Recognition of Nagorno Karabakh by Armenia can become a reason for
war resumption, Mili Mejlis oppositional deputy Gudrat Gasangyuliev
sounded an opinion.

The latter estimates this possible step of Armenian party as a
“legalization” of occupied Azeri territories”.

As Interfax informs, Gasangyuliev accented on discussion of the
question in the parlament.

YEREVAN, MARCH 7, NOYAN TAPAN. The three big program documents of the
green belts of the city of Yerevan, that were worked out in 1960s,
70s and 90s, were implemented only by 40%. Drop of total volumes of
green seedlings happened in 90s because of the energetic crisis. Kamo
Areyan, Deputy Mayor of Yerevan informed about this on March 6 at the
“Yerevan City Surroundings Problems” parliamentary hearings that were
held at the RA National Assembly. According to him, during the working
out of the new plan of the capital it was envisaged to reach the green
territories of total usage from 4.9 sq.m. falling to one person (2005)
up to 19.8 sq.m. And the volume of the green seedlings falling to one
person, that are subjected for the total usage, special importance
and limited usage, that now makes 44 sq.m., to reach to 78 sq.m. in
2020. Hence, the demands of permissions of building in the future
were reviewed, at the same time a program of forest restoration is
being implemented in the capital.

According to K.Areyan, the nature protection state of the Yerevan
in the sense of normative, is really troubling and bind the Mayor’s
Office to implement a program of urgent measures, which is already
worked out. He also mentioned that in 1990-2003 investments were not
done for the implementation of programs of green territories, total
forest restoration. From September, 2003 a program of protection of
total green territories, usage and broadening was put in action. For
the implementation of the later, an investment amounting nearly
4 milliard drams, within the framework of the capital expenses,
was implemented by the Yerevan Mayor’s Office in 2004 and 2005. 100
thousand trees were planted during the mentioned two years. It was also
mentioned that the protection and restoration of the irrigation system
is one of main problems. During the previous two years an investment
of 1.5 milliard drams was implemented for that purpose. Only in 2005
a water line of 70 kilometres was built. The 220 kilometres of the
acting system was repaired by the means of 1.5 mln drams. In 2006,
150 mln drams for 29 water buildings and 1.2 milliard drams for the
irrigation system, restoration of green territories, protection and
usage are envisaged. The second stage of the improvement program of
the canyon of Hrazdan is in process.

US officials arrived in Baku on Monday to discuss settlement to the
long-standing Armenia-Azerbaijan Upper (Nagorno) Garabagh conflict
with the top Azeri leadership.

“Our discussions proceeded very well and we sought answers to some
questions concerning the conflict,” the US co-chair of the mediating
OSCE Minsk Group, Steven Mann, said after meeting Azeri Foreign
Minister Elmar Mammadyarov.

Mann said he would inform the visiting US Department of State Assistant
Secretary for European and Eurasian Affairs Daniel Fried of the outcome
of the discussions. Fried is scheduled to meet with President Ilham
Aliyev, followed by a news conference.

The mediator told reporters that considerable progress in the conflict
resolution is anticipated this year. “We believe that the spring of
2006 will be an important time for the Garabagh peace talks.”

The US co-chair also met with President Ilham Aliyev. Along with the
Garabagh conflict, bilateral relations and democratic development
issues were tabled. The details of the discussions are not reported.

Assistant Secretary Fried is further expected to leave Azerbaijan
for Georgia, Armenia and Turkey to hold talks with officials there.

YEREVAN, MARCH 9, NOYAN TAPAN. The Prime Minister of Ukraine Yuri
Ekhanurov proposed that the 4th sitting of the Armenian-Ukrainian
Intergovernmental Commission on Economic Cooperation be held in
June 2006. During a meeting with the RA Prime Minister Andranik
Margarian on March 7, the Ukrainian Ambassador to Armenia Alexander
Bozhko noted the expediency of this proposal, as by this June both
the new parliament and government of Ukraine will be formed and it
will be possible to have most efficient discussions on problems of
mutual interest. According to the RA Government Information and PR
Department, A. Margarian considered the proposal of his Ukrainian
counterpart as acceptable. He said that Armenia is interested in
further development of friendly relations between the two countries,
noting the existence of a large Armenian community in Ukraine. The
Armenian prime minister expressed a hope that the pariamentary
elections to be held in Ukraine in late March will take place
sucessfully and in line with democratic standards.

ARMENIAN AMERICAN REPUBLICAN ASSOCAITION HELD A ROAST FOR LOS ANGELES

Glendale, CA-More than 300 Armenian Americans gathered on March 1, 2006 at
the beautiful Renaissance Restaurant to have some fun and roast a good
friend of Armenian American Community Los Angeles District Attorney Steve
Cooley. This was the first of many event scheduled by Armenian American
Republican Association formally known as Armenian American Republican
Council.

The AARA recently filed for its State PAC status and should have an
extremely a busy schedule during the 2006 election cycle. AARA is the only
Armenian organization officially chartered and recognized by California
Republican Party.

The Master of Ceremony, Robert Philibosian, roasted each roaster and made a
few comments about the speakers. Among the roasters were Supervisor Mike
Antonovich, Sherriff Lee Baca, Chief Steve Simonian, Larry Zarian, Albert
Boyajian and Onnik Mehrabian. The event was a fun and enjoyable gathering
of friends and supporters of AARA.

Also in attendance were Glendale Councilmember Bob Yousefian, Glendale
Councilmember Ara Najarian, Glendale Police Chief Randy Adams and many from
the law enforcement throughout the state including members from Armenian
American Peace Officers Association.
“We have scheduled many more events in 2006.” Said Albert Abkarian, a well
known Armenian American Republican and a Board member with the organization.
“There are many organizations that pretend that they are interested in
Armenian American Republican issues. However, we have proven ourselves in
the past nine years and have earned the Republican Parties confidence.” The
other Board members are Greg Grigorian, Armen Janian, Eddie Minassian and
Rita Topalian.

The Armenian American Republican Association formally known as Armenian
American Republican Council is the largest and the only officially
recognized and Chartered Organization by California Republican Party. AARA
is dedicated in stressing Armenian American related issues to lawmakers in

ETHNIC GEORGIANS SUSPECTED OF KILLING AN ARMENIAN
YOUTH AND WOUNDING TWO OTHERS IN GEORGIAN TSALKA

AKHALKALAKI, MARCH 10, ARMENPRESS: A group of
Ajarians or Svans (ethnic Georgians) are suspected of
attacking and stabbing to death a 23-year-old Armenian
man in Tsalka, in southern Georgia and wounding two
other young Armenian men.
A-Info news agency that operates in the
predominantly Armenian populated region of Javakheti
in southern Georgia, said the Armenians were attacked
by a 15-member group in Tsalka on March 9 afternoon at
a busy section of the town. The killed man was
identified as Gevorg Gevorkian, resident of Ghushchi
village. The other two, V. Sahakian and G, Baloyan,
were rushed to the local hospital with heavy wounds.
A-Info quoted the wounded Armenians as saying they did
not know what was the reason behind the attack.
A special squad of Georgia’s interior ministry that
is deployed in the region under the pretext of
preventing inter-ethnic clashes, has arrested three
suspects. The attack on Armenians sparked a protest
action by local Armenians. A crowd of 300 people
demonstrated outside the building of the local police
department demanding a fair trial of the suspects.
Meantime Georgia’s interior ministry has dispatched
extra officers to the region to foil a fresh
inter-ethnic clash after the crowd broke the windows
of the police station. A-Info said police used
truncheons to disperse the crowd.
Tsalka, population 22,000, is predominantly
populated by ethnic Armenians and Greeks. Up to 2,000
Azerbaijanis also live there. In the early 1990s, the
Georgian government moved a group of ethnic Georgians
(about 2,500, mainly Ajarians and Svans), to Tsalka
after a devastating landslide in their native
mountainous villages.
Tsalka is also close to the predominantly
Armenian-populated Samtskhe-Javakheti locality, which
is considered a “complex region” because of the
presence of a Russian military base and increasing
demands for political autonomy by some local Armenian
groups. Clashes between ethnic Georgians and the
Greek-Armenian community in Tsalka have been reported
for several years, nevertheless, Georgian officials
continuously argue that the conflicts in Tsalka have
no ethnic context and represent mostly “communal
violence.”

Gold Smuggling Attempt Foiled at Zvartnots Airport

GOLD SMUGGLING ATTEMPT FOILED AT ZVARTNOTS AIRPORT

YEREVAN, MARCH 10, NOYAN TAPAN. During a customs examination of a
Moscow-Yerevan flight passengers at Zvartnots Airport recently,
employees of the RA State Customs Committee (SCC) revealed an attempt
to smuggle gold items.

According to SCC press service, Armenian citizen Tereza Kochoyan hid
some of the gold items of the total weight of 200 grams in an
hairpin. An attempt to smuggle perfume was also prevented recently at
Zvartnots Airport – again during a customs examonation of the luggage
of Moscow-Yerevan flight passengers. The SCC officials revealed two
attempts of smuggling over 1,000 litres of diesel fuel through Meghri
customs. The offenders tried to smuggle diesel fuel from Iran in
specially prepared hiding places of trucks. Investigation into the
above mentioned cases is underway.

US Officials Frequent Visits to Armenia Not Due to

the initiative in the Nagorno Karabakh conflict
settlement, Armenian FM Vartan Oskanian stated in an
interview with Shant TV Company. He remarked that he
does not consider the visits of US officials to
Armenia becoming more frequent as an attempt to take
the initiative or compete. The Armenian FM supposes
that the OSCE Minsk Group co-chairs will adjust their
positions in the Karabakh issue. In his words, today
the US-Armenia cooperation agenda is rather rich and
the two countries have `enough tasks and common
interests’ besides the Karabakh issue. At that V.
Oskanian reminded that in the near future the Armenian
part of the Millenium Challenge Account will be
signed. Frequent visits of US officials are due
exactly to that question, though during these matters
referring to the NK issue are also discussed, he
added. The Armenian FM reminded that US Assistant
Secretary of State Daniel Fried will be the next to
visit Armenia. He will arrive in Yerevan accompanied
with OSCE MG American Co-Chair Steven Mann.

TEHRAN, MARCH 13, NOYAN TAPAN – ARMENIANS TODAY. The trail on the
case of Miro Begijanian, an Iranian Armenian young man will start on
March 14. As Hovik Behbun, the attorney on the court action informed
the Tehran “Alik” daily, both the defendant and Miro’s family will
be present at the first official judicial hearing. Data of the
judicial-medical examination as well as of ones gathered by the
Police will be discussed at the hearing. According to those data,
the level of liability of each of the defendants will be defined
and the court sentence will be passed. The attorney mentioned that
according to the report of the judicial-medical center, Miro died of
injuries of not one person.

Two of the defendants admitted that they injured Miro. To recap,
Miro Begijanian was killed on September 9, 2005, near the “Ararat”
sport center of Tehran during a dispute with three Persians.

‘GENOCIDE’ COURSE FOR TEACHERS IN THE US

The Federation of Turkish-American Associations (FTAA) in the United
States has taken the initiative to explain the true face of the
so-called Armenian genocide. The project was launched in 2006 by
the federation which believes the Armenian issue is not thoroughly
explained to American teachers.

The FTAA, beyond the Atlantic, is exerting great efforts for the
promotion of Turkey. As part of this project the federation aims at
elaborating on the details of the so-called Armenian genocide, and so
far 46 American teachers have been reached as part of this initiative.

In various cities across the US with a high Turkish population, the
FTAA plans to establish “Turkish towns”. In the days following the
“Turkish Day Parade,” this year, “Peace Day Parades” will be started
with the participation of various other nations. The federation
has also launched a campaign to send cards on special days, such
as anniversaries and birthdays, to prominent US figures including
President George W. Bush and pop star Madonna. It has also been
reported that Turks living in the US had requested an imam be provided
by the FTAA.

Establishing community associations such as the Turkish People’s
Union and the Cyprus Association, operating since 1956, Turks in
America have increased the number of such associations to more than
40, and have managed the formation of the federation. From Turkey,
Atilla Pak from Midyat in Mardin, was appointed as the FTAA president
three months ago, and as head of the federation he hopes to shed
light on the problems facing Turks, as well as the Armenian genocide
allegations. The federation, operating in the interests of the country,
continues its struggle in several other areas such as lobbying for
Turkey, Pak informs. The FTAA cooperates with organizations from nine
countries to stage the “Peace Day Parades,” and it will be a wholly
Turkish production, Pak adds.

About a thousand Turkish restaurants operate in the US, according
to the FTAA’s newly elected president. As part of their activities,
they will assemble a box to include three CDs, one will contain the
Armenian Reality, and the others will have information about Turkey
and will reflect the lives of Turks residing in the US. The evil eye,
as part of the unique Turkish tradition, will also be added to this
box bearing the slogan, “Not Turkey, but Turkiye” together with a
tulip motif. Customers at Turkish restaurants will be presented with
this box, as part of the new project initiated by the FTAA.
