The French co-chair of the OSCE Minsk Group brokering settlement to
the Armenia-Azerbaijan Upper (Nagorno) Garabagh conflict Bernard
Fassier arrived in Baku on Monday evening as part of his visit to
the region. He will discuss with officials the course of peace talks
after the latest fruitless meeting between Presidents Ilham Aliyev
and Robert Kocharian in Rambouillet, France in February.

Fassier is scheduled to hold meetings at the Foreign Ministry and the
Milli Majlis (parliament). He is also to meet with President Aliyev.

The hard-line Garabagh Liberation Organization (GLO) has come out
against the activity of the OSCE mediators and plans to hold a protest
against Fassier’s arrival. The GLO was to discuss the form of the
protest action at its meeting on Monday.

Azeri officials said shortly before the French mediator’s visit that
it would not affect the country’s position on the Garabagh conflict.

The Austrians have now managed to stop the Turks from entering Europe
twice: Once at the gates of Vienna in 1683, and the second time at
the gates of Luxembourg on Oct. 3, 2005. Talks that were due to begin
in Luxembourg to discuss the protracted admission process that would
bring Turkey into the European Union ran into a last-minute objection
from Austria when Vienna blocked the discussions from going ahead.
Austria suggested that instead of full membership Turkey should be
offered a ´privileged partnership.´ Basically, what this translates
to is Turkey would, for all intents and purposes, enjoy all the
advantages of other EU members, except Turkish citizens would not be
allowed the same rights of residency and free travel in the rest of
the EU as other citizens of the bloc currently enjoy. If that
reasoning seems to be somewhat discriminatory, it`s because, in fact,
it is. The reason is many Europeans still fear the sudden influx of
millions of Muslims from Turkey suddenly entering the EU, and forever
changing the face of Europe; a Europe that until now has been largely
dominated by a Judeo-Christian culture. Turkey`s population today
stands close to 70 million and is almost exclusively Muslim. By the
time the talks conclude in 10 to 15 years, Turkey`s population is
expected to reach about 81 million, making it the most populous
country in the EU. Upon hearing that an agreement was reached,
Turkish Foreign Minister Abdullah Gul flew to Luxembourg for a late
night ceremony to formally open accession talks.

“We have reached a historic point,” Gul said before leaving Ankara.
“Full membership negotiations will, God willing, begin tonight.” The
negotiations included strong U.S. diplomatic intervention on Turkey`s
behalf. The question of whether Turkey is or is not geographically
part of Europe is somewhat irrelevant at this point. With the
exception of a small sliver of land actually in Europe, the rest of
the country is in Asia Minor, which is Asia. As for its people,
again, with the exception of a minority who consider themselves
European, the vast majority consider themselves Turkish — a culture
unto itself. And the rest probably identify more with their immediate
neighbors in Syria, Iran, Iraq, etc. Indeed, drive along the region
abutting the Syrian or Iraqi borders and there can be no doubt about
what part of the world you`re in — and it`s certainly not Europe.
The important question here is that by including Turkey in the EU,
Europe extends its sphere of influence to the very borders of the
Arab and Islamic world at a time when Europe and the West are coming
under threat from politicised militant Islam. With Turkey in the EU,
Europe´s borders extend to the periphery of Syria, Iraq, Iran and
Azerbaijan; all Muslim countries, as well as to the borders of
Armenia and Georgia. Think of the advantages of democratic Europe
abutting countries such as Syria, Iraq and Iran. The challenge of
spreading democracy would become a tad easier with a democratic
Turkey member of the EU, sitting at the very gates of the Middle
East. Turkish nationalism, motivated by shattered pride as a result
of an EU refusal, would most likely end up hurting European-Muslim
relations if Turkey were to be permanently shut out of Brussels.

Participants of the Fine arts and cinema showed their works

On March 28, young artists who have passed to the second stage of the
contest for the Presidential Youth Prize exhibited their works at the
Center of Contemporary Experimental Art the candidates. 24 works were
presented. An open show was organized where the film makers and
designers showed their works to the public. Young authors in fine arts
category presented their works in painting, sculpture, graphic arts,
tapestry, ceramics, photo art. The well-known cinematographer and
representative of the `Robert Boghossian and Sons’ Fund Albert
Yavuryan mentioned that he highly appreciates the aspiration of the
young artists to say an innovative word in the art but he thinks that
they have to work much to improve their technical skills. Karen
Aghamyan, Chairman of the Painters’ Union expressed gratitude to the
`Hayastan’ Fund for the successful organizational work.

Currently, the commission is discussing the results and very soon the
names of the winners will be announced. In the nomination of the Fine
arts and cinema 3 prizes will be awarded, each of 2,5 thousand USD.

Baku, 5 April: Tehran has intensified persecution of members of the
national liberation movement of Southern Azerbaijan [northern Iran],
a source in the Baku office of the National Revival Movement of
Southern Azerbaijan has told Turan.

Iranian special services arrested many members of the movement in
their homes last night [4 April], the source said. The reason was
the protest they staged in Tabriz to commemorate the genocide of
Azerbaijanis [by Armenians] on 31 March [1918]. Several hours later
some of the detainees were released, while others were bailed. Five
people are still in remand facilities, the source said.

Eviction Of Kozer Community Residents In Yerevan Still Urgent

EVICTION OF KOZER COMMUNITY RESIDENTS IN YEREVAN STILL URGENT

Yerevan, April 5. ArmInfo. “If no agreement with the government is
achieved regarding the eviction of Kozer community residents, Yerevan
center, the residents will start a civil upraising,” Chairman of the
“Society and the Law” NGO Samvel Lazarian said at a press conference,
Wednesday.

The government proposes by 3 million AMD compensation to the residents
of Kozer, with the total compensation amounting to $6 million, which
is not the real cost the territory, S. Lazarian believes. According
to his estimations, the compensation for the whole territory of Kozer
must be at least 25-30 million US dollars.

The community has 783 official residents and 151 “living from hand to
mouth” . Eight elite buildings have already been built in Kozer and
bought through auctions. These buildings are outside the territories
subject to alienation for state needs. S. Mkrthcyan refused the name
the owners of these buildings, noting that none of the community
residents are the owners. The local residents have repeatedly applied
to relevant instances for a permission to build houses, but faced
rejection.

To note, on March 16 2006, Kozer residents picketed the governmental
building demanding the government to refuse from the construction
in Kozer and to legalize the whole realty of Kozer residents by
registering them at the Real Estate Register. After, the residents
demand land purchase-and-sale on equal rights. The meeting of Kozer
representatives with Armenian Prime Minister proved useless, the
residents say.

KCET AIRS LOST TREASURES OF CHRISTIANITY: THE ANCIENT MONUMENTS OF ARMENIA
ON MONDAY, APRIL 24, AND
HONORS ARMENIAN CULTURE AND HISTORY THROUGHOUT APRIL

Deep in the ruins of the medieval castles, churches and monasteries of
Armenia – the first country in the world to declare Christianity its
official religion – lie clues to some of the most haunting questions in
the history of art. On Monday, April 24 (10:30 – 11:00 p.m.), KCET airs an
encore broadcast of `Lost Treasures of Christianity: The Ancient Monuments
of Armenia,’ a documentary that reveals recovered artifacts from these
structures, such as stone-carved images and brilliantly colored
illuminated manuscripts.

Dr. Lucy Der Manuelian embarks on an extraordinary journey across Armenia
to uncover a rich architectural legacy and to draw out long-neglected
connections to Western culture, art and architecture. Der Manuelian, the
Arthur H. Dadian and Ara Oztemel Chair of Armenian Art and Architectural
History at Tufts University, introduces viewers to treasures most of the
world has never seen.

`Lost Treasures of Christianity: The Ancient Monuments of Armenia’ is part
of KCET’s commemoration of Armenian culture and history during the month
of April, which includes a two-hour block of primetime programming on
Monday, April 24:

Wednesday, April 12: Life & Times, KCET’s signature local news and public
affairs series, features a segment about Armenian filmmaker Michael
Hagopian, currently working on his third documentary, `Caravans Along the
Euphrates,’ which tells the story of the Armenian mass killings of 1915
through interviews with survivors. Life & Times airs (6:30 – 7:00 p.m.),
and the segment will also be available at KCET’s Life & Times Blog, where

Monday, April 17 (9:00 – 10:00 p.m.): KCET broadcasts the premiere of `Le
Génocide Arménien’ (`The Armenian Genocide’), the 2005 documentary by
French filmmaker Laurence Jourdan. The English-voiceover documentary makes
its U.S. television premiere. Widely acclaimed in Europe, the film is
respectful of Armenian history while being illustrative of events which
took place prior to World War I.

Monday, April 24: KCET has scheduled an encore broadcast of `My Son Shall
Be Armenian’ (9:00 – 10:30 p.m.), the poignant documentary by
Armenian-Canadian filmmaker Hagop Goudsouzian. Accompanied by five
Montréal men and women of Armenian origin, he returned to the land of his
ancestors in search of survivors of the genocide of 1915. Through the
moving testimony of those centenarians, and the funny and touching
accounts of his fellow travelers from the New World, Goudsouzian has
crafted a dignified and insightful film on the need to make peace with the
past in order to turn toward the future. Immediately following `My Son
Shall Be Armenian,’ KCET repeats the Life & Times segment about Armenian
filmmaker Michael Hagopian. Rounding out the evening’s primetime schedule
in honor of Armenian culture and history, KCET broadcasts `Lost Treasures

Armavia To Open Two New Flights

ARMAVIA TO OPEN TWO NEW FLIGHTS

YEREVAN, April 4. /ARKA/. In the summer of 2006, Armenia’s national
airline, “Armavia”, will open two new flights.

In July 2006, the airline will start regular flights to Anapa and
donetsk.

The airline also intends to increase the number of flights to Paris,
Saint Petersburg, Samara, Odessa, Simferopol, Beirut, Athens and
Aleppo.

The airline planned to increase the number of flights in April,
but the repair of the runway of the “Zvatnots” airport forced it to
launch this program in July.

Kenya: Keep Ali Out Of Probe, Michuki Says

Cabinet minister John Michuki has written to Speaker Francis Kaparo
seeking to stop police chiefs from giving evidence to a parliamentary
committee.

In the letter, Mr Michuki says he had answered all the questions and
did not see why his juniors were being asked to appear before the
Parliamentary Committee on Administration of Justice and Legal Affairs.

He said: “I have already explained all there is as the minister in
charge and I am, therefore, deeply constrained by the committee’s
widely publicised intention to summon the director of Criminal
Investigations Department and the Commissioner of Police.”

“Precisely what policy issues does the committee expect to receive
from my subordinates?”

Mr Michuki also complained that the committee had leaked to the media
his submissions, which was contrary to House rules.

He described the decision to summon Police Commissioner Hussein
Ali and CID director Joseph Kamau to cross check his submissions as
“scandalous”.

“It is totally unfair for the committee to use its privileged position
to advance an agenda which is obviously not in the best interest of
the public,” he said.

So far, Maj-Gen Ali and Mr Kamau have not appeared before the
committee, which is led by Kabete MP Paul Muite, despite having been
summoned to do so.

In his letter to the Speaker dated March 28, Mr Michuki says the
planned interview of his subordinates was likely to “demean and lower
not just the integrity of the said committee, but that of the House
as a whole.”

Sources said the committee had resolved to issue further summons
to Major-Gen Ali and Mr Kamau, this time round threatening to take
action against them should they fail to before the team.

Maj-Gen Ali is on record saying he had not been briefed on the raid,
which raised question as to who ordered. It also raised question as
to whether there was a parallel force within the police force.

His attempts to sack Mr Kamau who was said to have participated in
a meeting that planned the raid were thwarted.

As Mr Michuki wrote, President Kibaki’s special adviser on policy and
strategy, Mr Stanley Murage, was yesterday grilled by the parliamentary
committee on the alleged presence of mercenaries in the country.

Mr Murage was also asked whether he attended a meeting that planned the
raid on the Standard Group. But he denied all the allegations. He also
refuted allegations that he hosted two Armenians – Artur Margaryan
and Artur Sargasyan – at State House Nairobi, sources within the
committee told the Nation.

The Armenian brothers have been in the news on allegations that
they were mercenaries. But they have refuted the claims, which were
originated by Lang’ata MP Raila Odinga. They have since sued Mr Odinga
over the allegations.

Mr Murage was the third witness to be summoned by the committee after
Mr Michuki and Internal Security permanent secretary Cyrus Gituai.

Mr Murage recently described the claims that he hosted the Armenians as
“untrue, uncalled for and outright malicious.”

He termed the utterances as “propaganda by sections of politicians”
and said he would seek legal redress.

When Mr Michuki appeared before the committee two weeks ago in
company of Mr Gituai, he said the raid on the Standard was planned
and implemented by the Government for security reasons.

Mr Michuki denied that there were foreigners involved in the raid.

He also told the committee that the Government was in process of
decoding information from the computers that were taken during the
March 2 raid.

He also denied that the two Armenians in the country were not
mercenaries but businessmen.

However, some leaders led by LDP’s Mr Odinga have insisted that
foreigners were involved in the raids.

press release on April 3, informing that the government is considering
the question of aid to the Islamic Republic of Iran where an earthquake
took place on March 31. For this purpose, on the instruction of Prime
Minister Andranik Margaryan the minister of territorial management
Hovik Abrahamyan gave condolences to the Ambassador Extraordinary and
Plenipotentiary of the Islamic Republic of Iran to Armenia Alireza
Haghighian. At the same time, he asked to find out what kind of aid
our southern neighbor needs, for the government of Armenia to provide
necessary assistance within its possibilities.

National Week Of Libraries Starts

NATIONAL WEEK OF LIBRARIES STARTS

YEREVAN, APRIL 3, NOYAN TAPAN. The National Week of Libraries started
on April 3 with the display of unique, ancient and archive books
kept at the National Library of Armenia (NLA) and the exhibition
of graphic works of Romanian Armenian artist Hrant Avagian. This
time the National Week of Libraries, which has been celebrated
for the fifth consecutive year on the initiative of the Armenian
Librarian Association NGO, has the motto “Library is a Crossroad of
Civilizations”. NLA Director Davit Sargsian noted that holding a week
of libraries has become a tradition and shows a tendency to grow from
the state into an all-Armenian event. According to him, this year a
number of libraries from the NKR, Javakhk and the Diaspora are also
participating in the event. D. Sargsian said that today more than a
thousand of Armenian libraries are in a poor state. “It has become
urgent now to replenish the libraries, provide them with information
technologies and improve their buildings,” he pointed out RA Prime
Minister Andranik Margarian and RA National Assembly Speaker Artur
Baghdasarian sent messages on the occasion of the National Week of
Libraries. The prime minister’s message in particular says that the
week of libraries has become a tradition which allows to restore the
attitude to a book that was typical of the reading Armenians. According
to A. Margarian, the draft law on libraries has already been developed,
which will help solve a number of problems and increase the salaries
in the sphere. 6 librarians were presented with the RA Prime Minister’s
letters of acknowledgement for their long activities in ths sphere. It
is noteworthy that the RA first lady Mrs. Bella Kocharian attended
the opening ceremony of the National Week of Libraries.
