Today Azerbaijani president Ilham Aliyev has started to visit to Ujar
and Zardab regions. APA associate accompanying the president reported
that the visit of Azerbaijani President started with opening ceremony
of Heydar Aliyev’s monument in Ujar region.

The state head has stated that the state program on social-economic
development of regions is implemented successfully. Stating the
predictions to have results, the state head said that special
attention is paid to education, reminded construction of more than
300 new schools last year. "We have problems and they depend on
the officials in the regions. The most our big problem is Nagorno
Garabagh conflict. Negotiations have been conducted more than 10
years to solve the conflict, but not any result has been achieved.

International organizations, world unity recognize territorial
integrity of Azerbaijan, accepts Armenia as invader country, but
Armenia does not want to withdraw from its non-constructive way."

Azerbaijani President Ilham Aliyev got familiarized with the building
which was constructed near the Heydar Aliyev Park, for martyrs and
handicapped persons families. After that, the state head visited the
bus station, the repair of which has been completed, familiarized
with repair works in this establishment. The President was informed
here about the transport infrastructure.

It should be noted that in the bus station, 180 transports will work in
and this establishment will serve about 800 passengers within a day. In
future, opening of new bus will be organized to Moscow from Ujar.

Azerbaijani President also took part in the opening ceremony of the
newly built school in Ujar region. It should be noted that, Azerbaijani
President Ilham Aliyev will visit Zardab region tomorrow.

counteracting economic crime, Russian Minister of Interior Rashid
Nurgaliyev stated Wednesday at the sitting of the United Board of
the Russian Ministry of Interior and the Armenian Police.

"The economic ties between Armenia and Russia are watched and
influenced by criminal structures," Nurgaliyev said. In his words, the
commodity turnover between the two states increases year by year. "In
2005 it grew with 40%. One quarter of the authorized capital stock of
the banks registered in Armenia belongs to Russia," the Minister said.

Nurgaliyev added that the law enforcement bodies of the two states
exchange information on the organizations engaged in the economic
activities. "The successful disclosure of economic crimes such as
contraband, swindling, illegal business undertakings, is conditioned
by the improvement of information exchange between the Russian and
Armenian law enforcement," he said, reported RIA Novosti.

in secret US flights for terror suspects, a report for Europe’s human
rights watchdog has concluded. The seven-month inquiry was sparked by
media allegations that the US intelligence agency ran secret jails
abroad for terror suspects. The US admits to picking up terrorism
suspects but denies sending them to other countries to face torture.

Swiss senator Dick Marty has reported to the Council of Europe
that 14 European governments have colluded with the CIA over the
transport of terror suspects around the world for interrogation
– a practice known as "extraordinary rendition". Spain, Turkey,
Germany and Cyprus provided "staging posts" for rendition operations,
while the UK, Portugal, Ireland and Greece were "stop-off points",
the report said. Italy, Sweden, Macedonia and Bosnia allowed the
abduction of residents from their soil, it said. Mr Marty also said
there was evidence to back suspicions that secret CIA camps are or
were located in Poland and Romania – allegations both countries deny.

His conclusions are based on air traffic logs, satellite photos and
accounts of prisoners who say they were abducted, reported the BBC.

Armenia is dissatisfied with media information about documents
discussed at Armenian-Azeri talks on the Nagorno-Karabakh settlement.

"Should such information be published in future, Armenia may publish
all documents discussed at the Nagorno-Karabakh negotiations in
the past 7 – 8 years," Armenian presidential press secretary Viktor
Sogomonian told Interfax on Monday.

His comments were made in response to a statement by Matthew J.
Bryza, deputy assistant secretary of state for European and Eurasian
affairs and co-chairman of the Organization for Security and
Cooperation in Europe’s (OSCE) Minsk Group.

"Provisions of the framework agreement on the Karabakh settlement
published by new co-chairman of the Minsk Group Bryza, do not reflect
the essence of the project, irrelevant comments were made," the press
secretary said.

"A draft agreement based on the ‘common state’ principle, as well
as documents discussed in Key West and a draft discussed recently
in Bucharest may be published," he said. I am sure that everything
will become obvious, because Azerbaijan rejected all three drafts,"
Sogomonian said.

Earlier, Bryza said on air on Svoboda radio station that the parties
introduced a draft framework agreement that provides for the withdrawal
of Armenian troops from Azerbaijan, as well as the normalization of
economic and diplomatic relations between the countries, the deployment
of peacekeepers and international economic assistance to the Karabakh
region. He also said that a vote on the status of Nagorno-Karabakh
is envisaged at some stage.

The delegation of the PACE sub-committee on cultural affairs was
expected to visit the region in late May or in early June must the
visit was postponed. The visit will probably take place in autumn,
Stepan Demirchyan, member of the Armenian delegation to PACE and
leader of the party "Justice" informed.

In the session of the sub-committee today Mr. Demirchyan expressed
readiness on behalf of the Armenian side to support the group and to
provide them with additional materials. "There are no obstacles from
the Armenian side", Stepan Demirchyan said.

By the way, the representatives of the sub-committee expressed wish
to be in Karabakh and asked the Azeri delegate who participated
in the session if they will guarantee their security. The Azeri
delegate pointed at Stepan Demirchyan and asked to turn to him with
that question.

Famous boxer, our compatriot Vakhtang darchinyan is in Armenia. One of
these days in Las Vegas he defeated Luis Maldonado of Mexico, who had
never lost before. Vakhtank Darchinyan is an IBF and IBO Champion. He
held 26 fights in the professional ring. He registers 26 victories,
21 of which with a knockout.

Vakhtang Darchinyan, 30, resides in Australia. However, every time
he comes to the ring, Ara Gevorgyanâ~@~Ys compositions sound and the
Armenian flag waves. He started training in Vanadzor at the age of 7.

The Armenian boxer is known to the world as Vik Darchinyan. Soon he
is going to marry his girl friend, Russian in origin, who was crying
for him during the last fighting.

Vik Darchinyan intends to found a boxing club in Vanadzor. The Armenian

Nadein-Rayevsky stated in an interview with a PanARMENIAN.Net
reporter. In his words, if the situation develops this way, the
genocide of the Armenian population of the NKR will be protracted,
however the outcome will be the same as that in Kosovo.

"There is no single Serb in Kosovo, Serb monuments are destroyed. This
proposal is favorable to one party of the Nagorno Karabakh conflict
– Azerbaijan, while the initiators, i.e. the US and EU, need the
peacekeepers only to guard the Baku-Tbilisi-Ceyhan oil pipeline.

However, the major goal of all interested parties is to push Russia
out of the region," Nadein-Rayevsky remarked.

At that he underscored that the international law is a system of
mutual concessions and keeping parity. "If return of Azeri refugees is
concerned, why are Armenian refugees from Baku, Kirovabad and other
Azeri towns denied this right? However, the most important thing is
that all parties should agree to sending peacekeepers to the region
and this is impossible," he said.

worldwide an opportunity to preserve their national identity,
political analyst Andranik Mihranyan, who is a member of Russian
Federation Public Chamber, told journalists on Monday in Yerevan.

In his opinion dual-citizenship institution will enable Armenians
living overseas to make their ties with their relatives closer and
even to return to their historical homeland.

What for expected difficulties connected with dual citizenship,
particularly with compulsory national service, the political analyst
said those enjoying double citizenship will fulfill their military
services at the countries where they live or registered.

"Many Russian citizens of Armenian descent want to have Armenian
citizenship though understand that initially this will be a symbolic
move because of lack of formal agreement between the two countries",
Mihranyan said.
