Union of Ottawa a 50-minute documentary titled Genocide in Me was
screened in the Ottawa University, reported the RA MFA press office.

The documentary, shown in various states, is shot by young film
director Araz Artinyan and is about the influence of the Armenian
Genocide on three generations of the descendants of those who survived
the events of 1915.

RUSSIAN NEWSPAPER REPORTS ABOUT ACTIVITY OF RUSSIAN SECRET SERVICES IN AZERBAIJAN

On March 27, the Russian “Novaya Gazeta” Newspaper published
sensational information about the participation of Russia’s secret
services in different conflicts in the former Soviet republics.

According to authors of the article, entitled “Our secret services
on the territory of former Union,” Moscow carries out espionage in
all former soviet republics, and is involved in all conflicts, wars
and disorders. Throughout the 90s GRU (Russia’s Chief Intelligence
Agency) of the Russian General Headquarters worked very actively in
the Commonwealth of Independent States (CIS).

During fights in Nagorno Karabakh, Russia did not only act as an
advisor, GRU subdivisions also actively supported Armenian forces. In
addition to this, GRU participated in the rebellion organized by
former Premier Suret Huseynov in 1994. In June 1997 Azerbaijan’s
National Security Minister Namik Abbasov stated, “During the attempt
of a coup d’etat, Huseynov’s GRU employees acted as ‘instructors.’
They worked with both Huseynov and his armed groups.”

In 1999 a new priority emerged in the work of the Russian secret
services; to control the political situation of the CIS. At that
time Moscow adopted a concept of information security for the CIS,
the number one threat identified by this initiative was “state
policy in some foreign states aimed at the global monitoring of
political, economic, military, ecological, and other processes to
obtain privileges.”

Later, conflicts broke out between Baku and Moscow’s secret
services, and three GRU agents were accused of spying; employees of
Russia’s Federal Security Bureau (FSB) were detained in Baku and
then deported. However, in 2005 the situation changed. Before the
parliamentary elections there was a “real danger of a coup d’etat,” and
Rasul Guliyev was going to come to Baku. Prior to this, FSB’s Director,
Patrushev, and the Director of Russia’s SRV (Chief Intelligence),
Lebedev, visited Baku. Lebedev was also in Baku on the day Guliyev
was supposed to come to arrive.

Such an obvious presence of the FSB and SRV’s heads was necessary
for Baku so it could demonstrate to Washington that Azerbaijan had
Russian support. The Russians agreed to play this role, just like
they did in Uzbekistan after the events in Andijan.

However, authors of the article believe that Baku and Tashkent are
not sincere in their intentions to cooperate with Russia; they only
want to take the advantage of conflicts between Moscow and Washington.

Clergy Conference in Holy Etchmiadzin

On Tuesday morning, February 21, the Armenian Church celebrated the
Feast of Sts. Ghevondiants. Divine Liturgy was celebrated in the Mother
See of Holy Etchmiadzin under the presidency of His Holiness Karekin
II, Catholicos of All Armenians. Participating in this special service
were more than 200 clergymen of the Armenian Church, consisting of
the diocesan primates from within Armenia and Artsakh; members of the
Brotherhood of Holy Etchmiadzin; and married priests from 12 dioceses
from the Republic of Armenia (Araratian Pontifical, Armavir, Shirak,
Aragatsotn, Kotayk, Gougarats, Gegharkunik, Syunik), the Republic of
Nagorno Karabagh (Artsakh), the United States of America (Eastern and
Western), and the Syrian Arab Republic (Damascus). The celebrant for
the day was Rev. Fr. Shahe Hayrapetian from the Araratian Pontifical
Diocese.

Following the Divine Liturgy, the traditional annual clergy conference
convened in the Pontifical Residence of the Catholicosate under the
presidency of His Holiness. The clergy conference was unprecedented
both in the number of priests present as well as the number of dioceses
represented. The meeting opened with the Lord~Rs Prayer. His Grace
Bishop Mikael Ajapahian, Primate of the Diocese of Shirak, presented
the agenda for the day. Reports were presented and topics debated on
the spiritual, pastoral, administrative and ecclesiastical life of
the parishes and dioceses.

The meeting concluded with the remarks of the Pontiff of All
Armenians. His Holiness Karekin II congratulated all of the priests
on the Feast of St. Ghevondiants and extended his fatherly blessings,
exhorting them to remain faithful to the patriotic and Christ-devoted
spirit of ~SGhevond Yerets~T, always being vigilant in their efforts,
filled with love for their flock, and keeping the unity of the Church
and her people centered in their vision. His Holiness also emphasized
the necessity to better organize the pastoral mission of the Church
and reinforce her parochial structures.

At the conclusion of the conference, His Holiness granted 12 priests
the right to wear pectoral crosses in recognition for their devoted
service to the Armenian Church.

The day ended with the priests returning to the Mother Cathedral to
offer Evening Services, invigorated and inspired to return to their
respective dioceses and continue their spiritual mission of service.

In 2005 318 thousand tourists visited Armenia against the 45 thousand
tourists in 2000, stated the deputy minister of trade and economic
development Ara Petrosyan on March 29. The deputy minister assures
that the government does its best to develop the sphere. And not
only in Armenia. Every tourist traveling in Armenia visits Nagorno
Karabakh as well. Besides, Armenia is trying to develop regional
tourism as well. “Borders are erased, currency is unified, and a
tourist traveling in the country wishes to visit the neighboring
countries to save money and time,” says Ara Petrosyan. Generally,
a tourist is a person who stays in a country for 24 hours.

Consequently, this 318 thousand includes different foreign officials
and persons that accompany them, visiting our country.

The deputy minister assures that Armenia has experience in regional
tourism. There is cooperation with the companies of Iran and
Georgia in receiving tourists from the third world. “Iran-Armenia
cooperation in tourism is part of the greater program of the World
Tourism Organization The Great Silk Way. Armenia became member of
this program in 1999. 30-40 per cent of the turnover of the majority
of our travel agencies is connected with the neighboring countries.”

of reaching a peaceful settlement of the Karabakh conflict proposed
in the report of the International Crisis Group doesn’t seem to
be impracticable as it doesn’t reflect the essense of the Karabakh
conflict and is anchored on pervertion of the pivotal conceptions. This
is said in the interpretation of the report by Irina Beglarian, the
Chief of the NKR Foreign Ministry’s Political Department. According to
her, the positive side of the report is recognition of the necessity of
involving not-recognized countries of the South Caucasus in the wide
integration processes of the EU, as well as the idea of activization
of the interparliamentary dialogue of the sides involved in the South
Caucasian conflicts. Beglarian considers interesting the proposal
of introducing an EU special representative in the South Caucasus in
the negotiations implemented within the framework of the OSCE Minsk
Group. “However, attempts of those forming the report to accuse the
Minsk Group of the monopoly of the peaceful process arise doubts,”
is said in the interpretation. According to the Department Chief,
the Minsk Group’s activity is not the whim of separate diplomates and
countries, but is a work corresponding to the OSCE mandate. “During the
14-years activity the Minsk Group was able to gather some experience
of peace-keeping the result of what was keeping peace in the conflict
region, and at the moment this is the most equivalent format of the
Karabakh conflict settlement. But I want to emphasize that neither
current format nor involvement of European mediators can compensate
absence of the direct side of the conflict, Nagorno Karabakh, in the
negotiations,” the NKR Foreign Ministry’s representative states.

“MILITARY MEDICINE: CHALLENGES OF THE 21ST CENTURY” CONFERENCE STARTED IN YEREVAN

The third international scientific conference entitled “Military
Medicine: Challenges of the 21st Century” started today in Yerevan. It
has been organized by RA Ministry of Defense, European Command of
US Armed Forces, Information systems agency of NATO’s “Partnership
for Peace” program and the Military Medicine Faculty of the Yerevan
Medical University.

RA Deputy Defense Minister, Lieutenant General Arthur Aghabekyan
informed that 20 military doctors form 8 countries will participate
in the conference.

According to him, the issues to be discussed at the conference will
become educational materials not only for military doctors of Armenia,
but also those of foreign countries.

Arthur Aghabekyan noted that the given scientific conference has
nothing to do with the international rescue military exercises to be
held under “Rescue – 2006” program in June.

The final conference on planning of these military exercises will be
held one of these days.

Young artists-candidates of the President Prize

On March 26, a concert took place at the Chamber Music Hall.
Candidates for the nomination of classical music presented their art
to the jury and audience. The new prize will be granted annually and
the first awarding ceremony will take place in 2006. 37 applications
have been submitted for the categories of Vocal art and Instrumental
performing art. From the 33 soloists and 4 instrumental performers
respectively 5 and 2 artists were selected for the final stage. They
participated in the concert. Currently, the commission is discussing
the results and very soon the names of the winners will be announced.

A few days ago, a press-conference took place at the Executive Board
office of the “Hayastan” Fund with participation of Sergey
Saradjian, head of the commission for Instrumental performing art
nomination, Barsegh Tumanian, head of the commission for the Vocal
art nomination and Albert Yavuryan, head of the commission for the
Fine arts and cinema nomination, who is at the same time
representative of the Robert Boghossian and Sons. The adviser to the
Executive Director of the “Hayastan” Fund also took part at the
press-conference.

The Fund has received 47 applications for the President Youth Prize.
43 out of them are for the nomination of Fine arts and cinema and 4
for the Literature. Only 24 applicants have passed to the second
stage. Results of the first stage for the category of Literature are
not decided yet.

The President Youth Prize amount is 2,500 USD. The Prize amount for
the Classical music is 5000 USD.

YEREVAN, MARCH 27. ARMINFO. The attempts of the current Armenian
authorities to use the interview of Vano Siradeghian to “Haykakan
Zhamanak” newspaper for their own goals roused sarcasm of the
international community. Aram Karapetian, leader of “New Times” party,
expressed this opinion.

He said that the authorities try to frighten that the there is no
alternative to them, but for Levon Ter-Petrosian, former RA President.

At the same time, he added that he expected much more from the
interview of Siradeghian, who is announced wanted by the international
police. “But if I were RA President, I would certainly instruct
the officials of the national safety department to inquire from the
journalists where they found Siradeghian,” he stated.
