IT’S IMPORTANT TO COMPREHEND MISSION OF CONSTITUTION

For implementing any law including the Constitution political will is
essential, human rights activist Vardan Haruryunyan considers.

He is convinced that after the adoption of the constitutional amendments
there will be no fair election or independent media in Armenia; people will
not be protected. `I do not bound the recovery of our society with the
constitutional amendments, moreover at the incumbent leadership and
parliament’, he said.

Though the Constitution is written not only for political forces some
politicians express opinion being even not acquainted with the draft. We
wondered whether V. Harutyunyan is familiarized with the draft adopted in
the second reading by the NA. `I have nit only read it also watched the
discussions in the NA. I am not a lawyer and do not wish to state which
clause is bad or good. As a human rights activist I can say that the
operating Constitution is a working one and the necessity to change it
appeared not as result of the development of the society but as result of
the pressure exerted from outside and the commitments we undertook. Today
the process of adoption of the constitutional amendments is artificial and
consequently their adoption cannot be rated as a positive phenomenon’, V.
Harutyunyan noted.

He will not take part in the discussions but is going to take part in the
referendum and say `no’ to the constitutional amendments.

When commenting on the possible failure of the referendum V. Harutyunyan
said that independently of the number of the voters and their opinion the
incumbents leadership will declare that the referendum was a success.

Chairman of `Free tribune for civic initiatives’ public organization Gayane
Markosyan contrary to V. Harutyunyan welcomes the constitutional amendments
and is discontent with the fact that public organizations do not take active
part in the process. `We think that one should not raise the question about
`yes’ or `no’. The problem is much more serious. We have many times violated
the operating Constitutions and there is no guarantee that the reviewed
Constitution will not be violated’, she noted.

‘Our main problem is the establishment of constitutional order in our
country. Today in Armenia the Constitution is violated both by ordinary
citizens and high rank officials’, she resumed.

Datevik set to sizzle in London

If you want to be ahead of the curve when it comes to major jazz
talent, drop by when Armenian vocalist Datevik plays her second
London gig tomorrow night at Aeolian Hall. Backed up by pianist Bob
Albanese, bassist Joe Fitzgerald and drummer David Meade, Datevik
puts on a mesmerizing show that wins the hearts of listeners and
critics.

The last time she was here, in January 2003 for SunFest’s World-Beat
Jazz Festival, Free Press writer James Reaney said Datevik possesses
“one of the world’s great voices . . . one of a kind . . . always
daring, always in control.”

With a voice that blends Ella Fitzgerald and Cleo Laine, Datevik
scats her way through a wordless song that cooks as hot as any jazz.

Datevik’s Canadian booking agent is Londoner Catherine McInnes, a
teacher by day and folk and jazz musician by night.

About five years ago, McInnes was playing with her folk band Mosaic
at a Guelph bookstore when an Armenian gentleman came up to speak to
her.

“He said, ‘You’ve got to hear this Armenian singer.’ Two weeks later,
this CD arrives in the mail. I put it on, not knowing what to expect,
and I just went nuts. She’s phenomenal. I couldn’t stop listening to
it.”

McInnes and Datevik started corresponding. Soon McInnes was
travelling to New York City to study voice with her.

Datevik had established herself as the first lady of jazz in Russia
by age 20, and for the next 10 years, McInnes says, “She played
concerts and festivals all over the eastern part of the planet. Then
about 1990, she decided to make her big move to New York City and
make it in the big jazz world.”

McInnes landed Datevik her first gig at the Montreal Jazz Festival in
2001.

“And it all started with this older gentleman’s gesture of kindness,”
McInnes marvels. “He’ll be at the London show and he’s coming along
with 20 other Armenians.”

Ministry for Finances and Economy Starts to Give Compensations

ARMENIA’s MINISTRY FOR FINANCES AND ECONOMY STARTS TO GIVE
COMPENSATIONS TO FORMER MEMBERS OF BUILDING SOCIETIES

YEREVAN, SEPTEMBER 14. ARMINFO. Armenia’s Ministry for Finances and
Economy started to give compensations to former members of building
societies, ARMINFO was informed in the Ministry.

Only two societies (in Yerevan and Lori region) have been given
compensations so far. The funds have been allotted for completion of
buildings construction of which started in soviet period and was
stopped because of soviet ruble devaluation.

UN GA INCLUDES SITUATION IN KARABAKH INTO THE 60TH SESSION’S AGENDA

The situation in the occupied territories of Azerbaijan was considered
at the initiative of Azerbaijan and despite Armenia’s resistance at
the UN General Assembly’s 59th session, and resulted in sending the
OSCE Fact-finding Mission to the region. The Mission has revealed
the process of illegal settling of ethnic Armenians in the occupied
territories of Azerbaijan.

On September 12, 2005, one of the 59th session’s last days, the
General Assembly presided by Gabonese Foreign Minister Jean Ping has
unanimously decided to include the issue related to the situation in
occupied territories of the Azerbaijan Republic in the agenda of the
next 60th session.

Protesting the decision permanent representative of Armenia, in
response, just made an attempt to threaten the General Assembly with
his country’s pulling out of the negotiation process.

“Once again demonstrating its position of principle and supporting
the fair step of Azerbaijan, the United Nations General Assembly
has decided to continue discussions over the issue, that will be
an important political-diplomatic factor towards liberation of the
occupied lands,” Permanent Representative of Azerbaijan Yashar Aliyev
told AzerTAj correspondent.

Real Reason Behind Terror Disregarded

Question: Can terrorism be considered a way of struggle for freedom?
What is the Islamic alternative to terrorism and struggle?

As I said in an interview with Nuriye Akman for Daily Zaman, today,
at best we can say is that Islam is not known at all. Muslims should
say, “In true Islam, terror does not exist.” No person should kill
another human being. No one can touch an innocent person, even in
time of war. No one can give a fatwa (a legal pronouncement)
commending this matter. No one should be a suicide bomber. No one can
rush into crowds with bombs tied to his or her body. Regardless of
the religion of these crowds, this is not religiously permissible.
Even in the event of war – during which it is difficult to maintain
balances – this is not permitted in Islam. Islam states; “Do not
touch children or people who worship in churches.” This has not only
been said once, but has been repeated over and over throughout
history. What Our Master Prophet Muhammad said, what Abu Bakr said,
and what ‘Umar said is the same as what, at later dates, Salahaddin
Ayyûbi, Alparslan, and Kilicarslan also said. Later on, Sultan Mehmet
II, the Conqueror, also said the same. Thus, the city of
Constantinople, in which a disorderly hullabaloo reigned, became
Istanbul. In this city the Greeks did not harm the Armenians, nor did
the Armenians harm the Greeks. Nor did the Muslims harm any other
people. A short time after the conquest of Constantinople, the people
of the city voluntarily hung a huge portrait of the Conqueror on the
wall in the place of that of the Patriarch. It is amazing that such
behavior was displayed at that time. Then, history relates that the
Sultan summoned the Patriarch and gave him the key to the city. Even
today, Islam is not understood properly. Islam has always respected
different ideas and this must be understood for it to be appreciated
properly.

I regret to say that in the countries Muslims live, some religious
leaders and immature Muslims have no other weapon on hand than their
fundamentalist interpretation of Islam; they use this to engage
people in struggles that serve their own purposes. In fact, Islam is
a true faith, and it should be lived truly. On the way to attaining
faith one can never use untrue methods. In Islam, just as a goal must
be legitimate, so must be all the means employed to reach that goal.
>>From this perspective, one cannot achieve Heaven by murdering another
person. A Muslim cannot say, “I will kill a person and then go to
Heaven.” God’s approval cannot be won by killing people. One of the
most important goals for a Muslim is to win the pleasure of God,
another is making the name of Almighty God known to the universe.

Dissatisfied youth has lost its spirituality. Some people take
advantage of such people, giving them a couple of dollars, or turning
them into robots. They have drugged them. This has become a topic on
the agenda these days that can be read about in the popular press.
These young people were abused to an extent that they could be
manipulated. They have been used as murderers on the pretext of some
crazy ideals or goals and they have been made to kill people. Some
evil-minded people have wanted to achieve certain goals by exploiting
these young people. Yes, killing a human is a truly awful thing. The
Qur’an says that killing one person is the same as killing all
people. Ibn ‘Abbas said that a murderer will stay in Hell for
eternity. This is the same punishment that is assigned to deniers of
God. This means that a murderer is subjected to the same punishment
as a disbeliever. If this is a fundamental principle of religion,
then it should be taught in education.

An individual who accepts Islam from the heart will never knowingly
take part in terrorism. The acts of terrorism associated with Islam
may have been perpetrated by some Muslims who had not internalized
the depth of Islam. Terrorism, as the name itself indicates, is a
complicated issue. Analyzing terrorism is not something that is easy
to do. Despite this, because it is so ugly in its nature and because
many Muslims are charged with it, terrorism must be addressed with a
great deal of consideration. Administrators and intelligence agents
have to try to find the originators and the motivating factors of
terrorist activities. This will help develop international strategies
to stop it. Otherwise, as a result of false analysis and some
possible intelligentsia’s services, the issue may be so complicated
that some civilizations, nations and civic organizations will be
always under threat. After September 11th, the issue has developed in
this direction. The fear of terrorism has become paranoia in our
society. At an increasing tempo, general feelings and fears of
society were exploited. Terrorist organizations were used by some as
instruments of terror to reach their goals through terrorist
activities against innocent society. To my understanding, true
Muslims will never involve themselves in such vulgar and cheap
activities, even if they are behind in science and technology. The
real factors behind terrorism are worldly advantages and
self-interests. These factors have been the main reasons behind “the
great games” on earth. While the main reasons are ignored, all
fingers pointed to Islam. On the other hand, there are many
conflicting interests in the Islamic regions, as well as many
competing and clashing groups. Problems such as anti-democratic
practices and human rights violations have resulted in the foundation
of various disaffected and disenfranchised groups. Being ignorant and
inexperienced, many of these groups can easily be manipulated and
used by some. Some, manipulating these groups, have worked to reach
their goals step by step. Moreover, there are multi-national covert
or open organizations who have based all of their efforts on
destruction and the creation of fear in society. To extend the
borders of their activities, they agitate the unhappy segments of
society by stirring up trouble and fomenting violence. Even though,
through painstaking and intelligent effort, the superficial reasons
for terrorism may be eliminated, without the above-mentioned
considerations, it would be impossible to end terrorism once and for
all. This cursed behavior will emerge under another name.

Karabakh Conflict To Be Discussed In Moscow

Member of the Justice party, leader of the Democratic Party of Armenia
Aram Sargsyan, son of Gaspar, will leave for Moscow tomorrow where
he will participate in the international conference devoted to the
status issues of unrecognized republics.

10 representatives are invited from Karabakh and only 1 from
Armenia, as more attention is paid to the representatives of the very
unrecognized republics. The conference will last 2 days. On Monday Aram
Sargsyan will render a press conference about the results of the visit.

El cine de las antiguas republicas sovieticas ahora independientes se
abre paso poco a poco en los festivales internacionales mostrando
mundos tan apasionantes como desconocidos para la mayoria de
los mortales. Unas peliculas que, por desgracia, raramente llegan
despues a las salas comerciales espanolas. Por eso resulta doblemente
gratificante el estreno de la, por otra parte, notable Vodka lemon,
coproduccion entre Armenia y varios paises europeos, ganadora del
premio a la mejor pelicula de la seccion Contracorriente de la Mostra
de Venecia del ano 2003.

Su director, Hiner Saleem, kurdo nacido en Irak, sabe lo mucho que ha
sufrido su pueblo sin estado y lo mucho que han sufrido los armenios,
habitualmente masacrados por la Historia, incluyendo el genocidio a
manos de los turcos durante la I Guerra Mundial.

Sin embargo, su pelicula mantiene un tono optimista dentro de la
pobreza que esta retratando: la de un viudo cuyos unicos bienes son
un viejo armario, un uniforme militar y una pirrica pension, y la
de una viuda que malvive como dependienta de una absurda tienda de
vodka situada en medio de la nada.

Dotada de un humor aplastante de puro ingenuo, con una sutileza
cercana al cine mudo de Buster Keaton, Vodka lemon relata de forma
pausada y minimalista la existencia de este par de desamparados que,
no en vano, se mueven por el mundo con semejante y cadencioso ritmo.

Saleem despliega una preciosa puesta en escena en la que siempre
retrata desde el mejor encuadre, el mas adecuado para mostrar la
determinada situacion que esta contando. Asi, casi siempre huye de
los primeros planos en beneficio del (muy bello) plano general y
unicamente utiliza aquel cuando va a aportar algo mas que una frase
intrascendente.

Nieve etica

Ademas, el director aprovecha los inhospitos paisajes nevados no solo
de una forma estetica sino tambien etica, ya que estos siempre sirven
para mostrar la verdadera situacion social de sus criaturas.

El pueblo armenio se debate entre la mera supervivencia de las
generaciones mas adultas y la habitual inmigracion de los jovenes:
a Moscu, a Paris, adonde sea. “No echas de menos cuando los rusos
estaban aqui?”, pregunta el protagonista de la historia a otro perro
viejo como el. “No, entonces no teniamos libertad”, responde con
rapidez y contundencia su companero de fatigas.

Tierra apegada a las tradiciones, segun se desprende de lo que Saleem
pretende contar, Armenia deambula por su reciente independencia con
el recuerdo de lo que fue, a un tiempo, el abrigo y el yugo de la
antigua Union Sovietica. Los mayores no se ponen de acuerdo y los
jovenes inician un camino hacia, quiza, ninguna parte huyendo de una
situacion que les mantiene atados a unas costumbres que ya ni siquiera
ven como suyas.

Pelicula poblada por las miradas complices y los silencios repletos de
calor en medio de una gelida realidad, mas que por vacias declaraciones
y farragosas explicaciones, Vodka lemon representa de una forma tan
simpatica como dramatica lo que es hoy un pais de vocacion sufridora
abandonado a su propia suerte, habitado minoritariamente por otro
pueblo, el kurdo, que, como afirma el propio director, nacio adulto
porque a sus gentes les robaron la ninez.

At 1120 [0620 gmt] today, an Armenian jet flew over [Azerbaijan’s
occupied] Agdam District for several minutes, the Karabakh bureau of
the “Son Xabar” news programme reports that the jet approached the
positions of the Azerbaijani armed forces.

Military units sounded the alarm, however, the jet soon turned back
from the contact line of the troops. The press service of the Defence
Ministry reports that they have no information about this.

Le Nagorny-Karabakh etait partie integrante de l’Armenie jusqu’en
1923, date a laquelle ce territoire a ete rattache par Staline a
la Republique socialiste sovietique d’Azerbaïdjan avec le statut de
region autonome.

Un conflit meurtrier avait eclate au debut des annees 1990 a propos
de ce territoire peuple en majorite d’Armeniens et qui a proclame
unilateralement son independance en 1991. L’Azerbaïdjan veut en
reprendre le contrôle.

Les affrontements, commences en 1988 et qui ont dure jusqu’au
cessez-le-feu declare en 1994, ont fait entre 25.000 et 30.000 morts,
selon les estimations, et entraîne l’exil de quelque 20.000 Azeris,
deplacant en outre, selon Bakou, jusqu’a un million de personnes.

ASIM MOLAZADE: “DEMOCRATIC ELECTIONS IN AZERBAIJAN TO COME OUT A TEST FOR DEMOCRACY”

The democratic elections in Azerbaijan are a great test for the
country. It is the test to reiterate the democracy and establishment
of a favorable international image of the country, Asim Mollazada,
the chairman of the Democratic Reforms Party (DRP) stated on Monday.

He voiced his agreement with the position of Terry Davis, the
Secretary General of the Council of Europe, who stated in Baku that
the democratic elections will have positive impact in the resolution
of the Armenian-Azerbaijani conflict over Nagorno-Karabakh.

“The elections even not directly, but indirectly will impact
on the settlement of the Armenian-Azerbaijani conflict over
Nagorno-Karabakh. Sympathy of the international community to Azerbaijan
as a democratic country is rather deep. It will be easier for us
to inform the world about the existing realities, the unfairness in
regard to Azerbaijan, occupation of areas, the Armenian aggression,”
Mollazada underlined, voicing his disappointment with Azerbaijan’s
failure to realize all said thus far.

According to the leader of the DRP, the stability which will
consolidate as a result of the democratic elections will also be
a factor assisting Azerbaijan in the peaceable resolution of the
Nagorno-Karabakh conflict.

The same time Mollazada voiced his hope for increase of attention
towards the parliamentary elections in Azerbaijan. “Azerbaijan is
one of rare Moslem countries, which possesses tremendous democratic
potential,” the DRP leader stressed. “Azerbaijan is interested in
the integration into the European community, which accepts only the
countries with definite level of cultural values, including the
organization of free and democratic elections, freedom of press,
multi-party system,” he stressed. Today Azerbaijan has more chances
for holding democratic elections, Mollazada added.

“Of course, the establishment of the democratic society is possible
only with participation of Azerbaijanis. None of us will develop
democratic institutes and liberal elections system,” Mollazada
concluded, underlining that support and experience of all those
who passed this path, will help Azerbaijan to intensify the pace of
democratic arrangements.
