The decision of the Minister of Education and Science to close up
the schools and kindergartens from December 8 to 19 is a common
practice for preventing an epidemic of flu, Chairman of the National
Assembly’s Standing Committee on Health Issues Ara Babloyan told a
press conference today.

The Minister’s decision does not apply to higher educational
establishments. "Students are not in the risk group," Ara Babloyan
said.

"They are not very inclined to catch the disease. That’s why we
primarily paid attention to schoolchildren. Besides, students do not
attend universities often on these days. Most of them are preparing
for the exams at home," he noted.

on the importance of Holocaust Memorial Day. This year, the motion
condemns denial of the 1915 Genocide of Armenians and Assyrians as
well, and calls on parliamentarians to respect the day to ensure that
the Holocaust and the 1915 Genocide are never forgotten.

There is a real prospect of increasing the number of Members of
Parliament who have recognized the Armenian Genocide substantially,
from the 195 MPs who have done so in previous years. This will be
achieved by a cooperation between Armenian, Jewish, Assyrian and
Kurdish lobbyists as well as Human Rights and Anti-racism activists.

agency website says, noting it to be one of the elements worth
attention over PM’s US visit.

"Since Ozal period, all the Turkish Presidents, PMs and Foreign
Ministers have met with the Jewish lobby on their official visits to
the US. Turkey’s PM-in-office has for the first time broken the
tradition and has not scheduled a meeting with the Jewish lobby in the

EU to note reform improvements, refrain from Cyprus sanctions

Greek Cyprus is pressuring Sweden, which holds the EU presidency, to
step up criticism against Turkey in a resolution to be adopted at an
EU summit next week.

The European Union is expected to chide Turkey next week for refusing
to open its ports and airports to traffic from Greek Cyprus but will
refrain from imposing sanctions on the Muslim candidate country. The
27-nation bloc will also note that there has been improvement in the
areas of the judiciary and military-civilian relations and praise the
government’s efforts to expand rights for Kurds.

The draft resolution, prepared by the Swedish Presidency of the EU,
expresses `regret’ that Turkey, `despite repeated calls, has not yet
fulfilled its obligation of full non-discriminatory implementation of
the Additional Protocol to the Association Agreement,’ a document
which the EU says commits Turkey to opening its ports and airports to
vessels from EU member Greek Cyprus. In 2006, the EU suspended
negotiations with Turkey on eight relevant chapters — out of 35 in
total — because of Turkey’s non-compliance and vowed to review the
issue once again in December 2009, suggesting that a suspension of the
accession talks process could be an option. But the draft text
prepared for next week’s ministerial meeting on Dec. 7-8 and leaders’
summit on Dec. 10-11 calls for no definite sanction, angering the
Greek Cypriots, who have pressured the Swedish presidency to toughen
the text.

`The Council will continue to closely follow and review progress made,
in accordance with its conclusions of Dec. 11, 2006, and other related
Council conclusions. Progress is now expected without further delay,’
the draft resolution, a copy of which was obtained by Today’s Zaman,
says. The document was being discussed at a meeting of COREPER, an EU
body comprised of permanent representatives of the member states at
the 27-nation bloc.

The text is to be submitted to the EU foreign ministers for evaluation
at their Dec. 7-8 meeting before being sent to the leaders for final
approval. Amendments are possible in all meetings.

The draft discussed at yesterday’s COREPER meeting also urges Turkey
to `actively support’ ongoing negotiations `aimed at a fair,
comprehensive and viable settlement of the Cyprus problem within the
UN framework, in accordance with the relevant UN Security Council
resolutions and in line with the principles on which the Union is
founded, including concrete steps to help bring about a climate
favorable to such a comprehensive settlement.’

Turkey says it will not open its ports and airports to traffic from
Greek Cyprus, which it does not recognize, unless the EU takes a step
towards fulfilling its own promises to lift severe economic sanctions
on the internationally unrecognized Turkish Cyprus. Despite promising
to allow direct trade with the isolated Turkish Cyprus in 2004, the EU
has so far not taken any step to that effect, under pressure from
Greek Cyprus, which joined the EU as the representative of the entire
island shortly after the EU plan for direct trade with Turkish Cyprus
was unveiled. The Greek Cypriots claim EU steps to allow trade with
the Turkish Cypriots would deepen the island’s division. They
rejected, however, a UN plan to reunite the island just before
accession to the EU, while the Turkish Cypriots accepted it.

Turkish leaders have warned in the past few days that any EU decision
to impose sanctions on Turkey over the Cyprus ports dispute would have
serious repercussions on Turkish-EU ties. `There are already too many
sanctions on Turkey because of Cyprus,’ Egemen BaÄ?ıÅ?, Turkey’s chief
EU negotiator, said in a speech in Brussels on Thursday. `Any
additional sanctions will kill the motivation of my leaders towards
the EU.’

Positive steps in problematic areas
Leaving aside the Cyprus criticism, the document is expected to please
the Turkish government as it acknowledges improvements in a number of
problematic areas such as civilian-military relations. `Positive steps
have been registered in the areas of the judiciary, civil-military
relations and cultural rights,’ it says. The EU says it is also
`encouraged by the government’s democratic initiative including on the
Kurdish issue.’

The government is pushing for a massive democratization drive that,
among other things, will expand rights for Turkey’s Kurds. The
initiative, which has the backing of Western powers such as the EU and
the US and Middle Eastern neighbors including Syria and Iraq, has been
severely criticized at home by the nationalist opposition, which says
it will undermine Turkey’s national unity.

The draft resolution says the democratization initiative `should lead
to concrete measures guaranteeing all Turkish citizens full rights and
freedoms and should significantly improve the situation in the
Southeast’ and adds that the EU `welcomes the government’s efforts
towards building a national consensus, which will also be beneficial
to the reform process, including the work on a constitutional reform.’

But it also urges Ankara to step up the pace of reforms, particularly
in the areas of freedom of expression, elimination of torture, freedom
of the press, freedom of religion for all religious communities, trade
union rights, civilian oversight of the military and gender equality.
`The Council notes that the negotiations have reached a more demanding
stage requiring Turkey to step up its efforts in meeting all
conditions,’ it says.

It also includes a paragraph which appears to ease Turkey’s concerns
that the accession process, which should proceed according to the
Turkish progress in meeting technical standards, is being stalled due
to political opposition to Turkish accession in some EU countries.
`The Council points out that the negotiating chapters for which
technical preparations have been concluded will be opened or closed
provisionally, according to established procedures,’ says the
document.

`Important player’
The document acknowledges Turkey’s growing clout in its region, saying
it is an `important player’ which has a key role in `energy supply and
the promotion of dialogue between civilizations.’ It welcomes `the
significant diplomatic efforts made to normalize relations with
Armenia, resulting in the historic signature of protocols for the
normalization of relations in October 2009. It looks forward to the
ratification and implementation of the protocols as soon as possible.’

Azerbaijani President’s Office international relations department
head Novruz Mammadov spoke in an interview with several Azerbaijani
media outlets.

Q.: How do you assess the last Munich Meeting of Azerbaijani and
Armenian Presidents, as well as the Athens negotiations?

A.: The Munich meeting between the Azerbaijani and Armenian presidents
became the sixth one held between the presidents of two countries in
2009. It testifies the intensification of the negotiation process.

In general, the Azerbaijani president has presented a concrete and
principled position on the Nagorno-Karabakh conflict since early 2009.

He drew attention of major countries such as the USA, Russia
and other countries to the importance and urgency of solving the
Armenian-Azerbaijani conflict. It is the important process.

As it is known, some processes have occurred in the region. The
President has presented a specific position during the numerous
meetings and contacts with the heads of leading countries since early
2009. As a result, this negotiation process has become more intense.

On the other hand, the process of opening the Armenian-Turkish border
played a role of a special catalyst in the positive sense.

If the international community and the great powers pay such attention
to the Caucasus and make efforts to restore security in the region,
solving the Armenian-Azerbaijani conflict is the issue of top
priority. The rest issues are secondary.

The Azerbaijani President has recently made important statements on
the nature and course of the conflict resolution. These statements
alarmed the Armenian leadership, but on the other side drew attention
of the big countries towards the conflict, and played an important
role in intensifying the negotiating process.

>>From this point of view, comments concerning the entire process
were given at the last presidential meeting in Munich and at the
recent OSCE Ministerial Council Meeting in Athens. The fact is that
a positive dynamics is observed at the talks.

There were other different statements too. Even Foreign Minister
of France Bernard Kouchner said under the present circumstances
a framework agreement might be signed. This is a very optimistic
statement. I approach such statements a little carefully, as I always
observe hypocritical, insidious position of Armenian leaders, have
seen in the negotiations held within 10-15 years, know that they are
not principled in their positions, express a certain position in one
meeting and backtrack on their position in another meeting.

In addition, I want to mention two factors that assume great
importance. First: Azerbaijani President makes all his efforts, takes
all steps for the solution to the conflict. The main fact attracting
attention is that since the beginning of the year, important statements
have been made by the U.S. President Barack Obama, Secretary of State
Hillary Clinton, Russian Foreign Minister Sergei Lavrov, French Foreign
Minister Bernard Kouchner and President Nicolas Sarkozy. They witnessed
that the issue of opening the Turkish-Armenian border, which is solved
with the help of the great powers, stumbles over the Karabakh problem.

Turkish Prime Minister once again mentioned the relationship between
the normalization of relations with Armenia and the Karabakh issue.

The Athens summit summed up all these processes and determined
the final position. The continuation of positive dynamics in
the negotiation process for full settlement of the conflict was
particularly noted.

Q: Co-Chairmen say that the conflict must be resolved on the basis
of the basic principles within the territorial integrity of Azerbaijan.

Has this moment been negotiated?

A: In the negotiation process one of the important points is to
persuade the Armenian leadership of this issue, and the co-chairmen
and the great powers, who recognize the territorial integrity of
Azerbaijan, agree with this.

The broad autonomy to Nagorno-Karabakh must be provided within the
territorial integrity of Azerbaijan, and the Armenian and Azerbaijani
communities living together in Nagorno-Karabakh can themselves
formulate its status.

At certain stages, the Armenians agree with this, but later again
change their opinion, because Armenia does not have a stable government
that would rely on the strength of the people.

The history has shown that attempts have been made in Armenia to
resolve the conflict, but they failed.

Q: The year comes to end, are some progress expected in resolving
the conflict next year?

A: I think that this positive dynamics must continue. For already 10-15
years, the co-chairmen have been working to resolve this conflict and
they themselves well see that their efforts yield no results, but it
is impossible to withstand this for a long time, there must be results.

The co-chairmen understand that this can not continue for long. Over
the years, we have not been closer to solving the conflict. At the
same time, the states they represent understand that as states being
interested in the region, they should make greater efforts to restore
security here.

This conflict can never be considered as a secondary issue. This is
the number one problem in the region. The solution to this conflict is
important both for Armenia and Azerbaijan, as well as for big powers
such as Russia, USA, etc.

The failure to resolve the conflict causes more harms to the strategic
interests of these states. The positive dynamics must continue in 2010,
and it is important for Azerbaijan and for the region as a whole,
including big countries. It is impossible to think that this problem
is only of two countries.

Q: Yerevan once again raises the question of involvement of the
Armenian community of Nagorno-Karabakh in the negotiation process.

What do you think about this?

A: From time to time, the leadership of Armenia takes a position
of political speculation. Any statement by the head of state or the
foreign minister is responsible. Many states support the territorial
integrity and sovereignty of Azerbaijan, but not always they follow
their words and do not take the necessary steps, otherwise the problem
would be solved long ago. Using it, Armenia always has a reserve
position. It has already happened in the negotiation process. The
question of involvement of the Armenian community in the negotiation
process is one of the reserve options of Armenia, which they sometimes
use. Until now, the co-chairmen and the OSCE have repeatedly stated
that in this conflict there are two sides – Armenia and Azerbaijan.

And the Armenian and Azerbaijani communities can be involved in the
negotiation process closer to the final. Azerbaijan also follows this
opinion and stands on its position.

Q: Does international community put pressure on Azerbaijan?

A: No-one pressures on Azerbaijan. This comes from the fact that
Azerbaijani President Ilham Aliyev showed the world that he is the
president of an independent state and obtained his mandate from the
people, and it is clearly seen in our current position. The position
of the West with regards to Azerbaijan formed not yesterday.

There is not and can not be any pressure on the President of
Azerbaijan.

UN Office in Armenia together with its partners celebrates the
International Volunteer Day

YEREVAN, 4 December 2009 – The Armenian authorities, UN
representatives and civil society activists discussed social and
economic importance of volunteerism for development during a round
table discussion today, which honored the International Volunteer Day,
marked on 5 December.

During the event findings of a survey "Measuring economic contribution
of volunteerism in Armenia" were discussed and information about
developments of the National United Nations Volunteer Scheme was
distributed. The National Volunteer Involving Organizations’ network
presented its recommendations aimed to improve draft legislation on
volunteerism.

Welcoming the participants of the round table, Mr. Dirk Boberg, UNDP
Resident Representative a.i. said, "The main objective of this
roundtable is to disclose and discuss the economic value of
volunteerism in Armenia. The UN system values volunteerism as a
driving force for development and has instituted the UNV programme to
support sustainable human development globally through the promotion
of volunteerism, including the mobilization of volunteers." He paid a
special tribute to the two UNV volunteers who lost their lives in the
attack on a UN guest house in Afghanistan in October.

In addition, on 5 December, the volunteers from Armenian civil society
organizations will get together to clean the Tsitsernakaberd Park and
its surroundings and to decorate a Christmas tree for persons with
disabilities.

This year activities have been dedicated to "Volunteerism for our
Planet" in view of the upcoming Conference on Climate Change which
will take place in Copenhagen next week.

Flavia Pansieri, UN Volunteers Executive Coordinator, said, "Across
the world, people volunteer to protect our planet in many ways, from
cleaning up their neighborhoods and organizing recycling schemes, to
campaigning for renewable forms of energy. Being an environmental
volunteer can support many goals, including conserving biodiversity,
addressing desertification and deforestation, reducing waste and
pollution, improving water quality and sanitation, and sharing
information to educate others".

These activities are in line with other similar events taking place
worldwide to recognize and value volunteerism.

ArmInfo. The government of Armenia has approved the draft law,
according to which the country’s parliament has to make a statement
‘On responsibility of Azerbaijan for transformation of the Karabakh
conflict settlement to military confrontation’, Armenian governmental
press service told ArmInfo. The draft law has been presented by MP
from ARF Dashnaktsutyun party Armen Rustamyan.

In particular, deputy Foreign Minister of Armenia Shavarsh Kocharyan
said at December 3 government session that according to the document,
Azerbaijan consistently distorts the reality and tries to form
a perverted opinion at the world community about the origin and
development of the Karabakh conflict. ‘This statement emphasizes
the necessity to recover the real picture of the conflict in the
international structures, and indicates Azerbaijan’s responsibility
for its aggravation, as well as the necessity to counteract the policy
of official Baku using all the capabilities of the parliamentary
diplomacy’, Kocharyan emphasized.

adopted a statement on December 2 in Athens, which read:

"We welcome the December 1 joint statement of OSCE co-chairing
countries’ Foreign Ministers, Lavrov, Kouchner, and Deputy Secretary
of State Steinberg, as well as RA Foreign Minister Edward Nalbandian
and Azeri Foreign Minister Mammadiarov.

We call the sides for keeping the positive dynamics of cooperation
and completely support their commitment, final coordination of the
Nagorno Karabakh conflict peaceful settlement’s Basic Principles on
the basis of Madrid document for them to immediately and of their
own free will to start working out a comprehensive peaceful agreement.

The Ministers confirmed their commitment to work with diligence to
settle the unsolved issues, to reach an agreement, in particular,
on the basis of principles of non-use of force or threat of
force, territorial integrity, equality of peoples’ rights and
self-determination stipulated by the Helsinki final document. We are
convinced that a real possibility has been created today to build a
peaceful, stable and prosperous future in the whole region."

YEREVAN, December 3, /ARKA/. Median nominal monthly wage in Armenia in
2009 October rose by 7.8% from a year before to 101,706 Drams ($264,
178 euros or 7,758 rubles), the National Statistical Service said. It
said the wage in October rose by 1% from September.

The highest median wage of 109,383 Drams was in the southern province
of Syunik and the lowest of 77,977 Drams in Tavush province. In
Yerevan the median wage in September was 11,371 Drams.

The highest wage of 245,131 Drams was in financial sector, 171,294
Drams in mining sector, 138,031 Drams in production and distribution
of power, gas and water, 137,842 Drams in construction and 123,699
Drams in real sectors.

People working for fishing industry had the lowest wage of 57,200
Drams, health workers-65,402 Drams, agriculture and forestry workers
-70,108 Drams.

RA Foreign Minister Edward Nalbandyan met with Chairman-in-Office and
Greek Prime Minister George Papandreou to the OSCE Permanent Council
within the framework of OSCE Ministerial Council in Athens, Dec.1-2.

Nalbandyan conveyed RA President Serzh Sargsyan’s greetings to
Papandreou and expressed content with the cooperation between the
states, RA MFA Press Service informed NEWS.am.

Armenia and Greece have century-long traditions and Greek authorities
wish to take effective steps towards the intensification of bilateral
cooperation, Papandreou outlined. The officials discussed a wide range
of issues on mutual cooperation, appreciating high the established
political dialogue, as well as touched upon EC-Armenia relations and
various regional issues.
