Karimov has done that.

It should be admitted that the stance of the Uzbek president looks
consistent. As far back as 1999, explaining the causes of Tashkent’s
withdrawal from the Collective Security Treaty (CST), Mr. Karimov
noted his disappointment for functioning of this structure. In his
words, Russia was reinforcing Armenia, one of the conflicting
parties, since the arms supplies to that country amount to $1
billion. Meanwhile, this was when Azerbaijan pulled out of the CST.

[Presenter] The US deputy secretary of state has met Azerbaijani
President Ilham Aliyev. Bilateral relations, the joint fight against
international terrorism and the Karabakh settlement were discussed
during the talks. Ilham Aliyev said that Azerbaijan was cooperating
with the USA mainly in the energy sphere. Armitage said that the USA
would provide generous aid for the development of the region and
Azerbaijan.

[Correspondent over video of the meeting] US-Azerbaijani relations are
developing speedily. Our states are closely cooperating in all
spheres. President Ilham Aliyev, who received US Deputy Secretary of
State Richard Armitage, also touched on US support for the energy
sphere. He said that the large-scale project launched in the region –
the construction of the Baku-Tbilisi-Ceyhan main export pipeline – was
continuing successfully and noted that US support for this was
obvious.

Ilham Aliyev expressed the hope that apart from economic projects, the
USA would support socioeconomic development and regional programmes

Azerbaijan was together with the USA in the anti-terror coalition and
added that this policy would be conducted in the future as well. The
head of state, who stressed the importance of regional security
issues, also touched on the painful Nagornyy Karabakh problem.

[Ilham Aliyev] The regional security issues are very important and we
are convinced that peace will be restored in the region soon. The
Armenian-Azerbaijani conflict creates great difficulties for regional
security. We hope that the OSCE Minsk Group will play a positive role
in the resolution of this conflict, the Azerbaijani lands will be
liberated from the occupiers, Azerbaijan’s territorial integrity will
be restored and all international legal norms will be observed.

[Correspondent] The American guest personally thanked Ilham Aliyev and
the Azerbaijani people for supporting the USA in the fight against
terrorism. We are in the same coalition. The guest said that
Azerbaijani soldiers are serving bravely in Iraq and Afghanistan and
expressed the hope that bilateral relations will be developing in all
possible spheres. We also want the Karabakh problem to be resolved
peacefully. We hope that the Caucasus can be a better partner of the
West in the future. Therefore, the problems in the Caucasus should be
