LAW ON BOND ISSUE IN FCC: ‘SINK OR SWIM’

ArmInfo. ‘There is even no bill but an idea under consideration’,
deputy Chairman of Armenia’s Central Bank Vache Gabrielyan told ArmInfo
when commenting on the alterations of the legislation allowing to
issue debt securities having been nominated in FCC.

Lively discussions were held very recently among the experts
of Armenia’s bond market about probable adoption of a law, by
Armenia’s regulator, allowing to issue corporate currency bonds. Many
participants in this market hope that adoption of this law will resume
inflow of the foreign capital to Armenia and create a stimulus of
investment in these currency bonds by foreign investors. However, some
of them considered adoption of this law somewhat late and assured that
it was necessary to issue foreign currency bonds after March sharp
devaluation when the specific weight of dram deposits essentially
reduced under growth of currency investments deposits. Today they
think that the Armenian issuers will face serious currency risks with
adoption of this law. In view of this, it is necessary to limit the
list of the companies wishing to issue currency bonds. In particular,
issuers ‘list must include exporting companies and representatives
of the financial sector.

There is also a category of experts which are sure that Central Bank
of Armenia will not initiate a law which does not allow issue of
corporate bonds nominated in FCC, as the Armenian CB’s policy aims
at encouragement of the dram turnover. One should just suppose that
our participants in Armenia’s bond market mistaken the wish for the
reality and forget he embellishment ‘sink or swim’.

According to Interpol statistics, presented by Chief of Armenia’s
National Central Bureau of Interpol, Colonel Vardan Yeghiazaryan, in
January-September 2009, 70 individuals were arrested, 15 people were
extradited while 256 others still wanted. There are 18 individuals
whose whereabouts are unknown

Vardan Yeghiazaryan also pointed out some other measures, in
particular, those to verify the stolen cars. "All imported into
Armenia cars are checked. As a result, we found out 19 stolen cars
and 2 valuable cultural items."

FINDINGS IN GLASS TECHNOLOGY REPORTED FROM R.M. HOVHANNISYAN AND CO-RESEARCHERS

"The phase diagram of the binary Y2O3-B2O3 system has been revised,
the phase diagram in the pseudo-binary YAlO3-YBO3 system has been
constructed and two binary eutectics have been revealed. A new tertiary
eutectic between YAlO3, YBO3 and an unknown ternary yttrium aluminium
compound has been revealed," investigators in Yerevan, Armenia report.

"Glass forming ability in the tertiary Y2O3-Al2O3-B2O3 system has
been investigated and a glass forming diagram dependant on melt
casting procedure has been determined. The expanded glass formation
area occupies fields of composition with low liquidus, formed between
binary yttrium aluminate, yttrium borate and yttrium aluminium borate
eutectics. The crystalline phase formation in yttrium aluminium
tetraborate have been determined by solid state sintering and by
devitrification of the corresponding glass composition in powder,
bulk and tape form. The binary aluminium and yttrium borates are
formed as the first step (750-850 degrees C) of solid state sintering
and all forms of glass devitrification. Differential thermal analysis
and x-ray diffraction showed the dominant tertiary yttrium aluminium
tetraborate phase formation at 1000-1135 degrees C in solid sintering
batches and glass powder crystallisation. This phase is formed in
the range 800-950 degrees C for bulk glass and tape crystallisation,"
wrote R.M. Hovhannisyan and colleagues.

The researchers concluded: "The glass ceramics based on yttrium
aluminium tetraborate are ferroelectric, with remanent polarization
equal to 0.08-0.3 mu C/cm(2) at external field 200-240 kV/cm."

Hovhannisyan and colleagues published their study in Glass Technology

On November 12 President of the National Assembly, Hovik Abrahamyan
received Ambassador Extraordinary and Plenipotentiary of Bulgaria to
Armenia, Todor Staykov.

During the meeting the Ambassador of Bulgaria conveyed the letter of
the President of the National Assembly of his country, Mrs. Tsetska
Tsacheva, including an invitation to her Armenian counterpart to make
an official visit to Sofia. "I take this opportunity to express my
satisfaction on the occasion of the friendly and partnership relations
established between Bulgaria and Armenia and ensure my willingness
for developing the inter-parliamentary cooperation in the future,"
Ambassador Staykov quoted Mrs. Tsacheva as saying.

Mr. Abrahamyan accepted that invitation with gratitude. The
interlocutors agreed that the terms of the upcoming visit of the
Armenian Parliament Speaker to Bulgaria would be specified through
diplomatic channels.

The Speaker of the Armenian National Assembly and the Ambassador of
Bulgaria discussed a wide range of issues concerning the development
of bilateral relations. They highlighted in particular the work of
the inter-governmental commission and paid special attention to the
deepening of trade-economic relations. In that context the sides agreed
to organize an Armenian-Bulgarian business-forum in the near future.

During the meeting the interlocutors touched upon the issues of the
influence of the global financial-economic crisis and normalization
of Armenian-Turkish relations without preconditions.

The new version of the system makes it possible to enjoy the bank’s
services wherever a client is.

Now clients are able to see their bills and get other data.

Besides, they can get information in any format, see their account
balances and control changes.

The new version lessens possibility of errors.

"Those clients using an old version of "Bank-Client" system can replace
it with a new one for free by submitting a relevant application to
the bank", the bank reports.

Investititions-und Entwicklunsgesellschaft mbH), a member of KfW
Group, with 13.5% of shares and IFC with 10% are among the bank’s

Armenia on the normalization of the relations, Ihsanoglu said it is
not against Azerbaijan.

"I am not a Turkish official. As a citizen of Turkey I can say that
there is an unbreakable link between Azerbaijan and Turkey. The foreign
policies of Turkey and Azerbaijan should coincide. Turkey should not

During his working visit to the Kaliningrad region, Russia, RA
President Serzh Sargsyan, accompanied by Kaliningrad Governor Georgy
Boos, visited the Yantarny sports and cultural complex, which was
constructed by Armenian builders.

At his meeting with the Kaliningrad Governor the Armenian leader
pointed out the importance of regional cooperation in strengthening
Armenian-Russian strategic partnership. The sides expressed hope that
the agreements reached during the visit will produce results in a
few months.

President Serzh Sargsyan and Governor Georgy Boos took part in the
opening ceremony of the Armenian cultural center constructed by the
local Armenian community. The Armenian leader presented the center
with textbooks and Armenian -language literature.

Serzh Sargsyan was awarded a Medal of Honor of the region.

The Armenian delegation is to return to Yerevan this evening.

"Armenian-Turkish protocols will be adopted in the second decade
of December or, at least, in late January," said Director of the
Analytical Center on Globalization and Regional Cooperation, Stepan
Grigoryan.

Despite the strong existing opposition in Turkey, it cannot prevent
the ratification, says the analyst. But at the same time it can vote
against at Parliamentary hearing and derail the process. Another
factor that may influence the process is likely a case of any
shattering casus, for example, like if Azerbaijan went in war with
Armenia. Meanwhile the analyst thinks this is impossible.

Referring to the ratification, Stepan Grigoryan said that if the
ratification fails the world powers will blame both sides for
disrupting.

will allocate money to finance the chair of Armenian Studies at the
department of Indo-European and comparative linguistics of the Freie
Universitat Berlin," Minister of Education and Science of Armenia
Armen Ashotyan told a press conference on November 10. He stressed
that the University of Berlin "Freie Universitat Berlin" is one of
the best universities in Europe.

This department, one of the important and large centers of Armenian
studies in European countries, was on the verge of closure.

As Jirayr Kocharian, lecturer at Freie Universitat Berlin, Doctor
of Indo-European and comparative linguistics department told a
PanARMENIAN.Net reporter, 48 thousand euro is required for the
activities of the chair annually , while Freie Universitat Berlin is
ready to provide a half of the amount.
